Prime minister, Roosevelt Skerrit, has given the assurance that a coffee plant being constructed in Dominica will be completed by the end of July.

He told the inauguration of the Tan Tan/Toucarie/Savanne Paille/Cottage Village Council on Thursday evening the plant will contribute significantly to the economy of Dominica.

He said a delegation, led by the head of the coffee program in Venezuela, is presently in Dominica “engaging the ministry of agriculture.”

“That coffee plant will come to a completion a the end of July 2014 and I give you the assurances that that coffee plant will grind and package coffee and export it to other countries all over the Caribbean and Latin America,” he stated.

Skerrit also said the plant will create employment for the people of Dominica.

“You go to France and these places, there are no cocoa trees but they make cocoa and chocolate and send it back to us as processed product,” he noted.

The prime said the ministry of agriculture has distributed in excess of 6,000 coffee seedlings to farmers “to plant additional coffee to supply this important coffee plant.”

In 2010 a Memorandum of Understanding (MOU) was signed between Dominica and Venezuela for the construction of the plant.

Actual work on the plant, which is located in One Mile in Portsmouth, began in July, 2013 when a Venezuelan Air Force plane, with 22 engineers, landed at the Melville Hall Airport bearing all the necessary equipment and materials needed for what was said would be a 10-month project.

My dear people let’s not be like this. Know what is going on before we forward these negative comments. The boys shirts have nothing to do with party. The are part of a skills training program which is sponsored by Venezuela through their parliamentary representative. It is a good program for them. They are taught a skill , paid to do so and upon graduation given tools to start. The uniform is red because of the Venezualan connection. Nothing to do with the prime minister. I know all these boys personally. They all do not support the government. Since the pm was present at the inuaguation he used the opportunity to meet them.

These young people may be innocent but thoae making them wear the shirts and use the picture for propaganda are not. Everybody know that this is the colour and the way supporters of the Govt. party in Venezuela dress and our Govt. connected to that every way. Those shirts looking so fresh and new for a photoshoot. Why s it not a neutral colour?? This attitude is just so sad and even worse when people come with simplified and silly excuses to justify it!! @YOUDOREADYEY: If you were to build a house, would you build the roof before the foundation?
This government cannot seem to understand how to plan and execute. It is a kind of Viki-Vie thing.
How can build a coffee plant and there is’nt NO coffee farmer in Dominica. Who is it that will supply this plant with coffee? Similarly they are constructing an Arbartoi in layou but they have not research to see how many life stock farmers on island. That is simply” PUTTING THE CART BEFORE THE HORSE.”
To much politics……. If and only if government had planned this thing they would have concentrated on supplying farmers with land and planting material so that 5 years now the plants would have been bearing. Those guys are just so sick in their decisions but sad enough we all have to pay for those bad investments.

Dear people, coffee plants take app. 5 years to grow and produce fruit. ……or so I think. What i want to ask is who is going to maintain that coffee factory. Are we producing sufficient? A juice factory would have been more beneficial to us. Anyways Venezuela grows coffee. Everything is not partisan politics. But everything is political. We speaking of sustainable economic development. Our pm should be taught to understand the meaning of sustainable. I am trying to make a change by speaking to people who i think would understand ny trend of thought. But is like all people brains are red. I love da, I love vieille case. But please we need to look and think and analyse. Our pm is not strategic in his plans for dominica’s sustainable development. We need to think of projects that are long lived and will always be creating jobs. Why do we support pms plan for another hoel in Portsmouth when we are finishing one? We do not need another major hotel in Portsmouth. Why not look at enhancing the hospital in Roseau or get some other international school in tge East of the Island…….y a coffee plant and not a fruit processing plant? Y plan to build a basketball court in d middle of the PenVielle field, and not back field the court and do something well? There are so many things. We are a rich country we need to create for our selves. No one listens. Everything is not Skerrit. We are more than just red and a ham or turkey at Christmas.

According to the Govt’s own information service GIS (20 August, 2013). The plant requires 2,000 tonnes of coffee (beans) annually but at best estimate our farmers produce only 1% (20 tonnes) of this at present. The report also says that up to 10,000 seedling were available. What happened to the 4,000 that are missing from the figure quoted today?
This is a very ambitious project with a long time (5 years) before we see any payback and given the current world commodity market for this crop, profitability is not at all certain.

    • Jahknow
      March 5, 2014

Just to add to this, right now in Central America the coffee rust fungus is ravaging plantations reducing yields by up to 10% and producing a mucn inferior bean. Take note of what is happening with the banana inductry and black sigatoka.
If you consider coffee is planted at an avergae density of around 700 plants per acre then even if all of those 10000 seedling were planted and producing in five years that is still only 14 acres under production. I am not sure what yields are like in D/ca for coffee as it varies with growing conditions and cultivars but lets assume the absolute best case scenario of 2 tonnes per acre(very generous) we still are no where near reaching the facility’s required input. So it begs the question where is the other coffee coming from to make this endeavour profitable?

Coffee cultivation should have started 40 years ago. Dominica has some of the best coffee in the world a lot of households grew their own coffee back in the 1960’s and 70’s

Its very disheartening to see these young men dressed up in Red T-Shirt being used by these politicians just to get some points. Perhaps the PM is saying to them, well you guys should begin to plant cofee, and cocoa and who knowns bananas. Most probably a boat might come from Guadeloupe or from some far distant isle….Imagine, so long this coffee plant coming, and how Deceased Chavez had promised to fund the project immediately upon his return to Venuezuala… So these Politicians should stop fooling the young folks especially when these young men might be in desperate need of basic amenities as is the case of majority of Dominican…. It seems like Mr Austrie has formed a youth group, from Boys to Men….
Secondly, instead of talk on coffee plant, the PM should tell Dominicans about the status of Petro – Caribe due to the tensions and blatant poverty in Venezuela.. What are the arrangements regarding the Petro Caraibe Deal? Is the oil given on a soft loan basis…? what was the agreement interms of use to profits realised throught Petro Cariabe…?
If Venezuela was to stop this deal, what plans does the government have in place to deal with the High oil prices around the world? Already small economies like Dominica are even more as risk, what would happen to Dominica if such thing would happen…… Instead of Mr Cecil Joseph going around and blaming the USA for the present state of affairs in venuezuala, the government would do well to tell the public something concrete about Petro- cariabe, if the current president- although he is following in the footsteps of his predecessor, what immediate measures or alternatives to they have in place………
Venezuala cant even supply folks with toilet paper , and life is extremely hard in venezuala at the moment, it is always just and right for the president to look at his own first, but God forbide what would Dominica and other small island states do in the eventuality of a no more Petro Cariabe?
Coffee plant? When Venezuelans are suffering, PM is talking about memorandum of Understanding. The president of Venezuala is now trying to sort himself and the people out, does one think he can go on a microphone and shout: Coffeee and Cocoa plant for Dominica…. Not not now very sooooooon…..So PM will and come again!

Skerrit’s favorite line “I give you the assurances.”

But that’s all he gives “assurances” which are basically promises. No more, no jobs, no action, no development.

We deserve more than just assurances Mr. PM, and it’s obvious that you are unable to give anything more so please call the election so a more capable team will give us what we need; jobs, development and prosperity.

Thats wat allu want young DA men to do for their living? Planting coffee?. They need to be Architects, Engineers, Business Men, Planners. Dominicans doe tired work as laborers then. We need more young educated men.

    • Straight up
      February 28, 2014

Where you think we getting de young educated men? From another planet?! These young men have to take their education and their lives seriously!!! They have to make up their minds to take their education seriously!!! When they drop out of school and prefer to do drugs cause they want fast money what u expect? Of course is coffee they have to go and plant. Cause is tht they r qualified to do!!

    • Engineer
      February 28, 2014

Architects, Engineers, Business men, Planners, doctors all need to be feed. If we don’t plant then we’ll just end up importing. Imports exceeding exports only leads to poverty. Every great society has a thriving agriculture manufacturing sector.

Tell that to your minister of finance designate, Thomson Fontaine, Dominican Musician. According to him, out of the 7000 jobs that they have promised you in three years, 3000 will comne from “young people working on the farm.” Lol! Then again, probably you are so busy soaking up all the foolishness they sling at you that you never heard when he said so.

@ BOGOROY: I just do not understand nor comprehend your level of ignorance. What does Thompson have to do with that? You are so red, lets talk.
(1)What do you have to say about the Bin Bobol?
        (2) what is your take on the $400,000 dollar house your P.M said he was building and only to find out that it is over $2M.
(3)What is your take on the villas? Did you listen to those questions posed to Alexis and how answered those questions.Example he does not even now what bank he got the money from?
        (4) What is your take on the minister who owns three homes? Do you know just one is a man or Woman life time achievement?
(5)What is your take on the fertilizer bobol?
        (6) What is your take on the west coast road we boost so much about and is already under heavy road maintenance? Was that good negotiation?
        (7) what is your take on the people from China who have already taken over Roseau? Is that good negotiation by your P.M?
        (8) Where during your time on this earth have you heard more corruption than this government?
        (9) In UWP and Freedom time have you ever seen more expensive SUV driven by the past administrations than this present one?
        (10) Reggie promised MATT that the 18 letters demanding government to pay was a fake but up to now reggie cannot “clear the air” what is your take on that?
        (11) What is your take on the fact that all our major projects are constructed by chinesse and not locals. Don’t we have qualified builders like Stewco,ACE Engineering, etc,. Don’t we have qualified Engineers, Architects who went to even better schools than the chinesse? But if the Chineese are so good how then are our biggest and brightest people are not from a university from China?

Your little mind is really narrow-minded. There is nothing wrong with planting coffee or vegetables and fruits.
The money of those farmers were used to educate their children, some of whom possess degrees and are now residing overseas.
Everyone was not meant to work in offices and for other people. If some of those children who are presently white color workers had turned to agriculture in their fathers’ footsteps, Dominica would have ample produce to export to other countries which would benefit the economy.

    • Malgraysa
      March 1, 2014

There is nothing wrong or demeaning in planting coffee, provided it is planned properly and run as a business. To import raw coffee from Nicaragua to process here, which the Govt. plans to do, is lunacy, especially so if it is going to be run as a Govt. enterprise. All we would be doing is to throw good money after bad by having to subsidize our export prices in order to find a customer.

I am absolutely fed up with people banging on about becoming doctors, engineers etc. What is wrong with being a farmer and not going to university? Does that make you a second class citizen? We have now more lawyers in the country than ever before. And what is the purpose of that? We have a lot of PhDs in the country who are just plain stupid and do not contribute anything.. We do not have proper builders, electricians etc. We need farmers but we do not need people who think that farming is demeaning.

You telling me we are going to import beans from another AlBA country to process in Dominica and sell it as Cafe Dominique so we can pay Venezuela for their oil? I trust not because that would not be DOMINICA coffee at all. Is the same thing as sending fake athletes to the Olympics. Is govt. going to ban import of coffee from other countries to protect this plant (such as instant Nescafe) and are they going to have price control? I in favour of real good things for Dominica but this is socialist economics gone mad. Good luck, I will buy my beans from Mr. Louis and drink REAL Dominican coffee or is govt. going to stop that also?

        February 28, 2014

I know from experience that a coffee tree takes at leas three years to produce its first little crop and it does not produce fully before it at least six years old. What are the farmers living of in the mean time? And anyway, 6,000 seedlings is a drop in the ocean. I do now a bit about coffee and I know there is a surplus on the world market right now.So how we going to compete, especially with high energy costs we have like electricity. Coffee roasting takes a lot of that. Maybe that’s none of our business?

I am not red, blue or green. I’m black. However, it seems to be insecurity, micro- management and no trust of the ministers to say the right thing. That is a dictatorship. Study the color red in different governments around the world and see what it means. Just saying….

I have a very serious question isn’t Dominica for everyone and the elected officials including the Prime Minister, the PM for everyone (regardless of political affiliations)? If that is indeed the case, why is it that everything on the island encompasses only two colors (red and blue)?

It disturbs me that the PM is talking to a group of folks/citizens and every single one of them in the photograph is dressed down in red. Let’s get away from this color thing as there is a time and place for everything and I am growing tired of that color Dominica. On the campaign trail and at political gathering I can understand the color alliance thing but not at every function, news or media release – it have to be a color thing. Grow up my fellow countrymen and women can’t we not look beyond color?
