UPDATE: Man gets station bail in alleged inappropriate behavior matter

BailA man who was being questioned by the police in relation to alleged inappropriate behavior involving a minor has been granted station bail in the sum of $15,000, Dominica News Online has been informed.

He has been charged with indecent assault.

The man was picked up on Thursday and was questioned late into the night and also on Friday, sources told DNO. Sources also said he spent the night in police custody.

Bail was granted late Friday afternoon, according to reports. He is expected to appear in court on Monday.

The matter is part of investigations by the police of three men it is alleged engaged in inappropriate behavior involving the minor.

One man has already been charged and appeared in court on Friday morning. He was released on $75,000 bail.

Reports are that the third man is still being sought by the police.

Due to the nature of the offense, the laws of Dominica prohibit the publication of names until there is a verdict in a court of law.

    I’ve already made the comment that the laws of Dominica sucks!

    There is a reason why they are written that way: It is a conspiracy to protect the guilty. Here is the scenario, and I will use myself to explain this. If I am in high society, or to be precise in government, or involved in the judicial system, and I know I am a potential pedophile, who has the privilege of writing and tabling a law, I most likely would implement some code to protect the guilty from the knowledge of the public.

    That is not the thoughts of one individual, there are collaborators; they create a systematic statement of a body of laws with a given statutory force to protect themselves, and in this case we see the cynical motive in effect.

    They know that Dominica is a place where government officials, and the bourgeoisies of the country are never punished for any crime they commit. The hope is if their name is kept secrete, they may never face justice, or if the do their colleges in the crooked…

    In theory, I agree the law should protect the innocent (until proven guilty) party. But in a place like Dominica, it is impractical to provide such protection of publication of the name of the accused. Everybody knows who these people are.

    This begs the question: what is the purpose of a law that we all know to be ineffective?

    I love getting to the bottom of things, i.e., knowing what really occurred and how it occurred. I also love getting to the nitty gritty of it. Do not give us half of it.
    Everyone must be fair, the Law – prosecutor, complainant, defendant and witnesses.
    Obviously everyone is eagerly waiting to hear more about this case, what transpired and why the minor was in his presence.
    I hope the entire story will be told and honestly on all sides. How he happened to do what he did; what caused him to do it, not only through human weakness; how did the minor find herself in his presence and that of the others.
    When such a case is heard and thereafter, after weighing out the evidence presented on both sides, the male must not be the only one to be chastised. The minor should be, especially if a teenager and went out of the way to be in their presence.
    If she was enticed and is old enough, as 15 years-old, she has enough common sense to refuse to go with them or to meet them.

    A 15-year old is old enough to have relations/baby. Some of them practically live on the streets. These are uncontrollable, disobedient, promiscuous, act as adults and are called minors.
    It is time to take a look at this situation but not to lower the age of consent. Rather, increase it. This means minors should not be out at nights without adult supervision. They should have a curfew and also for their safety.
    Since the Law prosecutes adults for sexual interference with especially teenage minors, it should also have jurisdiction over them being out on the streets at nights. Parents should ensure that.
    Last but not least, at the conclusion of such a case, depending on the testimony of the parties, ever heard a judge/magistrate reprimand parent(s) for being negligent? If not, it is high time the Law do something about that. If this were done, probably there would be better-behaved and obedient minors.

I wonder where they get that thing about inappropriate behavior. does the law have a charge called inappropriate behavior with a minor? nonesense! if it’s a spade say it’s a spade. if it’s alleged unlawful sexual intercourse or connection, say so. if it’s alleged indecent assault on a minor say so…don’t polish things because it’s allegedly committed by persons in public life. if it was the normal man you all would say it as it is.     Once again we see justice in Dominica is based on who is involved. First, DNO referred to this individual in question as “A Man”, due to the nature of the offence. His profession or field of work is withdrawn. Let’s compare it to a familiar incident on March 19, 2014 ” Policeman arrested for alleged abuse.”

    Here, though his name was withheld, his office or profession was not; he was a police officer.

    Another disturbing comparison thing is that of the police officer being caught at the airport by the Police Task Force. Compare this with the other fugitive that is now being sought for by the police after a letter of resignation was handed to the PM. Why wasn’t the Police Task Force set their eyes on him? Would I be an idiot to speculate that this one was conveniently allowed to flee with help from the police and political leaders? Sure sounds like corruption

    If memory serves me right, according to the laws of The Commonwealth of Dominica, the name of a person accused of a sex crime CANNOT be published until AFTER HE/SHE HAS BEEN CONVICTION.

    The two perpetrators were CHARGED and have not been CONVICTED.

    The third perpetrator is being sort, and when he is found, he too will meet his demise. kindly see the difference between CONVICTION and CHARGED?

    I suggest you read up on the sexual offences act, you`d be surprised to find out how interesting it is…..

    The police has very little control over this matter. The Minister, Rayburn Blackmoore, a former Police Officer decides what moves the Chief of Police makes.     This thing has left a lot of thick clouds hanging over Dominica and we MUST save DA now! Here are my suggestions using Acts chapter 6:3, as a pattern: “Wherefore, brethren, look ye out among you seven men of honest report…and wisdom, whom we may appoint over this business.” .

    1. Replace Charles Savrin with Mr. Ossie Lewis as president
    2. Mr. Lewis must dissolve the cabinet and appoint Mr. Claude Weeks as interim prime Minister and Mr. Michael Astaphan as deputy.
    3.Mr. Weeks then must fire Daniel Carbon and appoint a qualified person that will protect our democracy.
    4.Mr. Weeks and Mr. Astaphan then appoint 7 honest and wise men / women to run the affairs of DA
    5. Replace Knight with Nicholas George, as speaker.

    They should conduct an independent & honest investigation into this whole thing, as well as other questionable clouds hanging over us. If any is at fault, they should be banned from future elections and face penalty if necessary, whether they are UWP, DLP, DFP or…

    I must commend the bishop and pastor who openly condemned this abominable act. On Friday I heard the pastor hitting the nail on the head. ‘Hate a dog but say it’s teeth white.’ Its high time the churches rise up and call sin sin inspite if who does it. We have so many evangelical leaders here I expected more to come on the radio to addresss the masses.What a shame what is really their agenda.     In one of the comments, it was noted that this rather unfortunate incident has rocketed both parties. It is true. When the news began filtering out, all hands were point at the red party. We now know , that important personalities on both sides have been implicated. What therefore does that mean for us as a country? Remember Donnie Isidore’s statement after he was booted out? “The propensity for wrong doing is with both camps” So whilst we accuse each other of wrong doing, we too can and are able to do similarly.     The men. So you find is that that attracting you. Some of those kids bodies don’t even look like it has full developed. They couldn’t find anyone older.     I believe Erica was a national washing. We got emotional, we held hands, sang kumbaya, said empty prayers, lied to our neighbor’s faces faking friendship, took too many bottled water we didn’t need when our neighbors had very little, we shared the relief to our friends first ignoring those who had a desperate need for it.     One cannot be bailed out of jail, or police custody, unless they are charged with an offence: They shall remain innocent until proven guilty. The fact they are charged means the police has reason to arrest them, hence their name should be made public!

    Only in a backward dumb place like Dominica we find such stupid laws! In the case of a minor I can understand that, so too; no photographs of a minor should be exhibited in any Newspaper, nor on Television; nevertheless, the crap that an adult suspect name cannot be made known to the public is nothing more than a bunch of hogwash!

      When you are charged by the police you are not guilty. Your guilt or innocense will be decided by the courts. It is only after the courts have ruled that names can be made public, that is the law Mr. Telemaque. What if the individuals charged are innocent? And if Dominica is backward so are the vast majority of countries including those in the caribbean who have similar laws.

      I do not know what affiliation this man who is charged and bailed has in common with the child and family. The Law is, since a minor is involved, for now, until found guilty, his name will not be revealed.
      Nationals and some as you are curious and would like to know the name of the culprit whom some of them may already know. Like it or not that is the Law in Dominica which you have to be obedient to and respect.

      We do agree on this one. However, if we do not send a proper message to all parties involved, then these predators will never stop, and these grown baby (women), will never report such advances to their parents. All parties are liable and should be held responsible. But camem camem camem, did not the parents see these girls bringing items homes they did not purchase for their children, or could not afford to purchase them? We should either hold these parents culpable for negligence, or we should create a gofundme page to request assistance for their degenerative glaucoma.

      Anon and et, al. & Dos: if it is one thing I did for myself in life is that the education I did not get in Dominica when I was a kid because my parent were too poor to educated me past elementary; when I left Dominica, and found myself in a situation where I discovered without a sound education I would be doomed, I set out to educated myself!

      I did that by working all day and attended college and university at night, it took me a long time; however I accomplish just what I set out to do. I do not speak patios, and though I am not an English Major, I believe I am quite fluent in the English language, I am sorry I cannot accommodate you and the other idiots who seem to have some sort of comprehension problem with the English language in patios; If you all cannot read that’s not my problem.

    In 1959 during assembly on a Ash Wednesday Mo rning a student was expelled by the Mother Superior because she was running carnival with a married man . My alma mater is too slack with the students I am very disappointed. I must say that I was happy the way we were d isciplined. THe now lay teachers should step up…. These stidents should be expelled.

      It goes to show that children must be children; likewise students and function accordingly.
      Parents cooperated with the CHS principal and the rules. They had respect for them.
      There was more than that. It included those who were having affairs with married men; who lived with them and not obeying the CHS rules.
      Last carnival there was one who attended the CHS and performed and sang a calypso. She was encouraged and by adults at that, also the carnival organizers.
      This is why I have stated the name “CHS” should be changed to another name. Some of them debase the name due to their conduct.
      You note today what the students in Dominica are doing? I wonder what time some of them come home at nights. They have too much freedom and act as adults. What they sow they will eventually reap.

    4Gone are the days when justice was being served in our fair land of Dominica hence the reason it has escalated to that point, where even the prominent men of society seek to demise the young girls. Once you’re on bail now you’re practically a free man, it hurts too see another set on the path of being Scott free, while sound minded individuals, and prospective leaders like myself is looking at this with guaranteed alternatives to put an absolute stop to this once and for all, the very ones implementing the laws are the very ones breaching them, how well does this look on our part here in Dominica? Do we even have the slightest bit of knowledge as to who we are letting into leadership positions? There was no disclosure of names but the general public is already aware of all those involved, infact we know them by name, face and even voices what more can you hide from us?

    Now that we know both laborites and UWPites have been affected by that, we all need to come together, put all politics aside, and demand of the police commissioner and the PM to answer questions about the third man that is being sought for. Dominica is too small for this nonsense. The police and PM should know after the delivery of such resignation, something else was to come and therefore should put him on surveillance.

    Was the RED celebration we saw at the airport this week part of the plan to kill the case? Does anyone remember statements made by the new doctor upon his arrival, about three men and inappropriate behavior? Wasn’t a letter of resignation delivered to him hours later? What became of the person after the letter was delivered to the PM? I am sorry Dummynicans but this one is just too fishie and I have to question the role of the police and the PM, who received much praise on the resignation.

Sounds like somebody is playing a game here, which reminds me of a similar one against Bernard Wiltshire re the passport scandal. I cannot wait to hear the charge against him on Monday. At this time it just sounds like politics to me and one side is saying my party is not going down alone

    Where does the police get the authority to grant bail for an strictly indictable offence? That is totally outside the Police’s jurisdiction and someone needs to answer for that.

      But who said it was the police who granted the bail? Do you even know the meaning of station bail? Has is occurred to you that a Magistrate can present him/herself at a police station to grant someone bail?
      The police can hold you for 72 hrs maximum after which, if you are not being charged, you will be released. In the gentleman’s case, 72 hrs would end on Sunday (there’s no functioning court on a Sunday). The magistrate can choose to go to the police station (I guess that’s what he/she did)

If the answer is yes, then why did the police not seek him out while he was reading his resignation on state radio? Why was he not sought for while handling his resignation to the PM, knowing the PM is always has police security?………………..

    I really do not understand Dominica and no matter what the police do, I still cannot trust them. According to DNO “The matter is part of investigations by the police of three men in alleged inappropriate behavior involving the minor.” One has already been charged and appeared in court on Friday morning. He was released on $75,000 bail. A second one has been granted station bail in the sum of $15,000. Where is the third person? Did he flee the country? If yes, was he assisted by the authorities? If yes, shouldn’t the authority be held responsible?
