Thirty-seven- year-old Mathis Alson Woodman will serve 15 years in jail after he was found guilty for rape, incest and indecent assault.
That decision was handed down today by High court Judge Victoria Charles-Clarke on Friday.
Woodman was found guilty by a nine-member jury on October 26, 2016.
In a mitigating plea his lawyer Kondwani Williams begged the court for mercy on his client.
He also called several witnesses who all described him as “a respectful and honest individual.”
“He is a flamboyant and majestic individual who is very social-able and always embraced family…he is also very popular with the ladies please be lenient on him,” Williams told the court.
According to the facts, Woodman in November 2015 at Palm Groove brought his sister an isolated area and forced himself on her and had sex with her against her wishes.
In the social inquiry report, Woodman maintained his innocence, showed no remorse and stated that he was incriminated by his sister and her mother over the estate of his late father who had died last year.
The maximum sentence for rape is 25 years; incest 10 and indecent assault 7 years.
In its submissions, the prosecution stated that the use of force by Woodman on his sister was aggravating also the breach of trust and she was suffering from physical and emotional scares because of the incident.
Before sentencing Justice Victoria Charles-Clarke said that the aggravating factors far outweigh the mitigating.
She pointed out that there was a breach of trust since the sister felt safe with him to have gone in the river after 10pm and he used force to subdue her for his attack. She said that he pinned her down held her hands behind her back resulting in she sustaining bruises.
The incident she said has left an adverse effect on the sister who said that she wished that she was “dead.” She also claims to receive panic attack whenever she thinks of it and “hates men” and is always traumatized whenever she passes in the area. She said that she is also being ridiculed by members of the family.
Justice Charles-Clarke set the benchmark for rape at 12 years and according to her given the gravity of the matter added 3 and so imposed 15 years for rape; for incest she set the bench mark at 6 years and added one and imposed 7 years while for indecent assault she imposed 2 years. The sentences are to run concurrently.

Some think capital punishment should not have been abolished. There are those who feel it should be on the books for murder and rape. A Roman Catholic P.M. in Canada abolished capital punishment even for murder in the 70s. It may be time to review this.

Why isn’t the court as severe on people convicted of drug trafficking offences? Are the lives of drug addicts just as important?
I am happy this guy got the book thrown at him, but I would also like the court to punish drug dealers as severely as that to send a message that we will not tolerate people who peddle poison to our people.
I think the drug police in Dominica do great work in arresting offenders and confiscating the drugs but like you sometimes I wish the penalties were more severe. This applies to my own country (Canada) also.
Drugs are a very serious problem right now in Canada. Users are progressing from the light and casual drugs to the heavy and life threatening drugs. We presently have a huge problem not only with cocaine and heroine, but with several new killer drugs I don’t even know the names of because when I took my training they didn’t exist in their present form. Across Canada hundreds are dying every week from O.D.ing. One of these is so potent a single pill can be an overdose and kill the individual within minutes (not hours).
Many of these precious young people we are burying every few days began with drugs by using marijuana.

Every year multitudes of women leave these countries and come to Canada and the USA seeking a better life. They come to escape the female circumcision, the beatings, the honor killings, and the shame of seeing their daughter sold to some old man as a ”child bride”.

All these sexual advantages in the countries you have listed – such as the minimum age if any for marriage, and the minimum age for ”penetration” – would be appreciated by certain men. In fact all these liberties are in the advantage of the men not the women. They give the men quite a wide playing field. But they do nothing to protect the girls and women in case you have not noticed. In fact they leave the females vulnerable upwards from a very young age.
I am not unmindful of the fact that most of these nations are predominately Muslim and dominated by the Islamic influence. These are sexist countries where life is male oriented, and everything must be in the best interest of the men.
