The judicial system has lapsed – Carrette

Acting Commissioner of Police Cyril Carrette believes the judicial system  has “in some cases” lapsed.

Responding to recent media probing on Wednesday about his position on the effects of additional legislation to curb the escalating crime rate, Carrette said that although he believes this is important, he feels more strongly about the minimal sentencing handed down to prosecuted criminals.

“Sometimes our partners should play a better roll to complement the efforts of law enforcement so that persons will understand that ‘you do the crime and you get the time,” Carrette said.

The top-cop said he fervently believes that individuals are committing crimes at will with no regard for the court system.

“Because they just feel they can go to the courts and employ a lawyer and he will get them free,” he said. “I think that is the problem. I think that we have to be more serious if we are going to really fight crime head-on in this country.”

He added that more could be done within the ambits of the law to “protect the land”.

This he says has to be done by the “persons who are supposed to dispense the justice. It is supposed to be a collaborative effort by the police and these persons.”

    Something happen just down the road, call the police, ‘We don’t have a vehicle right now’ and that is that. Just sit at hq laughing and eating and running woman. Do your jobs

    Carrett speaking like he blaming the criminals for the judicial system. lol, but seriously, anyone see the police in court giving a statement? like little boys waiting to get blows. Do your jobs properly, and earn your wages because alot of the criminals that go free is through Police INCOMPETENCE. Stop giving the defence lawyers amunition on you.
    And clean up from the top. Too many people boast that when they get caught, one phone call from somebody high up and they free. You the police spokes people have no shame, because you all see a camera and a news crew you just running your mouths. All your work is on tv not on the streets. Start making a difference.

    Top Cop: some of the things you wrote makes a lot of sence
    In the book of Ecclesiastics states ” Because sentence over evil deeds is not speedilly executed, the sons of men will set their hearts to do evil continually. Sentence in Dominica should be carried out spedilly and the punishiments should fit the crimes, and there will be great changes

    I was listening to a story about a ‘small community (about 20,000)’ in Mexico where there was a series of kidnapping. When the people find that the law enforcement was a sub-standard job, they took matters into their own hands. One girl was kidnapped and about 200+ villages chase down the criminals and beat them badly. Eventually, the police rescue the criminals and took them to prison, the people break prison, and beat the criminals some more, then they locked them in a vehicle in the hot sun, where they eventually expired. I am sure the others will think before they kidnap another person.
    I was overjoyed to hear this story. I was thinking, that is what Dominicans need to do with the criminals if our law enforcement is not punishing them enough. I am fed up with a little slap on the wrist for people who brutally hurt another person. Mr. PM, Mr. Carette, Magistrates, and the government of Dominica, stop being soft of criminals! Or we the people will take matters in our own hand. We are fed up of being intimidated by those criminals who think that they could hurt people, and just walk away. Do something, and do it now! But you know what, before they turn criminals, help the future generation – start in the schools – come up wit some program. For heaven sake, do something! And lastly, support Magistrate Tiyani – most non-criminals love him.

    da2debone you speak like someone who is not thinking, why do you speak such ignorance. There are so many dirty cops on that police force find out how many of them getting paid under the table to cover up stuff and how many of them covering up the crimes that their family commit.

    The problem is the laws we have on our books are antiquated. They were written at a time when there was a kinder and gentler Dominica. No more. Today crimes are being committed that our parents never imagined. Crime evolves and our laws need to be amended to reflect the evolving trends in criminality.

    Congratulations To you from you my friend from one of your former “YARD MAN” the C.I.D. by that i guess you know who? Just seeing and hearing your position of various aspects of law enforcement dispite the few haters wich i know you could care less about keep doing the best job you can to allow law abding citizens and people of good will to enjoy their life in peace and harmoney. I say without fear that Dominica has one of the best hard working men and ladies a ploce force can have we are second to none given our limited resources. The sad part is to those who for one reason or another think that negative talk will harm you is laughable for we were train to deal with such the moment we took the oath of office. Lastly it hurts me to see how quick the so call tough guys and girls obey the laws of other countries and when it comes to our own laws every body is acting as bush lawyers and passing the blame to others while they blow hot air and poision the minds of the not so bright ones among us, those concern have to answer to that one day. Keep up the good work we will always have a police force and good will always overcome evil. Let me leave room for the guilty ones to respond. I am waiting with baited breath.

    @ Da2debone, HANGING is still legal in D/ca it has not been removed from our law books…I don’t know why the Judges do not use it….I can think of TEN inmates at the prison who should be hanged and stop eating my tax $.

    I am reaaly shocked to see the path that the country has taken. will it get better no. The government needs to understand that they need to allow the police department to act as an independent entity. This is not to say that they should be allowed to do as they please. This country will never change.

    that is not a blame…thats a fact…while there are cops who are corrupt…that does not change the fact that the judicial system has failed….so its not the blame game the commissioner is quite right about that.

    your intents are to aggressively attack the growth of crime. I actually thought you were going to say the resources that you were going to push for to help the police deter more crime. I actually thought you was going to inform the public that on your watch they will be safer. I actually thought that you would make a statement that your response time on crime will be improved. so take that top cop title and give it to someone else, it’s clear that your old ways of dealing with crime is not suited for these criminal minds now.
    Me personally i would like to see someone in their who holds a degree and experience in criminal justice. Not just another appiontee, because i don’t want my island to become like j.a and states. I making a promise one day i going to come and take that job. cuz-0- u cit

    Sir, i quite agree with you. Hard working police officers generally feel frustrated about the rather leniant sentences that criminal often receive and as such, the enthusiasm for hard work quickly becomes nonexistent, as they feel that their efforts at arresting the ever growing crime situation are futile.

    i totally agree with Mr. Carette, am not saying that the Police does not form the full sometimes but the magistrates needs a serious cleansing beginning with the chief. i dont know what else some crimals have to do to convince some magistrates, lawyers and the judge that they need to be put away from society.

    let them bring back hanging for those who think they can just kill people and go stock farm eat, sleep and shit at the expense of tax payers. as long as you kill i think they should automatically give you the gallows once you are found guilty or murder.
