Keeping Roseau clean a huge challenge – Mayor Cecil Joseph

Keeping the city clean is a huge challenge for the Roseau City Council, Mayor Cecil Joseph is conceding.

And he has identified as a “major, major problem” what he described as “the growing stench”  assailing sensitive nostrils in parts of the capital.

He says adequate attention was not paid to the city’s drainage system when the bay front promenade was constructed, resulting in waste water no longer being able to flow freely to the sea.

“The culvert built on the bayfront is higher by over four feet than that of the current drains’” Mayor Joseph said, explaining that the solution was beyond his council and the matter needed to be addressed by Central government.

He is recommending that restaurant owners can also play a role in getting rid of the stench by building “grease traps” to help collect garbage that could otherwise end up in the drains and add to the stench problem.

“The City Council and the mayor get the blame for not looking at the environment of the city and that is so untrue,” Joseph, who says the current term is his last, told Dominica News Online.

He said the Roseau City Council has been seeking the cooperation of the Public Works Department and water company DOWASCO to try to address the problem.

The mayor lists among recent council achievements, “working with Solid Waste (management) about the Adopt-a-Block (programme)” an initiative that provides bins (green skips) in strategic areas of the city to try to improve Roseau’s sanitary conditions.

Joseph says a council suggestion for government to construct a promenade in the area of the soon-to-be-opened new bridge next to the Roseau Market has been taken up by the authorities who are working on that project.

He lists too, the council’s scholarship programme which is being supported by a number of institutions and countries including China and Venezuela, who each provide EC$2000.00 annually for the programme.

The council on Wednesday also recognized another sponsor, Dominican Franklyn Georges of Waltham Forest in London UK.

He presented Mayor Joseph with a cheque for EC$840 to sponsor a scholarship, with a similar amount expected to be made available to the council annually for the next five years.

According to Mayor Joseph, the Council at the moment provides a full scholarship for one student who is attending a St Lucia college.

Four others are also attending the same college on partial scholarships.

And Joseph says, the council is sponsoring one student at the Dominica State College, and five “at the level of secondary”.

    The vendors should be held responsible for keeping the front of their premises clean throughout the day. Another thing with all the unemployed youth and others there should be some form of mandatory civil/community service – especially offenders(on bail sitting and scheming the next wrong thing to do) have them report to the public works or some such place at 5am in the morning and go around cleaning, picking up trash and washing down side walks etc. During a recent visit I saw plantain peelings on the sidewalk at 8am. There was a tourist ship in port also. People, including myself just walked past oblivious of the impact.Community Health Department/Public Works/Scout Troops/Girl Scouts/Church and Community leaders we are all responsible. Pride of self and community needs to come back.Stop blaming the Labour Party for everything. The Fire Department and the Police have more important things to do.We are all responsible.

    Sanitation in Roseau begins with the people. Yes the stench has to be dealt with, but we can start with discarding our food containers instead of leaving them at the bus stop where we sit and have lunch.

    Some one suggested that the fire department should hosed the drain every morning to get ride of the stench,they are not doing anything, any way, they let that old lady burn to death five minutes away from there headquarters.

    Before when people paid one flat monthly rate for water, water would flow washing away the waste from the gutters. When Dowasco decided to charge people for water by the gallon people started using water sparingly.
    Dowasco say wet close the water, soap yourself, rinse and get out. So, there’s not enough water to wash away the waste in the gutters that why we have the stench.

    Roseau really need a clean up ,we talking about visitors coming to our island and I must say that this is one of the things that they always bring up, the condition of Roseau .I have an idea why don’t they dig massive drains in the center of the streets going down towards the sea and have all the other outlets going directly into them that way the drains on the roadside could be turned into sidewalks.This is he only city I have ever seen very few sidewalks making it difficult for the ealderly and handycap to move freely and believe me I have traveled . Oh have anyone been to KEY WEST I love that place I always pitcure Roseau like that since we say Dominica is the nature isle of the caribbean

    Pizza boxes are so hard to get rid of even if you take them home. The International Head Office of the franchise should be able to design a more user friendly packaging for their pizza that will keep the food good but still enable the box to be easier to dispose. People will just put the empty boxes around and on top of the new bins as they wont have the patience to crush the boxes and feed them into the narrow slots in the bins.

      This is the dilemma which Dominicans are faced with, with those pizza boxes which are large. Pizza boxes are all the same size especially for a large pizza.
      Some people are too negligent and impatient. They should rip the boxes apart and put them in a bag to dispose of them in the appropriate place. It only takes a few seconds to do that. This is the advice that the Mayor of Roseau should give to them.

    I just saw the new trash bins in Roseau earlier this week–well done! A long overdue need that will hopefully keep more trash off the streets. Such a little thing that goes a long way to living civilized.

      It is every one’s responsibility. Those who are caught littering should be charged. On the other hand some people are too busy to be considerate. The City has a right to ensure that the town is kept clean. The Mayor should write them and warn them that if they do not adhere they will be charged. It is as simple as that.

    Our great grandfathers left us with stand pipes in Roseau; those pipes help keep the city clean, because they were always running. Since DOWASCO took them out, we have not change our ways…thus the result is the place has a stench. Nothing to do with drainage on bayfront!

    When he became the Mayor he made a similar remark about people throwing garbage near the cemetery. What was done about that?
    He should write the perpetrators, as restaurant owners and offer advice on how to get rid of their garbage.
    Garbage which is thrown in the culverts will clog the drainage and create a stench. When rain falls it could also cause flooding. Surely, those who are proud of their country/town and who care about keeping Roseau clean should know this. They should be told to clean up their act too or pay a price for their inconsideration and negligence.

    roseau is a very historical city,what is needed is a restructuring of the drainage system,and private investment in garbage disposal trucks,i think with that and the use of fire hydrants to wash down the town early in the mornings,we will be in good shape.

    If I was the mayor I would resign because he has run out of ideas. What has the drainage on the Dame eugenia bayfront has to do with all the garbage that the dogs and rodents feast on, on a daily badis in Roseau, including the promenade. He is asking the authorities to have another promenade, if he can’t clean what is there how clean will the new one be. Is the mayor looking for popularity? Scholarships are important but leave that Min of education and other corporate citizens. City council workers donot get paid yet you talk about scholarships you offer, get it right Mr Mayor and change the focus. By the way it’s a chosen few you offer the scholarships to.

    I view this comment re keeping Roseau clean as a excuse and a failure to admit to poor management.

    This ‘huge challenge’ would not be so huge if little by little the upkeep of Roseau was maintained.

    The appearance of litter bins is just one small step. Fix the pavements, keep the gutters clean, stop allowing rubbish to be piled high in corners,sweep/wash the roads/pavements. With the help of central government sort out the derelict buildings and waste land.

    We the general public should also do our bit. Stop leaving our rubbish all over the place (we keep a carrier in the car for rubbish).

    Scholarship programmes are highly commendable, but thats not the main part of your job description.

    the 24 million or so dollars Skerrit take to build state house could have done nicely to revamp roseau side walks and do other things. My point is you have a property in Roseau, in the capital city it needs to be up to code or it get broken down. Point blank. The government should have some kind of assistance so that persons who are unable to bring their buildings up to code after proper proof shown can get help to do so. This is the capital city here are a few more ideas:

    build a large parking deck on the pottersville savannah. As many floors as can be engineered. Then shuttle people into the town. Start charging people to drive into roseau whether it be $2.00 or not.

    The police there useless have them guard the bridges at the pay booths. The only day it would be free to drive in Roseau is Sunday.

    Require residents of roseau as I said to bring their houses up to code. That should get rid of half of the population in the city. Those that remaining make them pay an associative fee yearly for residing in the city. Sorry but its time da start making money to fix up the place.

    Have them useless police walking 24/7 thats what they there for.

    A supermarket like whitchurch shouldn’t be aloud to run in the city without adequate parking space for its customers, they and astaphans should be paying a premium for doing buisness without properly setting up how customers will flow in and out in the area.

    I mean when walmart have to come in an area the amount of logistics these people have to go thru before the city okays it is extensive. Because business like that bring congestion, so they should have a way to manage their customers or move the business on the outside of roseau. I’m referenceing the supermarket and not whitchurch travels etc. Courts too need to be moved elsewhere man!

    I mean its so not hard to fix roseau problem. The pm is ……. spending so much time sueing Dominicans rather than finding solutions! Improve pay, add fees (cause da people have money to buy latest iphone and blackberry) and yeah generating income.

    Plus all DA need is to start promoting to nature tourism thru great marketing and sales. Grow more of our food and import less. We need to boost our exports to get money flowing in the country. A set of stagnant money alone that there….uuuugghhh

    Dominicans are all excited about all the American Fast foods that are in the Island, and did not foresee the problems of the trash that comes with it. Dominicans, please stop buying these KFC’s, Pizza Huts, and Subways. Please I am pleading with you go back to you natural foods. Americans are now on a campaign for their people to stop eating those fast foods and start eating natural local foods in order to have a healthier population, while they are dumping all their on our lovely beautiful island, and people like the Nassief whose pockets are getting fat on your little pennies that you spend at their fast food restaurants, they don’t eat such foods. They can afford the best doctors while we cannot. Please people beware.

    The Statutes/laws needs to be modified to allow towns, cities and communities in Dominica more governing and funding autonomy. I know it is a small country, but doing so allows Roseau to be able to plan it’s future – by selling bonds, etc to fund it’s infrastructure needs. Projects that could help the City are: more robust enforcement of existing laws/rules for littering, parking, real estate tax collection, permits, etc. Roseau has to find ways for revenue generation and the above are some of the ways it could be done. THey should also be able to solicit assistance for infrastructure projects, such as the sidewalk issue, underground utilities, waste management (including sewage disposal), and parking garages.
    Roseau is a dirty city and we must come to realize that. Letting cruise visitors disembark in the middle of this mess is a recipe for disaster. We must understand that most tourists expect clean environments like where they’re from, and we need to be in synch with our own “unspoiled nature” image.

    Roseau needs a major revamp. Good community development and planning should be at the core of this revitalization effort. Why don’t Dominica invite scores of U.S. professionals to a work-vacation (free accomodations/lodging), sharing their expertise in urban/community planning/development. Things should not just be placed haphazardly all over the place. And then…. the attitude of our people need to change. IF they are complaining about jobs, no one wants to invest or visit a junkyard… so we must educate our folks about keeping their country clean. And enforce these littering laws. I heard in Malaysia if you spit gum on the sidewalks, you can go to jail. If we’re attracting tourists, let people know we are serious about protecting our nestegg!

    It`s our responsibility, each and every one of us should take it upon ourself to ensure not only Roseau is clean, But all of Dominica is clean thats the first step,another area is Educating our people and sensitizing them of the need to collectively ensure our Island remains the Nature Isle not only in words but in deed. We have to be mindful of the fact that we cannot bury our Head in the sand when challenges confront us be it personal or otherwise by giving up and becoming ineffective that sends a wrong message to every body and things tend to go downhill. If and when all efforts fail pass laws and enforce the ones on the books to deal with the situation. Lets have sanitation inspectors Island wide equiped with cameras and other devices to punish those responsible for littering.

    Well Mr Joseph din’t the Government have an Architect and a construction Engineer on staff who should have dealt with this prior to the construction on the Bay front. Maybe the Government should pump fresh water from the Roseau River into the drain during the night to flush the drain until they can fix this problem. The Government approved the plan therefore they should have recognized the problem prior to construction. Also the Government should place waste baskets on every other street corner to stop people from littering and the Police should enforce the Littering Laws with a fine of fifty dollors for the first offense. Mr Joseph you can used your office to lounge an anti littering campaign and print some flyers telling people to utilize the waste baskets. We are the nature Isles and we are better than this. Any thinking person know if restaurants dischare waste oil into the drain it will only clog up the system.

    adding the bins was a great idea , however i feel that a bigger effort could have been made to actually clean up the town before they were distributed. I know that there are areas that the Mayor has no control off but Roseau is in need of a good hose down. How do u expect ppple to keep a place clean when its not clean to begin with. I also feel that business owners should make a bigger effort in keep infront their business place clean including the drains. its the little things that are going to add up and make the city what we would all like it to be. After all we are ‘ supposed’ to be the nature isle of the caribbean, and as time goes by im starting to question that title.

    Ministry of help need to write all restaurants in the city of Roseau to start the implementation of grease traps. The grease trap will serve as a filtering mechanism to separate the grease from the water. That grease will then be collected and safely disposed of.

    Their is a litter act.. Why the police in DOMINICA DO NOT ENFORCE THE LAW? We also havea noise abatement act also and yet people play music very load at all hours of the night , no regards for their neightbours also the bus driver blast their music so load in their buses. It time we get civilised and think of our next door neightbour and respect the law of the land

      Amen. I think we can do a lot without relying on the police too–lead by example, and use the power of shame when we see people littering, or blasting their music too loud. Too many people here think they can do whatever they want and don’t seem to care if it makes this a worse place to live for others.

    Roseau just need a MAJOR MAKEOVER..For the main city of Dominica.. Roseau is not appealing at all..
    Very poor drainage..and the sidewalks are just a disater..Please Government we need better sidewalks in the city!!! You can’t even push a stroller in the main city..

      You are so correct! What with increased traffic, too many vehicles and not enough roads and sidewalks. The sidewalks are in a poor shape. It reflects badly on Roseau which is the main town. It also gives visitors especially the tourists a poor impression of Dominica. They will say that DA is a poor country and the people are poor.
      The sidewalks should have been attended to a long time ago. Why have the sidewalks not been repaired? What is taking the government so long to do so? Roads are being widened and re-constructed. Primarily, the Roseau sidewalks should have been repaired.

    Wasn’t there a whole commotion about the ‘bin bobol’. Even if they spent way too much money on those bins they already have them. Put the bins in Roseau. The only reason roseau is dirty is because there aren’t enough bins. I’m on of the few people that actually care enough to carry their rubbish until they find a bin (which is usually in a store) but I have friends who would throw it in a bin if bins were available.

      I think lot of people are just downright nasty. When I have garbage in my vehicle I place it in a plastic bag in my vehicle until I find somewhere at home or some proper public area to dispose it. If I have a candy wrap, I place it in my pocket until I find a proper place to dispose it. The people of Dominica have a significant in the trash we see around town. However, it is the responsibility of the council/government to provide proper and sufficient trash collection areas.

    aa-aa City Council now turn Education Trust Fund on us man. Scholarship is not your councils remit sir! What is is keeping the city running, safe and clean. Do you have a Disaster Emergency Plan for the city? I suggest you start working in that direction with the relevant partners making sure that fire hazard for example are well managed and the risk to Roseau residents reduce. Identification of evacuation routes would be good too. Let the Julien Lady death by fire be a lesson learnt and not wasted. That would be a worthwhile area to expend energies and monies -Creating A Resilient Roseau.

    I can’t help laughing. It seems logical that the drainage channels on the water front are at a higher elevation and illogical that the Sanitary Sewer lines are suppose to discharge directly into the ocean. I am not sure that the mayor understands what he is talking about- grease traps at restaurants ?. Is that the best the mayor has to offer; who is advising the mayor on technical matters. Wow what a bunch of Boulogne. The mayor is simply afraid to say that the drainage infrastructure need to be redesigned and rebuilt for if he says so he maybe ostracized from the party in government.

    This is the same guy who told us two years ago that Roseau is one of the cleanest city in the Caribbean. This is a clear message to those who blindly support public figures for party sake. The man clearly has no vision. One can sense a nonchalant attitude as if to say I’ve already arrive and I don’t care a rats tail about Roseau. What hubris.

    Don’t Worry ner Mr. Major you can only do your best…the green bins are a great start…there should be a few more on the bayfront, people hang out on the weekend go to KFC, Pizza hut etc and just don’t have bins on the bayfront itself to dispose of empty boxes so they just drop them everywhere.

    waste flowing to the sea!!!!!!!!!!!…….oh my this is 2012…..time for a treatment plant in the city…….it will be the only way to solve this problem

      In the sea? Are you kidding me Mr. Mayor? In this modern day and age with the “I am Dominica” campaign in full swing how the hell on earth are we still considering the sea as our ultimate waste disposal facility? Shame on you and the authorities who even accomodate this nonesensical suggestion.

      Is that what we want to greet our visitors arriving at our cruise terminal with? All kinds of karkar floating in the water? I guess this is all part of the next level but shame on you!

      There is a treatment plant in the city. The dummy short sighted government did not incorporate city drainage into the sewer system. It handles strictly sewage.

      I’ve been saying this for years, there is NO sewage treatment plant. Ever since the new system was set up, all it does is take the sewage, via pipes, further out to sea and deeper. C’est tout!!!!!
