The body was discovered in Picard on Monday

Information reaching Dominica News Online (DNO) indicates that two male bodies, one in a state of decomposition, have been discovered and are presently being investigated by the police.

Sergeant Pellham Jno Baptiste, of the Police Public Relations Committee, said at about 10:00 am on Monday, December 14, the police responded to information which led to the discovery of the body of Peter Hepp, 51, of New York residing at Picard Estate and the owner of the Cabrits Dive Center.

“Hepp was found lying on his bed with a wound to the head and a nine-millimeter pistol in close proximity to his body,” Pelham said.

The scene was processed and Hepp was taken to the hospital in Portsmouth where he was officially pronounced dead by a medical doctor.

Pelham said the death is being treated as suspicious and is appealing to the public for assistance.

He also confirmed that the body of Henry Austrie male, 64, of Emlshall was discovered on the Elmshall Public Road about 6.30 am on Tuesday 15th November 2015.

The scene was processed by the police and the body was was transported to the Accident and Emergency Department of the Princess Margaret Hospital where Austrie was officially pronounced dead by a medical doctor.

A coroner’s inquest will be convened.

“Investigations are ongoing,” Pelham said.

Anyone with information should call the police at 266-5164, 266-5165, 266-5119 or Crime Stoppers at 1-800-8477.

My brother Pete was beaten and then shot in the back of his head. It was not HIS weapon or his fiancée’survived weapon that killed him. Then his fiancée was wrongly accused of his murder and taken into custody and imprisoned for 4 days. No bed or chair or blanket. I wish that my brother had never stepped foot on your island. He tried to make it a better place. But as beautiful as the land is…there is too much crime on the island. How can you, Dominica, expect to grow as a country when the only real industry that you have on the island is tourism and you don’t protect the people who are trying to bring the customers and money! Pete really loved you Dominica! He really did try to make a great impact. May God forgive the person who murdered my brother and they turn their life around. So Pete didn’t die in vain.

I spent a lot of good times with Pete when he was here in Atlanta. We had an adventure in 2000 camping in the Colorado mountains with my son and Curt Klein. I planned to take Pete back out there and visit Mesa Verde, which we missed. Pete’s death is a great personal loss for me. Pete and Curt are my adopted nephews, since I am 25 years older. He was a good man and earned my respect. He had a lot of courage to move to Hong Kong, New York and Dominica, taking chances that few others would.

I met Pete 27 years ago working at Houlihan’s. I will never forget that big smile and the good times we had over the years. I consider myself fortunate to have spent New Years with him, 1999/2000. He opened his home to all of us without hesitation. Although gone from sight, he’ll never be forgotten. Pete lives forever in the hearts and memories of those who loved him. Although he left us too soon…Pete will never be forgotten. Cheers Brother

    RIP
Pete taught me to dive, but more, showed me how to be comfortable underwater. He taught my children. He was fun and wise in the world. They moved to and adopted Dominica. They tried to build up Portsmouth and were a help to others trying the same. I am sad for this loss.

How the police want help in investigating crime and is they first that putting every thing out. Y did they have to send pics of the dead man in Picard to their friends. That is not right at all. They are not confidential at all. I would fire them for doing that.

The heading seems like it is 1 story when it is 2 separate stories; one has nothing to do with the other. Before I read the news clip I was asking who was the other person found in the room. My thought was he must have killed the guy and then committed suicide just to find out one was in Picard and the other was in Roseau area.

This news stories are very concerning, hope something can be done about all these crime stories in Dominica.

May the loved ones of the deceased find comfort in the memories.

If the police are worth their salt, the first thing should be finger prints on the gun and ballistics matching to see if the gun shot was indeed caused by the gun on the side. If there are no prints on the gun, or the prints don’t match the victim then murder should be expected. Next, time of death should be established using decomposing analysis and by interview with neighbours.

My deepest condolences to the men who lost their lives. Along with the lack of education comes poverty, ignorance, greed, envy, jealousy and inevitable death. One thing is for sure, Dominica will not be fixed by Religion or corrupt politicians. It will be fixed only when it’s best and honest begin to act.

My sincere sympathy to the relatives of the deceased.
God is the Judge. May their souls rest in peace. Amen!

It is always a shock when nationals die in this manner. We do know they may not be through natural causes.
There are criminals/murderers running rampant in Dominica whom most nationals obviously do not know. It makes especially law-abiding ones feel unsafe.
Dominica is in dire need of a good investigative unit to immediately and thoroughly investigate crimes/murders especially unsolved ones so that the culprits are swiftly brought to justice.
When they are apprehended and face the Court System, there should be no pleading by their attorneys that “it is their first offense and that they did not waste the Court’s time” to get a lesser sentence. They have done great harm to their victims which they can never erase.
It is stupidity in itself.and makes the D/ca Court System look like a kangaroo court and a laughing stock of an inefficient legal system.

  17. Face the Facts
    December 15, 2015

Investigators must take their responsibility seriously. There must be some associates who knew the deceased. Telephones, cellulars and the likes, family, neighbors, co-workers should be interrogated. They could give the police an account of them and their whereabouts, ,those whom they befriended and conducted whatever business with including the last person who spoke to them. Such information is vital for the progress of the investigation which could lead to the arrest of perpetrators
Fingerprints and footprints, the latter if possible should be taken; also of importance DNA. The crime scene should be thoroughly examined. Avoid tarnishing evidence. When they are collected, place them in a secure place that unauthorized people will not get to them. Or that they are not reported lost, stolen or destroyed. These could be done willfully. Should this occur, it is sheer negligence on the part of authorized personnel who must ensure that they are secure.

  18. Face the Facts
    December 15, 2015

Some people blame others, as the government but themselves. A nation consists of people. Everyone is involved one way or the other. Let everyone examine their conscience to see how they have lived and are presently living. No one is perfect although all should strive for godly perfection.
Blame no one. Simply try to live as a concerned national and do your utmost to help others and your country.
Prayers, fervent ones with the heart do play a primary part in all that we do and say to alleviate or eliminate the woes of Dominica and its nationals especially those who are in need of. Criticize but ensure what is stated is factual and fair.
People are not on this earth for nothing. Consider, everyone owes a debt firstly to God. Then to their country.
We perform acts of love and mercy with cheerful hearts and without expecting anything in return. The One who rewards for good deeds done is our God. We do know, He knows, sees and hears all things.

How about if the opposition in parliament was more responsible and could let people see them as leaders, everyone cannot win in a contest, not in a football game, cricket, rounders or in an election. Once elections are over; there is government and there is opposition. Opposition does not mean you oppose everything. That is what this present opposition believes it was elected to do.

Maybe if they stop crying down the country; Let the people see them working together for the same goal, tI believe that would be better that creating all the divide. Always trying to create a disturbance for what reason? Today why all the debris on the road trying to create another riot?

I mean this Opposition Party don’t even like when our citizens excel; they throw their support behind another country citizen instead of their own. Who would ever believe that in this day and age?

I only see the opposition preaching violence. So look again.

Those bullets you’re trying to fire at the dedicated supporters of the opposition will only be deflected right of our political deflectors and come right back at you at the speed of lightning. Therefore I suggest that you proceed with caution as to how you take aim. Your action will only lead to an unpleasant reaction so take heed. Dissing our supporters will only lead to a backlash of us regrouping and posting more comments about your poppet master. The fact is that this retaliation from you comes as no surprise that my well-structured comments struck your nerve, as it is expected that my world class comments usually plays tricks on Laborites minds and worries their hearts. “Gun near his head” doesn’t necessarily means he committed suicide. But we are so far behind and backward in Dominica, that the authorities will rush to judgment to render it a suicide without dusting for fingerprints, taking many photos as possible, checking his last contacts and phone records. Satan is on the loose, that\’s what happening today in Dominica. The Louvin Brothers wrote and recorded this song which is so true.
If we forget God satan will rule
If we forget God our nation is doomed
If we forget God his mercy will flee
And sin will cover the land and the sea
That\’s what taking place in Dominica today , for fame, power, fortune etc too many are worshipping satan and involve in evil, so what do we expect, Dominica is no longer the Dominica a Blessed nation, also when you have those who are fortunate to have wealth opening their diarrhea mouth saying those who are against her cult brother to go and suck salt, what do we expect, and to add insult to injuries hearing them hungry fools laughing and rejoicing, what they fail to realize is that, there are many of them praising and worshipping skerrit sucking salt, and eill be sucking more salt than those who oppose skerrit, because the free bee is coming to an end, there will be no more free gas etc, DA is…

Sad to say that this is what Dominica has now turned into. People have no choice but to steal. With very little to no employment, Red Clinic and handouts has gained mainstream popularity and has become the norm of the day while others who don’t support the Labor band wagon are left with no choice but to beg. Children are hungry, families are starving, people cannot even buy a roll on to pass underneath their arm that is why the whole world could stay in their country and smell our poverty from overseas. Stop voting for Skeritt just to see Destra big boom boom in a pre-election concert one more time. If is that that have all you bazoodee, just travel to Trinidad any time of year to check her out. There’s no need to jeopardize the country and your children’s future just for that. The fact is that we now live in a Dominica with bad judgement; a country where handouts and pre-election good times now supersedes common sense

    • December 15, 2015

@Floridian diaspora, if you are really in the Florida check the crime rate, you will see that crime happens regardless of what the unemployment rate is. I guess there was absolutely no criminal activities in Dominica while UWP was in office. One crime is one too many, we should not compound it by making excuses for people who want to get rich by stealing and killing.

While I do hope that they catch those culprits, I suspect that lack of employment is leading to these activities. Fellers voting for Labor just to wait 5 years too see Destra boom boom again, and them women more stupid because they voting to see a boom boom they already have. The only time the country seem to have employment is in the 4th year of their 5 year term because they know that elections is the following year and Skeritt is fully aware that it doesn’t take much to fool his beloved and dedicated laborite disciples. Just a few sheets of plywood and some cooking gas would do the trick. Now they want to complain about the country doesn’t have work, they can’t get paid, and they cannot buy milk for their children? Take the free plywood and eat it like termite as a nutritious meal. I not feeling sorry for Dominicans because in 2019 Skeritt going to work his same magic and all you will vote him in again.
