Economic citizenship program designed to attract investors – PM

Prime Minister Roosevelt Skerrit says Dominica’s economic citizenship program is designed to attract investors to Dominica, and applications for economic citizenship must be “heavily scrutinised.”

The program topped discussions on the Dominica Labour Party’s Next Level radio program last Saturday, amidst claims that wanted Indian national Darwood Ibrahim, has obtained a Dominican passport, through the economic citizenship program.

Skerrit said applications for economic citizenship of the Commonwealth of Dominica must go through the due diligence agency for extensive research before it’s approved. If the investigation is “not satisfactory”, the applicant will not be allowed to obtain citizenship under the program, he said.

“When that report comes back to us, if there is any adverse report, as minor as it may be, the application is terminated at that point, so the interview panel does not bother itself in interviewing thatperson,” he said.

If the due diligence report is satisfactory, an interview panel comprising the attorney general and staff of the Financial Services Unit among others,  speaks with the applicant, who can then be rejected, based on response, according to Skerrit.

“Even if the due diligence comes back that you’re squeaky clean, and during the interview, by the interview panel, they find that you’re uncomfortable in the manner in which you may have answered some questions, they may not recommend you to be a citizen,” the Prime Minister said. “Reports coming to me indicate that the interview panel is very very rigourous in its approach.”

Applications, once recommended for approval, must be forwarded to the minister of finance who can also deem applications unsatisfactory.

Skerrit emphasized that the process of obtaining economic citizenship of the Commonwealth of Dominica is “not done only by one agency”.  The ministry of immigration must also see the applications for the processing of a naturalization certificate,  once they have been approved by the minister of finance.

Once naturalization certificate is signed by minister for immigration and national security, the application is passed on to the Chief Immigration Officer, where it is also “heavily scrutinised”, according to Skerrit.

“Even at the chief immigration officer’s department, it is heavily scrutinized to ensure that all the documents are there,” he pointe out.

Dominica began its economic citizenship program in the 1990s under the Dame Mary Eugenia Charles administration.

    In the best interest of Dominica, Skerritt just needs to resign. Whether or not the allegations are true or unfounded, the fact remains, that since Skerritt has been in power, Dominicans are more divided. It’s time he try to get Dominica to where it was before, peaceful, loving, friendly. It’s time to get rid of the distrust and have people feel free and proud to be Dominicans.

    He should get out since the consensus seems to be that the issue is with Skerritt and not the labour party.

    Skerro must go, so that Dominica and Dominicans can grow.

    Why not give the investors a visa that they could renew every 2 years, 5 years or 10 years. I have never heard of investors becoming citizen of a country just because they are interested in investing there. It’s like selling the country to anyone who is financially stable and that person having another agenda in mind – like travelling to the USA or CANADA which they had difficulty in doing so from their home country. In any event this practice of selling citizenship equates to TREASON and the authorities need to repel that law that Miss Charles started. DOMINICA IS NOT FOR SALE!!!!!!!!!!

      Is not visa they want. Why single out genuine investors for such a restriction? To be fair you would have to apply this to all other visitors also. Guess how many people would want to come here?. The U.S.A. makes citizenship available for genuine investors, subject to stringent requirements and checks.
      Sadly in Dominica right now EVERYTHING IS FOR SALE!!

    I have never heard of passports being sold but in Dominica I know that people receive passports from other countries after living and working(paying taxes) or being married to someone from said country for X number of years. Ony in Dominica I have heard of such nonsense. Why do they need a passport from Dominica to invest in Dominica that to me is like selling your country for a few bucks. this needs to be stopped before more damage is done to the image of our beautiful country. After all isn’t the giving away of our passports one of the reasons why we need a visa to Canada?

    I would like to give the prime minister the benefit of the doubt but the questions he left unanswered have made it very difficut for me or any open minded Dominican. Here are some questions he left me with:

    1. These allegations were out there before independence day; why did the PM not address them during a press conference where he could be questioned?

    2. Why did the elected Prime Minister hide behind Tony Astaphan’s program on Kairi FM to make statements? Is Kairi the state radio? Since he chose to hide to address the public, why did he not open the program for questions ao we could get both sides? Why hit and run?

    3. The PM informed us of that the program is designed to attract investors and the scrutiny that one has to go through before they are given citizenship. That’s alright but is that what is being followed? Or was the PM just reading the guideline that is in place without telling us if these guidelines are being abused and violated.

    4.The Pm tried his best to tell us how Dr. Thomson Fountain is hurting the state and made it a state thing instead of a personal matter. But the truth is, Mr. Fountain did not say anything that would hurt the State. He questioned the PM’s role and involvement in abusing the program. Why then is the PM trying to get the country to turn against Mr. Fountain instead of clearing the office of the PM which Mr. Fountain raised questions?

    5.The PM told us about Mr. Singh who is in England and was srutinized and found nothing wrong in with him obtaining our passport. He said is later he got to know that Mr. Singh was divorced and had some custodial issue with his Xwife concerning their son who also got a Dominican Passport. That being said, how could the man be scrutinized and nobody asked him about his family history? Also, why did the Pm not respond to the Indian Government who sent three letters to our Government concerning Mr. Singh? Furtheremore, whose passport did Mr. Singh and his son use to go to England? I mean was it his Indian Passport our Dominica’s? In case it was our passport, then whose name was on the passport?

    6. Mr. Skeritt said all countries have some kind of citizenship program in place and used the US lottery program as an example. However, there is a big difference between a visa and a passport. After a visa is issued, one has to stay in the US for five years before he/she could apply for citizenship. During that process you are to name all countries you have travelled to and how long you stayed etc. Is that what non Dom inicans have to do before they are issued a passport?

    So the PM needs to honestly answer these questions to bring closure on this matter. Until then, I will go with Mr. Fountain

    Now some of all you in America with American passport, it is economic, too every body have to pay $700.00 for an American passport and that is after all you done work how many years for minimal wages, helping America economy.

    So don’t blame Skerrit for everything. However PM. you should be more transparent, to the people in terms of fiscal matters, tell them on the next level how much money Dominica made, how much was borrowed, how much was spent, and on what. Let the people know what is happening. We want to support you, but we want you to remember to be humble, that is the sign of a good ruler.Be more transparent in your dealings.Remember you are overseer not ruler because of the people.     WHERE ARE THE INVESTORS? for all the passports that have been sold, how many of the receipiants have come to invest in Dominica? That is what Roosevelt Skerrit should be telling the people. We sold X amount of passports, to such and such and these are what they have invested in. Instead his highlight of investmnts out of the economic citizenship program are the Jungle Bay Resort and Garraway Hotel two projects that came from the program ran by the last administration UWP. Further the proprietors of these two establishments have come under fire from this same Roosevelt Skerrit. Remember his infamous cooment about the proprietor of Garraway not being able to buy a tin of paint to paint her hotel and his open attacks too on Sam Raphael? What a shame. Skerrit continues to shamefully take Dominicans who are culpable for idiots.

    There is no transparency with this program and if the PM wants to argue now that this program is solely to attarct investors then the entire program should be revisited and reviewed to reflect such(Citizenship-by-investment Program). I firmly agree that the program has its benefits but when there is no transparency and raises possible drawbacks to the welfare of the people holding that citizenship then we MUST QUESTION the acts….

    This is just a big heap of cow manure in my opinion.
    If such is the case as described by Mr. Skerrit where where the entire process is scrutinized on multiple occasions by various entities then there should be absolutely no problem in issuing a list of persons who have obtained Dominican passports under this program to the Dominican people, giving them a chance to perform their own scrutiny and in so doing draw their own conclusions. This list must also indicate how the Dominican economy has benefited from such a transaction.Any 3rd parties involved should be named and the monies they received should be indicated.If such a document cannot be publicized as requested then we Dominicans must pose the question; if such due diligence was done prior to issuing these passports why is the government now prohibiting the VOTING public from reviewing the list of brand new Dominican citizens? The answer can only be that not much scrutiny was exercised as Mr. Skerrit would lead us to believe and this is just a get-rich-quick scheme for the prime minister and his cronies.

    Yes, the original intentention for the economic citizenship programme was to attract much needed foreign investment to Dominica. However, this laudable initiative has today become anything but a vehicle for naked “vorace”. Mr. Skerrit must rue the day he appointed mr. Timothy as Min.for Economic Development & Planning in Sept. 2006, especially tasked with reviving the off-shore financial sector and the economic citizenship programme.
    The very same mr. Timothy, who’s tenure as Min. of Finance in the previous govt. caused Dominica to be blacklisted.
    The Wikileak disclosure of diplomatic cables from the U.S. ambassador in Barbados make sober reading in this regard. Go to: cable reference id. #07bridgetown517.

    In order to obtain a liquor licence or certificate of title in Dominica the relevant applications must be posted in the local press to enable members of the public to object if they know of any impedement for granting such a permit or certificate. It seems extraordinary that we do not apply the same common sense approach to the issue of citizenship, which is as least as important if not more so.

    Secondly, why can not the Govt. handle the applications for economic citizenship directly itself, instead of using third parties, who’s interest can only be financial gain?

    The PM knows that when our agents here go to ABU Dhabi and Hong Kong under the great pretext of doing the state a favour they are not,because they do accept gifts from the same PPl who they are interviewing for the passports…wouldn’t that make it so much more convinient to give them the passports.

    Our agents who hail from the lawyer’s office near the southwest side of Roseau have absolutely no way of knowing if the police records that these applicants present to them are doctored.They just go for the high paying ride and that’s it,they are not bothered about who gets the passports or not especially when the gifts keep rolling in.

    Hopefully these passports have an expiry date of 5 years?

    Every country in the world tries to attract foreign investment, even the U.S., Germany, China and Britain. Do they give citizenship and passports in return? No, most certainly not!! Why would someone investing in Dominica require a passport or citizenship? Only gangsters and individuals that have something to hide would be attracted by such an offer. However, exactly these individuals should not be welcome in Dominica under any circumstance.
    The truth of the matter is – the government sells passport to gain revenue or worse gain financial advantage for its PM and other members of government.
    If everything was ‘above board’ why wouldn’t the government release a list of all passport sold???

    If you are really serious about attracting investors what you do is , you create an atmosphere that is friendly and attractive to investments…That’s how…,

    Not by selling passports..,,You passports are Sovereign documents…. not hot cakes,or “bakes”…..and by the way, these “bakes” are very expensive, like they are made from minerals; rubies, pearls, gold or diamonds…of which we have none of….

    If persons want to come to our Island to invest their money, we ought to find other ways and means of doing so. Without all the controversies and complications….I mean ways that are more fundamental….They can be allowed to stray their businesses and after a period of time, then they can apply for citizenship after satisfying certain criteria or requirements.

    This business of we peddling our passports should be out of the question. The implications are just too severe, it’s much too risky in this day and age, and the possibilities are there to attract undesirables. We ought to exercise more prudence…..

    You know, in all my years on this planet ; or should I say, topside of this earth , I have never seen, nor heard so much allegations of corruption,slackness, greed, neglect and mismanagement leveled at any Govt. iin this english speaking region, as this one.

    Boy it leaves me to wonder…are all those things true?…Are they really?…..Is there some sort of conspiracy?….There seems to be more questions than answers…….I see a light in the tunnel but sadly, it is a runaway freight train headed straight for Dominica at breakneck speed. And it”s only a change of course or a derailment before impact, that will save us….
    Let us pray…..for we are in a colossal mess and I don’t know how we are going to extricate ourselves from this……

    Oh really?…So, so long all u selling passports, how is it that not one damn investor has arrive in Dominica yet?…..Something just isn’t right.

    It is becoming increasing apparent, that the only ones who are getting extremely wealthy off that passport selling “ting” are certain individuals..,. and they alone are reaping huge dividends….not the People of Dominica, nor Dominica…..

    I’ll tell you something, . And if those allegations are true, Dominica and Dominicans are in for a rough ride.
    And it is my belief that some person or persons will leave the shores of Dominica in handcuffs….

    That is shameful ,disgraceful and despicable…If what I read is true…….Unbelievable……

    Man nobody in the Government know who is holding Dominican passports. There might be more crimials with our passports than we even immagine. That is just so sad and careless. Stop that bullshit program.

    We have heavy scrutiny yet a certain individual managed to pay less tax on a land deal and got away with it for 2 years. We have heavy scrutiny yet a taxi drive was able to swindle us for over 500,000 on garbage bins. W have heavy scrutiny yet ministers for years have been getting elected while have dual citinzenship. I am sorry to say but base on pass records this due diligence and heavy scrutiny you talk about is donkey shit with you at the helm.

    It would be interesting to know how many of those passport holders actually invest in Dominica or even visit after the passport is issued. The St Kitts program which dictates that an applicant purchase real estate in that territory for a minimum of US$350K or donate US$200K to a fund set up specifically for that purpose seems more geared towards investment. The threshold is going to be increased come January. And for whatever reason, that program does not seem to attract the crooks that the Dominican program does.

What role does the Cabinet play in such an important matter? Are the fees deposited in the treasury? If not, where? If yes, how much and how many citizens to date?

      I really don’t see the need to re-publish a story of the personal views of someone who owns a website.
      For someone who wants people to believe in them as an alternate leader, I just think it is foolish to take your country down the road where it could take us years to recover. If the information he has is credible couldn’t he find a more diplomatic way to deal with the situation than try to take Dominica down the gutter. What are his plans if he is successful in his attempt to bring skerrit down? What will he do to help Dominica regain the confidence in the world that we have been striving towards the past 33 years?
      I believe that this is a conspiracy with him and his colleagues who are working with the Department of security in the U.S. to rattle the government of Dominica because they do not like who the Prime Minister get support from to help his people. We cannot allow these guys to try and cause cautious in Dominicans when we are just about to make a breakthrough in our development.

        It is a legitimate point of view by Brenda. Our focus is to narrow. We were fed by our enslavers to tear and divide and dig out each others eyes so we will always fight among ourselves and struggle continuously for our survival.

        If there is a problem with Government can’t the so called Doctor find a more professional, diplomatic and constructive way to tackle the issue than to bring the name of the country in disrepute.

        Are we even thinking of the harm this will cause to our development? The many levels of diplomacy we will have to go through to reverse the damage that Mr. Thompson Fountain is doing to country.

        I listen to that interview on Q95 with this white man who had a three way conference call with Matt and Thompson and I said to myself, here we go again being sold for trinkets. When will we learn that we must not allow ourselves to be duped by those who want to keep us down so we always remain beggars?

        Dominicans I call on all of us not to allow these guys to take you country down the gutter. Regardless of which political party you support, it is totally irresponsible where Thompson is taking us. To be a leader you have to demonstrate extreme levels of tact and diplomacy.

        Americans will never cross the line of destroying the name of their country regardless of all the ills they have done to humanity. They always say America is the greatest. If Thompson think there is a problem try to help us Dominicans find a diplomatic solution instead on creating more problems by putting information on his site that he has to go search for evidence to prove his views. This is just wrong. Make sure you have vetted all the information before you try desperately to make it believable.

        We have Dominica to build and all united hands need to get on board to do the business of building our country. Grow up Thompson this is not child’s play. We are talking about the livelihood of a people. Stop playing games with our lives.
