“Fathers, take care of your children or face the law” says Education Minister

The Minister for Education has issued a stern warning to dead beat dads, that government will no longer tolerate what he refferrred to as their constant neglect.

Petter St. Jean says government is “fed up” with the issue of parents who neglect their children, especially fathers.

“We have too many child givers and too few fathers. Too many men in Dominican society who just see their role as giving some lady a child and when that child grows up and does well, hear them saying that’s my child,”

The Minister said legislation will be strengthened to ensure that parents who willfully abandon their children are prosecuted to the full extent of the law.

“I want to send a warning to parents who for whatever reason decide to neglect their children. The Education Act makes provisions for parents to be prosecuted if they renege on that responsibility and more so the fathers of Dominica,” he added.

He said the responsibility is equally that of the mother and the father, “and if we have to use the laws to pursue those delinquent fathers, we will do that”.

The education minister was addressing a consultation on Universal Early Childhood Education last week.

    U can not say mothers just want money.My ex wanted the house,car,boat,buisness,and he didnt want to paychild suport.I didnt care I can get more things I just wanted my daughter.I got my daughter my ex Dosnt call her and only sees her Three times a year.My ex has not went by the court papers.one time he got her and refused to bring heso i Drive Three hours to get her.this is what I deal with and my daughter has to deal with him talking about me.I dont know If theres anything I can do but my daughter as a mom you want to protect your daughter from this but I dont know what i can do.

    Does it make a difference whether the child is in America, England Dominica? The question the right minister fialed to adddress is whether the law will be applied universally, or whether it is going to be business as usual?

    The responisbility of raising children must belong to both parents. But the immmorality of society, and the irresponsibe decision made by some of our sisters have significantly contributed to the poor job being done by whom ever is raising our children.

    – Black children all over the place are suffering, and society seem to accept it because criminality activity justify the existance of some institutions.

    Reading all these different opinions has made me think, alot of women are to blame but no one stops the man from taking care of his child, some of them know it is there children and denys it making the mothers look bad so they won’t have to pay child support. so if all the mother can get is the money to help her, why the hell not, it’s not easy to raise children alone, and when men don’t want to spend their money to help mothers I say cut out their damn dicks so they won’t make more. It is not always the woman fault, men willfully go out and get women pregnant with all their nice talks. Call us women stupid if you want but is true, they are in love with the women until you get pregnant, and lie to the other woman and any one who will listen to them saying IS NOT MINE. So is about time the gov’t and the courts do something about it or it will continue.

    It is all aout education. We need to educate at school from an early age about responsibility in sexual behaviour. Time for us as a ntion to break the cycle of female abuse from slavery.
    Our young women need to b educated to think highly of themselves. Our men can farm to feed their families, our women must be more responsible about sleeping around. Birth control should be made readily available to our young people with education about the effects of poverty in childhood.

    plenty of dead beat dads in dca, a lot of it have to do with how they were raised…with no sense of morality. i dont know where black men lost their pride and sense of purpose, where they lost their pride in posession and strong sense of family. how can you eat when you dont know if your children had food today? how can you leave your daughter prey to older men who will support when you dont while all the while paying in essence to be the first to get a taste? how can you let your children’s mother suffer like that….sigh. I long for men you straighten their back and get some INTEGRITY!

    While I agree with the decision to make fathers who don’t support their kids pay, that only covers the financial aspect. What about emotional and physical support? Some women just want the money and they don’t want the man to spend quality time with the child. So I hope with that he,the ministry or the Government puts in place court order visitation and all that good stuff!

      If you cant afford to support a child on what you are making then dont have one! There is something called a condom/ cap and other forms of birth control. We have to stop treating our kids like they are a sexually transmitted diseases. After all, the sex was sweet and we made a decision to have it so why blame your lack of responsible thinking on an insufficient salary. SHAME ON U!!

      Did you not know the salary problems before you said uhhhhhyeee and aiiyyyeeee? It should not matter if is a bum you make and the child is the result. That child should always be treated as gift and blessing in disguise. Cant wait to hear you give that excuse to a judge when you are required to pay child support.

    I am in no way in support of “Dead Beat Dads” but what about the greedy, envious, gold digging women who are never satisfied with what they get? There are dads who will give whatever they have (sometimes very little) but these women will go around saying that the child is not getting anything or even go as far to court just to get him to pay more.

It takes two to make a child , parents need to teach their boys at an early age that when they become fathers they need to be with their children in every thing .missing one year in your child life is a lot . And fahers need to be good father so their sons can see it in them .Anyway we need somethng about those hard working teacher at the preschool on DNO they werepart of the consultation .

    ‘Dead beat Dads’ ‘Sperm Donors’. Yes there are alot of them in Dominica AND elsewhere.

    While I fully agree that these men should be made to pay for their childs upbringing, I have to wonder why some women continue to get into situations like these.

    You have ONE child and the man deserts you, why oh why do you have 2,3,4, ect. (and all for different men). Are you always thinking that this one will be better than the last.

I live in the states my sons dad works at dowasco and he sends him $100 US dollars every six months mind you he has his own home rents out the downstairs and drives a good car, his excuse being he has other kids and mortgage to pay and how things in usa is free or cheap. Please model this child support law like the usa so wages can be garnished and dead beats can go to jail. Funny thing is when i was back home i got my money with no hesitation because i would be at dowasco in a hot minute. I hope to god the minister not just running his mouth and really fix that nonsense finally

    Well nuff government officials, police, fireman and male teachers will be occupying room’s in stocky soon papa. To now deceased former officers had 58 and 56 children each respectively and one former businessman (deceased) from Massacre had 69 without lost.

    When one of the former officers retired and and became a magistrate he starte a campaign claiming every mouth shall be fed. The sad thing is he forgot that he did not feed the mouths he had brought to this world. Sometimes I think he was doing it out of remorse for what he neglected to do.

    I hope paternity testing becomes a staple when presenting evidence and a special family court is set up to speedily try these cases. I will take a nanny and spice when that law pass because this will help eleviate some of misery I see in my country. Too many jabals riding around in SUV and living in big house with dead beats while their children cant even drink a cup of clean water.

      I would like to urge all members of parliament to stand and proclaim their support for this bill when it’s introduced to the house of assembly.
      If i may suggest something, the law should be able to give employers of fathers who have been ordered to pay child support, the authority to deduct such moneys from their employees paychecks and forward it to the court.Now we can start tracking these dead beat fathers through their social security numbers.

    Mr. Minister you cannot legislate good fatherhood, citizenship and stewardship. It also comes from the top. Are you also going to legislate marriage? You may want ask your boss – the bachelor, Skerrit first. Good fatherhood comes from an atmosphere of moral leadership from all aspects of society. Yes man will go to jail and then what? Lock them up ad throw away the keys or give them jobs and education?????

    These men should be ashamed. I wonder how they sleep at night knowing that they ignore their very own child/ren and but is there for their step child/ren. How they make their bed so they sleep. Thank God, most of these children turn out to be successful because of prayers. When a mother has it hard, she always pray, and God listens. Mothers, don’t fair, keep the faith.

    I agree that there are dead beat dads out there. But let us not forget the dead beat moms who believe that once they make a child the father have to provide everything. Anything the child need they harass the man for money like is his child alone and they refuse to go and get work for them to do. And second of all if you have a man that not working pull up on block everyday and he plug you throw the child. Don’t make sense have the child and then take the man to court for money he doesn’t have. Women need to make better choices.

    am not blaming any father. all the man wanted was sex, he never wanted a child. the women should know they have to protect themselves. u not going to have sex unprotected with a man u just meet or just start a relationship with. u want to have unprotected sex get birth control..we women to like to open our leg for any man that say i love u.. most of the men cant even take care of themselve how the hell they can take care of a child and we want to take him to court. i just find women need to blame themselve for the men cant take care of their children..i am a woman and i have sex, but i protect myself. no man can think that they can get me pregnant..if my man say he ready for his child then yes but if he is not i popping pills like vitamins tablet..i wish all women will think like me so they will not embarrass themselves going up and down in court..women be independent. man dont owe u. many people may not be in favour of what i say, but if all women was thinking like me life would be better..

Granted women need to be more carefull about who they have sex with but why should the man be any less responsible because the woman knew before hand that he did not have his lapo bonday!       who said as a woman you have to be embarassed to take a man to court for child support? The man should be embarassed because if he was doing the right thing in the first place it would never go to court.

      That said child support should lead to mandated salary deductions so those men who are working and not taking care of thier children would have no choice in the matter. Because ‘hmmmm’ whether you believe it or not thier are dead beat dads who are perfectly capable of taking care of thier children.

    Before you decide to prosecute deliquent fathers, be sure that the children belongs to them. Have DNA tests done before you decide to take fathers to court. There are a lot of men in DA who are caring for children who are not theirs; the sad thing is that a lot of these mothers are aware of it and they still continue to take money from these men. A lot of women have to be a bit more responsible and truthful in their relationships.

    I have a good suggestion. Create an updated computer generated system where men and when must show proof of dependents or no dependents. Also what their contributions are towards those children proof in receipts or by other means. If it is shown that they’re not contributing then they should be denied a passport or paperwork for visa to other countries. The US embassy always ask visa applicants (temporary, visiting or permanent) to provide information about their dependents. Many lie about this over and over again leaving behind their children for the mothers or grandparents. The government should inform the various embassies or immigration offices of the new addition to the applicants police report which is dependent information. If you’re taking care of your babies, you shouldn’t be allowed to travel anywhere!

    the courts have to be open and unbiased! that full custody lies with the mother is juss a bunch of bull shit! its not the norm that father’s take mothers before the court for custody juss for attention there must be some underlying reason! its amazing that the first thing the magistrate asks is how much is the monetary support and how often do u pay as if that is the only important thing to a child! my Lord!

    So true…This is why God’s Word (the Bible) is so clear on family matters. A child needs a home with two parents. I sometimes pity the stresses that single parents have to face with either one or more children. Where is the support of the other parent. Money is not all. We need to start taking strategic measures in order to hold people/parents accountable for their children. A plan of action is need, one that make little provisions for errors. We talk too much in Dominica. If you need help in that area, I am willing, always.

    I am in total agreement with you mr. minister. Let us not forget the dead beat moms as well, who I believe are worse than and can cause more harm to the child than the dads. But Mr. Mininster, u tend to say alot which is very easy to do, we’ve been hearing u alot, belching bubbles, i hope u will be always readily available to but some action wwhere ur mouth is when u are called upon. Just saying.

    and you guys must start giving birth control in the high schools also….teach them to not have kids unless it planned and this problem will be reduced…….

    it is time we Dominicans need to stop the hypocrisy…I’m all or sex after marriage…but the fact is these kids are having sex and getting pregnant and they continue this wild behavior into their twenties and thirties…..

    so pound it into their heads at an early age….please start administering birth controls in high school

        nou nou….naaah :wink: but in many cases though….i have to agree with you…the kids would have been better off… they would have been in heaven…do you know what some kids go through man….some kids get sexually abuse form the time they are born and it last till adulthood…what kind of life is that….

    If I was in Dominica right now I would kiss that Minister for he is so right, men like John Riviere and Glenroy Charlie Roots Toussaint of New Town should be sent to jail for 25 yrs each for not taking care of their children. John gave me twin say is not him to please a woman, today that child is a U.S. Diplomat the other a successful business man, so tell me mothers after all your struggle wouldn’t U want these men to go to jail with one meal a day? they luckyif I was the warden they would get bread and water alone while these children are our there struggling to understand what did they do why he does not like them.

    THIS IS SOMETHING THAT SHOULD BE DONE A LONG TIME AGO BUT BETTER LATE THAN NEVER.
    I KNOW MANY WOMEN IN DOMINICA WHO THINKS THAT IT IS BAD TO TAKE A MAN TO COURT IN ORDER FOR HIM TO TAKE CARE OF HIS CHILDREN BUT THESE SAME WOMEN WHO HAVE REALIZED THAT THE MAN IS NOT TAKING CARE OF THE FIRST CHILD MAKES A SECOND AND MORE CHILDREN WITH THAT SAME MAN.THESE WOMEN HAVE NO OR VERY LOW SELF ESTEEM .THEY NEED TO GROW UP AND THINK OF GETTING MR.BIG BECAUSE ONLY SOMEONE WHO IS LITTLE MINED WITH NO HEART WILL ABANDON THEIR CHILDREN AND CALL THEM MY CHILD WHEN HE GETS A GOOD JOB.

      Men in position of power do not force women into their beds. Women go of their own free will. As long as the women are of age and consent to sex let them take what they get.

    It is true that some ‘men’ are not fathers but are just ‘sperm donors’. They run away from their responsibilities and leave the burden of raising the child on the mother. That is a shame.
    On the other hand some women know the kind of men they are yet they still allow them to ‘give’ them children.
    Make these men pay for child support at least, if they do not want to be a part of the child upbringing. Make the law so the courts, or other authorities can tap into their income if they refuse to pay. It is long over due.

    I agree with this law, but i wish to stress that a much closer look MUST be given to some mothers, cause I am one for sure that will use this law to cause my child mother to take up her responsibility. I am not in Dominica, my child lives with my mother, and I hear my child by phone twice a day, the mother who is in Dominica speaks to the child if she is lucky maybe once a month. And that’s just a tip of the iceberg.

    Hope this law is not a FATHER’S LAW, but deals with both.

      i am in total agreement with you! too many times it is stressed and over stressed that fathers dont support their kids yet when the opportunity arises for them to the court themselves cast a blind eye to the plight of the father who is dying to be withhis child and favours the mother becuz ” full custody is with the mother” where the hell dat came from? seriously? u and i have a daughter, as she is born i am no longer have as much right as the mother? sadly this is crippling society becuause 99.5% of prisoners up at stockfarm had no father figure growing up!

    Okay so what if a girl get pregnant on a one night stand. The guy then says I do not want the child, or want you to have my child. She then goes ahead and has the child, why should he be held responsible?

      He needs to be more responsible. If you don’t want a kid don’t go in without protection. I can’t expect anything better from him anyway- he had unprotected sex during a one night stand he was an irresponsible man to begin with… now why kill a child because of this.. let him pay! She was irresponsible too BUT at least she is doing the responsible thing- preserve life and deal with the consequences of her action.
