More police patrols in September Blackmoore says

National Security Minister, Rayburn Blackmoore has assured that more officers will be present on the streets, upon the graduation of new recruits who are undergoing training until September.

Giving his contribution during the 2016/2017 budget debate, recently, Blackmoore stated that uniformed officers will be assigned to street patrol around-the-clock, to ensure citizens’ safety.

“In September, we shall be seeing the passing out of 39 additional police officers… We have to have more police officers on the street. We have to ensure that the beats in Roseau are serviced again, from morning to next morning,” he stated. “We have to go back to the days when we had police officers dressed in uniform on the street, to protect our citizens of this country.”

He went on to explain that more organized patrolling will be arranged in Roseau and surrounding areas.

“You can have police officers going out in those districts to protect and to serve the people in those various areas,” Blackmoore said.

Additionally, the Minister revealed that the Police will receive a larger, more efficient marine vessel.

“We have seen it fit to invest in a proper vessel for the Police department—a vessel whereby they can spend more time on the water, in greater capacity, to confront the crooks and the criminals,” he divulged.

In March, Blackmoore announced that 40 new Police recruits were to begin training, and said that the plan is to bring the Police Force to a full strength of 500 officers.

    Have them patrol the roads also. It doesn’t make sense that you can drive from the airport to Roseau and not see a single police patrol on the road ever.

    We hear of crimes committed in the streets of Roseau. Sometimes the victim is a citizen, sometimes a tourist. Citizens and tourists will both appreciate the increased police presence. I like the idea of more officers in uniform patrolling the streets. The uniformed cop in the picture looks sharp! Let your officers be OUT THERE, and let them be VISIBLE :!:

    In Toronto we are always hearing that we need more police. Then we hear that the budget doesn’t allow for an increase of officers. I expect Dominicans appreciate what Minister Blackmoore is accomplishing. It is one thing for a minister to recognize a need. He must also come up with money :!:

      Minister Blackmoore is aware of the need to patrol the water.

      It was good to hear of “a larger, and more efficient marine vessel.” Recently there have been several drug busts on the water. Other agencies are working the waterfront. All the more reason for the police to be properly represented out there. The bad guys are not in short supply.

    This police com. has zero vision. Thats exactly why the police force is perishing. As sn excop roseau was always covered with less guys..you have to keep up with the changing times. And thats where vision comes in. Zero vision equals zero change.

    I’ve heard this story already. More police to patrol, yet u can NEVER get a police officer to respond to a call in any part of dominica. The officers on the phone e always give the same response, “we will send someone to check it out when we get a chance” or they reply “that is a domestic matter they cannot do anything about “. You can never see an officer on the streets of the capital when people are being robbed and shop owners being threatened and robbed. It is a disgrace to the uniform for the officers who take the oath and do not want to uphold peace and order. There are officers inside the force who will see their job through but that is less than a percentage.
    What astonishes me more is the very last sentence where he says he hopes to bring the police for to 500…….so wait at this current moment we the citizens of dominica are supposedly protected by less than 500 officers….that means there could b more criminals than police on this island

    Mr Blackmore,the morale of the policemen and women is the lowest it has ever been and the public has little to no confidence in the police.All this is happening with you,Skerritt and Carbon responsible.Why don’t you want to listen to the public and get it right.There are so many unresolved murder cases,and other crimes in this little country of 70,000 people.The break-in at the registry,the leaking of the testament of the underaged girl from police headquarters,and on and on.Ask yourselves,how come crime was so low and the public worked with the police to keep the country safe.Now your administration has brought in a new order of things which is driving the country backwards Instead of forward.It’s time to change course.Begin by bringing in a new police chief from outside of Dominica to help clean up the bad state of affairs in law and order in Dominica.

      You talk about the “morale of the policemen and women (being) the lowest it has ever been”. Then you say “Begin by bringing in a new police chief from outside Dominica to help clean up the bad state of affairs in law and order in Dominica.”

      There are times in any business when an outside consultant can be helpful. But it must be an expert; somebody with either training or experience beyond what is already there, not a wheel that has come flying off somebody else’s machine and is still spinning.

      Since one of the problems is low morale it is difficult to imagine how bringing in a new chief from outside Dominica would help.

      A major problem is a backlog of “cold cases”. It does not look like this will be solved by the veterans on the force or they would have already have solved them. Its doubtful if they will be solve by the new cops.
      This is where it may help to bring in outside cops with expertise in cold cases – not to replace but to work with the regulars.

        Even one detective with a proven track record in cold cases to head up the project might put a dent in the problem. Can you “borrow” from another force? Maybe the FBI? Just wondering.

        Over all I think more appreciation needs to be shown to your men and ladies in uniform. Few people understand how challenging their job is to say nothing of how dangerous.

    training commenced in March .. graduation in September = 7 months… all kindergarten, pre-schooler entering in September and school year end is around June – July = 10 months. Time to expand the training curriculum one might suggest.

    This is encouraging. Please try to make Dominica safe again.
    I have previously stated commence teaching the youths love, discipline and respect for others. This training commence at home and in school. If they do not receive them at home, then they should receive them in school.
    School is a continuation of also discipline. Youths grow up to be adults. Among them are some disobedient and wayward ones who may not even take an interest in school. Teachers must ensure that they receive, overall adequate training. If they do not, they may lose interest in school, become school dropouts and later some will surely become criminals.
    Know the root cause of criminal actions. Few people opt out and become criminals. This could be learned and by bad company which corrupts.
    If we also want a fair, just society, practically free of criminal activities, train them properly. Do not also deprive them of the blessing and grace of God. Christians should know all about that.

      The founder and first “Director” of the FBI, J. Edgar Hoover said “A child brought up in Sunday School is
      seldom brought up in court.”

      We should never underestimate the influence of the church in the lives of young people to set their feet on the right path life. Children need to see that “the faith” is real and important to their parents. One of the ways this will happen is if mum and dad take (not send) their children to church, and also place the
      children in Sunday School where they will learn the truths of the Bible. In time they can be directed into the youth group which is usually a special Sunday afternoon or weeknight activity for teens if the church has that ministry. It is “age appropriate” and mean to be fun.

      Parents must be an example. If they care how their kids turn out they will be. You have to go ahead to lead. There is just no other way.

    Are you saying it takes the minister to recognized this, where is the chief of police? The police must be in uniform in the charge Office from 08.00 till 16.30 hours .No private visits within that time. Patrol their village let the people see them in uniform, community policing thus prevent crimes.

    It is a brilliant idea to help curtail crime but how long will it last.You must also equip the officers with proper tools for the job.Every officer on or off duty should be equipped with a radio which would make communication much quicker .In this time and age our police officers look like ordinary civilians with a uniform.You all ministers travel the world over take a few pages from their books and paste it in ours.AS the minister for security you should allocate monies in the budget to install cameras in the city of roseau because the police can’t be everywhere at once.

      The DNO article specifies the boat is for the police and police work.

      This was information from the Minister himself.

      If time and space allow for it to be used at some time to move produce that would be for the police to decide. But the designated purpose of the new vessel according to Minister Blackmoore is “to confront the crooks and the criminals.”

      Don’t believe all you hear! Too much bla, bla, bla at a time like this.

    Do they have the resources to support this hype? Will it result in a significant drop in the crimes that have escalated over the past couple years? The answer is a sad no. The fact is the population is hungry and there are no jobs which means there is no money. People will do what they have to do to eat whether it be stealing or selling drugs. They’re not just gonna seat there and starve to death. Instead of the national budget having a job plan it has a plan for Skeritt to crack down on the jobless fathers who cannot feed their children. Lol, big joke. Shame on Blackmoore and the rest of their cursed labor garbage for leading Dominica into the mess it has now become. Even a bigger shame on the idiots who happily fly in from over yonder to keep them in then fly back to their overseas paradise while leaving the unfortunate rest behind to suffer the consequences of their pathetic voting decisions. Labor doing too much work. More they work is more the country go backward

    In the 80s there were about 300 police officers and all beats in roseau were coverd, now u have about 400 officers, it should be a piece of cake to cover roseau unless is got bigger,just a thought

    But every yr is that alu doing; Sending new big headed recuits on road, and after 1 month we not seeing them again.. ps. What ever happened to the law of no driving without seat belts? Not even officers doing it! Check yourselves. And while you at it, put bike patrol out at night to catch those without lights. Just a no brainer idea THANKS

    That is good news , however in the meantime the village of pte Michel has no day or night patrol the service at pte Michel socks, when you call the police it is a joke, the usual answer is they cant leave the station cus there is only one police present which is a lie people houses are being broken into and nothing is being done about it even when the police know who done it . the police administrators in Roseau need to visite all the village police station on a surprise bases,

    Skerrit and Blackmoore is making an army under the disguise of the police force! 500 police officers in little Dominica, yet not a murder case can be solved. The ineptitude of the officers is like a medal of honour on their shoulders. just Imagine people, there are a number of qualified trained teachers working in the system for years, and they are not appointed. but after six months of training a recruit is appointed as a police officer. this is totally unjust and unfair to hard working trained teachers. Blackmoore and Skerrit make all you army good! that same army will take all you out one day. The Army wont be able to keep all you in power for eternity!!

    This is such a good idea, as long it does not come with any police brutally but more security so the people of the community can feel safer and know their policemen. I also hope that they won’t only be on the street during the day and night they are in side playing dominos, but the people will feel safe also at nights too. With Dominica is already so dark and no safety it makes it to scary to even keep your door open aeven 7 at nights. Once again great idea.
