Riviere Cyrique man sentenced for cannabis possession

cannabis-cannabis-genSteven Abraham of Riviere Cyrique will spend the next three months in prison after pleading guilty to possession of cannabis.

Abraham appeared before Magistrate Candia Carrette- George at a Roseau court on May 22.

He was also charged with causing grievous bodily harm to Kirby Pascal on May 21.

Abraham was not required to plea since the offense of grievous bodily harm is an indictable one.

According to the facts presented by Police Prosecutor Corporal David Andrew (Jr.),  police officers went to the home of Abraham to investigate a wounding with intent matter on May 21.

Whilst at the house, police saw a clear plastic bag with what appeared to be cannabis on Abraham’s bed.

When questioned by police he said, “Officer weed that there.”

Andrew objected to bail for Abraham for the charge of grievous bodily harm on the grounds that the offense was a serious one and the complainant, Pascal, is still a patient at the Princess Margaret Hospital (PMH).

The trial date for the grievous bodily harm matter is set for July 7th, 2015.

I know and believe that the use of marijuana for healing should be allowed in Dominica. The healing properties are enormous. The smoking I do not condone because of my unknown knowledge of the relationship of the smoke as related to lung cancer. However the drinking of the tea for asthma, the cold-pressed preparation for ingesting for cancer healing and the rubbing for various illness have been proven to be very effective. How can a nation not want to help it’s citizen’s with the healing of such deadly diseases? Laws of restrictions can be implemented because ones mental capabilities can be inpacted, but I think the medical reasons it should be legalized . Prescriptions with dosages should be implemented as any other drug that would give warnings to use at nights only so you are not compared while driving ect but this should be given serious consideration for the healing of citizens.

Jamaica has depenalized small amounts of the herb to great avail, no need to spend energy time and money on arresting a smoker and spend more on legal proceedings and subsequent arrest + stigma and problems for the user. if alcohol can be regulated so does Ganja for adults that is. Also if it is legal delinquents and criminals will not make money on its trade.

Is it not time that we act in tune of civilised research and to the reality of the 21st century .The OPPOSIITON and the GOVERNEMENT should now join forces and introduce the decriminalization of marijauna as did EUROPE AND THE USA
I recall that over 30 years ago OJ Seraphin removed the narcotoc act which gave unbridled unconstitutional authority to law enforcement for search and arrest ..
Do we now have to wait 3o more years for an enlighened leadership to follow the lead of civilised coutries whilst lawyers police magistrates and judges get inebriated by whisky rum and gin!
Really, we need to inquire into the program for medical use and holistic health tourism through marijuana.
Do we always have to be at the end when others are removing their people for unnecssary incarceration at the cost to our TAX PAYERS and unneccsary abuse of our police time and energy? !

Do you want to keep going down the slippery slopes as those countries? Can Dominica not be unique? Do those countries care two hoots about Dominica?
You know when something is free, it is a free for all at any time. It would be interesting to note if ever marijuana is decriminalized, how many adults and children would get stoned on it and what they would look like by ingesting it. All of us know that it is an addiction. This would cause Dominica to go down the drain when its residents depend on marijuana. It is no use listing the damage which marijuana and other illegal drugs could cause. Adults should know them.

it is an injustice against heaven and humanity to punish someone for a herb which God has created.

The time has come to remove the stigma from marijuana. It’s time to legalize it.

“Officer weed that there.” That is a standard quote on every arresting officer paperwork when they find marijuana. How ridiculous! nobody ever says that but officers always write “Officer weed that there.” to present to a judge. At least have a little respect to the judges’ intelligence, they know you want to convince them that it’s only unintelligible fellas that could have weed. Again, how ridiculous! He injured a man but you gone low level with that standard quote? I sincerely hope the injured man isn’t too seriously hurt.
Marijuana just needs to be legalized. Period!

What do you know about preparing a report on a criminal to present to the judge?
In a Court of Law, the police must use their words, exactly as they stated. If they cannot speak English it is their fault; not the police officer’s fault. In simple terms, their words cannot be decreased or increased or watered down.

Kisses you see when you don’t know it can let say things you think. One, putting him in jail gives you the chance to know where his at when time comes for the bigger offence, what if the man at the PMH dies? people still tend to run away when facing court cases, even if everywhere else has changing laws it’s still illegal in lots of places, even in the states you find one state has a small amount to be legal you will be busted if you take that same amount in a state that’s not yet legalized, please people let the justice system do it’s job, we were just complaining how the guy only got eight years now you finding that’s to much.

@ Real Possie. I think you should change your name to “Real Possum” .What crap are you talking about saying let the justice department do its job. Are you for real? I do not use “pot” neither do I intend to use it. But some of theses so called Judges in DA need to be serious about sentencing criminals, tell me how can it be justified to send a men to jail for a few ounces of Marijuna and then give another criminal a slap on the wrist for child abusers and those who “HURT” others with intent to kill? I just read another article where the Bisshop of Roseau was lamenting the serious issues we are facing as a nation in referencing to child abuse. The PM and Reverin was there I hope they were listening.

Don’t you know and see how the justice
      system work in Dominica?
Big drug dealers found with million
dollars of cocaine, they are out on bail,
for less than the value of the alleged drug
      bust-a joke.
While they are out on bail, they continue to
sell, get busted again and never spend
      one day in jail.
But sending a poor brother in for three months
for little bag of natural herb.
The country nice for the big Labourite
      drug dealers and their concubines.
Meanwhile, to the young man,I do not know you, however
      you should practice self-control.
Learn to resolve disputes without violence.
I hope you find a skill that will enable to be
      gainfully employed.
The “poor malaway” always get the end of the
      stick, be strong.

The fact is, it is still illegal in Dominica. That is the Law which must be obeyed.
Canada’s PM is not in favor of legalizing it. I would think also most ministers in especially his cabinet. I am pleased.

      • May 31, 2015

Intelligent and caring people will oppose the legalization of marijuana.

        (1) It is a gateway drug. By this I mean it is often the first drug a person uses before graduating to a so called ”hard” drug.

        (2) It can cause mental problems. In high school and college students it has been found to impair the memory and cause students to fall behind in their grades and drop out of school.

        (3) It has been found to create physical health problems. Breathing problems and certain types of cancer have been attributed to marijuana use.

        (4) Often when people are arrested for marijuana it is found they have a police record, and have been charged with other drug offences. A large drug bust often finds marijuana along with cocaine, other hard drugs, guns, and not infrequently large amounts unaccountable cash. The weed is part of the criminal world, along with these other things. It is known by the company it keeps.

Sincerely, Rev. Donald Hill. International Evangelist.
