Dominica receives $8.2-m grant from China

Dominica has received a $50-million Renminbi (8.2 million US dollar) grant from the People’s Republic of China (PRC), according to a release from the office of the prime minister.

On Friday the prime minister, who is also minister of finance and foriegn affairs, signed an agreement with China’s ambassador to Dominica, Wang Zonglai, to officiate the grant.

“The Government of Dominica and the Government of the PRC, with a view of further developing economic and technical cooperation between the two countries, have agreed that the monies will be used for the implementation of a project to be agreed upon by the two governments,” the release said.

China and Dominica established diplomatic relations in March 2004.

“Since then the countries have enjoyed a close friendship with mutual respect for sovereignty and cooperation,” the release stated.

    I love Dominica… And I see a lot of complaints, here, about the Chinese coming to Dominica; and I think it has been justified.

    But I hear from good sources, that the Chinese are pouring en masse into the isle of Dominica with a small population of say 70,000. A small place don’t you think, for big country folks to come and immigrate into?

    And what’s worse, they are getting Dominican passports!

    Wait a minute… China has a population of say over 1.6 billion. Dominican politicians need to be wary for the sake of its 70,000 people, most of whom are descendants of African slaves. And the Dominican people deserve better than this. The Chinese have not been through what our forefathers been through and they could not give a damn, either.

    Skerrit or whoever this Dominican in power is, needs to understand the home needs of investing money into the local businesses to create more jobs and opportunities for the unemployed, and into the education system for the young population to develop themselves into becoming entrepreneurs of their own trade, so that Dominica can flourish without outside interests that would not benefit the Dominicans in the long term. Take a good look at St. Lucia now.

    Dominican politicians seem to have this weakness in not looking after their own people!

    Does Skerrit really know what he is doing? Or does he really care about Dominicans in general? Remember, Eugenia Charles retired and died in Barbados.

    The Chinese are not known to mingle with other races, even in Europe and in America; they keep themselves to themselves; most of the time. Period.

    Remember, the Layou residents had to burn a Chinese hotel down, because they fenced off a river from the locals. And history will repeat itself, if Dominicans ain’t careful.

    There a lot of Dominicans in Britain, Canada and America. But, believe this. The Chinese are not that welcoming to Blacks in their own backyard; but, yet, they want to come to your land and look down on you, if the chance arise. And just watch them, carefully.

    For those of you who say, “give Skerrit a chance”. For your sake, I hope he cares about you all… But, hear this… The Chinese do not give something out of charity, it is their investment; not an agreement. That’s the tricks of politics.

    Pray and take care of yourselves, Dominicans.

    If this is truely a grant – it does not have to be repaid. If so why was this given? What is the catch? This I take it is on top of the $300M. What is Dominica, or more importantly the PM, doing with all this money? Why are the Dominican people not consulted/informed in advance?

    When all is said and done and Dominica cannot repay these loans/grants, the PM will no doubt exercise his right as a French citizen and disappear with a large portion of these monies.

    I really wish Dominicans would grow up. We are so much more intelligent that we behave. We are very well educated people. With that said I do not like the idea of being so close to the chinese either. But with America, Britain, almost every African nation, many European countries and other Caribbean countries either borrowing from china or begging to trade with them, it is clear that they have more power than the u.s. The United States came to us with a do as we say or else you will be annihalated attitude. The chinese come with gifts. Two different ways to achieve the same goal. But Dominica does need to move forward and we cannot do it alone. So I say, let us give the chinese a chance and see how it works out. Who knows, if we establish good relations, we could be better. Any govt in Dominica need to borrow to move forward. If we can vent in grants then that is even better. And why not seek advice on how the money is spent? We have been doing I our way since independence. Clearly our way is not working.

      What are the sustainable things coming from these monies? Under the Skerrit cabal, Dominica has received more money that under any other administration, yet the place is so dam poor with extremely high level of unemployment, then what you get from him are insults. Can’t you see that the men has a mental problem, and he needs to be sent packing at a mental home?

      There are places in China which they could us the money on but would not. They Chinese are targetting the whole of the caribbean but Dominica is their highest investor, because it has more to offer them than elesewhere.

      On my visit to Dominica several tour guides told me, that the EU had given money to the gov. of Dom to help the guides to buy/fix their equipment. They all had to fill in forms, pose for a pix just to never receive the money. Where did that money go? I`d like to know because I am paying EU taxes.

    This open agreement between China and Skerrit is coming on the eve of an election and must be viewed with immense suspicion. The Chinese ambassador was quick to remove his government’s direct involvement from this crazy US$300,000million deal with this Chinese company, but he turns around and gives Skerrit a non-project-specific US $8millon cheque on the eve of an election. This ambassador has joined in the fray and is also taking us for a colony of fools. China is a centralized/Communist government; no Chinese company can operate outside of the purview of the Chinese government. The lesson here is, the Chinese are a proud people and the memory of what happened to them in St. Lucia will not go away that easily. As a result, they will do what must be done surreptitiously, tortuously to avoid a repetition of another disgrace to their national ego. For Skerrit, he’s fooling himself to thinking that he has the Chinese where he wants them. We still have not seen the MOU for the so called four pillar projects. China is one of the world’s oldest civilizations, it people have withstood the test of time and they did not get where they are today with hubristic and narcissistic leadership, like what we are experiencing in Dominica today. The Chinese have a “big” plan for Dominica and at the right they will unleash it.

      Yes, Dominicans are leaving for greener pastures in Britain, Europe, Canada and America. But these places are going through their own economic problems now. It is not like back in the 1950s, when things were a lot easier.

      I know; because I’ve seen a lot of Dominican immigrants struggling in these places, today.

      It is time, for Dominican leaders to shun political corruption in order to invest in their own resources and their own people properly, so that Dominicans can prosper.

      The know-how is all there, if it is wanted.

    In my life time.i have live to see all these govt operate within there (5)five mandate. PJ did not have all these friendly govt accross the globe. momo made very good buddies with the US & UK country in which she did what she could have done with her limitted mind she did but fall short of doing more.Mr james , with limmited friends accross the world we have Tiewan who gave some assistance . help to improve our agriculture give a loan there and there nothing to shout about but the country was moving with the majority of Dominicans working moving forward. mr skeritt hats out to you sir in the manner that you get the funding to build this country. millions and millions you have gotten in the name of Dominica, what do i see, a dead economy tourism to dead . agriculture to deal , manufacturing dose not exsit , jobs is in short supply . the construction sector is very slow. more domincan get cauth in drug every day than i hear someone is being employed, where has all these mollion gone. what did you put in place that we can now look back on today that we can say wel done. and the country can benifit from that venture in the long term to midium term. and to date million is still coming. DNO you never wonder where we gone wrong in this bless country.

    I never see a Government get more money and help and the country in that terrible state and its people struggling so. What kind of money that, they have wings or what, hmmm is either those moneys going in a black hole or they going right back to who gave it. And by the way, what do we have to give in return, more prime lands and passports? Have the labourites seen the agreement so we can stop speculate. Truth be told the PM better start to pay off all those debts he accumulate on people backs before he leave office.

    DNO, get your facts straight. How the hell does US$8.2 mil is equal to EC$50 mil. US$8.2 mil is actually about EC$22 mil. You’ll need to ensure that you inform the public with correct information. I’ll be monitoring you’ll as the election gets closer!!

      He is obviously making deals; and making a lots of money put in his bank and pocket.

      The man will be smiling for your support; and it seems that there is much work to be done in Dominica, as of yet.

    Question: IF every time China gives us money or build something or does anything to out benefit, your benefit then it’s to own us, then lets suppose the money was from the US? or UK? what would be the reason? We are that close to the US what do we get from them? We are part of the Commonwealth, what do we get from the UK? You may not beleive it, but in most part of DA we have better roads than the UK, I know I leave there. Who pays for it? you? your taxes? you think the 70,00o people in DA can pay for everything that DA needs when no one wants to pay taxes? You have rubbish collection twice a week, in most parts of DA no one pays, tough they know they should. In the UK it’s once a week,and everybody pays.
    So by all means, tell the Chinese you don’t want their money, tell them you’re too proud and patriotic…meanwhile the youth of Dominica keep leaving to pastures new. But don’t worry, at least we’re nature Island of the Caribbean.

      How you can say we do pay to dispose garbage, every box, plastic, tin & bag that comes in through the port, customs charge Environmental Surcharge – 1.5% on CIF Value. Solid Waste does not get that money and skerrit and his cabal thiefing it.       I think we need the money so I am not against taking it… the problem is any educated person would be a skeptic… There are places in China that are even worse off that us here in Dominica you’ve seen it on the news yet we are the one that gets the Doe… I am grateful for China’s contribution to us but the problem is WHATS THE CATCH?! None of us here in Dominica knows the PM refuses to say.

      The Salary that you get in England vs the salary you get in Dominica you can’t even match these two up. So yes you can afford to pay for them to come and pick up your rubbish… We can’t… And for those of you who are to lazy to work? You get living Accommodation and a check every month for doing nothing… In Dominica BAL TAKE YOU…so you cant compare what is going on in the UK with whats going on here in DA if things are so much better in Dominica why don’t you and I change places?       100 Million – road to portsmouth (no means of maintenance)
      27 Million – State Malice (No means of making revenue)
      8.2 Million – Campaign Money (Lost Money)
      40 Million – State College (+ paying student tuition)
      300 Million – Hotel, Airport, Hospital (what we getting as a country from hotel – 50% shares), (Just upgraded the airport and labor said international airport not necessary at that time; now is)

There really are none so blind as WILL NOT SEE the Many roads (many not just one), the many(not just one) schools, latest is Newtown Primary, the stadium, the College, the help with the Cabrits restoration, the Market bridge, the many, many scholarships, etc etc, and other grants, too numerous to mention. When the Cuba eye programme starts back, swallow your pride and please go check your eyes.

    Is this real money? I’m confused. Money is given and the project decided later. Shouldn’t the project and it’s cost be calculated then financed?

    That’s just campaign money. Do you realise that is the same money it takes to run the 6 month youth employment raffle that skeritt just launched. With that program many youth will be partially employed for elections to entice them to vote skeritt. sadly when the elections finish, most of them will be back on the unemployment line.

    “An implementation of an agreement that must be agreed upon by the two governments.” Well, the talk is elections which many will agree, is around the corner. That gives us the right to question this timing, and (what) agreement. Expecting more money, and clarifying agreements involving implementation of what should be explained logically and immediate regardless otherwise, we have to ask, with such agreements and such high cost, isn’t it necessary that (it)they be made public? Otherwise Mr. Prime Minister, this agreement sounds a bit confusing to a public that is ready to make up their minds of where the country is going.

      Your point is well taken. Our nation is in dire straits where even the smallest project depends on external funding. And while it is true that beggars are not choosers, have we reached the point in our relationship with China where the implementation of any aid project MUST be agreed by both governments. Really?

      I always thought that our government determined our needs and based on those needs and our priorities, we went to donor countries in search of funding.

      Could it be that China will only agree to a project where most of the labor and other inputs are sourced from the PRC?

      It would be really nice to know just what is in the MOU’s that we are signing with China.

      I would like to see that money be used to developed a state own quary owned by Dominica… Or a state owned juice plant… Or use the money to push or own products… Market our products… Improve quality of our products… Dapex bello kubulli refresh soup… Push maroon to go international like lime or degicel or karibe TV… Just to name a few…

        We need to use that money employ marketing consultants to help us source markets for our products and we need experts to instruct us how to produce good quality products at low cost without compromising quality.

        I wonder how come I doesn’t hear these things in the news. Too much gutter politics lets get our heads together for Dominica.

        @nigel…. OK you have a point.. however the government already own shares in both Domlec and Marpin… but lets correct that issue you just stated… Why not use the money to build the infrastructure and lease it to a local investor or a lease to own…

        And those manufacturing company already existing hold seminars to educate them on increasing their market strategies and improving qualities of their products….and create a medium in which their products would be show cased to the international market… like let say a website…
