Roseau River Promenade to get off the ground, finally

More than a year after officials promised that work would begin on the much touted Roseau River Promenade, a contract has been signed to get that project going.

The contract for the first phase of that project and one for the Titou Gorge were signed at a ceremony held at the Windsor Park Stadium Conference Room on Monday.

Construction for the The Roseau River Promenade, which will be located between the West Bridge and the Dominica China Friendship Bridge, was set to begin in “April to the beginning of May” of 2013, according to officials, but it apparently never got off the ground.

Late last year tourism minister, Ian Douglas, admitted the project was going at a snail’s pace and in January 2014, he said heavy rainfall and flooding on Christmas Eve 2013 had forced designers of the promenade back to the drawing board.

On Monday he expressed confidence saying the project will distinguish Dominica as a leader in tourism destination.

“Over the years what we have been really trying to do is to distinguish Dominica as a leading tourism destination. That is our vision for the development of Tourism in Dominica,” he said.

He said that Dominica has a unique feature of having a “live river” in the center of the capital and this has been in the spotlight during cricket commentary here and this is now being turned into a tourism product.

“So we want to use the Roseau River as an asset and turn it really into a tourism product by the development of the amenities that we will attach to the Roseau River, and that is where the Roseau River Promenade comes into play,” Douglas said.

The first phase of the project will see the construction of a wall from the West Bridge to the Dominica-China Friendship Bridge on the nothern side of the Roseau River and will be done by George Nanton at a cost of about EC$560,176.

It will be done in three phases.

The Roseau River Promenade is part of the government’s redevelopment plan for improving and beautifying Roseau. It is being funded by the government of Dominica and ALBA. Vending booths for food and beverage, landscaping and tree planting, a cantilevered board walk, with an upscale restaurant and mini-mall, and a retaining wall are all expected to be part of the project, according to officials.

The Titou Gorge Project, to be done by Clement Royer of Maxroy Trading, will see the construction of an access road and bridge to compliment the changing room/reception area and restaurant which was recently built close to that attraction.

“We have found that there are necessary amenities that we needed to construct at Titou Gorge because of the increase in visitors that we are have been seeing at that site,” Douglas said. “So the first thing we did was construct a small change room facility and we will give the persons in that area an opportunity to do some vending also.”

The project is valued at EC$ 269,971.

Both projects have a three-month completion period.

    PWC b about $100000.00 less than Nanton but he still got the contract imagine that….whats going on in this country of ours is corruption n more corruption. . Government employing their boys for more money than the true value of project to pocket the extras for themselves… They cannot po ket money from Public Works so they rendering this department incompetent to the nation to justify their evil deeds..cripple public work dis own it dont equip it, sabotage it and then say it cannot handle projects all because of greed… But God is good for we all know the real incompetence is this wicked government..

    If this isn’t done properly it could potentially cost lives. What happens if the structure gives way with people on it. Get a real contractor for the job ! This is a gross misappropriation of funds. Something of such significance should not be places in a the hands of a wannabe contractor but an experienced professional. And that budget is not sensible. Tell the people the truth as to why this untrained and inexperienced individual is getting government contracts? I would hate to see tourists or locals get hurt because of this as I don’t think this man has the know how to safely construct this

    what are the procurement procedures involving such projects?
    Was such projects advertised so as to get national, regional and international contractors to do the job?
    One would like to thing that in any democratic country, the best contractor would get the job!
    What one is seeing in Dominica is a set of labour party die- hard getting contracts black is white and its just another way of saying: ” Jobs for the Boys!”
    Speaking to the Roseau River promenade, one would like to question Mr Nanton”s civil engineering skills and so forth…. It is very frightening to know that this said Nanton has family who is close to the government. Mr Nanton, it is alleged, is getting contracts all over Dominica. Did Mr Nanton work on playing fields, road construction, and so forth and how pleased were the government and the people on the ground.
    Such a big project like the Roseau river, which has history of being very tricky due to the amount of river. Does Mr Nanton or whatever his company got the skills and equipments for such a huge project…….?
    This Government is just playing games with the poor people, and its time for right thinking Dominicans to get them out of office. One just cannot think of another five years of pressure from this Government….
    Oh Lord look upon Dominica… because this ship is sinking ….To much Corruption in this Place !

    Though I applaud the idea, there are several factors leading be to believe that this will either never happen or be executed very poorly. Such a project would require engineering, and architectural expertise as it will have to withstand one of the most destructive forces of nature, water. Unlike most Dominicans I do not merely see the world as red or blue, politics aside, this is a good idea but needs an actual contractor if it is expected to be done right. Open your eyes people, u cannot simply support everything a political party does because u voted for them.

    well the west coast highway got completed, the state college got completed, the state house got completed, the stadium got completed, the bath estate and goodwill link roads got completed, the apartment in silver lake got completed, hundreds of houses for the poor got completed, the fisheries complex in Portsmouth got completed, China friendship bridge got completed, Melvillehall airport road 90% completed, moroccan hotel 75% completed, coffee plant 70% completed, abattoir 60% completed. road to the fresh water lake, completed. If we open our eyes there is so much we can see, there is still much more but we prepare to dwell on the negative and run this very negative election campaign. Something is really happening. People, open your eyes!

      dats a real laugh if something was really happening would u be begging ppl to open their eyes? the main issue in dominica is wages and employment because with all that u have said if the population does not have the income to effectively utilize these developments then it is all for naught. plus all of the infrastructural development has to be maintained if we do not generate income they will soon fall into a state of disrepair while we are still paying the loans for them. there is so much that can be done to stimulate economic development and job creation but unfortunately the government is stuck in ‘catch a vote’ mode and only seem to focus on social programs that address the consequences of unemployment. also if i can remember clearly during the workers era that persons were saying its not performance that matters but corruption needs to be addressed have we suddenly flipped that script? hypocrisy will get us no where and as i stated previously with so much going on how come it feels like nothing has changed so much or in fact its worse than before?

    What is the pre-qualification of Mr. Nanton for such a project.
    He has no Civil Engineering skills, not a land surveyor and I do not see why for such a project so sensitive to Roseau for a Government to choose such a contractor. Where is his tract record? I just see this as ” Job for the Boys.” Only time will tell!

    George Nanton even looking lost because he knows he is no contractor whatsoever. He cannot read any plan and yet he is government contractor? Giving George Nanthan a contract is giving Emmanuel Nanthan a project and giving the PM advisor a contract is giving the Finance Minister a contract. At the end of the day it is money for those boys.
    The only reason Clement Royer of Penville was given a contract is because UWP has a giant from penville going up against Skerrit, so they trying to see how they could buy votes from Penville. But that’s over though cause we are not “Penvillian goats” anymore,

Every island now have a boardwalk . Even right across from us Guadeloupe every village close to the sea have a beautiful boardwalk u can go at night walk have something to eat and chilax. It’s true it’s right before election but everything don’t just fall from the sky, it takes planning and money.
    Our country is a beautiful island in nature but we need to be beautiful in infer structure else we will be losers, there are so many island cruise ships can go, they don’t need Dominica , Dominica needs they. Put politics a side and look at reality.

      always been working. I noticed the difference since my last visit ten years ago! Unfortunately I am concern that UWP or Team Dominica is waiting to be in office to start working. For example, how have the UWP as the main in opposition party for te almost 15 years helped ease the unemployment situation among the youth? I pray that opposition politicians in Dominica realize that while they are out of government they can work on practically solving some of the problems they continuously blame a sitting government for.

    Do we still have to tender in Dominica? if yes, did George and Clement emerge as winners or were they just awarded with such projects? If yes, were they the lowest bidders or most experience? I have known both individuals for over 30 years, and I don’t know them to have experience in construction especially George Nanton, who is known to be a backhoe operator all his life. To me it sounds like politics and job for the boys. Can anyone tell me if George Nanton and Emmanuel Nanton related? Also, does anyone know if they have heavy equipment in co? What about another minister who is being advised by Mano? Does anyone know if they are all co owners? Corruption! corruption! Corruption!

    It is disappoint that I did not see any safety measures associates with the “Titou Gorge ” project, considering the number of lives that were lost in the place.

    I for sure will not venture in that place unless I hear some safety measures are in place. Being such a tourist attraction, what would be the response time ( with the new road) if an accident were to occur, as I am confident it will happen again.

    Was an environmental impact survey done to see how the Roseau River will be affected? Build a stadium, then recognize the resulting impact on the environment (traffic); therefore build some bridges to accommodate the impact.

        Why is was halted? You want to say you read what they want you to read as why is was halted. First it was supposed to be funded by alba funds but a big chunk of the funds was used elsewhere. Than a major construction firm was in the pipeline to win the tender. But this firm is not supporting the Labor party so Political side took over and we heard that the wall not properly designed. How come a wall was not properly designed when the first design had the walls from west bridge bed to china dominica friendship bridge bed. Therefore if the area had to be flooded it would be from the bridges and not from the walls. All that to redo the tender and give it to their side.
        Good things that we Dominicans no more stupid and illiterate.
