Policeman severely beaten; five in custody

police investigationA police officer was severely beaten in Roseau on Carnival Monday and five men from Kingshill are in police custody on suspicion of attempted murder in the matter.

Police PRO, Acting Inspector Pellam Jno Baptiste said the incident took place on Church Street at around 10:20 am on Monday, February 8, 2016.

He said the police officer, Wilburton Jules, approached and identified himself to a group of young men who were behaving in a disorderly manner.

“The group proceeded to attack Constable Jules and inflicted numerous serious injuries to the upper body and head of the Constable of police with a hammer and a rock weighing over 15 pounds,” he stated.

Jno Baptiste said Jules was assisted by members of the public who called for assistance.

“Constable Jules was transported to the Accident and Emergency Department of the Princess Margeret Hospital by the Fire and Ambulance Services where he was seen by a medical doctor and admitted,” he remarked. “Investigations are ongoing.”

Two other suspects are being sought in the matter, Jno Baptiste pointed out.

Anyone with information should contact the Criminal Investigation Department at 266-5164, 226-5165 and 266-5191 or Crime Stoppers Dominica at 1-800-8477.

    The Police should have singled out Ronald Charles who at great risk to himself braved the barrage to pull the Constable into the safety of his office. That selfless act in my view saved the officer\’s life.

    hmmmm . I suppose the powers that be in the police force should give Officer Jules a Medal of Honour for allowing himself to be beaten so badly and nearly killed. Isn’t that what our officers are suppose to do nuh? Allow every Tom, Dick, Harry and Jacquelines to beat them up and even kill them if they get a chance.     Every one of us needs our mother’s blessings,we might not be sure of our father but we are all sure that the woman who says that she made us is our mother…I am of the same blood as this police Jules ,I do not have any hatred towards him at all because i have always avoided him since he is a child,he is secretly rude and plays mr.cowboy,his mother is a clear skin lady who sells on the side walk in roseau ,he can pass one centimetre from her and never say hello to her because people who call themselves christians decided so for him..even at soufriere he is not appreciated by the public but because his police status makes him feel more omnipotent /powerful ..cowboy..i am not saying that any one should bit him up but i am certain that if any other police that was older than him was present this would not have escalated to this point…he boss,cowboy,bad boy,thug,master police and he forgot that one day he would get someone “badder ” than him out there,,he is not fit to be a police..

    this attack on a police officer is an isolated incident. police officers has been beating and brutalising young men for years now the security minister was a police officer he knows all about it and he never did or said anything about it now a police officer get’s a taste of there own medicine even the prime minister comeing and cry for justice against the perps.I don’t remember the prime minister or the minister for security calling for justice against the policemen who brutally murdered a man who they had in custody IN THE POLICE CELLS IN PORTSMOUTH. While i condemn the attack on the officer i see it an eye opener for the police and the officials who take advantage of young men in police custody the same way everyone thinks it’s wrong to beat a police is the same way they have to see it is wrong for police to beat our young men who got themselves on the wrong said of the law. personally i have no sympathy for the one that was attacked

    You see, when police mess around I give them hell because they are paid to protect and serve, not brutalize, main, and kill.

    However, when we as a society attack those who we look to for protection by risking their own lives I have no qualms to say LOCK them up and throw away the keys. Officers risk their lives and that of their family to protect us and as such they MUST be respected in the performance of their duties. No justice, no peace should also be the call by all on behalf of the officer.

    Now SSU, I want you to HUNT them down like criminals they are wherever they may run and try to hide using as much force as deemed necessary. The same force you all did not hesitate to use on the good folks of Bawi. :twisted: :twisted:

    I am not condoning the animalistic behavior of the assailants, nevertheless, I fail to believe that a human was beaten with a hammer, and a fifteen pound rock stone and he lived to tell about it. There was an incident I believe, nevertheless I think the weapons claimed to used in the attack is highly exaggerated.

    I can under stand the hammer, but the fifteen pound rock is simply a matter of exaggeration! One would have to hold that rock with both hands to inflict some damage!

    This is totally unacceptable. People are loosing respect for law and order. If they are doing that to the police what will they not do to any civilian who may speak up for their rights. These thugs play their loud gangster music at any hour of the night in their drug dealing vehicles and no one should talk. They think they own public space and have right to do display their thug behaivior anywhere. But their days are coming. Whatever harsh punishment that they are handed they deserve. Dirty thugs!!!

    During the carnival i got the most embarrassing search ever in the middle of the street while enjoyin myself..so much lack of professionalism. .had nothin but money and a shot of wiskey in my hand..those guys came on me like any ordinary gang and even attempted to slap me for no reason except they were thinkin they BAD jus like those BAD BOYS..im nt supporting what happened cause i dont kno how the situation went down and i hav police relatives bt what goes around comes around..respect is due and when this gets violated no matter who u are police or not WE doe hav cobine

    I wish the officer complete and speedy recovery. Apprehend those criminals and bring them to justice. This trend is unacceptable. I do recommend that the police officers must not approach such hooligans in plain clothes and never do it without back ups and or firearms. BRING BACK THE CAT-O-NINE TAIL and implement HARD LABOUR! DEM YOUNG MEN ARE TOO OUT OF ORDER. When the police respond is allah we does hear and now he is fighting for his life. Thanks to the public that came to the rescue. Say a prayer for him please.       santopee at least he have life to fight for but the young man in the portsmouth police station cells did not have that option he was dead with broken ribs, punctured lungs, and busted spleen.can you begin to imagine what this man went through?almost the same amount of officers as the men who attacked officer jules was involved they had that young man all to themselves for hours to to do whatever they pleased there was no one to intervene then,the attack on the police happened in a public place where many people came to his rescue he was not beaten for a full 5 minutes, this can never be compared to the portsmouth incident. where were you at that time santopee? because i don’t remember seeing a comment from you then.well whoever you are here is a clear case of what goes around comes around in your face. clear your conscience and deal with it and know that there can never be no peace without equal rights and justice

      Where you get that nonsense you are talking?

      If you train a police to walk away, the criminals will prevail, I am sure the training will be to keep a low profile, and seek back-up, call for other offers to help in the case of an arrest, if you are out numbered.

      And in all cases in the developed world no one single officer goes out and arrest any suspect, only in Dominica perhaps. Are these officers equip with VHF radios to communicate and summon back-up help?

      That is the protocol pertaining to police training.

    Mr.Wake up or Miss wake up I hope the Police commissioner the PM Mr. Security minister and the public take your comments seriously and thanks for letting us know if we are too naive.
    I must say that when I was in the force these things could not happen to any one of course #63 policemen without on the spot consequences.
    One of these criminals would have been justifiably deceased. It is about time that the Dominica Police make an authoritative statement in this country and eradicate lawlessness. I wish I could come back to serve and I would want to be on the beat to meet those so called bad boys.
    Dominica should be patrolled by policemen in fatigues and armed to the T.
    There is no reason to sugarcoat the level of crime on this little island with so few people. Please don’t let it turn into a little Jamaica where if you end up on the wrong street by mistake you may very well end up in a casket.

      You will notice that burglars no longer steal money and run off, particularly if they see a homeowner or other person, right now they take your money or other assets and still turn round and shoot or stab you right in your own home. Sounds familiar?

    My uncle used to be a cop in DA back in the 70s. While I do not condone police brutality, I can tell you there is no way these guys would even THINK of putting their hands on a police officer in those days. Right now they would be begging for mercy at police headquarters.

      Not only for their own sake, but for the sake of their wives and children, and the public as well, police officers should be armed, trained, and MANDATED to use their weapons to the max to protect themselves and those they have been commissioned to protect.

      Reading of this brainless and violent attack on Officer Jules leaves me grief stricken. I am not exaggerating. This has spoiled my day.

      Perhaps the officer should not have approached these thugs alone. Perhaps ideally he should have called for back up. But please understand in a situation like this you only have seconds to decide what to do.

      The men were probably experiencing what has been referred to as “floating anger” or “misdirected anger”. I expect something else was bothering them. Drugs may have been involved.

      The scary thing is if it had not been Jules it probably would have been somebody else before the night was out.

      Hope the judge sends a clear message :!:

    When a system is corrupted criminals become embolden. Police force runned by politicians, police commit homicide in possi according to commisioner, politicians decide who is promoted. The police force is plagued by individualism and butt kisers. DPP office ransaked, woman held against her will, now officer getting beaten up. It tells there is a lack of respect for the CDPF. Once these things start it will spiral out of control unless there is a shakeup at the top. A man gets conviction in court, yet he sues police. Why they young constable allowed to patrol by himself is besides me. Am I suprised? No. According to a young officer I spoke to recently, “All man for themselves. It not like it use to be in the ole days where you hit one police you hit all. You taking your hard slap and go home”. Things will only change when we acknowledge the status quo is F’d up.

Inspector Laville always say ” you’re not Jackie Chan or Bruce Lee “, so run or seek assistance , don’t go there alone . So Jules and others , take your instructions seriously .

In my opinion, if these men are brazen enough to launch such an unprovoked attack on a police officer, they will not think twice about brutalizing a woman, a teenager, an elderly.       These men should be made an example of. It should send a clear message to the nation. Anything less is a failure of he court, an insult to the officer, and an embarrassment to the citizens.

      Better the judge be thought to be overly severe than accused of being too soft on this kind of crime. A crime against a policeman on duty is a crime against the entire population he has been sworn to serve and protect.

      These are the same individuals who almost murdered a police officer the previous year. This officer got injured preventing these individuals from beating a LAWYER turned politician. I am sure a lawyer will represent them Pro Borno.

      It is more than 72 hours since this incident occurred and the no statement has been released by neither the heirachy of the Police Force, The Attorney General or other leaders in society who were quick to issue statements disassociating themselves from the Police officers in Portsmouth.
