Major road rehabilitation in Roseau

The Dominica government says a major road rehabilitation project it has embarked on in the capital city of Roseau is being done in several phases.

The project’s first phase which began two weeks ago involves resurfacing, drainage and sidewalk works on the Virgin Lane to Roseau link road and Virgin Lane to Newtown section of the road at a cost of EC$800,000.

Public works minister Rayburn Blackmoore says the rehabilitation project is in keeping with the government’s plan to ensure that all roads within the city are in good condition.

“What we are trying to do in an incremental fashion is to address some of our main roads in the city of Roseau,” the Government Information Service quotes the minister as saying.

He has disclosed that work on the southern entrance into the capital – the section of road spanning from Newtown to Garraway hotel is expected to commence following the Easter holiday.

That aspect of the project is expected to cost EC$420,000.

The government says it wants to address the problems of traffic congestion, the management of pedestrian traffic and adequate drainage, and sees the ongoing project as a development which will begin to help address those concerns.

DNO , I prefer when you print news that attract negative comments. The name calling, the doctorate type mapuis , the false accusations of opposition forces is more interesting and more fun.
Where is the fun when the government is doing its job and everyone is saying ‘good job’. I cant even find a critic I can take to task. Its like playing mass sober on carnival Tuesday afternoon when you cannot find a band.

I would like to join the critics who shout at Government for ‘doing’. I find the wires crisscrossing the street and houses should be underground. Streets, roads, sidewalks and buildings should be in clay bricks. Because we have a lot of clay deposits, a natural resource

Sure, I can negative. Are there quality control inspectors to check on the quality of work being done? The PM would be wise to insist on this because of the mind set of ” its government money so waste is not an issue”

i must admit that i am impressed with the development of the road network on the island. it was way over due. the development of the road network in the city is very critical to faciliate the smooth flow of traffic in and out of the city and particularly now , with international cricket coming to dca every yr it is even more critical that the city’s road network is improved. great job mr Prime Minister..

I remember when the Queen would visit Dominica

enhance the appearance of the town. Let us all

Great job, but the drains need to be covered..from the pic, i can see one side has sidewalk and the other side, (there is none)the drain is exposed and there are lil slabs connecting the buildings from the road..this doesn’t look pleasant.. it makes the job incomplete./.All sidewalks should be leveled so that mothers can push their strollers or the handicap can drive their wheelchairs..
Those old houses in the city should break down, or at least renovate and paint them..These buildings make the city look too old..For the capital, we really need to upgrade..Also the streets should be labeled, the signs should be visible..I live in DA 20 something years, and only 4 streets i know by name, independence street, cork street, Fields lane and virgin lane..
If there were street signs, I would be able to identify all the streets..this is not a criticism..I just want to see my country develop..
Its about time we boast our city like how we would boast another country we have visited..

Great demand from everyone for roads and instructions as to what should be done in each community and else where, I wish to have my Petitte Savanne to La Plaine Road resurfaced with all the trimming that goes with it.

With a long laundry list from everyone as to which road and which street and which house needs refurbishing, I wish to suggest that everyone who has posted a blog make a donation of $100.00 and let us repair one portion of road of our choosing.

Wouldn’t that be great? Just a thought as to how we can pay for the several demands for road repairs and resurfacing.

What I would also like to see done, is install road signs and lights, the latter specifically from Pottersville, when going into town and when leaving it. Pedestrians are unable to cross due to heavy traffic. Worst yet during rush hours, morning, noon and night.
Also ensure the culverts/drainage are covered and proper repair of sidewalks for the safety of pedestrians, those in wheel chairs and prams.

Mr Blackmoore, why do I think that this was done on bath road just to impress the Australian cricketers coming to town. C’mon Mr Blackmoore, it is ok, nothing wrong in just admitting that we now calling bath road, Australia road. I mean hey impress the australian white cricketers. . if it was black indians bath road wud have stayed the same way. So C;mon Mr Blackmoore, I detest when the truth is not told. just be yourself. be honest , it is ok to be. I mean your police gave me a $75.00 dollar ticket for parking infront my own home on the new australia road eh. so go figure.

You made an excellent point. It is not surprising. Note that this applies to all governments worldwide. As an example, consider when a country will be hosting the Olympics or some other important game, a lot of money is expended to beautify the place in order to create a good impression. At the same time, give the Minister a break. In time, let us hope all the streets of Roseau will be repaired and will no longer be a sore sight and hazardous to especially pedestrians.

‘Black Indians’. When did they start calling themselves black. We know that they are black, but do they. My experience with Asians is that they are only ‘black’ when they need us.

As for your parking fine, did they not ask drivers not to park/drive on the resurfaced roads until its dried. Thats why the repairs never last long, people never give it time to dry/settle.

Mr. Blackmore and all authorities concerned… DO NOT FORGET the need to address the shelving and to use the modern wire netting system that was spoken of for the cliff at Tarreau.

    I QUOTE:

“We have written to the Chinese, through the ambassador, to have some shelving done and to use a modern wire netting system to mitigate against the occurrence of any rolling rocks or rolling stones under the cliff area and what you will see is a total transformation of the entire area”

GOOD STUFF BY THE AUTHORITY .. tHEY ALSO NEEDS TO MAKE THE SIDE WALKS PUSH CHAIRS , DISABLE WHEEL CHAIRS AND PRAMS FRIENDLY. ROSEAU NEED THAT FACILITIES FOR THE PEDESTRIANS.

GOVERNMENT SHOULD ALSO PUT LEGISATION IN PLACE TO STOP MOTERISTS FROM PACKING ON THE SIDE WALKS. TRAFFIC POLICE MUST BE VIGILANT TO ENFORCE THE LAWS.

WE THE TOURISTS ARRIVE ASHORE FROM THIRE CRUSIE SHIP ESPECIALLYN THOSE WITH BABIES IN STROLLERS AND DISABLED POPLE IN THIR CHARS , THEIR IS NO SIDE WALKS TO FACILIATE THEIR MOBILE UNITS..

You should write the government about that. It is shocking and disappointing to note what shape those sidewalks are in. After the completion of repairs, I hope they will be safer to walk on. If it is for cricket, then let cricket come every year. We will get soemthing (soem road or drain)done that will last for years well beyond the fice days of cricket. People let us see the good in our good country. Too much negativism. It will not take us anywhere. For the UWP, especially its media arm, the question must be asked. Are you winning souls for your cause? Can you point to a turn around in people’s support for Prime Minister Skerrit and the DLP as a result of the present strategy? I would love to get an honest response to these basic questions. After years of slamming one man and criticizing every program of government I do not see any turn around in the fortunes of the UWP based solely on the present negative commentaries led by Matt, Lennox, the retired Clergy man and the highest of all intellectuals from the university.

I’m very happy that this is being done, even though one would think that the drains should be done first. Whenever I hear the pm say that the 27M state palace would give Dominicans a sense of pride, I’ve always thought a more aesthetically pleasing city is what would accomplish that. But please, please, please, do something about that unsightly drain on the left, immediately after the EC Loblack Bridge between River Street and Hillsborough Street. Cover it up with slabs. It’s usually filled with grass and garbage and it makes the entrance into the city VERY unwelcoming.

    • Anthony P. Ismael
      April 7, 2012

Roseau cannot be rehabilitated as presently constructed. Here’s what needs to be done according to my humble opinion:
      1. When the new hospital is constructed use the present site in Goodwill for a shopping center, housing, office space, movie theatre etc. (We can call it up town Roseau).

      2. Develop the River Side area before the new bridge.

      3. Relocate the Stock Farm Prison and use that site for housing, etc. There is space in Roseau that can be developed. It’s just not within the city center itself.

    April 6, 2012

Some improvement is always welcome. But people please don’t be too excited. Its only a few main roads. How far do you think $800,000 can go? Just a few streets. What we need is a significant capital road work for all of Roseau as was promised by all the past governments. Sometimes we forget. In the past there was talk about Kuwaitis etc funding such a project. About 10 years ago, Dowasco had a major rehab of its system in Roseau. It was promised that major rehab work would follow. The other utilities placed facilities (ductwork) underground: Domlec, C&W as well but the installation was never finished (look up, all the cables are still overhead – but thats another story). All the governments (even since Freedom) have always promised major rehab including sidewalks once the underground stuff is done. Never happened. A major road and sidewalk rehab work will cost millions of dollars if it has to be done. The proposed work is always welcome but the reality is that $800,000 can’t go very far. I support the work, but we need to still think of funding for such a major undertaking that can cover all drainage, allow for proper run-off, and permit continuous access on the sidewalk (not just for the average walking pedestrian, but accommodating the disabled as well).

We in Dominica tend to forget that roads cost money. When roads are built the funds either come from donors or our own public funds.

In case of public funds, it has to be raised somehow. A poor country like Dominica has a tight budget. In this case the revenue the test match will generate justifies use of public funds. And as a consequence the city of Roseau benefits long term.

We Dominicans don’t seem to appreciate that in the “Developed World” road construction and maintenance comes from direct taxation specific to that purpose.

Are we ready to pay “road taxes” to get the quality of roads we demand??

That’s very good. Happy that this is being done. It may be happening because of the upcoming cricket match, but who cares. Few years ago, Barbados did a lot of upgrading for cricket. So well done.

        @ Right

Be positive. If they disobey road signs and lights, too bad for them. The Law is drivers and pedestrians are obligated to observe road signs. If caught they should be arrested and charged. A citizen’s arrest should be appropriate since the Police cannot be every where.

Use your discretion. When will the roads be repaired? Good and safe roads in Roseau is necessary for the tourist industry. You can’t be welcoming people and the Town of Roseau roads are in a deplorable condition. I hope in time the farmers will get some help. May they be patient.

Put Parking meters in the city. oh, and for someone who wants to earn easy money, here’s and idea, build a car park in the city. People should not be allowed to park all day on the streets for FREE! Its a city right? Creative taxation.

    • Anonymous
      April 6, 2012

Have you identified an area in the city that can be used for a car park? Maybe you should take the initiative and proceed with this brilliant idea of yours. This will show that some people know how to creat employment instead of relying/advising government on how to do it. Remember we must not rely of government to do everything you know.

You got it right! It is a shame that all some Dominicans do is just dictate what government should do or not do. They don’t realize that they have a responsiible in nation building as well.

    • Malatete
      April 6, 2012

Parking meters in Roseau? If our petty thiefs are capable of stealing bolts from the benches at the seafront parking meters would be an easy target. Don’t be surprised to find a number of “headless” or jammed meters in the morning. These guys are very inventive and cunning!

      • Justice and Truth
        April 6, 2012

        @ Malatete

My advice is to place an alarm system on those meters which will shock them, make them hop and run away when it sounds. The alarm should be connected to the Police Station. More needs to be done to fight crimes in DA. Spend a little more money. In the long run it will be worth it.

The entire world has this problem. They are also idlers who go about begging for money. The best thing to do is to rehabilitate them and further educate them. Then, hopefully, they will appreciate doing something good with their lives and remaining indoors.

so u all doing the roads up then the drains still gogin to be in crap condition as is usually the case when roads in dca get fixed and ass i can see from the pics they show us the man hole coveres are not being raised to the new surface level of the roads what is that nuh so long public works doign roads they still cant co-ordinate with the othere services to get prelimb work done before this WHY THE BIG HURRY

    • April 6, 2012

The man holes and what have you are not on road level. Some above, some below. Motorists try to avoid this bumps and that can lead to accidents. The same thing they did in Federation drive and other places. Wonder why the federation drive road is so rough, like a grater on the tyres and around the round about has to be patched so often. That’s the result of substandard work. Waste of funds.
