The Dominica Police Force is soliciting the public’s assistance in combatting criminal activities during the two days of street jump-up.

Police Chief, Daniel Carbon who was addressing a press conference held at the Police Headquarters on Friday said the police have taken three approaches in policing Carnival this year.

“Our first approach has been sensitizing members of the public, sharing information, using the media to educate members of the public as to what we expect from them and what we do not expect from them,” he said. “We have used the media to call on every Carnival reveller, every onlooker, who will be observing Carnival, those who will be participating in Carnival, we have gone as far as meeting with all the electronic bands and we are asking for everybody’s support.”

According to Carbon the police cannot police Carnival by themselves alone.

Carnival, he said, is not only celebrated in Roseau but other areas including Portsmouth, Grandbay, Marigot, the Kalinago Territory and St Joseph.

“We are talking about thousands of people and we have to be in these areas, especially the City of Roseau along the Carnival route, observing, enforcing the laws, preventing situations from happening and we cannot do it alone,” Carbon noted. “So we have embarked on that approach to sensitize members of the public on what we expect from them and what we do not expect from them.”

The second area he mentioned is in the area of intelligence gathering.

“Members of the public, I am again asking that you report to the police what your observations are, what you’ve heard, what you have seen, what you know is about to happen, what you know has happened,” Carbon urged. “Any information or intelligence that you may have as it relates to criminal activity in Carnival, both in the City of Roseau and other areas where Carnival is being celebrated we ask you please to provide your intelligence.”

He mentioned also that CCTV will be installed along the Carnival route public input is still very important.

He made it clear to persons that the information given to the police will be treated with extreme confidentiality.

Carbon indicated that the third approach to crime fighting during Carnival will be the presence of the Police.

“We are going to saturate the City of Roseau with uniformed Police presence and plain clothes officers as well from J’ouvert morning right up to the end of Carnival Monday and Tuesday,” he stated.

He said Officers will be saturating the electronic bands to ensure that criminal activity is kept at a minimal or “no criminal activity at all in these bands.”

“We do not want anything to happen in Carnival. We saw last year we had a homicide, we do not want things like that to happen…” Carbon said.

    If anything should happen during Canival the Police will also be held responsible because they turned a blind eye to what Skerrit have instructed his supporters to do, I just hope that the people of Dominica are much smarter than Skerrit and some of the police men. No one should allow themselves to be victimized for no one man.

    Carnival is almost here! How time flies. Soon it will come and go.
    Well said Police Chief. As the words of a religious song, “We’re in this thing together.” Everyone is responsible and must ensure that each other has an enjoyable time and to report what they see, etc. to the authorities.
    If I were present I would not be blind or turn a blind eye. We are each others keeper. May every one cooperate.
    You should inform revelers and onlookers, those especially on the streets, to hold on tightly to their personal effects and if possible not carry them.
    I was recently informed, a man kicked a D/can who had visited for carnival and stole his camera. That kick caused him to loosen his grip on the camera and the thief stole it. I am unable to comprehend why some fellow people could be so heartless.
    I wish everyone an enjoyable carnival and free of incidents.
    Life is worth living and enjoying! All are entitled to it. Allow each other this privilege.

CARBON,what I have heard is Skerrit appealing to his supporters JUST BEFORE CARNIVAL,to provoke members of the UWP!!!!What I have not heard is how you have dealt with that…Are you Skerrits police commissioner or Dominicas police commissioner?

    So far we have heard three leading voices advising people what to do during the carnival:
    1. The PM 2. The Police Commissioner 3. The Bishop. The sad thing is they all gave different advise. Here’s what they said:
    PM: : tonight I say to you they are traitors…and I want you to do the same as well. When you see them on the streets, in the supermarkets, at a funeral, on a plane or even in their cars shout out to every single one of them, ‘traitor

    The PC: “We do not want anything to happen in Carnival. We saw last year we had a homicide, we do not want things like that to happen…” Carbon said.

    Bishop: Carnival is a time to have “clean fun,” and should not be used as an excuse for lewd or criminal behavior.
    question: Whose advise will most take? Well, most see the police as an enemy and not a friend. Most see the bishop as someone that wants to take fun from them and will pay him no mind. The danger: Most see the PM as the one that gives them for vote and therefore will obey him

      The problem with people as you, you twist and turn every word to suit your mentality, your comprehension. This is a great flaw on your part.
      First of all the PM did not mention carnival.
      The Chief of Police has a job to do. It is his duty and right to advise everyone accordingly. It is for the well-being and protection of each one of you.
      The Bishop spoke according to his status and on a Christian level. It is also his duty to caution the revelers to have “clean fun” and do not overdo it. This also means not to drink in excess and harm themselves and other fellow Dominicans. In other words do not get carried away, be it with the music or the booze.
      Whatever we do, it should always be in moderation. Responsible people know it and practice it.
      Who does not know this, “Too much of one thing is good for nothing” and could be harmful? The result of recklessness is, those who overdo it will eventually feel it with regret later and who knows, for life.

    Carbon what I have heard is that Skerrit has called upon his supporters to provoke some members of the UWP.You are not daef or illiterate you must have heard that or read of it.Knowing how ignorant some of his supporters are,have you taken SKERRIT in for questioning?Why did he appeal to his supporters to provoke Linton, and others just before carnival? Isn’t that of concern to you?Any report on the 2014 fire at the communication center at Melvillehall?

      Anybody who publically intimidates, or harasses another person should be reported to the police. Even if it is not something they can be charged with the police should (if and when possible) at
      least give them a warning. Why? Because these are things that could potentially excite violence. Some of us know people who simply would not accept this abuse.

      This matter of publically calling somebody a “traitor” is serious. I am not familiar enough with Dominican law to know if it is illegal. It may not in itself be a criminal act. But it could certainly lead to a criminal act. Two people in a brawl over something so small yet so sensitive – could mushroom with others joining in and result in a shooting, a stabbing, or a riot.

      You have the police calling on the public to keep the peace and report any criminal activity. How then can they tolerate behavior that could result in criminal behavior and a disruption of the peace :?:

    Mr. Carbon, I am a member of the public and I want to respond to you calling on the public for assistance. I want to report on my observation, what I have heard, and what I know is about to happen, as you stated. I heard a Dominican citizen, on Feburary 2, 2016, encouraging Dominicans to provoke certain Dominicans and call them “traitor” . I know some will take that advise, especially since it came from a top level leader, namely the Prime Minister of Dominica, so what I am reporting is what is about to happen, which is more violence, more crime, more discord and division among citizens, which breeds more violence and more crime. So sir, its a circle of events, starting with that negative advise from Prime minister and going around to every citizen of Dominica, affecting them in various negative ways. Please treat this information that I have provided you, with “extreme confidentiality,” and if someone provokes me by calling me “traitor”, Will I be protected by the police…
