Blackmoore expresses confidence Pointe Michel sea wall will be completed on time

The Sea Defense Wall project in Pointe Michel is a week and a half behind schedule, according to Minister for Public Works Rayburn Blackmoore.

The current standing contrasts favorably with a July 15 report that stated that the works being undertaken there were two months behind schedule and that the contractors were denied their request for an extension from Government.

Blackmoore led a ministerial site visit to the project area this morning and reaffirmed his confidence that the project would be completed on time.

“The last time we came here, the project was two months behind and the contractor had made a request for a time extension of two months and after a review of the project, we concluded that there was no justification for the extension. We were given the assurance by the contracting team that they were going to double their efforts and what we have seen here today is a manifestation of that. Some progress has been made in terms of catching up and in the mean, [the project stands at] one and a half weeks behind schedule, which is remarkable,” he stated.

As to the project itself, Blackmoore spoke of the completion of 400 meters of retaining wall, rising 4.5 meters about the sea level and there are other segments to be completed, one of 290 meters and another 120 meters, for which a funding proposal is being sent to the Caribbean Development Bank.

Blackmoore said, “As we speak, the ministry is doing all the work and the analysis to have a submission to the Caribbean Development Bank, which will be done sometime in December, to get the additional funding to ensure that the entire village is protected. It is a good thing to have a sea wall protecting the road infrastructure but it’s more important that lives and property are indeed protected throughout the length and breadth of this village.”

The minister also spoke of a new public convenience, new road surface, sidewalks and steps to the sea shore as part of the project.

    Amidst all the serious allegations and factual revelations of corrupt practices, bad governance, quick enrichment by some public officials, disrespect for the Constitution and Laws of the land,kick-backs, Susan Olde, US $400,000.00, diplomatic passport to her and the non-profit org. Citizens for a Better Dominica, unprecedented passports sales and handing of diplomatic passports and controversies surrounding such deals, dual citizenship case and DLP politicians legitimacy in parliament, disturbing wikileaks cables, issues about CLICO and funds to DLP campaign,concerns re. investments in CLICO and loss of money, a little butter around people’s mouth is timely.

    While Public Works is falling apart and mired in financial problems, with no sub-contracts on those road projects, not even to provide asphalt from its new $3,000,000.00 plant, just sitting there; While $27,000,000.00 is being wasted on a President palace to be built by a Chinese Construction Co. our local construction workers are on the side unemployed a little butter around people’s mouth will suffice.

    When 1700 bodies of prisoners, captured by Ghadhafi forces, are found dead in a mass grave in Libya, but the DLP Govt. supports Skerritt statement about offering help to Gadhafi, a little butter around people’s mouth will pacify them.

    If development was about infrastructure, mostly, there would be little protest all over the world for respect for people’s HUMAN RIGHTS, FREE and FAIR elections, Good Governance, transparency, accountability, and the rule of Law. Libya is rich in oil and its high grade. In the US, UK, Europe, Egypt, Tunisia, Syria, Good roads, beautiful buildings are visible. Yet from time to time, people demonstrate against injustices and bad goverance, against corruption etc. etc. People rise up against those who have dictatorial tendencies and those who act as though they are above the constitution and law.

      amazing when workers was working building infrastructure people said performance does not matter corruption does now we have a complete turn around where u are saying performance matters not corruption. the renovation of an existing road has no major impact on the economic landscape of dominica as is nite landing. we need to invest in areas that will generate income. everytime now on dno all is seeing is blackmore giving a day to day report of road construction how does that change our economic situation? how many jobs will it create? how much money will be injected in the economy?(the chinese already taking back 75% of it!!) we can’t eat concrete and post we need jobs and innovative investments that will lead us into the 21st century.
