PM Skerrit blames Maria for further progress on international airport

Prime Minister, Roosevelt Skerrit has blamed the passage of Hurricane Maria for the lack of progress in the construction of an international airport in Dominica.

Speaking in parliament last week in response to Opposition requests for the island’s position on the Citizenship by Investment Program, he said US$5-million have been set aside per month for the construction of such a facility. He said so far the Government has been able to set aside over EC$149 million.

“We said in the Parliament here of our intentions to build an international airport and the only reason why we are not more advanced now is because of the hurricane,” Skerrit stated. “This is the first government that has seriously pursued the international airport and EC$149,429,500 are in the account at the National bank. There is a standing order US$5 million each month.”

In April 2017, Skerrit revealed that it will cost about US$220 million to construct an international airport here.

He said that although the focus has shifted due to Maria, the money set aside for the airport has not been touch, “yet.”

The construction of an international airport has long been spoken about in Dominica and this is not the first time the administration has spoken about it.

In November 2013, during a visit to China, Skerrit signed a US$300-million deal with Chinese company ASCG with “reconstruction of an international airport” among projects to be undertaken under the agreement.

The following month, Skerrit said that engineers from China were in Dominica to visit the construction site proposed, in Compton Point near Calibishie, so as to provide advice to the government of Dominica.

At a Dominica Labour Party Rally on May 5, 2014, Skerrit said that his government was actively pursuing several projects, including the construction of an international airport through the BOOT – Build, Own, Operate and Transfer – option, with a team of private developers from China.

Later that same month, the Prime Minister led a three-man delegation to China to “advance discussions on the construction of an international airport and other development projects.”

Upon his return from China, Skerrit told reporters that “good progress” was being made on the project and a document will soon be made available to the public about the details. That document was never made public.

In March 2017, Skerrit spoke to a group of students from the North East Comprehensive School and said that the airport will be built in the north-eastern part of the island.

He said an American firm was engaged to do all of the studies in relation to the international airport and would be doing a presentation to the cabinet on the 21st of April, 2017 on its finding,

He did not disclose the name of the American firm.

At a town hall meeting in March, 2017, Skerrit vowed that an international airport will become a reality in Dominica.

“I shall focus my energies to ensure it, that we can get the funding to build this international airport for our people,” he remarked.

    Logic woul dictate that if you are setting money aside for the construction of an airport you must have an estimated budget and at least an outline plan, which in itself would denote a location. So far I have neither seen the plan nor an indication of the airports location. I hope the P.M.’ s pronouncement in the house is not merely wishful thinking.

    so after wasting 200 plus million on melville hall after a few years this facility has become obsolete therefore you now commit to an international airport.. such thorough planning….. the american firm was paid 3 plus million for preliminary investigation on an international airport this was paid from the supplementary estimates monies spent for unforeseen events during a normal budget cycle…. how does planning for an airport fall in the category of an unforeseen event… such thorough planning

    • Do not blame Edison James or Patrick John, to certain extent: Edison James, and the UWP had an International Airport in it first phase of building. The only evidence left is the site ( the land in the back woods of Wesley) extending to parts of Woodford Hill.

      Again I reiterate, the Wesley Secondary School built By the government of Trinidad & Tobago was part of the project. Blame Athie Martin who was the chief obstructionists, the late Roosevelt (Rosie) Douglas, Roosevelt Skerrit, the late Pierre Charles, Ian Douglas, who said “we can build an International Airport for a fraction of what Edison James is spending to build it.”

      But, after twenty years, all we have is the swamp construed at Melville Hall by the regime of Sir Knight that Mountain Chicken Carpaud (crapo) Mentality Dr. Punjab Ali Baba Indian doctor of nothing Roosevelt Skerrit eh!

So far you put aside 120 millions Ec with a standing order of 5 millions Ec per month or 13 miilion ec……so it means you did that for only 10 month….so we need 5 more years to get the money to build something that going to be useless, costing us a fortune to maintain while we get the money for it 5 years ago. ………..I m lost

It is the worst major infrastructure investment we can make at this time … and besides using the Governments own figures (which are optimistic in the extreme) we’re not going to save enough in the near future anyhow. … PM … just let it go .. and fashion the foundations of our tourism industry on wiser rock rather than the sand of an international airport.

He is just hypocrite to blame Maria for building airport because with or without Maria no international airport would be built because he understands that the way to stay in power in Dominica is to create poverty so people could people could bow at his knees for a plate of food like Esau, so no way would he build airport which would give a mighty boose to our economy as people would become more independent, which unfortunately be very bad news to Skerrit. The truth is Maria helped Skerrit tremendously as pre Maria we we’re heading a very slippery slope since Skerrit had already succeeded in killing agriculture which was the main stay of our economy since it created employment for over 75% of us.     Douglas-Charles or Melville Airport is not an International Airport, there are no existing International Airport in Dominica, even if the runway is lengthened, no commercial passenger aircraft will fly to Dominica night or day; if that was going to happen, not even the Chines would have told Roosevelt the only way Dominica will begin to make some progress is when he build an International Airport in the Country!

    All Roosevelt is doing here is into his little cheap psychology again; since it is about election time it gives him the opportunity to talk airport.  If he is building International Airport, how come he is not building it one the land already designated and paid for!

      • Man bite Dog, there is a time for jokes, and lies;  there is a time for truth! Edison James got loans and grants from Taiwan, China: The International Airport the UWP was building cost a little over three hundred million dollars then!

        The government of Trinidad & Tobago loaned UWP government 80% of the total cost. If the total cost estimated was three ($350,000,000.00) hundred-fifty dollars: hence $350,000,000.00 X 80/100 = $280,000,000.00. The only condition the government of Trinidad impose other than repaying the loan was that the project must be built by people from Trinidad.

        The contractors, and engineers were in Dominica working on the first phase of building the Airport when the coalition government who siege power in a silent coup, took over and chase the contractors out of Dominica. And believe it or not Pierre Charles, and Athie Martin, and even that Mountain Chicken Dr. Punjab said they must go!

        As for the money it is in the half of a billion Roosevelt wasted on…

    An international airport implies many will wish to come to Dominica. Just exactly who is going to come to the land of terrible roads, poor services, few beaches or hotels? Sure, we’ll get some people interested in our eco sites but that’s about it. Most of them tend to keep their pockets rather tight too.

    We’re talking about an investment of over $3,000 US for every citizen on the island yet we still don’t have power in a number of areas, a terrible example of Dominica’s ability to build and manage something like an international airport.

    Also, the airport would need a 10,000′ runway.

      The runway at Melville Hall is long enough to accommodate at least one class of passenger aircraft that can safely reach South Florida. That no one has established nonstop service from there strongly supports what you’re saying.

      It would make more sense to focus on developing flights to nearby hubs that are scheduled such that one can reach Dominica in one day rather than having to overnight in Barbados, San Juan, etc.

      • Steve, the fact is we do not have an International Airport in Dominica, it is not registered as an International Airport to accommodate commercial (passenger)  jet aircraft, therefor the FAA or any other such authority will never allow International Passenger flights from anyplace in America, Florida or out of space to fly people to Dominica.

        Roosevelt can lie as much as he wish to get voted, you can help him with wishful thinking, but it will never happen, even if you make the runway twice as long Okay!

        Any place in America? What country do you think San Juan is in? A 737 easily has the range to make it to Dominica from Miami. And Santos Dumont airport in Rio has a shorter runway than Melville Hall does and 737s land there. That none come here isn’t because of the American FAA, it’s because no airline thinks they can make a profit off the trip.

        Besides, I am hardly helping Skerrit when he says there should be a new airport and I say we just need connecting flights with codesharing and sensible schedules.

      • Steve, I am not concern about the range of a 737, or 747, or any other commercial  passenger jet. Gush man I am from Dominica: I know where Puerto Rico is located, we had a cargo ship the M.V. Felskove; worked we worked  Denmark, and Germany before we took it to Antigua where we were based, we operated a shipping business there, the first time we took cargo to Dominica, it was to deliver four hundred bags of flour to Nasif, I believe to that same guy who owns Fort Young.

        The only place in the Caribbean we did not transport cargo to was Jamaica: so trust me; I have flown all over the world, I have a sound idea about the range of Air Crafts. Range is not the issue; the issue is simply that we do not officially have a International Airport built in the country.

        It does not matter that certain small types of Jet air crafts lands at Melville Hall, it simply cannot accommodate International commercial Flights.

    The PM’s words and his actions are incongruous. A person’s integrity should be measured by deeds not words. Mr. Skerrit has zero integrity and has long lost the confidence of all fair minded Dominicans. Maria is used as a scapegoat for everything that is wrong in the country. Long before Maria the economy was seriously ill, agriculture crippled, manufacturing in a coma, housing woefully inadequate, and an international airport and geothermal energy just unfulfilled promises. If one were to ascribe the Pinocchio effect to Mr. Skerrit for his compulsive lying, his nose would be miles long. Words cannot accurately convey the gross incompetence of the present administration. The government has been blatantly delinquent, failing miserably to deliver on its promises. In a court of law, Skerrit and his eighteen foot soldiers would be found guilty of gross mismanagement of the country’s resources and summarily cast aside.

      By that logic what you imply is that we shouldnt bother try, just lay back to perish and die. Progress doesnt come by sitting still but failure certainly will. Do you prefer to see Dominica regress more while other islands develop further? That will only guarantee Dominicans being the underclass of the Caribbean region as they will be dependent on everyone else for an income. It is a necessary initial burden (if you wish to view it as that) to enable the development of any industry on tbis island. In light of the recent disaster, imagine how much easier it would be to bring aid and supplies to restore facilites, welfare and infrastructure to the island? Not having one is a disservice to the welfare of the people and the development of Dominica.

    Please Mr PM … Please I beg you … Do not build what is likely to turn out to be a white elephant … and a financially wasteful one at that. I know it political self harm to espouse this reality … but that is what it is … reality. Waitkubuli would see a much quicker return on investment with a fleet of 4 or 5 roll-on roll-off ferries. When we have money to burn we can revisit this … but that time is a looooong way off.

Cleanest Rivers…What the H!! is going on in this Country!!?..a bunch of ppl stuck in the rut of doing things the same way expecting different results for decades.. Einstein says this is Madness..International Airport is not a Priority for Dominica, we don’t need it…there are cheaper and more advanced ways to have Tourists visit.

    An international airport? What airlines will come in . An airline will only come in if tickets are bought. We need to keep one of the now airports open in case of an emergency where something happens to the “int’l” airport. Like canefield.

    That Skerrit keeps making excuses and blames everything for his bigtime failure as prime minister of Dominica. I wonder if he ever blamed Ralph Gonsalves, PM of St. Vincent for us not having an airport? This man is a total failure and as long as he remains in power Dominica will continue to go down the drain full time, with or without hurricane. By the way guys have you seen the names given to the 2018 hurricane season? Believe you me one is named “Tony” after Asterphan and another is named Isaac, after Joseph I guess?       That’s roughly around 50 per month at avg. EC$100,000…so in a year roughly 600 new citizens…but this is minimum because that 5mil will come out of a larger target figure. So if let’s say the gov’t targets twice that 10M, and they get around $7M each month, then you looking at an additional 240 persons each year, bringing the figure to 840 new Citizens each year. 8,400 ppl in 10 years, not a whole lot per se, but the passport seeling scheme won’t be so lucrative for very long and the gov’t must look for real ways to develop the economy, make this Citizenship by Investment be really “investment” geared. Dominica needs investment in Agriculture, Aquaculture, Pountry and Boutique Hotels, offering high-end luxury nature experiences..Enhance our Sites to extract more moneys from the cruise visitors, put in adventure water slides for example..make Dominica a Unique experience that’s worth it…CBI should not be to buy votes and give only certain ppl charge of Dominica Capital.

    Ha, Ha, Ha…..Dominica does NOT need an international airport. Melville Hall Airport is just fine; all that is needed is modernization by moving the terminatinal to the opposite side of the runway. If one was mad enough to spend US$400 + billion on a so-called international airport it would instantly become a white elephant. There just is not enough traffic now or in the future to justify wide-body jets landing in Dominica.
