Over $3-million has been allocated for the rehabilitation of Charles Avenue of Goodwill.
This was announced today (Tuesday, May 16, 2017) by the Minister of Public Works and Ports Senator Miriam Blanchard.
The contract for the works was signed in the conference room of the National Authorizing Office and was awarded to Offshore Civil and Marine Incorporated and is expected to be completed in 22 weeks.
510 metres of road is set to be rehabilitated and the project is being financed by the High Way Maintenance Levy.
“This along awaited project is now closer to becoming a reality,” Blanchard said.
She noted that the existing road structure has been in a poor state inclusive of road edge failures and the existence of inadequate drainage.
Blanchard noted that the government was aware of the risk factors the road posed to both pedestrians and motorists.
“In addition the deep open drains on that road pose a risk to both pedestrians and drivers especially at night cognizant of this your caring government included the rehabilitation of Charles Avenue in the fiscal year 2016/2017 budget,” said Blanchard.
She remarked that the rehabilitation of Charles Avenue is part of the government’s ongoing build back initiative.
“I wish to take this opportunity to both the residents of lower Goodwill and the many citizens of Dominica who traverse Charles Avenue for their understanding as work for this project gets underway,” she stated.
The Highway Maintenance Levy came into effect in September, 2015.
You mean to tell me between former DBMC and PMH road is worth $3 Million Eastern Caribbean dollars to fix? No wonder Public Works closed down. Guess I studied the wrong field. A mile of road with 4 lanes cost $1.25 million USD, which is $3,375000. ECD how can less than half a mile of road and less than 2 lane road cost over $3 million ECD. Over priced by $1 million ECD.

Can I ask please, while they are doing this work can they also put a roundabout at the junction of Charles Avenie and the Goodwill Road. That is such a dangerous spot and I’m sure traffic there will increase when Charles Avenue has been upgraded. Please, don’t wait for accidents to happen. Thank you.
This is very sensible suggestion. I recently made the same recommendation to the Traffic Department.
The junction by Public Works is another contender for a properly scaled roundabout on level ground. I stress “properly scaled” and on “level ground”. They should not be diminutive, as the one by the Post Office, or sited on a slope, as the one at Pont Casse.
In Dominica we have roundabouts where they are not needed and dangerous road junctions where they are needed. Having said that, many Dominican drivers do not understand that on entering a roundabout you give way to traffic approaching from your right.
Roger, I concur, The mini-round about near the post office is a planning abomination, let’s leave it at that. However, One observation follows from that though,. Any newly constructed or re-constructed roundabout should have a kerb of sufficient height to dissuade motorists from driving straight across it. Also, they should have no central feature that obscures the view.
With regards to your remark that traffic coming from the right should have priority I think that is too complicated for us. I know my compatriots and without wanting to give offence, I sometimes wonder how may of us know the difference between right and left, or if we do, pay heed!
A simpler rule ,and more pragmatic would be that traffic already on the roundabout has priority.

I commend the Government for undertaking this project ,at the appropriate time in particular as the new hospital is under construction, this I’d the main road which leads to the hospital coming from the northern section of the country .

It is a main road. Not the only one, but is considered a main road. The one an ambulance would most likely take (charles avenue – up by planning and the pentecostal church) to quickly reach the hospital. Jose is correct.

I dont understand where all this money is coming from all of a sudden. Please help me understand these projects and can we get information of these contractor’s background all these monies are being signed over too. I smell a rat as it relates to another corrupted way of the unlawful exchange of monies being mask in the form of these projects. Who is profiting from these deals..your guess is as good as mines

Can you read and understand,or are you living In Dominiça, didn’t you hear that in the 2015-2016 budget address that the government introduced sa Road Levy which everyone criticized, well if you or your husband or child owned a vehicle and you paid the levy,thats where the money came from.
Are taxpayers really getting value for money with all of these millions of dollars being spent? Hope taxpayers are not paying more than the true cost of those projects. By the way, the bumpy and pothole filled Rose Street is desperately awaiting attention after about 12 years of neglect. But please, do not inflate costs when undertaking this project.

Yes I agree with you rose street is in bad shape worst than I ever see it remember this road was built in the 50.s and never been resurface just patch and patching makes road worse because its never the same level
