The construction of a new state-of-the-art library for Dominica is on the cards.

Education Minister Petter Saint Jean, said designs for the new structure have already been formulated and funding is being sought.

He told a ceremony in Grand Bay to officially commence Library Week in Dominica on Monday that the library currently being used in Roseau is outdated.

“Everyone is aware that we have the old library in Roseau which has been around for hundreds of years,” he said. “We recognize that there is need for updating and augmenting the stock of books and resource material that we have at the library. Government has taken a decision to construct a brand new state of the art library.”

According to Saint Jean, government anticipates that within the shortest possible time Dominica will have a brand new modern library, one “that will magnetize the students. Whether you want to go to the library or not, you will be drawn into that library”.

I hope the government would put as much concideration to the very neady Hospital we have there like this so call state of the art Library. Why dont the make the hospital a state of the art one for the for the ill.

The thumbsdowners to an electronic future are those Dominicans that love to see concrete. Dont give the hospital equipment and more trained nurses and doctors, for example, because who can see that? NO! CONCRETE!

Hopefully that level of niggeritis will be ignored IF the new library every happenes.

The suggestion on allocating significantly to electronic advancement as opposed to useless concrete is brilliant! Heartwarming that we have that level of think tank on the island. It’s brightened my day!

Some of the persons complaining here, I wonder if they actually read or check out items at the libraries on island.

What do we consider as a “State of the Art” library? If the new library is going to concentrate on books in the traditional sense it is destined to fail before it begins. Some of us are die hard hardcopy books, but the newer generation are not that into it. Books are more interactive and digital. I am not saying that actual paper will be entirely replaced but lets look at it. Novels are now mostly digital, with kindle and nook selling millions. 1 kindle is able to hold as many books as the whole library can. we save space. The library would be more useful if it contained research papers, laws, archive of newspapers, you know the type of things that one may not be able to find on their kindle. There are some libraries which enable the sharing of digital books.

For now we view this State of the Art library with ordinary books, on the surface. There may be more to it when it is completed. Let us wait and see. In addition, I consider there will always be those who prefer books to digital, electronic ones.

Again Dominica, history and culture is the identity of a people. That’s what makes you whole. It gives you something to always hold on to. Now whey in the world would you went to demolish a piece of your history. Also, that’s what draws people to your island and gives your children a sense of purpose. Portsmouth, please keep your culture. I love Portsmouth because it is so genuine.

If you reside abroad, when last you went to a library? Some of them are old structures but considered State of the Art libraries. Even in big countries, some buildings as also libraries are renovated and the structures are retained for they are considered historical sites.
Some people go to the library to read the newspapers for free; those that are purchased. There are areas where they could sit, read and study. Books, disks, CD’s, DVD’s etc., can be borrowed. Those who do not own a computer could go to the library and use a computer also for personal matters. They operate according to modern times. I do think this is what the authorities have in mind for the State of the Art Roseau Library and probably more. We only hope the old structure will be retained.

This building is a part of my childhood-a place I frequented as a child. It is also historical. I dont think it should just be torn down but upgraded and used as an e-library as well as one with physical books and up -to -date resource material.

Perhaps an expansion on the original building to house an e-center and then just fix up the original one:(the floor maybe-change the wood into concrete), repaint it, let one of out local artist paint a nice historical mural on it, bring in some new resource material and put up a prominent sign identifying the public library. I think that would be cool.

I am all for development but let us preserve our history in the process. We don’t have to tear down every old buiding -just maintain and preserve.

It is because we add historical value to every single thing in Dominica that’s why the city so ancient. I liked the idea of the historical square in the town, everywhere else should be modernized. Modern touches are not just a thing of beauty but they also allow us to optimize space, efficiency etc. Keeping everything which is old as relevant is like keeping all our roads as garden tracks.

Instead of building a new “state of the art” library, why not upholster the one we already have. This building is historical and should be preserved. It would be really sad if they just tear it down. Newer is not always better.

When it is completed it should also be a tourist cite. The Roseau library structure is a beautiful one. It should be recognized as a historical cite which should remain as is.
It should be kept. Please do not tear it down. Re-build it in such a manner that this beauty is retained. I love the spacious veranda. It is also an extra area to read and also to relax.
Happy memories. I recall those school days and after I left school when I would go to the library and borrow books to read. It was also somewhere to go to and a meeting place. :)
The most peaceful place where people work and visit in DA is the library. I hope it is still that way. :)

I am going to recommend that the Olympics Committee add “Jumping to Conclusions” as an Olympic event. I am sure Dominica would easily cop Gold Silver and Bronze. I read the DNO report above 3 times and nowhere did I see it mentioned that the current library building would be demolished. So how do you pseudo architecture buffs decide there is need to stir up strife to “save” a building?

I saw that persons who suggested an electronic library have been getting thumbs downs so I am expecting the same. If we sit here and think that physical books are things of the future we just fooling ourselves. I love the feel of moving pages, dont get me wrong, but they are no longer that relevant. Refurbishing the current library and adapting it for the digital world may just be a better way forward. I see the library being good for archiving, old papers and other books, thesis or magazines but if we continue telling ourselves that our children are going there to read books, we fooling ourselves. It takes you seconds to get a new book on amazon, how long will it take to get here?

We need to move away from physical structures into the technological highways. We should build for the future and stop seeking other people monies to help us build what we should be doing for ourselves. A library is a good idea but we should move away from the traditional concept of books in a building into repositories of information that is in the homes of each citizen. Lets be futuristic and envision new platform for accessing information.

Why not have both? Your idea would do away with evething that has gone before . What about world famous musea like the Smithsonian, the Louvre, the Brisish Museum? Nostalgia is a great human remedy for the soul and an anchor to our past and heritage. Why not restore the old library as a lasting reminder, and use it as a tourist reception centre for example so it can earn its keep.

That is what is wrong with the world or some people of the world. They say technology will make our life easier but it has made our life harder, unhappier, more expensive, less godly and friendly. Are we better off and financially so?
The prediction is, when God decides to purge the world, He will first destroy the financial core districts and then get rid of all the technology which sap our minds. Stay tuned. Food for thought.

What is wrong with your mind? Does everyone have e-libraries and e-books, etc.? Will they all welcome them? Every country of the world has libraries.
Frankly, I would prefer reading books. I am certain so do many others. Did it ever dawn on you that not everyone is interested in these technologies which cost money to purchase and subscribe to. It is an era with the high cost of everything which is also escalating that people are trying to cut costs and to save.
Age should bring reason. Keep spending your money on them, every gadget that comes out on the market and see how much you will save and how broke you will get in time. Do manufacturers and retailers care about your pocket and how much money you could spend?
The majority, children and adults will be better off with a library and reading real books rather than e-books. Furthermore, tell me what type of e-books do you read? As TV programs, there are hardly ever any morally, spiritually uplifting and enhancing books/programs. They bore some people as I. It is high time to return to them.

      May 15, 2013

Both is a good idea but the focus should be on taking the library to the people. Before people had to go to the library and mostly students and researchers would make maximum use of its resources but with the use of technology we can bring the library into the homes of everyone so that the space occupied can be improved to compliment some other function. Strategic thinking should go into this and those who know better could see how we can improve the use of our scarce resources to obtain maximum benefit. Lets move away from structural buildings to elegant minds and help people look at things outside the closed box.

Are you aware that there are “mobile libraries” in Toronto and no doubt elsewhere in progressive countries? They go to the people. The trucks park in a shopping centre or relevant spot. However, there are still libraries where people could go to and if they wish to do research on certain matters. If today, Dominica does not have this convenience, probably someday.

I have not long completed a degree at the University of Kent and found that the library there was pivitol to the success of many students. As to the e-library suggested by some people, most journals have to be subscribed to and that could be done by the new library so that everyone could benifit from it assuming that a computer hall is part of the new facility.

Please do not tear down that old building as was the case with the old State House. This is a very important architectural structure of the island. Do not demolish the old library building please. I have some idea and I am willing to share.

That old building that DBS once used as a sales office should also be salvaged and that entire area could be developed as a unique center for the advancement of the traditional arts. I hope someone listens. I hope that my good friend (the good doctor) supports my pleas. As was done to the Cabrits in the north, let us preserve this unique spot in on the South West.

Oh my. How people go off on a tangent without having the facts!

The minister should have elaborated. Also the Library is also just over ONE hundred years old (1906)not “Hundreds”. I am on the library advisory committee and I can inform you that the old library is NOT going to be demolished. The existing framework will remain and the inside will be turned into a small theatre and lecture hall. The new Library will be a new building between the old library and the Victoria Memorial Building.

The library service is not just about that building. There is also the Documentation Centre and the National Archives on Kennedy Avenue. Those who talk about e-research etc. All very well for those who have such facilities at home but there are many who need a learning and study space and the library is heavily used for this purpose also.

The old State House has NOT been demolished. Since the 1990s the roof has been leaking because of the old multi valley construction. This has been changed to one big roof, allowing for an open plan design without pillars. This former Government House/State House is still there as the largest conference space in Dominica.

      • R J Charles
        May 15, 2013

I am pleased to learn that the existing building will not be demolished as it has significant historical and architectural value.

Having said that, I trust that the new library will be able to incorporate some of the current technology available for such institutions. Today’s library must be more than a mere repository of books for reference and circulation. E-books, audio books, videos and electronic access are no longer considered frills and must be seen as vital if the library is to maintain its relevance and provide a welcoming place of learning.

There is little doubt that the current library building is deficient in several areas. And so news of a new facility must be music to the ears of staff and library patrons alike. They know that resources are scarce yet they expect that the library advisory committee and others involved in the planning of the proposed facility will work very diligently to obtain the required funding.

Personally, I have confidence that the new/other/adjoining structure will be a beautiful sight to behold.
With you, Lennox, a historian who is on the committee we can rest assured that you will be extremely helpful in this new project of retaining the old library structure. Note the Cabrits of all. You are an asset to Dominica for keeping its history intact. You are greatly appreciated. God bless you for that.

The premise of my post, that the old State House was demolished is wrong and as as such my discussion is flawed.

It is always the contributor’s responsibility to ensure that what ever is documented Should must be grounded in facts and I was corrected on the issue of the demolition of the old state house. In fact, the edifice still stands. I say so on the authority of a high placed official that i can trust.

I therefore, retract my statements and ask that what ever unsettling my comments may have caused or done be forgiven.

I am also happy to learn that the old library building will remain intact and that the same will be used in the best interest of the youth and future generations of Dominicans and visitors alike.

I should have done my usual due deligence before commenting and I assure my many followers that my contribution was well-intentioned. I also ask the people with information should provide such information to the people on a timely manner, if not, things like can keep reoccurring.

Makes sense about the new lacation and more accesability. However, am also of the view that a brand new library should also take into consideration the availability of parking. Locating this new facility right in the heart of Roseau would not help this cause. Regardless of where it is eventually sited however, it is a great initiative.

I don’t know that building a new library to keep up with the Jones is the way to go, especially with money that you don’t have.
Without the school students, the library would not have much of a population utilizing it unfortunately.
The current library does have some old time character and there could be an annex added which would hopefully have better internet service and copy machine availability and would cost less money.

The Carnegie library in Roseau dates from 1905 so it is “only” 108 yrs. old but trust a politician to exaggerate. Maybe it looks older because of the neglect in maintaining it. The question is, where will the new library be located. I doubt it will be the same spot where it is now as that land is already being eyed by other interested parties. In that case, let those parties finance the new construction since they stand to benefit from the dismantling of the existing one, which has been around for “hundreds of years” according to Hon. St.jean

News about that project, more of a promise has been in the news for a while now. Government has announced, for a while now, that the government of Azerbaijan has committed to funding the project and that plans for the state of the art facility had been drawn up and reviews of the same were already completed and accepted by the funding state. Progress however seem to be very slow. Why Mr. Minister? When I saw the heading I thought that the construction contract had already been signed and that construction would start soon. Unfortunately, the Hon.Minister only repeated what has already been said more than a year ago. My advice would be that the Minister remain quiet on that project untill a contract for construction works has been signed. After more than a year, the project is still in the promise stage.

I KNOW ALL YOU love to mash things down in dominica already. we have to recognize and respect our heritage tourism. And while it is good to build a new library please don’t destroy the old one. There is nuff space to build a new one and also to restore the other historical site in the library yard ; the place house near the DBS radio.

ATHIE AND LENNOX HONEYCHURCH AND WILTSHIRE please talk to dem.

DNO why are you giving such an empty statement mileage?

No designs yet. No funding yet but big headline? Every administration talks about a new state of the art library. Every one.

When DLP actually finds the funding and can state the amount and name the agency and have a representative from that agency confirm such funding surely that’s when you provide a headline?

    Slow news day?

I just visited Dominica and saw the new state palace and i noticed that the beautiful palace was across the street from an old outdated library. My thoughts were that exactly. A new/ updated library.

With the new library shouold have computers so that students can do their research at the library. Also a couple study rooms so students can do their group projects etc…

Hmmmm that sounds like an extempo speech. No details like location, size, resources to be made available, these people normally brag about these things – just that designs have been formulated – hmm i not drinking that pill

great news indeed! But please dont demolish the current building. That building has historical significance for d/a. Please find a way to update it and potentially add on to it.

“said designs for the new structure have already been formulated and funding is being sought.”

Here we go again: It seems as if everything we wish to accomplish in our country that involves money we have to crawl on our belly at the feet of some donor, or lending institution to get a handout.

If you have a design, and funding is being sought, what is the point of talking about it, when you do not have a dime or one Dominica cent to build it.

If we had the money, that money should already be allocated, be in place ready to be spent, if money is being sort you have no certainty that your library will ever be built, because a loan may never be found.

Hear, hear. Hon. St.Jean a lot of noise but where can we see the new design? If it is to be a public building shouldn’t the public be invited to at least see the design?
