Tourists brutally beaten and robbed in Salisbury

On  Saturday February  11, at 08.20pm two of our guests were brutally attacked and robbed.

They were on their way back from Salisbury Beach, where they  had dinner at “Chez La Doudou”.

Half way up the well-lit access road to the hotel they were attacked from behind by two men and without a word or a demand for money or goods beaten to the ground with a stone (him) and a large block of tarish (her) with an unseen brutality.

They reached the hotel covered in blood. We called immediately the police who’s response time was excellent. Together with the police we took them to the Health Center where the nurses decided to send them to the Princess Margret Hospital due to their injuries.

He suffered a complicated displaced rupture of the cheek bone and has to be transported back to Germany by Air Ambulance. She suffered a broken cheek bone, a massive laceration of the scalp and a skull fracture, several lacerations in her face and three broken bones in her hand with which she was holding on to her backpack and on which one of the attackers smashed a large stone.

They are currently at the Princess Margret Hospital and can hopefully be airlifted on Tuesday.

I didn’t want to circulate this message widely before they have left the country but a few minutes ago I learned that it has been broadcasted.

Interesting. Well, it was patient viewing day today at the hospital, like every Sunday and everybody wanted to know what happened and everybody was and is very empathetic and very sorry, what is very much appreciated.

Anyhow I will spread the message far and wide because the brutality of the attack is of biggest concern and nothing like this has ever ever happened in our area. And I refuse to lock my guests up after dark and I refuse to believe that Dominica is not a safe place anymore.

However, after the recent incidents at Batibou Bay, the robbery in front of Cocorico in broad daylight in mid afternoon last Monday February 6 and now this outrageously brutal attack on my doorstep pushes me to take action again.

I still believe in consolidated efforts as the most efficient way of dealing with the increasing criminality and most importantly increasing brutality of the attacks.

Tourists may be the main target, but don’t be mistaken, we are all on the list. Think about the robbery at the “Chicken place” (sorry I forgot the name) in Canefield or 23 robberies, as I learned today, in the past 11 months at a bakery in Salisbury.

      Generally? No, it isn’t. If you look at reviews of our country, you’ll see that this sort of thing is major news causing public outcry, even by happening just once. Compare this with Miami, where if a tourist is beaten and robbed it probably doesn’t even make the news.

    I believe a mistake commonly made in Dominica is the early release from prison of violent / habitual offenders. The moment they are out the nonsense starts and the police then have the monumental task of rounding them up again. When Tiyani was a judge the crime rate began to fall. We heed him back and others like him. My sympathies go out to the unfortunate German tourists and I wish them a speedy recovery.

    With regard to the bakery at Alliance Francaise robbed 23 times in 11 months, I wonder why the police have not developed a strategy to protect the proprietor and set a trap to apprehend the perpetrators.

    The question we should ask is why has violent crime risen in Dominica? What policies are in place to tackle crime? What causes crime? Population density and degree of urbanization, Poverty,deprived neighborhoods, lack of love,Economic conditions, including median income, job availability, Cultural factors and educational factors I can go on but we have to look at the wider picture which is
    the big idea behind crime is that underlying causes of crime should be tackled through preventative interventions, such as rehabilitating offenders and giving them an alternative to crime. Punishment deals with the symptoms of crime, whereas prevention deals with the root causes.

    Against tourists, residents, nationals, crime is crime. It exist in Dominica as well as in any other country or Nation. Maybe in a lower level. It is certainly increasing since the past five years. Reasons are multiples, one of them is that means for pursuing and porsecution of criminals don’t look like growing as well as the number of crimes. Police chief says that Force did all it could ! For sure… but by evidence it is not enough ! It must be also a cityzen action to participate in investigation and not hide evidences or informacions about criminals. Dominica is made or a big number or small communities where everybody knows everybody. It is impossible that actors of criminal actions could be unknown by their neighbourhold. In each community, bad peopel is known for his bad maniers. Gangs of young or less young people are sitting or standing all the days on the road side smoking weed or other drugs they don’t own money to buy. Some well known “maquewo” neck and harms fitted with golden chains, rid big bikes or scooters that they could not honestly buy even if they had a good job in Mistry office . No none of them is clearly involved in a crime, but if that happen nobody will tell anything to the police during investigations. Quite everybody in the community know who among these individuals are committing the crimes. In view to protect friend, family or relatives, they shut their mouth; They also could be worried about their safety if they were to report it to the police. Call and report of these crimes aught to remain anonymous. This could improve the chances of the police being able to find dangerous criminals. Sometimes, Police officers themself hesitate to go forward when investigations come closer to relatives or family.
    It is a common responsibility to help police to solve any kind of crime:
    In the crime fight only one motto : All together forward we go !

      An anonymous line would be great. Imagine the calls. Everybody could FINALLY tell the truth without fear.

      the stupid bail thing is a real problem. Rape, murder and brutal attacks. None of these should be bailed out. Of course they go and intimidate the victim.

    Wake up people!! The people of Dominica need to be saying, alah the police should not beat him like that. Alah the police should not arrest him for that. Alah the police should not send him to jail for that etc, etc. It is then and only then the police will put fear in the minds of the want to be criminals. Those who step out of line should be severly put back in line by the police. The police need to treat those thugs in a manner that they will never forget and never return to.
    In other words use each one of those thugs as an example. Terrorize them.

    it’s really sad to know that these individuals came on vaction an they were treated in this inhuman manner. this is extremly terrible for our tourism industry, people!!! these types of crimes are destroying dominica’s reputation on the internation tourism market. when crimes like these occure, they leaves a negative stigma on the DA as a tourism destination. :-x :-x. i totally condemn such inhuman behaviour & i am hoping that those criminals who did this will be caught & brought to justice as soon as possible. jah

      Nonsense, we’d be called barbaric for treating prisoners in such a fashion, and rightly so. Violent criminals need to be removed from society so they can be rehabilitated if at all possible, but if necessary warehoused humanely to protect the rest of us from them.

    Mr. Cooke you are making a lot of sense. I love your strategy, and think that it may work well.

    I will just like to make a few suggestions of mine which I believe is necessary to start mobilizing or tacking the issue of crime. The Government need to build a new prison with the latest technology. They also need to create a system whereby all persons who are arrested will have their finger prints registered in a data base.They should also equip all the police districts in the villages with similar technology as those being used in the city. They should then amalgamate all together. They must higher more police officers, and the police detectives must start to do their work the old fashion way.They need to go out and do surveillance on people in a particular area where a crime have occurred. For example,for the next month at least there should be two officers on surveillance at the place where this assault took place. Any one acting suspiciously should be apprehended, and question. In doing so they will get someone to talk. The crooks might talk because it is almost imperative to boast about your crime.

    Crime is associated with our national security whether its thugs, theives, drug smuggling and arms smuggling! we need a stronger actions than jails! use capitol punishment and all available assets and actions sanctioned by the state to hunt down and eliminate the problem by whatever means we see fit! i frankly don’t trust the police at all, we have no patrols on foot or scheduled or unscheduled. if we have to have a larger police presence so be it. police are too busy chasing drugs and can’t stop an increase in crime. Soon we may be needing armed guards and become a police state. criminals get away with little jail time, I am for 100& capitol punishment!

    we have a terrorist problem, we need to have plan to deal with increased crime.

    Dominica needs its own intelligence service to hunt down criminals, thieves, thugs! we should hunt these people who are terrorist and deal with them as such! our national security is at stake, our country is becoming a lawless country! Make criminals lives miserable, if we can’t find them use every resource we have! we need police in uniforms, plain clothes. jail is too nice for these people bring back capitol punishment and execution by hanging or firing squad. eliminate the problem. if you terrorize a family, village or tourist you must be punished as such. one thing we can leanr from our chinese friend is their use of swift justice and capitol punishment. no person shall escapes the laws of justice, if you escape the country we will hunt you down and bring back to dominica to face trial and punishment.

    Wasn’t recently some tourist were robbed in Calisbhe,the trail went cold, now another pair of tourist robbed, could they be related???…. nah man. I FEDD UPP. Those guys that were captured for the Western Union heist were they part of a bigger robbery gang?? Question them. We need the investigation to start somewhere.     well folks, some might remember the robbery of a German tourist and his Dominican friend some 6 months ago.

    It was a similar incident – and untiol today nobody was arrested or even apprehended by the police. The robbers had left their clothes with the victims and many many more clues.

    Nothing happened. And the same NOTHING will happen to the perpetrators here.

    Did you know that some Greek tourists were robbed a couple of days ago by Hampstead? They were left tied up by the beach and actually had to chew through their ties. That was not even in the news.

    The robbery of some students of the Semester at Sea cruiseship two weeks ago also was never properly made known.

    Dominica may be a safe place – unless you are a white tourist…

    To the victims, I’m so sorry for this cowardly and brutal act, hope you both recover soon.

    Now who should we blame for the minority who are hell bent on bring shame to Dominica, their families and themselves?

    Some may choose to blame society, some politics, some parenting, some the lack of law and order. Truth is, there is no way we can pin point just one specific area. There will always be some who act before they think. These idiots are not thinking of the future outcome to tourism, the pain they are inflicting on others, the fear they are bring to their communities.

    So let the prison service do the thinking for them (when to eat, sleep, exercise etc).

    The report states that the victims were bloody, now someone must have seen someone with blood on their clothing.

    One of the problem is people like that Owner. You know of the reality, but you are making your guests come to Dominica believing it is the safest place world. Are you hiding your head in teh sand to all what has been going on in Dominica? I live in America and I see so many of the bad news in D/ca, and I know it is just a tip of the ice berg, because I know of many people criminal activities in the small communities that did not make it on the national media. I don’t tell my friend here dont visit the Caribbean but I always tell them be very cautious because crime is becoming a serious problem. Why try to hide the reality. Don’t you think these tourist going to spread the word in their country to? And with the internet you think you can curb news? Be open. When we are all aware we can be more vigilant to capture and punish these heinous criminals that are plaguing our very survival.

    i think some of these criminal use the lack of jobs as an excuse to commit crimes there is a lot that young people in dominica can do to help them selves yet they sit and wait on the government there are a limited amount of job in the civil services the private sector is the back bone of every country so people get creative and think long term and the over night get rich scheme

    having checking DNO alot and all the stories and listening to talk shows. i consider Dominica as a island with alot of citizens who are pretenders.

    Their is so much ills in Dominica from their Governmental aspect right down to the man on the bloke, but yet still Dominican pretend like things are ok..they go about life like nothing is happening their instuitions are completley Dead.

    Its a shame a once looked upon Caribbean island has become the lowest grade in the eastern caribbean with massive corruption and blind citizens….who take no actions at all!

    We spent years encouraging stay-over tourism and it takes a couple minutes for the thugs to destroy our efforts. These are the tourists who respond to our pitch of ‘Nature Island of the Caribbean’. They patronize our restaurants, hotels and fledgling scuba diving adventure. That’s how sustainable employment is created. Now this!!

    Why would anyone inflict so much pain on another human being? These thugs must be taught a lesson. We cannot prevent the news from spreading; that’s the reality of our situation. Many people are intelligent enough to differentiate between the thugs and the peace-loving citizens of Dominica.

    Many try to make political hay out of a sad situation. I am sure that both PM Skerrit and MP John are outraged about that situation. Many of us do not realize that we cultivate an atmosphere of violence when we encourage that brethren to assault the Chinese highway worker. You cannot encourage violence on one hand and criticize it on the other hand. The image we portray to the world will be long lasting. We must come forward to help the authorities solve these crimes.

    These guys need to be punished severely for this crime!!This is really getting out of hand right now!! Please put them in jail for 10 years straight with no payroll!!! These kinds of people should not have any freedom whatsoever..They don’t deserve to be on the streets among civilized citizens.Do they have any idea of the impact that their behavior have on our beautiful country Dominica? This is just not a good name for us!!!

    It is definitely disturbing when these things happen especially when they happen close to home. We as Stakeholders in the Tourism industry spend a lot of time and money to make representation for Dominica so people can come here because we believe that this is a paradise (which it is). We are gradually seeing the fruits of our labor, more and more people are coming to our shores. But with these kind of actions we are only looking forward to a downfall in the industry. It is very easy to give these unfortunate events a political twist and start blaming the authorities for another person’s actions.

    We all have a part to play in our national security. its not only the the Police or the Pal Rep Or the Government, if we work together as a people we can combat the rising crimes facing us today.

    Too many times we lay back relax while we watch these things happen before us and say nothing but use it as an opportunity to bash some politician (government or Opposition). But as we see these things happening before us, Let us work together to fight against Crime and Lawlessness in our society.

    Not only to protect the Tourism industry which we all benefit from and we will all feel the effects if it dies, but to protect our selves our children and our entire community from these anti-socials roaming around.

    It’s time we take a stand!!!!!

      I hear you but it is because more people are coming that is why there is more opportunity for the criminal to strike. So part of that strategy of attracting more tourists MUST be mitigating the risk of them being victims of crimes. Tourist are very easy targets.

      Mitigation strategy needs to be at least three pronged.

      1st – Education and awareness of the general public as to the effects these actions can have on the industry. The tourist also has to be reminded of their own responsibility for their security in the most non-intrusive and subtle way. Our sites and attractions are in very isolated areas.

      2nd – Partnership with the police re zero tolerance perception for these kinds of actions. Swift action is paramount.

      3rd – Increased employment targeting especially the young male under-skilled and non- skilled population.

      The perception of country held by the tourist, especially as it concerns security can not be left to chance. It must be a big part of the planning and implementation of the industry’s primary stakeholders.

      My two cents. I did not include as robust as possible security measures by the industry’s players such as hotels, tours providers, restaurants because I assume this is being done as a matter of course.

With this awareness we should encourage each other to be vigilant, be their brother’s keeper and a watch dog for their communities. If you give criminals the opportunity to do wrong they will do it.     This issue can only be stopped by an increase in police presence and harsh treatment of the perpetrators of these types of crime. These criminals are not merely stealing for survival because of low employment or education opportunities. These are men who believe that they have the right to terrorise and brutalize people and take property without repercussions. This social problem is of priority and needs to be dealt with directly and effectively. Many in the community know who these individuals are committing the crimes and may be worried about their safety if they were to report it to the police. A number should be made available where one can call and report these crimes while remaining anonymous. This will significantly improve the chances of the police being able to find these dangerous criminals. We were once in that situation with some rogue dreads and the appropriate use of force was used to bring a halt to their criminal activity. Now it’s time again to deal with these present day criminals. We all know of the impact and propensity for these types of activities to continue to escalate, it immediate action is not taken. This has nothing to do with politics but rather the basic rights and freedoms of all Dominicans and visitors to not have to live in fear because of the existance of such criminals!

    again i will call for police patrols in dominica. apart from in town, where are the police officers walking the streets in uniform and driving pass regularly? police officers should be made to walk the streets in pairs in full uniform. this is nonsense! the place if becoming ridiculous, giving the country a bad name and yet officers are allowed to sit in a police station and answer phones? what the hell are they getting paid for?

      do you know how many police officers in Dominica today? you should find out and stop throwing your words at police or any one for this sad act of violence. blame the culprits for their laziness and probably hatred of foreigners added to drug addiction which is as a result of some of us who some of us know selling this poison but will not assist the police in catching them. this is not something that we should use to further divide the country we should now understand that the police cannot be everywhere. they also have families and you and others who always sem to find some blame for the police should know by now that you are in your house and a criminal is in there with you and you do not know that its only after you miss some valuable you wondering when that person took it and if you not careful you might even think that you losing your mind or starting to forget where you place your stuff. This crime is not a joke and we should stop “typing blame” and make suggestions that can help like forming community policing groups in our villages and looking around to see what strange faces are hanging out where our visitors are and get to know at least thwir nicknames and see if they have any tatoos and where etc, Tsese things can help in the event of a crime. I condemn this act and I want to let all visitorsd to Dominica know that we are not condoning this and we are all eneraged and we are so saddened and sorry that among us there exist people whio could do this. so sorry.

      fool the LAW gives you the RIGHT to defend yourselve ok so once you can prove that your life was in danger and you could do nothing else the LAW will leave you alone. The police cannot be everywhere at all.     This is indeed terrible. Like most individuals here, I hope these thugs are apprehended and prosecuted swiftly.

    However even if they are caught and brought to justice, what measures are in place to safeguard this vital tourism industry. Today is the tourists, when these tourists no longer are coming, then these thugs will turn on the local people.

    My question is what can be done to tackle this problem. This is not Labour,UWP or any political problem….it affects us all as Dominicans. What can be implemented to help tackle this?

    I see many brilliant comments, but very little in terms of solutions….where are all the scholars we have here and abroad….we need ideas, we need solutions….government alone cannot fix this problem.

    DNO: probably we should start a thread encouraging individuals to suggest ways we can help tackle this problem before it get way out of hand.

    Sorry to hear about this incident. I wish them well. The article states that, “He suffered a complicated displaced rupture of the cheek bone and has to be transported back to Germany by Air Ambulance.” Should I deduce that they are flying to Germany because the injury is too complicated to be handled at PMH? If so then something is seriously wrong with our health system. What if it was a Dominican national who does not have the option of flyin to Germany? I shiver to think what would become of that person.

    Again, speedy recovery to the victims.

    There have been problems in the area for a very long time and the police have done nothing to try to get a grip on this problem.

    The Grand Savanna was all farmland when I was a boy. The areas has been converted to a residential area where many returning Dominicans live. They have been the victims of numerous break and enters over the years. I know of a lady who had to move because she did not feel safe in her own home.

    if the police had taken a more serious approach to crimes committed in the area, maybe (just maybe) the criminals would feel less inclined to upgrade their crimes to brutality against our guests.

    Instead of the criminal justice system wasting time arresting and prosecuting a man who unpluggesd a microphone in Grandbay and focus their attention on more serious criminal matters, those criminals would not feel so emboldened to attack so many innocent people.

      It is really sad to hear of these incidents.The Police Service is visibly under strength and should be increased .Neighbourhood watch should be initiated and persons afforded confidentiality.Foot and mobile patrol must be put in place and a trained rapid response unit must also have persons on reserve, that can be called on an emergency.Randon checks on resorts can also deter would be attackers.While Crime has become prevalent in the Region it can only subside if the citizens unite to fight it .At the moment we have people in Dominica importing criminals from other islands to assist them in their activities.

    99 days for the thief one day for the guard. i Strongly believe and would like the authourity to take full responsibility in protecting the name of our country. investment should be placed in proper and reliable security at all tourist sites. for example in Batibou beach, is a breeding ground for crimminals. what about accepting fees from visiting tourist to use the beach and using that same money to pay lifeguards and security guards? these robberies is way out of hand, and will definitely cripple more the already crippled tourist industry in this nature isle. think about it and please do something about it.

    Some people are so stupid they do not understand what it is to honor guests who are in our country. How could two men beat up two tourists like that?

    It is so sad that people will express outrage while the situation is fresh, complain about which government is doing what then continue with their normal lives.

    The mental tranquillizers what permeates the Dominican mind today is deafening. I can’t understand how we are paying millions of dollars in taxes every year yet our security and laws are so poorly enforced? When will the youth rise up?     I am the owner of the restaurant where the people had dinner that night. They stayed more than a week in Dominica enjoying diving and hiking. When they left my place for the 5 minutes walk to the hotel they told me that they wished they could stay longer here because it was so nice and so peacefull. I still can not understand the brutality of the act. Hiting with a stone someone’s face is for me a murder attempt. Wake up Dominica. Let’s work together to have this place as safe as it used to be.

      It is a total outrage and a disgrace puting all emotions at rest and over reaction is not the way to go but some people will not be able to contain themselves, that as it may, blame is going to be the order of the day. Having said that let me wish the victims of such a brutal act of violence upon them a speedy recovery and back to full health our prayers are with all victims of crimes. Ultimately, we are all victims cause when attacks of this nature are pepertrated on God forbid, “innocent people”, who as far as they were concern is to visit our lovely Island and spend their hard owned money to help our economy, words cannot be found to condemed such viciouness and senseless acts. Those of us who will find it easy to blame the police for not doing enough hold your horses. The police cannot be every where at the same time to cause crimes like this from happening therefor it behoves every one of us as citizens to assist the police and be the ears, and eyes, of our community the public must work with law enforcement agencies much as the police must win the trust of the public in order for us to achieve our intended goals of stamping out such cowardly acts on peaceful, innocent people, be they tourist or Dominicans. This madness must stop and must be stop now! as a former detective of our Dominica Police Force it shakes me to the core to read what is taking place not only in Dominica but in other Countries as well, make no mistake crime is every where but its not an excuse for no action as far as Dominica is concern. I care about the impact such acts will have on our very fabric and our frigle state of affairs as it relates to projecting our image as one of the most peaceful place on earth. To my hard working friends in the Police Force please do not allow the bad guys and girls to prevail they are in the miniority and should not be allowed to win at no time. I have faith the persons responsible for commiting those crime will be caught and brought to justice its not a matter of if? its when they are caught keep up the good work brothers and sisters.       Ok i understand that the comment started off on the wrong foot but if you all took the time out to read to the end you would understand. and what the poster said is true. the fact is that there are a lot of youth in our Caribbean culture who grow up with a really sadistic violent attitude and I feel it has something to do with the way we raise our children. In other cultures where the populace is much bigger than our own this kind of attitude is rare.

      Sure you will find people killing or hurting other people but it is usually an act of desperation or anger. In our culture we find people who do this kind of thing just for the sake of being wicked. And it is all too common. Something is very wrong.
