Top cop rubbishes suggestions of low morale in police force

Police Chief, Daniel Carbon, is rubbishing claims that morale is very low in the police force, saying that the suggestions are from mischievous people.

He was responding to a question at a press briefing held at the Financial Centre on Wednesday.

“That is a suggestion that is coming from people who are very mischievous and they say that because they want to sow rebellion into the force and they want to paint a real bad image of the force,” he stated.

According to Carbon, morale in the police force is actually high.

“I can tell you the police force morale is high..” he stated.

He noted that police officers have been constantly on duty, even those who were affected by Tropical Storm Erika.

“You look at Carnival, you look at Creole Festival, you look at Creole in the Park, look at Tropical Storm Erika, a typical example, and even the very police officers, who have been affected dramatically and drastically by Erika, have been on duty,” he stated.

Carbon revealed that some police officers lost their homes during the storm and they have been on duty.

“We all know that there are officers who risk their lives to respond to Petite Savanne…,” he noted.

He did point out that police force always had issues.

“It had in the past, it has now and it will continue to have,” Carbon said.

:?: I am a citizen of your island, like many others who came to live on the island and had to flee,i have left! No right thinking person can live on this unsafe place where the police force morale is in such a low state and the police officers are not doing a good job,but rather picking up a salary! There is not a good justice system, with the interferance of political thugs, rogues and vagabonds holding office! The whole island under this current illegal government is without honor! My lady is from another country, last evening we were talking about whether we should go back to live there some day,she said no! This is based on the present situation the island find itself! I am not encouraging anyone to even visit, very angry about the present state of the island! To make it worse, tropical storm Erika has saddened the situation with the thug government not being able to handle it!I wish all those who are on the island all the best, you all should chase this evil government out! :?:

I am certain many employees, if not most of them, in the whole wide world have such a problem or feel they do. Why make an issue out of it?
We who live and work in Canada are no different. However, we are paid to perform a job. We are to report on time and conduct ourselves appropriately. It is imperative that we perform or jobs to the best of our ability and obey what decision the boss makes whether we like it or not or grumble behind his/her back. We do not go to the Media about it or let us say some seldom do for the latter may be fired. What occurs at work is a private matter and to remain at work.
Remember, the boss has a boss; a manager and supervisor have a boss. Having stated that, leave the Chief of Police alone. Put yourselves in his position.
If you people are Christians as some of you claim, then be careful of repeating such against the Chief, to the point of hating him.
The Lord demands obedience to authority, just as St. Paul reminded us.

“It is better to be thought of as a fool than to open your mouth and clear all doubts” let that should be your guiding phrase from now on Chief. I do not envy your position since it’s been said “uneasy lies the head that wears the crown. Your choice of words to explain the Low Morale of the Police Force is rather unfortunate; and untimely. Those of us who have served in this ungrateful job known fully well what the impediments are to the boost of the morale of the once proud CDPF. It’s not your call Chief tell those responsible ” Stay the hell out of the administration of the Police Force.

I called to speak to Chief Carbon ..He was not available and I spoke to Insp Moses. Logic would support release of the list of files stolen from the DPP’s office as that could be of great help to the investigation as it would point out the interest/motive of the perpetrators.. Has that been done by the police or DPP???

    • Face the Facts
      December 27, 2015

I do not think they should be released or will be released. For a man of your caliber, surely you should know that it may not be possible to release the list of files for obvious reasons.
The police department is the one who will conduct the investigation. I would be surprised if they would release that information. They should be kept confidential to only the authorities.
By the files stolen, the authorities will know the interest of the perpetrators. If they are caught, the authorities will decide what should be released to the public and what is in their interest for release.
Know that it isn’t everything that is released to the public, for their good and all others concerned.

I have been privy to several jokes in my lifetime, but I can’t recall reading of a bigger joke coming from someone in a top position like the Chief of Police who stated ““I can tell you the police force morale is high..” At this time all I wish to ask the Chief is whether the force he referred to is Antigua or St. Lucia, because surely I know it’s not The Commonwealth of Dominica Police Force. This man is sick in his mind. Further, if morale is so high and people are so mischievous , can the Chief tell us how many senior officers that showed up at the reconciliation gathering which was held at Mero Saturday gone where two (2) goats were slaughtered with a view of buying friendship of those who are not in favour of the Chief, and also who was the henchwoman officer that was begging officers to participate in the fete, owing to the fact that this very officer is air-marked to replace another outgoing senior woman police officer, even the person was recently promoted to green uniform.

Policemen being at work and having low moral is two different issues. Your officers are professionals so they will report for duty as they have pledged but many of them are indeed very unhappy and low in moral. You are not a good commissioner if you are unable to recognise and understand that. How can you uplift the men and women if are doubting their true state of mind?

Did you give it a thought that some of them low morale may stem from their personal lifestyle? Too often employees blame their employers and not themselves. They must also obey authority. It is not everything they want that they could get which will satisfy them.

You must first hear and listen to two sides of a story. Who is right and who is wrong? So you believe the employees rather than the boss? This is how people are given a bad name (which some do not deserve), even though those who do are not familiar with the situation and the other who is spoken ill of. When you do not know, you must learn not to take sides.
The Police Chief has his responsibility to ensure that his officers perform at a maximum. If some are reprimanded, obviously they will not appreciate it.
Some of you speak ill of the police. I cannot figure out you critics, your comments.

You see, Carbon is a follower and NOT a manager. Just another square peg in a round hole. The police force has never been so demoralized. You have to be part of the “clique” to get promoted. Right in administration under his nose you have those who deserve promotion but will not get. Why? Ask Carbon…

    Here are a few suggestions for Carbon before its too late;
    1. STOP being so vindictive
    2. Do your job without political interference
    3. Let your deputy do his job
    4. STOP reporting to Charlo every Thursday..Thats not part of your job
    5. Give promotion to those who deserve with no political affiliation
    6. ……………..(edited out)
    7. Give your officers guns, cuffs and radios
    8. STOP using SSU and Task Force like the tonton-macoute

When did the noun rubbish become a verb in Dominica. Given the old adage that people learn what they live, could it be that we have become so used to the indiscriminate dumping of rubbish in the city and elsewhere in Dominica that the word rubbish itself has become a benchmark? That aside, the top cop may be convinced that morale has never been higher. Did he conduct an anonymous survey of police officers?

    • DCA Boi
      December 25, 2015

it is now an informal verb. Just as new words are being added to the dictionary, old words must also adapt to their more common modern meaning. It is not out of place, though I think a credible news source would have better editors.

ADMIN: From International Business Times: http://www.ibtimes.com/iran-rubbishes-reports-secret-correspondence-between-ayatollah-khamenei-obama-1817326 . Does that mean IBT don’t have good editors?

They are trying to use it in a diplomatic/professional manner. I first read, “rubbishes” on DNO a few years ago.
In our private life, we could say, “You are talking rubbish/garbage ” Or, “Don’t talk rubbish/garbage.” I think I learned this in Canada. I can’t recall if it was stated in D/ca in those days.
It is rude and debasing to say that to anyone, just as calling them “idiot/stupid”. However, “rubbishes” means you disagree with what was said, ignore it and caste it aside as being untrue, innuendos or fabrications and the likes. Some others may have their own interpretation.

Morale is low in the Police Force and thats a fact. One does not have to look far to see the truth. Most of the recent promotions have been DLP pursuaded one way or the other.
There are many hard working senior police men/women who know the work and just because they do not take part in politics , they are being passed over for some Johnny come lately officer who has political affiliation and is stupid too, to add insult to injury!
Ministers are calling the Commissioner and tell him who he should promote and how to move men around. So how can morale by high when the officers are seeing what is going on in a Force they have invested so much into??
Many in the higher ranks, even if they are still young, need to go for things to get better.

  28. PHQ
    December 24, 2015

Carbon you have to be a man and say it like it is. The Force has never been in such disrepute like it is today. After so many political promotions and serious criminal cases that are being thrown away in the courts for political reasons , how can a policeman do his job effective is such malpractise?
So many arbitrary transfers and punishment for some officers for doing the samethig or worse than other policemen and women , so how can morale be high?
We are now at a low Eb in the force and it has a lot to do with at the top. From day one when you took over, you curse the Force, things have gone from bad to worse. You and some of your Superintendants and ASPs need to look in the mirror and decide if your presence is better out of the force or in it.

Sir, not all officers talk openly and irrespective of the low morale they put Dominica first to serve their loved country and will not engage in corrupt practices like seling our passports to all Tom, Dick and hariette not checking first their credentials and crime records as they are aware of the nonsense and corrupt DLP in power and who is who within the Police Force who are blindly and may be unprofessionally aligned , linked to this troubled DLP.
We the people do not have issue with the Police Force, we have issues that the force may not be acting professionally and independently, for example the DON Emmanuel case, Bin Bobol and other corrupt practices we the people have cried out loud about.

Sir you are not making any sense. While I do commend these officers for their efforts in the aftermath of Erika, you try to make them sound like they’re super heroes. The police men are first responders, so it was their duty to be on the scene after Erika. They were merely just doing their job. The job of an officer is to PROTECT AND SERVE, so I don’t get what all your Erika hype is all about. Erika has been long gone. Forget the past, and focus on the present. You sounding just like your beloved P.M., trying to revert back to past times to make themselves look good. What you need to do is wright a letter to his majesty demanding funds for the recruitment of additional patrol officers so that you and your feeble staff can continue to barely protect his kingdom.
