Dominica named by US among major money laundering countries of 2016

Dominica is among 21 Caribbean countries named by the US in a wider global list of Major Money Laundering Countries of 2016.

The US State Department this week released the list in its 2017 International Narcotics Control Strategy Report on Money Laundering and Financial Crimes. 

According to the report, a major money laundering country is defined by statute as one “whose financial institutions engage in currency transactions involving significant amounts of proceeds from international narcotics trafficking”.

Dominica’s appearance, in the US State Department’s 2016 list of major money laundering countries, is a major departure from the report for  the year 2015 in which Dominica was not listed as a country of concern. 

Also included on the 2016 list are Antigua and Barbuda, Aruba, Barbados, Belize, British Virgin Islands, Cayman Islands, Cuba and Curacao. The other Caribbean countries on the list are the Dominican Republic, Grenada, Guyana, Haiti, Jamaica, St. Martin, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Suriname and Trinidad and Tobago.

The State Department report states that due to Dominica’s geographical location between the French territories of Guadeloupe and Martinique, the country is used as a transshipment point for narcotics and other criminal activities. It says for the past few years, money laundering cases involved fraudulent investment schemes, advance fee fraud schemes, credit card fraud schemes and the placement of euros from criminal activities into the financial system from the neighboring French territories of Marie Galante, Les Saintes, Guadeloupe, and Martinique.

The report goes on to state that Dominica has achieved technical compliance with international Anti Money Laundering (AML) standards. It says AML legislation enacted in 2014 “clearly sets out provisions with which relevant entities are bound to comply” and, “there are offenses and penalties created for non-compliance.” However, the US State Department is unsure of the country’s ability to maintain statistics on matters relevant to the effectiveness and efficiency of its AML regime and in its report, reveals that Dominica has not started the process of monitoring agents licensed to incorporate International Business Companies or Corporations (IBC’s). 

The report also identifies Dominica’s Citizenship By Investment Program (CIP) as having “vulnerabilities that present AML and regional security risks and that may make it susceptible to abuse by criminal actors.” (It also characterizes Antigua’s CIP as being “the most lax” in the world.”)

According to the US State Department, law enforcement officials continue to harness all available resources to curtail the illegal drug trade despite the “great challenge” of  the porous borders which they face in effectively policing the various coastlines for drugs and smuggling of goods such as firearms and cash. .

Currently Dominica is not subject to any U.S. or international sanctions, the US report on Dominica’s money laundering status concludes.

They pissed because the EC dollar hasn’t been devalued and the quality of life is improving for Caribbean people. that so called list has every island in the Caribbean. also its a fact that the US is the biggest money launderer in the world supported by the worlds largest consumption of illegal drugs!

    When one reads the analyses for the CARIBBEAN countries, .…ALL of the comments appear very loose, even cross-talk in parts… allegations against ALMOST ALL our Caribbean islands…

    If the allegations of money laundering are EVIDENCE-BASED , why doesn’t the US FORWARD IT TO SOME APPROPRIATE organization (in Dominica or outside ) for ACTION ?? My own simple analysis is the “Report” represents “state dept bureaucrats TRYING to prove that they’re doing work by WARNING their bosses of “possible” occurrences – rather than the US ”investigators’/report writers categorically and honestly saying “we have no proof of the money laundering allegations but there is a good chance that it is happening…
    (BTW, Antigua has provided a very detailed response with CATEGORICAL denials of the allegations/statements in the US Report…)

    Supporters of the DLP government must stop wearing their ignorance as a Badge of Honor. About 2 weeks ago the DLP and their operatives were holding high in the sky the 2015 a International Narcotics Control Strategy Report because Dominica name wasn’t even listed. Flip the script 2 weeks Dominica name is listed they are now attacking the U.S. the truth is Dominica is in serious problems. Just last week the IMF gave us a bleak economic report.

The article states that Dominica accepts the standards against money-laundering (definition: failing to preserve information that the government has not yet asked for!) but cannot demonstrate proper paperwork!     I read what the US report had to say about almost all of the 21 Caribbean islands, especially the English speaking islands and to my surprise here is what I saw about Dominica that I did not see about any of the others: “Currently Dominica is not subject to any U.S. or international sanctions.” I really wonder why, especially with emphasis on the word ‘CURRENTLY’. Are they suggesting that things will soon change?
    This report reminds me of the letters of Revelation 3, to the seven churches. Although they were all rebuked in one way or the other, The Laodicean church was rebuked the hardest since there was nothing to commend them for Re. 3:14-22.     To me this report suggests that they are slowly coming to us. This to me is a serious indictment against Dominica and no doubt as soon as Trump gets some breathing room, Dominica will be taken care of.
    Though the report makes mention of our CBI program and the danger it poses to AML regional security risks and the way it may be abused by “criminal actors,” bear in mind that it does not even deal with the real serious issue of who helped who evade oil sanction against ‘I ran’, while the fugitive found a hiding place in Dominica, under the umbrella and security of those that should be helping fight this kind of things.     All caribbean countries in addition to UK and Canada is added to the list. The list accuses accuses some countries as being corrupt and some like Saint Maarten as having weak Government but not Dominica. It highlights that Dominica has the necessary legislation in place for money laundering and drug trafficking as well as highlighting enforcement. The countries aren’t ranked on the list but place in alphabetical order. Admin you also missed out a few carribbevn countries named. The CPI in Antigua it said is the most lax in the world.

      Most of the article is ambiguous… there are multiple Caribbean countries on the list, it does not actually mean we are an ideal haven for money laundering. However, we need to keep our processes transparent to avoid further demise.

      It lists all of the Caribbean countries for a reason, namely they are all as bad as each other in this regard. The whole region has a reputation for it, with individual nations either better or worse than others. And ordinary people are the ones who suffer, not the crooks. Try using a Dominica address or bank account to register for overseas services; more often than not these days, we are rejected. The minority – corrupt business people, politicians, criminals – they ruin everything for the majority. We need an effective, independent fraud and money laundering team to work with hand-in-hand other countries and international organisations so that we can combat this and improve the way we are both perceived and treated, so that ordinary, hard-working and honest Dominican folk can go about their business.

      Boss you are no supporter of uwp and neither should this report take partisan sided. Forget about other Caribbean countries that are listed and concentrate on our country that is mentioned of being involved in major money laundering, through narcotics and yes, the secret sale of Passport. You should also be concerned that the report also stated that DOMINICA (not the other islands), got help from friendly countries to help combat the narcotics trade but up to now our government has done nothing to implement it, and I must add will do nothing​ to fight drug trafficking as long as this corrupt DLP under the leadership of a very corrupt Skerrit remains in power. The last part says Dominica is currently under no sanction but that too will soon change. I just wish the US gives us a chance to get rid of Skerrit and his corrupt team before putting sanction on us

        why do we make fools of ourselves? Please read the report with an open mind and you will understand what it is saying. Dominica isn’t among the major money laundering countries because the US isn’t on the list.

      Just take a close look around you. See those young guys with how many vehicles; who building house and ask yourself “where is that money coming from?”

      I have not read the whole report but just think that it mentions that the source of money laundering is from narcotics. I don’t think that this is a coincidence.
