State withdraws charges against police officer in murder matter

The Director of Public Prosecutions (DPP) has withdrawn charges against police Sergeant Hayden Morgan one of the five police officers charged with the murder of Joshua Ettiene of Portsmouth.

Morgan has been on bail since Monday 30 March 2015, in the sum of $150,000.00 with Hilary Shillingford standing as surety.

The DPP had undertaken to review the evidence against Morgan and at a hearing on July 28, 2015 told the court that “the State was offering no further evidence against him in the matter.”

Eyebrows were raised after Morgan was arrested and charged along with WPC Gemma Louis, officers Orlan Vigile, Devin Challenger and Martin Seaman. Morgan was the senior officer stationed at Portsmouth but was asleep when the incident reportedly took place.

Since then, Officier Vigile has been granted bail but Justice Errol Thomas has denied bail to Challenger, Louis and Seaman and they remain on remand at the Stock Farm Prison (SFP).

Ettiene was found dead in a police cell at Portsmouth on July 4, 2014, one day after he was arrested for alleged ammunition possession.

An autopsy on his body revealed serious injuries including several broken bones and a punctured organ, among others.

    I did express my doubts before about Mr. Morgan’s guilt in this sad affair. Some people will have their own opinion about the gentle man but so be it.Sgt. Morgan worked in the community where I live for several years and I can give a testimonial of good character in favor of Sgt. Morgan it is what it is . We all are human beings but the brand of a wicked and violent man is not for Sgt. Morgan if you are looking for a live saint meet Sgt. Morgan .Morgan my friend God has delivered you from the Den of LIONS.

    Joshua Etteinne is turning in his grave. “One by one” they are being freed. The one who will actually go on trial will also walk free because his lawyers will argue that he could not have acted all on his own and that there had to be other co-conspirators in the matter.

    I said so after the arrest. I told you all right here that Sgt. Morgan was innocent and would walk free. Next we will see Vigille and W-Cpl. Louis walk free from criminal charges. Disciplinary charges may be instituted against them but criminal charges WILL NOT STICK. It is “alleged” that Comm. Carbon directed that Sgt. Morgan be arrested to make himself look good and incharge, so now he MUST answer why.

    That CDPF under Carbon is becoming a plague on Dominica and humanity on a whole. Same way he arrested Ohsel Tyson and make Carette dismiss the man now no case against Tyson. Now the man lost his job because he was still a probationary constable. I am not saying Tyson is innocent but Carbon need to STOP putting the cart before the horse or else we will keep paying money for lawsuits that should never have been. Time for a new Chief if you ask me. :twisted: :twisted:

      You all need to stop being negative. If enough evidence is not available to the court to charge you then it has to withdrawn. On Investigation discovery everyday we see cases dragging for decades and without certain technology the fbi fail to solve crimes like these. Cases become cold – years later someone decides to reopen it and re examine every evidence. Do we have the human resource for that? Do we have people so dedicated to their job to do such? The court alone cannot always solve crimes. So lets remember its all of us and not just the court and stop making stupid comments like yours all the time. We are not as advanced in forensics as the US so we have to do with the little resources we have. You guys are too focused on bringing your country down all the time. Its a shame!!

    So maybe not a murder charge, but if you are a police officer, isn’t there a MAJOR problem being ASLEEP on the job. Perhaps if you are awake, doing the job you are paid to do, it could have avoided such problems.

      Maybe it was his time to sleep! Just because they work in the station don’t mean they have to be awake all the time. DUH! 8-O You cannot stay up 24/7…there are certain shifts.

      Not just a police officer, the one in charge of the station at the time. If you want to sleep go at your home and sleep. not on the job. Plus if someone is killing me, or beating me to death, i would most likely shout, scream yell try something for help. I refuse to believe this man slept through all of that. and lets say he didn\’t shy did he not inquire about what was happening. the police treat people who they arrest like dogs. they have no regard for your well-being.
