Flood warning system for Bath Estate

Under the CARICOM/Japan Technical Cooperation Agreement, the Caribbean Disaster Emergency Management Agency (CDEMA) with the support of the Japanese International Cooperation Agency (JICA), and the Office of Disaster Management, Dominica as one of the four pilot states in the Caribbean was able to install a model Flood Early Warning System (FEWS) for the Bath Estate Community under the Caribbean Disaster Management (CADM) Phase 11 project.

The main objective of the project is to protect the lives and the property of people at the community level.

The project commenced in January 2009 and comes to a close at the end of June 2012 following the Joint Coordination Committee (JCC) Meeting on June 5 and 6 at the Hilton Hotel in Barbados. At this meeting the various stakeholders are expected to review the project achievements.

The CADM2 project was implemented and managed by a dedicated National Team made up of a wide cross section of stakeholders and was headed by the ODM. The FEWS allows over 150 residents in the area to be put on a state of readiness against flooding from the Roseau River.

The project helped established a community-based flood disaster risk reduction model by integrating community-based disaster management planning, flood early warning system and flood hazard mapping for the area. This was achieved through a number of training sessions and simulation exercises.

ODM expresses its highest appreciation to the Government and people of Japan and to JICA and CDEMA and the other regional institutions for assisting Dominica in establishing the FEWS and hereby institutionalizing flood disaster risk reduction as a system.

The ODM and by extension the Government and people of Dominica in partnership with its development partners including the private sector and civil society is determined to transfer the technology of this project to other communities in Dominica.

      I couldn’t agree more- a detailed report and account of this FEWS system MUST BE GIVEN NOW AFTER TROPICAL STORM ERIKA’S RAVAGES. I WILL BE ALL EARS…HMMM…

      True Woodford Hill girl. Such development in the gateway to the Roseau Valley is deeply appreciated. We join the Office of Disaster Management and the government of Dominica in expressing gratitude to CDEMA and the government and people of China (oops!) Japan for this project. The early flood warning system will prove to be beneficial to the communities of Fly City, Bath Estate, Elmshall, the City of Roseau and indeed the entire Roseau valley area.

    This is a great initiative by the individuals and organizations here, especially the office of disaster management. This proactive approach to disaster mitigation and response augers well for Dominica. I hope that more funding can be sought and more ‘early warning systems’ put throughout the island, especially in the rural areas.

    GREAT INITIATIVE- disaster management at it’s very best..

    Dominicans, we are blessed! While other countries with resources beyond our ken are toppling each other in their race for “it”, we are here like the quiet little tortoise slowly but steadily putting one foot in front of the other. With the blessigs of the Eternal we will get there.
