Security Minister sheds light on man arrested with gun in Barbados

Minister of National Security, Charles Savarin, has sought to shed light on the matter of a man arrested in Barbados on firearm charges, indicating that he was traveling to Dominica to pick up his five-year-old Dominican-born son.

Savarin stated, in a release, that the police in Dominica have no reports of illegal activities by the man.

According to reports, Malachi Maliki Haile Mugabe, was arrested on Sunday, December 16, when he arrived in Barbados by air from Trinidad. Customs discovered a gun and ammunition in a false bottom in his luggage while it was being scanned.

He was handed over to the police and was later charged with committing the following offences: Illegal Possession of a firearm; Illegal Possession of 59 rounds of ammunition; Importation of a firearm without a valid license; and Importation of ammunition without a valid license.

It was initially reported that Mugabe was a Nigerian national but Savarin said the Dominican police was subsequently informed by regional security sources that the individual was in fact a citizen of St. Kitts and Nevis by birth whose name was Kendal Alister Huggins.

He changed his name in 2007, Savarin said.

According to the release Mugabe left Miami for Port of Spain, Trinidad on American Airline Flight No. AA1167, on December 14th, 2012 and on December 16, 2012 he travelled from Trinidad to Barbados on LIAT flight No. 4384 and reports indicated that he was en route to St. Vincent and the Grenadines before he was detained at the Grantley Adams International Airport.

However news emerged that he was actually traveling to Dominica.

“In light of the conflicting information the Dominica Police remained with the case and was able to learn that the gentleman was employed by Smith Maritime, a US Company; that he travelled frequently throughout the Caribbean having visited no less than 15 islands over the last 2 years, some of which, including Dominica, he has visited several times,” the release said.

It continued, “It was only recently that the police were able to confirm that contrary to the information obtained earlier, Mr. Mugabe was not travelling to St. Vincent from Barbados but had travelled from Trinidad via St. Vincent to Barbados and that his destination on leaving Barbados was in fact Dominica, arriving on the 16th of December and leaving on the 17th of December for St. Kitts.”

Savarin said the purpose of the visit was for Mugabe to pick up his five-year-old son, who was born in Dominica.

“The Dominica police have no record of any illegal activity by Mr. Mugabe in Dominica,” Savarin said in the release.

He said  the Dominica Police are continuing investigations into the matter.

    Mr. Savarin, is that child’s mother a Dominican? With the extent of security in the United States, do you honestly believe that man’s luggage scanned undetected in Miami and when he got to Barbados a search of his luggage revealed this firearm? If the purpose of the visit was to pick up his five- year-old son who was born in Dominica, why travel with a gun? Was he expecting resistance? Something is VERY WRONG with this. Who cares what his name was, where he was born or originated, what his name is changed to. All of that is NOT significant, the most IMPORTANT concern is the CHILD. I hope he is safe wherever he is. EVERYONE is subject to search, and as well, our CITIZENS should be PROTECTED at all times. Mr. Savarin, keep that man AWAY from this child and his mother. If and when he is released, hopefully, he should only have SUPERVISED VISITATION with that child. I do not think that child nor his mother or other relatives are SAFE, moving forward.

    – The Dominican public is not concerned about this person allegedly coming to Dominica to pick up his small son. We are concerned that he was travelling to Dominica with a firearm and amunition concealed in his luggage. What does mr. Savarin have to say about that?
    – We are not concerned that he travelled from Miami to Trinidad. However, if his aim was to travel from Miami to Dominica he could have chosen a shorter and more direct route, say via Antigua or direct to Barbados and on to Dominica. Why did he have to spend two days in Trinidad en route? His stop-over there is of great interest and needs to be explained.
    – The apparent ease of changing a name in our jurisdiction is worrying. We should ask ourselves how many passports and identification papers have been issued showing Dominican nationality to persons not born with the name shown on such documents.

    Are you suggesting that he was allowed to board an air craft in Miami traveling to Trinidad without his luggage been scanned?

    That is ridiculous, it cannot happen, unless this man had help from someone in Miami I’ll tell you what these days traveling by air within the continental United States, before you board any passenger aircraft, they scan your entire body, and indeed you are asks to remove your shoe so that it can be examined.

    That is what I underwent the last time I flew from Los Angeles, to Ohio, and back!

    Savern it is illegal for citizens of the United States to travel from State to State with a concealed weapon, gun or knife or cutlass, in their private motor vetches, people who are caught pays some hefty penalties, which include jail time.

    You know I was a traveling salesman while I worked for O. D. Brisbane on the island of Antigua, and even if I was limited to traveling to Montserrat, I never traveled with a knife or a gun in my suitcase, or my brown Briefcase I traveled with.

    This is my theory: this guy whom ever he may me purchased the gun, and his luggage in Trinidad, and had help getting it aboard the aircraft he was traveling on destine to Dominica where he hope to wreak havoc.

    How many people do you know travels to pick up their child, or children packing a gun?

    If that’s the case we can be certain that he had some dispute with the child’s mother, and family in Dominica, and his intention if he was faced with any opposition he was prepared to kill, murder everyone who stands in his way!

    You should not minimize or down play the situation, let us call a spade a spade, it is what it is; we all should be happy he did not succeed in getting into our country.

    You of all persons are not naive I hope!

        In the first place it is illegal to travel with fire arms internationally, and in cases where it is permitted, only Air Marshals are allowed to carry guns in order to protect passengers from Skyjackers; Pilots are not even allowed to enter the aircraft they are flying with weapons in their luggage, so I do not know what nonsense you are talking about.

    It would be prudent for Mr.Savarin to confirm whether the son had a ticket with the airline to travel to St.Kitts on the said day. Knowing that Mr. Mugabe was only expected to overnight in DA (which means he already had his ticket). Also if the son had a ticket did the travel time and flight coincide with Mugabe. I smell a RAT!

    It is all about tone, and the Minister of Security seemed very hands off and a bit dismissive as to the fears and concerns of the public.

    The fact remains that the man was on his way to Dominica with a hidden gun in his suitcase. That alone Mr. Minister should have you on the edge of your seat.

    As an ex top ranking police would say,utterrubbish.Why did it take such a long time to receive that information.Two seperate radio talk show hosts reported on radio within days apart of the incident. In fact, a Bajan cop was live on radio being interviewed. I love my Q95. What Savarin must tell us is why did a sailor, who has travelled in and out of the Caribbean including Dominica had 59 rounds of bullets,I can understand atleast six bullets in the chambers of the gun.What if on the many occasions he visited Dominica, was to familiarise himself with Dominica and Dominicans before he committed his act. Apart from his child and child mother,did Charles care to ask his investigators to interview other people he may have contacted on the many occasions he visited Dominica. In my opinion, that stupendous information is too little too late.

Why would a man want to pick up a five year old with a gun and ammunition concealed in a false bottom of his luggage? If he was picking up the five year old where was he taking the five year old? If the boy was born in Dominica, who is and where is his mother? With whom is he living in Dominica? “The police in Dominica have no reports of illegal activities by the man” said the minister, but carrying an unlicensed gun with 59 rounds of ammunition, is that legal? Is the man a member of the regional security forces and was carrying arms and ammunition in connection with his post? Travelling from Trinidad via St. Vincent to Barbados, isn’t that travelling from Trinidad to Barbados? Don’t we most times, have to travel via another Caribbean Island to get to the island of destination? Didn’t the news release say that he was travelling from Trinidad to Barbados then Dominica? One would have thought that information would come from government to government, Barbados police to Dominica police but why is the minister saying that the information received by the police came from “regional security sources”? Why didn’t at least one or two police officers travel to Barbados immediately to gain first hand information on hearing the disturbing news that we (Dominica) may be at risk? Can somebody please help us?

      We have Dominicans here in Barbados and their are nice people.Why would that gentleman travel to Dominica to visit his son toting a gun.I am glad he was arrested here in Barbados.I love Dominica the people are bless.

    The responses to the Hon. Minister’s comments are really interesting. Should the Minister of National Security speculate like us about the motives, intentions and objectives for the gentleman coming to Dominica. We all are calling for an investigation of the matter. The minister is not an invesntigator. He has to depend on information nrecivee from ther investigators. In this instance, investigators who are not from Dominicca. No crime was committed in Dominioca. The Barbadios authorities have a certain amount of limited responsibility to the Dominican jurisdiction. Those of us who doubt the Hon. Minister’s response should say or show why. They should be able to say or show what information the Minister has in order to contradict what he is saying to the public. Importantly, they must show that the Minister has non-classified information that is not prejudicial to the security of the state. He cannot rely on street talk or what radio personalities have to say. His job is to secure the country and he can only do that with the tried and tested policies of acting objectively on intelligenece (most times classified)handed on to him. I look forward to the day when our ministers will act and respond to every criticism emanating form loud mouth talkshow hosts. That would be a day.

      What is alarming is even given the evidence that the man has been caught with a concealed weapon and a substantial amount of ammunition .. that our Minister of Security would be so gullible so as to release this sort of tripe as a statement ..

      That folks like you come on here to try to justify such obvious incompetence and iresponsibility speaks volumes on the state of affairs in our country.

    Does Mr. Savarin know for a fact that the man was coming to Dominica to pick up his son? Or is he simply regurgitating what the man told Barbados Police?

    So Mr. Savarin, you expect the man to say or write on his immigration form “Purpose of visit: To kill someone”?

    Why the hidden gun Mr. Savarin, do you have an explanation for that too?

      Mr. Savarin report was based on what was told to him by the authorities in Barbados based on their investigation, in other words Mr. Savarin is telling us what was told to him by the investigators in Barbados and that includes also what the accused told the authorities in Barbados.If the accused man told the authorities in Barbados the reason why he was coming to Dominica whether he lied or told the truth it has nothing to do with what was reported by Mr.Savarin, so to make the assumption that Mr. Savarin is covering up for something or he knows something is grossly reckless by you, but as I said Partisan Politics can do strange things to the mind when it comes to reasoning rationally.Another of your foolishness is asking Mr.Savarin quote “Why the hidden gun Mr. Savarin, do you have an explanation for that” too? How do you expect Mr.Savarin to know such thing,strangely you did not refer these questions the authorities in Barbados.

      As to whether you believe the story or not that is your opinion you are entitled to believe what you want,but to make assumptions and insinuations regarding the facts reported is very disturbing. If someone told you something you make assumptions, and if they don’t tell you something you make assumptions to fulfill your need to know and to replace the need to communicate. Even if you hear something and you don’t understand you make assumptions about what it means and then believe the assumptions. Why make all sorts of assumptions, it simply because you don’t have the courage to think and ask questions in a rational way preferring to use your Political partisan to find the truth, how sad that can be.

    I find that Mr. Savarin’s report is very casual as if it were no big deal that this man was on his way to Dominica with a concealed weapon. This in itself is scary. It is amazing the things we take for granted. I am not saying that he should sound the alarm but at least indicate that this is unacceptable and whether he was coming for his son or not Dominica will not let people think that they are free to come to the Island with weapons and that Barbados did a great job taking precautionary measures. Instead of explaining that he works with Maritime and travels extensively.

    He does not need a concealed weapon to come visit his son, Mr.Savarin. The simple fact that his name is a mixture of ethnicity leaves one to think about his psychological makeup. I find this report from the security minister to be very nonchalant. He even called him a gentleman.

      What should the Minister report. Shouldn’t the Minister report on the information he has received? Should he make up any whatsoever information and suggest interprete his information otherwise based on certain media outpourings. Is that what we expect of a minister of national security my people? The minister is responsible for a nation state. The talkshow producers and contributors are responsible only to their listeners and advertisers – period. The minister’s role is to act on information recieved and not to make up information. I suppose the Barbados police and or the St. Kitts police provided the minister with the information he is is reported to have made public to the media here. i dare not suggest that the minister was making up the story. There is no indication suggesting that our police or security officers have other information. Even though there more information available to our security forces, should they go about and publish the same even when the information may be classified. Should they publish what steps are being taken to protect the country from other accomplices of the gentleman if such information is available? Are there other related interests in Dominica? if so should the minister go public with that information? I remember in 1981 when Dominica was about to be invaded by mercenaries, aided and abetted by Dominicans. The police force received its intelligence, did its work, intercepted the criminals both local and foreign and brought them to justice. Never did they go on radio and told the nation what they knew untill their work was done and the threat to national security dealt with. That is how I know a state’s national security functions. Even in the great United States, such national security intelligenece is not divulged untill all systems for dealing with the crisisi has kicked in. That is how a civilized state behave. I suppose in these days of talkshows, where every voice is an authority of its own on every subject matter, for some the minister can do nothing good so whatever he says will receive a thumbs down irrespective. Mr. Minister your role is not to respond to gossip and cheap talk, Do the work of securing the country that you are paid to do.

    He was coming for his Dominican born son with a gun and Saverin still treating this all nonchalantly as if it’s still no big deal? He didn’t make it to Dominica with the weapon however clearly there’s intent. Why would a father need a gun and so much amnunition to come to pick up his son on peaceful Dominica departing the very next day? What more could Dominica authorities want to slap charges on this man in conjuction with Barbados for attempting to enter Dominica with concealed weapons? He had to spell out his plot, or carry it through before they see the light?

    Hmmmmmmm! Now I have read the update that should have came a long time ago, I am even more confused.

    Trinidad first, spent two days where he obtained his weapon and traveling to Dca under the guise of picking his son? Now he has traveled to 15 Islands recently, has changed his name and working for some maritime company? I am sure his maritime work is an alibi for his “real” job which “may” very well be a professional hit man.

    That story is filled with holes and he must be made to talk. The islands of the caribbean (including ours) are littered with unsolved deaths. So therefore Mr. Minister of National Security, have the man extradited or send our police officers to Bdos to interview the scumbag. Better yet, tell the PM to reinstate (albeit temporarily) Mr. Duke Savarin, Mr. Egbert P. Alfred and send them to question this fool in Bdos accompanied by Inspectors Claude Weekes and Derek Cuffy Only then will be feel better about this so called “hit man”.
