Completion ceremony of Edward Oliver Leblanc Highway Friday

The Dominica/China Friendship Bridge in Roseau

It starts at the new Dominica/China Friendship Bridge in the capital and extends for miles into the northern part of the country, ending in the town of Portsmouth.

The Edward Oliver Leblanc Highway, rehabilitated with Chinese funds totaling $100 million, is having its completion ceremony on Friday, with the Chinese company which undertook the work to officially hand over the road to the Dominica Government.

The government has described that project as part of its overall efforts to rehabilitate the country’s main roads to get them to internationally accepted standards.

Prime Minister Roosevelt Skerrit says the rehabilitated road will now make life easier for motorists travelling between the capital city Roseau and the town of Portsmouth, especially bus drivers who depend on good roads to enhance their livelihood.

Commenting ahead of Friday’s ceremony, the Prime Minister said in addition to the West Coast road,  the government was introducing a $20 million dollar road rehabilitation project that would see the re-surfacing of several roads around the country.

“Driving to and from Vieille Case or to and from Portsmouth from Roseau is a dream now, you no longer have to be negotiating major potholes or other hindrances on the road, it’s a major improvement,” he said of the West Coast Road, while expressing the hope that other roads up for rehabilitation would also enjoy that kind of standard.

The West Coast Rehabilitated road is being named after Dominica’s first Premier, Edward Oliver Leblanc.

His association with the initial construction of the road is something expected to be highlighted at Friday’s Completion ceremony.

The ceremony is expected to take place in Mahaut at 2:30 pm.

    I read the first part of the article but this is something I have always been interested in, China and their projects. Not too long ago one of the big shots in government in St Lucia delivered a speech about her curiosity about the Chinese and I agreed with her. She said they are everywhere and she said that by doing all those things, the Chinese expect something in return. The Chinese are rubbing the little man of making bread because of the government allowing the Chinese to open stores and other shops everywhere. They are saturating the market, it’s like the government has not control.
    The way I see it is that these countries like ours are third world countries and we need the infra-structure to develop. I do not mind things like loans and the building of stadiums and airports by the Chinese. The thing is that when the government signs these contracts they must be careful and read the fine print. We should stand our ground and not let the Chinese have the majority of ownership of most of our huge businesses like allowing them to buy a ton of stocks in companies because the person with the most stock, they are the ones in control. They should not let the Chinese provide majority of the labor because the local people will not benefit from these projects, the Chinese hardly spend their cash in the local shops and supermarkets, all their food and clothing are important and if they do buy something they buy it from other Chinese, so I hope you can see where I am going with this. Not enough money is circulating in our local economy by the construction of these projects from the Chinese. This is just one of the examples. Another thing is that allowing the Chinese to buy huge amount of land and bring in stuff duty free to the islands, which is another problem. Customs are squeezing local people and the Chinese pay little or next to nothing to clear their products at customs. You never ask yourself a question why their products are so cheap. You think if they were paying the regular charges like other Dominicans that they would be able to offer those prices? This is just not good, when you saturate the country like this; there is no room for the local man to make bread.
    We should accept with caution and pay back all what was given to us before. We should also not get too comfortable as islands in receiving aid from China and the US because this will make us become lazy and complacent and not want to come up with new ideas to support ourselves. It’s like a boyfriend giving his girlfriend everything she wants or a girlfriend giving her boyfriend, she/he may never find a job to support his/her self because they will be taken care off. Now when China stops giving we will be in trouble because we have become spoiled and will not be able to support ourselves. Dominica has resources which we can use; the government needs to take a tougher look into how they can utilize these natural resources. I believe we all know that.
    In addition, we do not see or hear everything when these deals are taking place, in other words we do not see the “terms “of the agreement. Who knows what the Chinese wants in return. They may want something which might take years to come but in the end it will come and whatever that is might become a problem when it is time transfer it over to the Chinese.

      Great post. I agree that China is not as benevolent as would appear. It wants to supplant the influence of the US in this hemisphere and it is doing it by surrogates such as the impoverised island nations like Dominica.

      In 2006 I went home and could not believe the number of Asian shops in Dominica.. My first impression was exactly what you just posted.. What do the Chinese what was my question? No one seemed to be able to answer that.. You point on being spoiled is dead on.. Also, very well said on the resources we have and we should find ways to utilize them.. I read this quote the other day and it and it points directly to this situation.. “When you get something for nothing, you just haven’t been billed for it yet”.. Wake up Dominica and all its neighboring islands.. You are being used.. Please don’t allow that to happen..

    Where are the lights on the Highway from Portsmouth to Roseau. No bicycle lane nor no emergency lane in the event of an emergency or breakdown, a motorist can pull into the hard shoulder.

    We need more lights around the city! And more highway traffic signs/road signs.

        Dominica has a population of about 70,000 people. If everyone owns a motor vehicle, that’s only 70,000 vehicles. Furthermore, the Edward Oliver Leblanc Highway serves the North and the West coast villages daily. The East, South East, South and Roseau Valley use other roadways daily to commute to Roseau. So we are left with less than 30,000. Why should we get carried away building 4 or 6 lane highways throughout when it will not be utilized for 75% of the time? Those in the United States should realize that a 4 or 6 lane highway carries millions of vehicles daily, both night and day. Do we have that kind of resource to spend and let it lay idle for 75% of the time and space.

        Naming the roadway after Premier Edward Oliver Leblanc is very appropriate, given his contribution to Dominica in road construction, rural electrification, school construction and pipe borne water. I’d like to see the Bellevue to Berekua, Tete Larlay to Tete Morne or the Larlay roadway named after Honorable Rayland St.Luce, Premier Leblanc’s “partner in crime”.

      It is customary that after people of a certain caliber pass on, a monument or whatever else is named in their honor. Leblanc may have been a shy person, in that, he did not want to be honored while he was alive.
      It is unfortunate that only after their death, they are honored. You know the saying, “Send me no flowers when I am gone. Give them to me when I am alive.” During their life they should be remembered in that manner when they could personally receive the honor for their achievements. Let them enjoy it while they are alive unless they have specifically stated it, as you stated, Leblanc did not want it. Maybe this should be changed.

    How politicians manipulate the minds of the gullible. My intension is not to marginalize the achievement of the West Coast roadway REHABILITATION nor the stadium, nor the seawalls , and the other achievement by the current DLP . It is only deserving to give credit to the government for the various achievements be it a Chinese gift or loans, Venezuelan or domestic spending . The government and it’s apologist particularly those old enough to remember the terms of the last two administration should not attempt to blind fold the people with the impression that the west coast road rehabilitation or any other project done by this government has been unprecedented or not done by previous governments. I do understand that many of the party apologist and bloggers may be too young to know that the Freedom Party and the UW Party were able to rehabilitate major roadways and other infrastructural projects the same.

    During the first 5 years of the freedom party we saw the major road rehabilitation for example of the Portsmouth to Harten Garden road – A Sintra project well done , durable and set the stage for the glory days of the banana industry. During the same period we also saw the rehabilitation of the very same west coast road from Roseau to Layou ( by Nelotare) to include the new Layou Bridge(s). That project went up to the Layou park all the way to the Pocasse Junction. Again a major infrastructure for the thriving banana and agriculture industry. The first term of office brought the reconstruction of many roadways which had been destroyed during the hurricane David to include the Para Bridge in Portsmouth , the old Indian River Bridge. Sections of the West Coast road destroyed by the hurricane David and the following year Hurricane Frederick were also repaired by the then administration. Schools were built some repaired. The list goes on – all of which was done in the first five years notwithstanding the dilapidated economic condition left by the Labor Party administration of Patrick John that coupled with Hurricane Charles Saverin. I could go on to recount the many projects and development by the freedom party to include the cruise ship berths in Portsmouth and Roseau which now serve as the overstressed pillar of our economic survival – thanks to the present administration. I could get into schools , hospital, health centers, feeder roads, la Plaine area throughway, sea walls , a well executed education system that made us a productive nation etc , port expansion in Portsmouth and in Roseau..

    The UWP in 4.5 years also had a remarkable achievement; there were roadways built (new Roads and major road repair and rehabilitation ), feeder roads included, the Michael Douglas highway ( a class act I believe), Sea walls, schools, the revamping of a depleting banana industry, the introduction of the WCMF – a major tourist activity. I am sure that much more would have been done had the administration been given a chance to build on the very impressive work that the UWP had already done. Unfortunately we were lead to believe ( by the likes of the most corrupt administration ever) that the UWP was corrupt.

    These are all facts and they cannot be denied however I must point out that what is quite obvious is the great disparity in the economic development of the people now and during the days of the DFP and the UWP. During the days of the UWP and DFP the people benefited a whole lot from the various capital projects. I cannot honestly say the same for the current D LP

        Prof Wikileaks can you PLEASE tell me how many Dominicans benefited from this project?The CBR team came down with everything. From Heavy equipment,to trucks etc. If we were to do a rough calculation,40%of this is labour. Who were the labourers? the other 60% is materials and equipment.Who owned those equipment? The only benifit is the raw material which is sand,stones and bitumen which they could not import. Even the Tarish they got for free(I understood). In a nutshell over 90% went back to China. So Prof you see. Do you know if this was constructed by locals even food vendors would make a living. This is what capital projects are expected to do. How would you feel if you were to go to a bank for a loan to build and the loans officer would demand that you employee a particular contractor whilst you still have to pay the loan. I trust that you fully understand!!!!!!! It is nothing political it is just the reality.

        The Economic benefits that we derived from this poject is long and far reaching. This is a $100 Million that the Goverment did not have to loan to finance this project. That is a $100 million dollars that can be used elsewhere and otherwise.

        Yes quite a few people were employed and this is a testament that local benefited. Yes all local products were source through Dominica and that is money that remain in DA.

        So enought with the side show uwp/Q95 Politics and please look at the big picture.

        We Dont have to Tax Domincans for generations to pay for a loan.

        Soon the International Airport will come, but you so will hate on the CHinese too…

        Dominica is moving forward.

      Way Papa! You still standing by licking your wounds? It’s been over 10 years, get over it man! What new road can the UWP take credit for? The Delice to Petite Savanee road was not their idea. They inherited it from the Freedom Party. The same for the Primary School. Are you saying that it is the fault of this administration for the fall of the banana industry? It was dwindling before they came into power. List the feeder roads.
      The fact of the matter is, because we do not like this current administration, we will not give them credit where credit is due. There’s still a lot to be done, but lets be honest here, they have been trying to give to the people.

      Why didn’t you list some of the government’s achievements the way you listed the past administrations?

        Rosie Douglas Warned that the Banana industry would fall in the 90’s I was a little child then, but remember going to meeting with m y parents and listening attentively to Rosie while he spoke. We got a few more years from Banana, great, but it was sure to die.

      The materials to construct the road were bought from local comapnies who hire local labour and who benefitted tremendously from the volume of materials sold such as the sand and the stone. even if many workers were not directly employed.

    Well I will admit I am happy that the roads are better. It is nice to drive on a smoother surface and not have to hit or miss a pothole. My only hiccup is the finishing of the edges of the road. If we are talking international standards then we still have not meet it. Why have the edges been left undone? You cant pull off the road smoothly without heavy ‘colass’ touching under your car! What happens when there is heavy rains, the drains form part of a road project and they have not been done. We should demand better!!

    Excellent project. Much needed in a long time!

    This will benefit a lot of people in many ways. For example: motorists will save on vehicle maintenance and replacement of parts like shocks, rubbers, tires etc etc. It will also improve the flow of traffic in and out of the city. Passengers will have a smoother and quiet ride on buses every day.

    Now I am certainly not into that “good job skerrit” business. Roosevelt Skerrit did not shovel one hip of tarish, operated a dumper truck or asphalt plant. Moreover, Roosevelt Skerrit did not dig into his bank account and pay for this project. This was Dominica’s money. Whether or not he negotiated it, at the end of the day he is being employed by the people of domnica and collecting a salary to do just that and more. It is not a charity that Mr. Skerrit is doing for Dominica. I would say good job to the Chinese workers. I would also say kudos to THE GOVERNMENT (not Roosevelt skerrit) THE ENTIRE CABINET for approving this initiative.

    It is time that some Dominicans rise up from this political ignorance and stupidity.

    This PM thinks outside the box.Mr. Skerrit thank you.It is shameful for a Pal Rep to stay in office for 4 or 8 years and at the end of his term he cannot look back and see something of significance he did while he was in office.
    Some of them travel all over the place in foreign countries and see so many examples of infrastructural development and their ideas still dont hit home.Come on man. Wake up. Mr walter please do something for the Ansedemai playing field. It does not take so much money for it to look decent.Talk to your Boss. He will help you. I know he will.       thats an unfare comparism and if you are honest the airport road project starting from canefield is of a higher quality than that of the chinesse.
      the west coast road is smoother and wider that it was but all the bumps are still there.shouldn’t those areas been dug up and made even?

    If it was the opposition that was in power and got this project completed, I would say well done! The same goes for this current one….Well Done! Our roads definitely need some upgrading and I look forward to see something being done between Geneva and La Plaine. We need it. Please consider us when making further negotiations for road rehabilitation.

    Some of you people are real crabs. What is wrong with a newly re-done highway? What really is the source of all the begrudging? Is it because it was done under the DLP government as opposed to, say a UWP administration? Or maybe it’s because the Chinese are the ones that facilitated this project – is that it? Would you have preferred the Canadians, Americans, or some European government? WHAT DIFFERENCE DOES IT MAKE? Would you prefer to drive around on potholed roads instead? Then you can say Dominica roads not good and your car mashing up because Skerrit not doing nothing to fix the roads? Is that what you wanted? Does the fact that this administration brought this project to fruition and consequently robbed you of the opportunity to say Skerrit not doing a thing to fix the road piss you off so much that you just HAVE to say something negative?

    The UWP was in power once, why didn’t they do it? It’s just like they like to say that they secured the land for the International airport and Skerrit not doing a thing to build it – really? OK – since you so proud to say that you bought the land to build, why didn’t you build? No plan in place? Inability to secure the funding? Bought the land without knowing how you going to proceed thereafter? What is/are the reason(s) why the UWP did not get that project off the ground?

    OK – so the Chinese built it. You preferred someone else? yea? Have you thought of the possibility that the Chinese were willing to do it at the best possible terms for Dominicans? Or maybe the other government you would have preferred just didn’t want to do it?

    You have a responsibility to guide and inform your readers accurately. For the record the government does NOT officially consider the west coast road as a HIGHWAY.

    When the project was initially proposed it was toted as a 4-lane highway, with 1st class bypasses considered for Mahaut and Massacre.

    However in reality it was eventually downgraded to a rehabilitation/repaving of the original 2-lane roadway with the marked difference being the signage and road markings.

    PLEASE have the Police patrol the highway to ensure road safety rules are being adhered to. There should be such a thing as a ticket for excessive speed, not only for parking in the wrong place in Roseau.

    Nice nice. But I am very disappointed that water company is digging up the sides of the road, placing all debris on the road. It is a shame that they could not have worked simultaneously with the Chinese. I wonder why this was not in the planning.

      actually, when the roads get dug up the gov is fully compensated for the reconstruction by the water company. it is up to the gov it they decide to use that money and resurface. and i am not talking about little patches here. they receive full funding
