The Roosevelt Skerrit Cabinet says it has recently approved the engagement of the Canadian Bank Note by the Ministry of Tourism and Legal Affairs, to establish a Secure Civil Registry and Certificate issuing system in Dominica.
The system will be designed to issue secured certificate of births, deaths and marriages to prevent fraud.
The new initiative comes on the heels on ongoing investigations into the forgery of birth certificates and other documents to perpetuate a passports scam on the island for which three individuals have been charged.
The engagement of the CBN will provide a much higher level of security for all the records of the Registry.
“The certificates to be issued will have design features that will deter fraudsters. These features will be recognized by the departments of government who require the presentation of certificates by members of the public to carry out their work. This development will give added assurance to the Passport and Immigration Office and educational institutions of the authenticity of certificates presented to them,” he said.
The assignment will be carried out at a cost to government of US$1.85 million dollars to be paid over a period of five years.
The CBN will not only supply and install the equipment and develop customized software, but will also train staff and provide maintenance services for the system during the five-year period.

The problem is not the integrity of the birth certificate (document) it is the integrity of the persons who issue the birth certificates i.e the persons at the Registry.

So skerritt has spent or is going to spend $1.85m on a system whic is quite capable of providing voter ID’s at no cost but he tells us that it will cost $4m to provide them. Did he forget that his fouchette cabinet had taken that decision or is this yet another example of his boldface lies?
