PM reveals major projects

PM Skerrit said the time for the north of Dominica has come

A face lift for the second town of Portsmouth and a new indoor sporting complex in Roseau north are among new projects that are in the pipeline, Prime Minister Roosevelt Skerrit has said.

Skerrit made the announcement while addressing a Dominica Labour Party rally in St. Joseph held under the theme “Labour Ka Twavay.”

“Well I’m here to tell the residents of the heartland of Labour support in the north of Dominica, that your time has come,” he stated.

The Prime Minister noted that engineering and architectural work will soon commence in and around Portsmouth and will include a modern cruise walk facility, a shopping arcade, bulk storage and loading bay for the export of fresh potable water, a new government administration building, a modern bus terminal and general highway improvement.

The E.O Leblanc Highway will be lengthened to an area called Sugar Loaf in an attempt to reduce the congestion in Borough’s Square, the prime minister said, noting that contracts are already signed for road improvement and side-walks in Harbour Lane and Rodney’s Street.

He said within the next six weeks the public will be invited to provide input in the upcoming projects.

Skerrit noted that the island’s sport sector will be receiving a boost with the construction of an indoor sporting facility.

“There is another project that I want to talk about this evening,” he said. “This one ladies and gentlemen is hot, I can’t keep it till budget in June.”

According to the country’s leader, Dominica has, over the past five years, gained international fame and recognition because of the construction of the new Windsor Park Stadium and the hosting of the international Test and one day international cricket games. He said the island is now a permanent fixture on the international cricket listings.

“But cricket is not all that we do,” he said. “This evening, I say to all sporting associations in Dominica, and all sporting enthusiasts within the hearing of my voice, you need to speak no more. The government is sold on the idea … indeed we have been analyzing the idea for several months, and I can tell you this evening that preliminary studies have been conducted and designs marked out for the construction of a state of the art indoor sporting facility, sitting no less than 3,000 persons.”

The prime minister said a team of structural engineers and architects from one of South Florida’s leading construction firms is working on a proposal to be submitted before the end of this calendar year.

“They will be visiting Dominica later this month and will seek the input of all sporting associations, to be submitted to the cabinet within the next six weeks,” Skerrit said.

The complex is expected to be located at Stockfarm.

Other projects the prime minister mentioned, but have already been revealed in public, include the transformation of Roseau, the building of an international airport, the construction of a Chinese-funded hotel on the Public Works site, the buying of a boat to transport agricultural produce, and the export of bulk water.

DLP spent $1.6 million dollars on a one day Rally in St. Joseph. Isn’t this wickedness in this hard economic times. PM Skerrit and his DLP cronies are very wicked people. All they care about is holding power. Jesus help us please. Skerro must go. Labour must go. They too greedy and corrupt

I listen to the PM speech at the Skerrit Labour Party rally. Clearly the man is in panic mode. You can’t tell me after almost 15 years in office this government is acting as if it’s a first term administration. Trying to convinced the nation to give them a chance to govern.

After all the man insult the people of Grand Bay again, paying tribute to the late Micheal and Rosie Douglass, and failing to mention the late Pierre Charles. I know he had no respect for Pierre Charles, but you have to give the man his due. It was Michael Douglass and Pierre Charles, the only two elected member of the Dominica Labour Party in parliament from 1985, when the freedom party continue to dominate the political landscape in Dominica.

Today you benefited from their hard work. I must point out that various speakers spoke, and did pay tribute to the past leaders from Leblanc to Pierre Charles. I know for sure I will not be voting labor. And it is time justina stand up, and be counted. You are not Pierre Charles, and it is time you get out of his shadow, and chart your own political map. You know the story of All Saints University, you know that it was a project that was geared for Grand Bay.

You also know that everyone of your colleagues in cabinet wants it built in their constuency. I hope you heard skerries, he say it’s time for the north.

We’ll you better tell him not so fast. Let him know that we are a patient people , but we are not going to wait forever. He worried about lint on, he should be worried about Grand Bay. if he can’t speak the name of Pierre Charles , why should we vote for him? Or like the ferro he may speak it before his last breath.

Why was the Public Works site chosen as the location for a five star hotel??? Who in their right mind, envisaged that to be the best, most suitable place for a hotel?

Isn’t a basic rule in Marketing; Location, Location, Location??

No beach front land anywhere? no ocean view land with a river? Or even, in keeping with our ‘nature isle’ product – why did the PM not negotiate for an eco friendly resort, this would have been perfect for our tourism package.

That five star hotel on the site of public works, next to a major highway.. where tourist will have to be skipping to get to the corner with a little sand – behind the sea wall – starting to sound more and more like a big guest house to me.

I could not agree more. Our policy makers have no ideas, no clue, no vision, no knowledge of what our tourism industry needs, no business skills, no thought through business plan…in short they are completely lacking. Clearly that ‘white elephant’ in Anse de Mai has tought them nothing. What a shame for the country!

During the last General Elections all we heard about Skeritt’s dimples. In fact, some people gave the impression that they were going to vote Skeritt because of his dimples. What a difference years under pressure can do. It would appear the hair at the front of his forehead is retreating rapidly. Who knows, a hair transplant might be required very soon. This is not a criticism, it is only an observation.

My fellow Dominicans, let me start by saying I am not a party supporter. I’ll vote for the best candidate at that time. With that being said, I’m all for developing Dominica while preserving the natural beauty that we have. However our primary concerns should be what are the Chinese and other countries getting in return for all these gifts. Are the owning soul right to certain business in the future where we or our grand kids won’t be able to open certain businesses because they reserve such rights for the loaners. My great grand mother always told me that freeness in worriness therefore nothing is free. Soon from now, the Dominica we knew will be no more. All our rights will be infringed upon. We will pay to go to our beach, or may not be able to go to some beaches depending on who owns them. We will need license to do things we normally do “fishing” ect. That’s how these people take over a country, by controlling the government and making it difficult for locals to achieve simple things. The will regulate every industry there is so as to gain full control. Only Time Will Tell

Water is the commodity of the century. This being uttered in every forum in the world today.
Some time ago we saw our new friends wanting to come in and take over our /that natural resource. It was later sort of reclaimed .Never should a people allow foreigners (Skerrit’s new friends) control our resources. Now with this new serge are they going to put in a bid to control it anew? Look at the macadam industry? who control it?
Maybe I should write a book like Dr. Walter Rodney’s-“How Europe underdeveloped Africa”. As the economy fails and world largest economies slow down and expect reduce growth even that of Medard’s friends, we have to become somewhat nationalistic. If we fail to then we are doomed.

Thanks Prime Minister for your informative speech. I commend you on your ongoing development of the north of Dominica. (I am not being facetious)

Could you please advise the St Mark parish as to what development plans you have for the parish?

May I post a gentle reminder that the Soufriere school playground is not fit for purpose and requires your most urgent attention.? Also, some of the roads on the Housing Scheme Estate are impassable and could result in serious accidents.

Rom. 1:18-19 For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who hold the truth in unrighteousness; 19 Because that which may be known of God is manifest in them; for God hath shewed it unto them.

Here are some events that have taken place in Dominica since the 2000 elections, and I invite you to come to your own conclusions:
October 1, 2000, our beloved Rosie Douglas passed.
Jan. 6, 2004, our next beloved PM, Pierre Charles passed on.
In 2004 the Portmouth Catholic Church and the Vieille case catholic Church were both destroyed, the same day by an earthquake, where Father Herman Sharplis of Viell case was priest.
In June 2011, Information Minister Charles Saverin became very ill and had to be flown abroad for medical attention.
In May 2013, Minister of Health Julius Timothy collapsed and had to be flown abroad for medical attention.

DNO, I said nothing negative or positive on anyone and simply put out some dates of events that we have experienced as a nation since the 200 elections.

I cannot believe that people from Cottage, especially the women, really proud to say that Austrie is thier parl rep. Mr. just stood there spewing filth from his mout the entire. His attack on Monelle was the worse. That was a slap in the face to all women. In Dominica we need women in the parliament and that has been a cry forever including from the speaker. And in 2014 for Austrie to say a prospective female candidate needs to go and take care of her kids is totally unacceptable.

  42. ALL FOOLS DAY jokes
    May 6, 2014

According to the calendar the world observes “All FOOLs day” on April 1. However, thanks to PM Skerrit, who officialy replaced our traditional ‘May Day’ with All Fools Day, although he fools us everday at will. In fact he fools us so much that now when he fools us it no longer bothers us as we respond with thunderous applaud. Here are some ALL FOOLS JOKES I heard yesterday:
    1. A face lift for the second town of Portsmouth and a new indoor sporting complex in Roseau north are among new projects that are in the pipeline

    2. engineering and architectural work will soon commence in and around Portsmouth and will include a modern cruise walk facility, a shopping arcade, bulk storage and loading bay for the export of fresh potable water, a new government administration building, a modern bus terminal and general highway improvement

    3. The E.O Leblanc Highway will be lengthened to an area called Sugar Loaf in an attempt to reduce the congestion in Borough’s Square

    4. the island’s sport sector will be receiving a boost with the construction of an indoor sporting facility. I guess since he did not talk about the once upon a time State of the art hospital, we are left to believe that it has been replaced by another state of the art project.

    5. studies have been conducted and designs marked out for the construction of a state of the art indoor sporting facility, sitting no less than 3,000 persons. sadly they have only been analyzing the idea for several months (not even years) but designs have already marked.

    6. The building of an international airport. Oh, a few years ago when papa Chavez and grandpapa Gadafi were alive and money was flowing, Dominica COULD NOT afford an international airport. But now we can because things have gotton better

    7. the construction of a Chinese-funded hotel on the Public Works site
    8. The buying of a boat to transport agricultural produce. I guess like the police boat that transported the dead body of that Vielle case man from Guadeloupe? But he reduced it man? Didn’t he promise 2 boats?

    • FORKIT
      May 7, 2014

the only promise that man is making is infrastructure, infrastructure… what about the creation of workable environment so the young can be employed…

all I can see in the future is the escalation of begging and crime…

  43. Anthony P. Ismael

The PM stated in other speeches that he will not borrow money to construct an international airport in Dominica, unless 80% of the project is grant-funded. I would like to know if that scenario has changed and if so, who’s funding the international airport now.
Did the People’s Republic of China decide to assist or is this an empty election promise?
I must give credit to him for some of the projects that the government already achieved, but where is the state of the art hospital that they promised to build? Dominica desperately needs upgraded healthcare. Furthermore, the Marigot Hospital also needs attention too.

Sounds familiar? Let me quote my good friend from Portsmouth. ” I gave him my heart and soul…” He fooled me not once, not twice, not even three times…”

Mr. Skerrit has been in office for 14 yrs. now and completely abandoned the second town of Portsmouth; but with less than a year before election, he finally sees the needs of Portsmouth.
No wonder Ian Douglas could say that Portsmouth belongs to DLP and will remain theirs for 60 years? So in 60 years of ownership nothing to show as accomplishments but just hold on folks, that’s going to change as “Well I’m here to tell the residents of the heartland of Labour support in the north of Dominica, that your time has come.” I never knew ALL FOOLS DAY WAS IN MAY. But Skerrit changes our calendar anyway.

As expected, the PM made a politically inclined speech geared towards winning elections and I hope the people of Dominica do not fall for this. Please wait to see the commencement of the projects. Time will tell whether the projects begin just before elections- Like rum and barbeque.

But my God, I cannot believe people will actually vote for Austrie! What a complete display of disrespectful political conduct broadcasted to an international audience via YouTube. This was most shameless and beyond disbelief, that we could have a parliament representative talking about ugly in this day and age in a convention. One would want to believe that Obama’s victory would help us as a people to erode the masters’ foundations that were implanted in our psychology during colonization and the Institution of Slavery. But what Austrie displayed last night is that not only is a steep class divide exists in our country, but colonial oppressive characteristics are still alive and kicking in Dominica.

This was racism pure and simple, and yes Black people can be racist against each other because the influence of the colonial masters are still present in some individuals, like Austrie, who are not learned or intellectually liberated and would demonstrate it without realizing it: Even if he looked like a Skin Head, he did not have to sound like one! For the fear that DNO may not post my contribution, I will not write what I really think about Austrie.

 Politics will be political, smoke and mirrors alone. A sewo, free wifi, popular D.J and rum and food. Now listen to me repeat myself over and over whilst you are blinded by all the red and blue around you (this red is made up of people just like you that have been lied to and made to think if they are against the government they are alone). People dont be fooled again, there are no honest politicians and there never will be. Just people who make the citizens believe they have no power to do anything for 5 years after voting them in. True democracy is dead. You now have a choice, stop voting for Party politics and call for a government reform. If we are truely independent then it is our right to reform the way our government works. It is time we had a government that is fully transparent to the people about every aspect of the activities of the office they represent. When they make promises we have the right to know where the money is coming from and where it is going and any discrepancies are to be accounted for, every penny should be accounted for. Every business plan should be made public knowledge, amd at the end of the term the workings of the office should be heavily scrutinised and if the politician does not meet the standards of the people, then they have no right to ever run for office again.

Seems harsh? Well so is living in a country made to be a 3rd world country by “Citizens in Authority” who’s only response to the people they represent is a smile and a distraction of more smoke and mirrors, with a side of “Look how the other guy is failing whilst not in office”

State of the art and multi million dollar are the too sexy adjectives of the labour party. If is not one is the other. When will i hear of the practical purpose and how it plan on transforming Dominica.
I would like to know where in the last budget presentation were these projects addressed and how did the government plan on raising the funds.
The last few days i have heard about more multi million chinese funded projects. If china is pumping all these millions i dominica i assume funds presented in last budget address were not used. If that is the case why can’t civil servants get a modest 3% increase. Why have i not heard of a positive GDP growth. The gov should be operating at a surplus hence VAT should be cut back. with this multimillion investments i should see some off that funds trickling into the communities and citizens and i should see increase in employment.

I know for a fact grants and loans cannot be part of a country’s budget so who is accounting for the funds dispersed to the country. Afterall any loans givin to skerrit on behalf of Dominica belongs to Dominica and so to is the responsibility to pay them back.

Talk about jobs: multi million dollar stadium built by chinese with chinese workers. So to were the roads, the state house agri center and soon to be hospital. Public works truck drivers abandoned and not paid by contractor. Gov washed there hands. Boast an brag bout development when the young cannot get work and cost of living through the roof while chinese pouring multi millions.

Mr. PM the reason why i paid for my own education is to have an open mind. I am not rich and neither were my parents and will continue to wrk hard for myself and familly. However it pains me to see you lead people with policies and plans that only serve your ego and will do absolutely nothing to help the future generation. After 35 years of independence you have moved us closer to a dependent country and economic slaves to china. You have effectivel used your education to manipulate the masses for your own pleasure and wealth and continue to do so with complete disrespect. I will say no more. I put my country first and after 20 years this dirty little trick of throwing bait in an election year shows your character.

I have relatives in St. Joe, today, some who have grown up; are very young and I am happy to know that the people came out in numbers. I am certain it was not out of curiosity but to genuinely support their Party in general. God bless them!
God appears to be on the side of DLP. People are not foolish, at least, not all of them. They know the best Party who should be elected and to lead D/ca and the people for four more years, if not more than that, God willing. He is a young PM.
Furthermore let us look at it this way. He knows what the people want and what pleases them. Its name is progress, to build a better D/ca and to enhance the lives of D/cans, especially those who are in dire need of. He deserves the opportunity to do so; to continue doing so.
I have lived in D/ca and thinking of those former years, believe me, nationals did not have it so good. People must be patient. They must also learn to help themselves and not be solely dependent on the government and expect them to do everything for them. The government needs them as well, their cooperation. Some people appear not to be aware of that.
I am confident that he will do his utmost to please them, not for his ego (as some state) but for the benefit of D/ca and nationals. In my heart, I feel he deserves to be elected next election. If I felt he did not deserve it, I would have stated so.

I am now convinced that the Labour party has nothing to offer the poverty stricken and unemployment folks in Dominica.
These revelations yesterday only repeated the ideas that team Dominica has put into the public domain.
All of them he wants to do 12 months (Crazy fellow)—-more bad planning , more shortcuts , more misappropriation of funds….. An incapable bunch, guys only thing you are all good at is political magician making money disappear.

While you are doing this can you do something for the poor so that I do not have to take my hard earned money to support poor adult people in Dominica?

Not that I mind helping them, but what good are all these sporting facilities if people cannot provide the basics on their own. Who wants to be looking out for handouts from other?

Government doesn’t stop people from being poor. get your buttom up and go find a job, read books and get rid of the expectation of living off other people. Maybe then you wont be so poor!

Republicans have used that same argument. The fact is, there will be poor people in every society and it is the government’s responsibility to look after the less fortunate – either by creating conditions to assist them in looking after themselves, or through direct assistance.

Couldn’t agree with you more, UDOHREADYET. Is like these people only sitting there blaming, blaming, blaming. Get you &^%$ off your your know what and find something to do. Anything! See my cousin Christabelle, who was featured on DNO last month. She ain’t begging and blaming. And listen to her story. Look where she’s been. See how far she’d fallen. Do something for yourselves, and stop waiting for a sudden pay day or sponsor.

Do not complain and project no grudges for helping the vulnerable, those who are in need of. If you help willingly without counting the cost and time and going the second mile, you should know God will bless you for that and your place in Heaven will be secured. If you fail to do that, how can you expect his blessings?

Something is definitely wrong with the level of comprehension of some of you people.

Who is complaining about helping anybody? You guys are totally missing the salient point. I help because I want to help. No one is putting a gun to my head. I do not owe anybody anything.

Here is the point that you guys are missing: I would rather these people be in a position where they so not need help from anyone. That is the point you simpletons are missing.

DNO, a research of the Hon PM speech would result in a cut and paste of speeches of the past. Did you not hear in many budget debates of the past two boats to export Dominica produce? Did you not hear in the past “Portsmouth its your turn now”? Did you not hear in the past of “Roseau Rehabilitation”? Did you not hear in the past of an International Airport? Nothing that the PM has said is worthy of any news colum in Dominica cut and paste and repeat of the past speech that was read yeaterday and mark my words not one dam project he spoke to will get off the ground.

I have looked at the convention held yesterday by the DLP, And i was very disappointed by the speech given as it only appeared to be a speech of bashment and criticizing the opposition party and not trying to deliver a positive message to the people of your plans for the next 5 yrs, ive listened to the criticizing of fountain and monies being stolen ,lennox unfit to run a government and monnell loves cow meat, my people ill ask only this have skerit ever presented his degrees to the general public, have skerit ever explain to the dominican people of the way he goes about these grants and what is gives in return for grants given, why didnt they talk about how the plan to retduce poverty and make more employment for our people, these minters has no respect for the opposition our even the public of dominica in the manner they have displayed there self publicly, out of the few thousands that they have accusing fontaine to have stolen what happen to the millions that are missing and unaccounted for in the Treasury today, why is it that these major contracts are given out to only the Chinese government where local contractors are not insured to get work or also be involved on each major project given out, why is it that the government has created a system so hard for its people that those who are on land are crying of the strains and hardship and those whos interested in returning home and set employment for the people of dominica is given the red tape and drawn away. a road work have been done, college has been built, state palace has been built and all these major projects didnt involved dominicans contractors and road work only involved 8 dominicans why is it now election is around the conner your only now considering to give the scraps of these projects to Dominicans, is that what we deserve Dominicans? lets stand together and make a change,. the day skeritt gets out of power and both himself and party is revealed to the public for his supported i know youll be disappointed lets stand together and make this change, thank you. PM is right about this one “a major rehabilitation in the town of Portsmouth” because he knows well that the people in the northern constituency really need to go to rehab for voting Matthew, Ian, Reggie and Skerrit for over ten years! They are mentally disabled, cannot think right and can only see RED and WHITE. Roselyn Paul will be a great fit for the Minister of Rehabilitation.
Oh, did I mention that Matthew, Reggie, Ian and Skerrit figured hec with driving all the way to Roseau for daily rehab sessions so why not go to Portsmouth which is round the corner!

Apparently you seem to be an expert at rebutting people’s comments. So now I hope you won’t feel offended if I rebut yours. Let me ask you how has the financial centre made your life better? or the stadium? I could understand that the children may be a little bit more comfortable with the new buildings but have you ever done a little finding out about the academic performance of these children? or for that matter have you find out how the majority of the children at The NEW STATE COLLEGE are performing? Trust me if you do an honest finding out on these things you will be shocked at the level of our children’s academic performance. Do you know that there are children at state college( plenty of them) with grade point averages of between 0.0 and 0.6 etc? And this state college is the only one I know that will not write to students and ask them to withdraw from the course because they CANNOT HANDLE THE WORK. So poor people children are allowed to waste time and money. Alas Bon dieu! So tell me UDOHREADYET that should give you something to think about. Is not buildings that develop people but opportunities for personal development LIKE A JOB.

I understand you trying to help your party but you cant help it by repeating lies, I think freedom needs to be back in with true worthy people cause in party that is formed with anything that looks blue needs to be discarded, don’t think any party should win all seats but with who these people have say they running is better they get all seats this time, I wld have back the independent guy in grand bay cause I know him personally but I don’t know what politics in DA seems to make smart people go doetish this how he should have started for the times we were or are in this lady did the best she cld have done in Grandbay but I see places things could have been done better and she is in a cabinet that has failed cause being the minister of sports sporting issues she seems to be to quiet, so am here to work with which ever government that is formed but grandbay will always be 1st u will get me backing you rite but u come in here and talk the same way uwp talking are you kidding me?
