Student expresses dissatisfaction with Ministry of Education

I am writing to express my dissatisfaction with the officials of the Ministry of Education who are responsible for the approval and processing of tuition fees.  Like many students, I was given a letter  (Nov 2009) promising a renewable specified amount towards my studies providing I maintain satisfactory grades.  To date, no payment has been made.

My prime concern is not the non-payment of fees but the failure by the Ministry to maintain communication and to show concern.

From last year May to now, I sent several emails of which only three were responded to. Calls were also made to an official at the Ministry who responded like she was not interested in anything that I had to say.

When I sought an explanation as to why fees were not paid, all she said was, “Oh we don’t have money.”   Additionally, the same official did not respond to emails sent to her by the University requesting that an updated letter confirming its commitment be prepared and faxed/emailed.

To compound the matter, I requested from the Ministry of Education the two percent education loan since it was having problems making prompt payment.  I was told to apply and I was denied the loan.  Yes I was denied the loan!!!

This therefore leaves me to wonder what is really going on in the Ministry of Education.  Isn’t the budget reviewed each year so that the Ministry would be able to commit to its expenses based on monies allocated to it?  Or are fees being paid for friends of friends while others are left behind? Is there lack of communication within that department because while one person says next month the other says she does not know when? Or is there a controversy between the Prime Minister’s vision for a graduate in every household and the officials who work at the Ministry of Education?  Clearly there is some disconnection between the two.

Some persons may say why depend on the Ministry of Education instead of taking a loan. Well, let me say that we all try to make use of the opportunities and avenues which are available to us.  While there are those who have the collateral to obtain funding for their studies, some of us need assistance.  Many students send in letters seeking assistance but we do not force the government to assist us.  If it can’t, then it should be frank and say NO.  There should not be any promises made which violates the principle of promissory estoppel.

I am therefore calling on the Ministry of Education and the Government of Dominica to show concern for the students who are sent abroad on the promise that their fees will be taken care of.

    I can empathise with the writer. In October of 2009 (election year!!) I was promised five thousand ($5000.00) Eastern Caribbean Dollars to assist me in completing a MSc programme which costs 8799 POUNDS STERLING. To date, I have paid twenty three thousand three hundred and fifty five ($23, 355.00)Eastern Caribbean dollars towards this course and I am still WAITING on the Ministry to assist me with the five thousand. I am not asking for scholarship, I am simply asking for some financial assistance. I know there are other persons who get more than five thousand dollars with ease!!!

    This is a serious matter because I too was in that situation…A letter was sent to my college stating the Government was responsible for my tuitions etc. Next thing I know I’m being ask to leave because 2 terms had passed and gov’tment never paid a dollar. I was told the only reason I wasn’t ask sooner because I was top of my class and class representative…but that is such an embrassing situation….my professors still asked me to attend classes on a down low but at the end of the day when we D/cans go abroad to study we excel…we know what it is to work hard…we don’t take the opportunity for granted so the government shouldn’t embrass us like that.I mean come on!

    There are countless students with that problem, believe me, NOTHING WILL BE DONE. Maybe we should form a group and campaign and call names and mud-sling–maybe that will get us some attention…
    Like the rest of us, you should explore alternative routes and if you’re like me with none and no collateral, then start from scratch and keep hope alive. We all know that without a degree we’re all going to end up at the bottom of the barrel.
    So fight your way child and see what you can do for yourself, eh.
    And thoe people who have their degrees securely fastened to their walls and have so many negative things to say about the struggling students wih ambition and dreams: talk is cheap.

    Anyone should be free to choose what college he wans to go to.The Govt. should assist in the best way it can. The govt. needs also to look at the students performance. Ensure that it is not wasting money.
    We need to invest in educating our young people in particular.

      while this may be true, its not fair for the govt to pay tuition for someone who chooses to study medicine in oxford or Cambridge while the govt get free scholarships to other places……..i understand the writer’s plight, i can identify with it, but at the same time we have to be realistic!
      there are universities that are way more expensive than others….and the possibilities of these persons coming back are very slim so lets be realistic!

    It is not the responsibility of the Ministry of Education (Government) to provide financing for university education for every child wishing to study abroad. They try to help as many students as they can; however, the resources are limited. Remember the old saying “God helps them that help themselves”.

    You should say “thank God” for the assistance you have received and try to orgainise alternate financing. Some of us have not received a single dollar from the Ministry of Education and still find a way to attend University. Hard work and determination will see you through.

      This is no reason to send them out there on scholarships that are not paid for when they may not be able to come up with the financiing even if theywork hard, so you make no sense! If you cant pay for their tuition is better they know upfront first and make the decision to go or not go rather than sending them and leaving them cranana!!! and thats the point we are trying to make!!!

    Helloooooo some of us put the strain on us. The government offers scholarship to china, venezuela, mexico, morocco and cuba, but many of us want our children to go AMERICA and when we cannot pay we expect government to pay for us. those who study in those places have not got the big loan hanging on their head, been there know what it is like.

      there are some people who do not want to go to Cuba and Venezuela and China, just because government offering it, doesn’t mean its the only thing available, i thought being an individual was about having a choice. If the Ministry of Education isn’t paying the turtion, its not anything new, Ministers and them make speeches and promise to pay people tuitions without asking whether there’s any money in the budget for that. I know people that work there, thats what happens.

      Many students send in letters seeking assistance but we do not force the government to assist us. If it can’t, then it should be frank and say NO.

      I have to agree that too many Dominicans who can ill-afford a US education want to run America just for them to stay there as if life there is so much better. Go get a degree in Venezuela, Cuba, Russia or China, even Mexico. I have my non- US degree which was fully funded by the government of that country and now I don’t have a dollar in student loan on my name. Stop pursuing the American degrees and sort all you selves out.

    As a parent, I was humiliated by a certain individual in the Ministry of Education.Somehow I take comfort in knowing that I am not alone, contrary to what the individual said to me to have me believe that I was the only one who kept querying on behalf of my child. I am ready to hire a lawyer and I have good grounds to do so.

      Why some persons may believe that no contract was signed they failed to realise that the letter given on paper with the Ministry of Education seal is bonding and therefore makes it a contract. This case could stand in any court of law and win. But i am skeptical about our law system here in Dominica

    I really believe the PM had the best of intentions. He cannot sit in Education ministry and monitor the service there..that is why there are supervisors in that dept.

    The govt is just stretched too thin trying to keep promises to Dominica. I think its best they help a few at a time rather than give scant assistance to many. If a student has housing money but no tuition money or vice versa, it’s as bad as having no money at all.

    as for the loan. some work needs to be done as far as how this programme is presented to students. there is a board which determines how much each student gets. I am at a loss as to how this is determined.

    I too have niece i the same situation . one more semister and she should be done. with excellent grades too. one person from Min of Edu says your reguest has been approved another says there is no more money. Some people can just go in and see Mr. PM and money is approved next day. This particular child has to return home and dont know how and when she will be able to afford to go back to complete. Mr. mininister look after those who are willing and unable not those who has the last names and able.

    Well said! It is high time that this be addressed. They doing like fathers who don’t assist their children financially… All they want to say is “I have a yout wi”…and not doing jack squat for the child. So the Government want to say they have how many students overseas and they assisting them …..PLEASE! Actions speak louder than words. I thought education meant much more to the Government than that….

    The writer of this article is right on Q. So many of us are in this situation right now, it is a travesty.
    As a matter of fact, some of us have given up trying to acquire the funds promised. Some of us have been bonded for years, so many years beyond what the Government has done or claim they will do. Ministry is quick to make you sign bonds, because it is an enslavement of the very people who have given years and years of service to the country. Who would think that a hardworking civil servant who seeks to get better qualified, totally committed to Dominica would be treated like they are begging for bread by very government who is their employer?
    Well is that self. If I begin to talk about these people, I will probably be told, “You are fired” even before I return Dominica. So, let me stop here.
    But I will say: “A promise is a comfort to a fool” and so are the many promissory letters which carry no weight in those universities abroad. When you go to those offices to present the letters, the people looks at it, and just laugh..and say “that means nothing.” – Why? Because it comes from Dominican Government. Case closed. Good grades, student thriftiness, college involvement, family kindness and sacrifice = survival to complete degree. Like someone else said: “This too shall pass…& I will add – Time go tell…”

    The Minister for Education should address this matter with the same haste and energy as his condemnation of the statement made by David Bruney at the Citizen’s Forum in Layou recently. It appears that other students are having the same frustrating experiences and this portrayal defeats the purpose of Governments’s platform on higher education.

    Maybe most of these foreign funded scholarships should be in cash and not in-kind and should be given to students who have been accepted or enrolled at UWI or DSC and need financial aid. This complaint, if true, is very embarrasing for the Government and for the student, who might be feeling as if stranded on a rock.

I HAVE A VERY CLOSE RELATIVE IN A PARTICULAR UNIVERSITY WHO HAS HAD THE SAME PROBLEM.GOVERNMENT AND THAT SAME INCOMPETENT MINISTRY GAVE THE INDEVEDUAL THE OK,AND AFTER ONE YEAR OF STUDY WAS FORCED TO FEND FOR THEMSELF IN AMERICA. IS THE MERCY OF GOD AND OTHER FAMILY INCLUDING MYSELF WHO HAD TO COME TO THE RESCUE.     Wow… with the free economic movement of OECS nationals, I have been browsing the newspapers of the six territories just to get a feel of life in my sister countries. This letter and the comments made under it are saddening. I have visited Dominica (as a tourist) and loved the place as it reminded me of St. Lucia of long ago. But I realize now that Dominica is undeveloped in its citizens’ mindsets as well. We all have issues with civil servants’ behaviour as the job itself is entrenched in beareaucracy, but the level to which you are describing the behaviour of these office workers is appaling! I am a teacher and have had to deal with the Ministry of Education in St. Lucia and have experienced nothing like this! I do hope that affected persons can band together and protest this situation so that things may change for the better in Dominica. Further, I hope that persons who study abroad do not follow the trend of not returning to their home island, or the region, perhaps, because apparently there is a huge want of more professionals in the country. Let us not allow a few ignorant persons to decide our destiny to improve our island nations for a stronger region.

    Remember the promise, a college graduate in every household by the year 20?!!!! Words, easier said than done. It is little wonder that when some students excel while away pursuing their studies they do not return home as their financial needs are not met. Their academic performance helps them to secure monetary asssistance (in the form of grants/scholarships) from the university where they are studying and they even go on to do post graduate work. Upon graduation, there is no desire to return home, where we are in dire need of those trained graduates. Can we blame them? We can fool some of the people some of the time, but can’t fool all of the people all of the time.

    It is very embarrassing that our Prime Minister is not standing behind his promise of wanting each household to have a graduate. However, the bigger embarrassment is is for the students who are abroad and are being asked to leave their classes and to surrender their room key and ID to to the premises until payment have been made.

      Well it is not the Prime Ministers fault when the problem lies in the ability of the person in the Ministry to execut their job. The Government has 3 branches the adminstrative branch, public service branch and the Citizens…Its a situation wherer a decree is given by the government and the persons in the public service (eg Ministry of Education) are lapse…I can accociate with what the student is say because i am going through the same thing and i can tell you…youu walk in the receptionist at the front rolls her eyes for you, those on the side talking about somebody at the back. Then the person dealing with preparing the process walks around aimlessly…I do not see the PM or his VISION dere i see lazy staff that don’t pull their weight as the public service branch of government….

    I applaud whoever is the mastermind behind the letter!!

    It is A SHAME to speak of some of the ministry officials, especially some of the female workers. THEY LITERALLY show in their tone of voice, and the words they use that they do not care! I am a victim as well. I sent in my letter for continued assistance as I was told to and at the time I understand i was a bit late. HOWEVER, NOT ONE OF THEM that have the files on hand would take their work seriously and contact you about ANYTHING! They DON’T! They never even informed me about such loan. Up till this day not one of the officials at the Ministry of Education made a move with my files…WELL THEN MY FILES AND MY INFORMATION IS NOT AN ORNAMENT TO SIT ON NO BODY’S TV RACK NEITHER THEIR CENTER TABLE!!! I WANT allllllllll my files back to me because I will be coming for it! I can’t believe these people!

    You speak to them nicely they upset and aggravate the **** out of you, then you get pissed. They turn around and pretend you’re the angry caller that getting on, on the phone! GIVE ME A BREAK! If you know you cannot assist a person just simply say

    “NO – We do not have the resources right now or anytime soon, The government is under tight pressure financially and we could only support a few. However, we will see to it that your information on file is kept for the next cycle and we contact you as soon as word comes in that resources are available for another group the following year!”

    IS THAT SO DAMN HARD TO DO!! just pretend all u can help people children, send them away and not to pay their fees when the time calls. pay late and think all you own the Schools abroad! THEN DOMINICAN STUDENTS DO NOT COME BACK AND YOU WONDER WHY?? ….wouldn’t you feel abandoned that your family have to run and see what they can do for you?? WOULDN’T YOU…You people just make me SICK!!!!

    What I am not understanding is why every six months or so you hear of students leaving to study abroad on government scholarships and those people like the writer of this article tuition isn’t paid. Why add to the debt? Pay off the tuition students who are already abroad, stabilize the finances ad then send another group of students. Seems simple to me.

    My advice to these students who need financial assistance from the ministry of education is to visit the labour party office and get the party stamp on your letter. , then get ready to go to GIS where will have you say yhank god to skerrit on tape to play on GIS. if you not prepared to that, forget it. cuz it is even more humiliating as a female to go up the financial centre….

    Some of these female employees in the ministry of education are the MOST UNPROFESSIONAL I have ever encountered!! They behave like you are interrupting their personal time and are no longer civil servants. RUDE is a gross understatement to describe their attitudes. This is only an extension of the horrible customer service environment in the country. Wonder why we can’t seem to attract more long-term, viable and sustaining investment in Dominica??? This is why, THE PEOPLE!

      I agree with you, no customer service, communication and interpersonal skills, as a matter of fact when on call any government office for information or ask to talk to an employee the women answer the phone angry. raising their voices, many of them lack the skills needed, some of them live their homes and come to work with their personal issues only to vent on citizens calling for infor and needing assistance, lack of training/professional development, the students are not the only one being treated this way, i know of someone who call the housing division long distance and the way this person was spoken to by a female employee, this was uncalled for, only in dominica, employees are being fired oversees for this type of behavior,

    Without knowing all the details of this student’s situation, it would appear that there are some serious deficiencies in how the Ministry of Education is communicating with students.

    Maybe there should be one person assigned to students who are studying abroad. That person would be the point of contact for the students, having information on funding, and communicating with the universities abroad with matters pertaining to finances.

    This is not the first time that a student has written publicly about difficulties with getting the finances from the Ministry, which means this is a problem.

    Students who are abroad are having a difficult time adjusting to life abroad, to being students in a foreign country, probably studying in a foreign language. They should not have to worry about fees not being paid.

    If the government is unable to meet the financial commitment of having one college graduate in each household, what about reaching out for help. Maybe some Dominicans either at home or abroad may be willing to partially sponsor a student. Maybe $25 or $50US as a monthly stipend to go toward personal hygiene items. Something similar to how people sponsor needy children from third world countries.

    No need for a third party. The person who is interested in becoming a sponsor has direct contact with the student and arranges to send the money to the student. The sponsor could serve as a mentor, encouraging the student, coaching, providing guidance, etc. I think that there are sufficient Dominicans who themselves have gone through a foreign education system who can empathize with these international students who would be willing to assist.

    Again, government cannot do everything. We as a people need to step up to the plate sometimes and invest in our country by investing in our young people who will one day return to build our country.

    We are being led by a sweet talking gov, but when it comes to real action they are nowhere to be seen. I know alot of people is blinded by there bias towards which side they associate with, but is time to open our eyes..

    Your concern is one that’s shared by many. I understand exactly how you feel. This is an extreme continuous failure for that sector of government – The Ministry of Education. Many students are affected because of the lack of concern by this department. In addition to the iffy responses you are given, proper communication is definitely an issue. This ministry needs to understand the importance of its role in the country. **very good article**

    Oh that letter is very much perfect. evrything said in that letter is right on Q. Many persons worte letter to the Government for assistance at school and have not even gotten a response. Not even an email saying that they cannot assist. I have walked up and down ministry steps, sending letters to the prime minister and ministry of education, calls have been made. but everytime i go der, they tell me the same thing no money. and thats it. The secretary even acting like she have issues wit you and getting angry wen u come and ask her the question.Their favourite cote”yes mam, no mam. This sounds so unprofesional. Too many students are being left behind and the government make persons believe that they are assisting students. but in truth and in fact they are only assisting their friend and friends friend. Finally someone have spoken out. more persons need to ndo so.everyone have a right to speak out. so to the more fortunate ones, please dont think that the less fortunate ones not supose to ask for assistance. if they not supose to do so, use your money to sponsor a child.Great letter .

    This people don’t even care about peoples children they are not checking up on peoples children. And about the not replying to the emails vibes i can agree to that cuz i am having the same problem. I already to tell them people hold there bloody scholarship.

    OMG i cant believe this something is wrong somewhere oh how i feel this persons pain. i guess after reading this story i sould stop complain about the 100ec ever other month the ministry of education is sending to the new set of students that are in morrocco. I mean come if the government cant maintain peoples children they have sent so bloody far why do they keep doing it. A promise is a comfort to a fool but would they make a promise and not keep it we are talking about peoples educations and lifes here. The government needs to step up his game cuz right now this is bullshit. They can’t sustain people’s children but yet they have advertisement outside for more children to apply.

      I guess you not having any tuition, boarding and food to pay for is nothing. I think you can at least try to maintain yourself while on the scholarship.

    OMG i feel this persons pain and i was complaining when i found out that the ministry of education was sending the new set of students in morrocco 100ec every other month. i mean if there is not enough money to sustain peoples children that they have sent to far far places why do they continue to send us so far. i sure could have stayed at my home and be happy than to be in this far nasty racist bullshit place seeing misery. Contracts were signed we were just sent here. No one is doing reveiws to find out what is going on but yet there is request for persons to apply.     Trust me my friend this is not anything new especially when it comes to the education ministry, If you had a famous last name or was openly supporting what every party is n power then your chances would be great. Not to mention if your family was friends with whoever responsible with this aspect of the ministry responsibility.I know people that try time and time again to get ministry to help them and though they had great grades they were denied.yet at the same time they send people away that had way worse grades but they family were strong supporters.

    So trust me grades matter but not as mush as who u know and who u support.

    Let me first thoroughly commend you on a beautifully written article. It would be a great pity to not support certain Dominican students like yourself who are obviously highly intelligent and wanting to succeed. You and many like you are going to excell by your own wits and then when you do not return home and remain abroad those same uncaring Dominicans will want to criticize your behavior as unpatriotic which seems to be another word for Diaspora. Anyway, that being said I wish you all the best and hope that the Governmental bodies see fit to invest in education for all not only the ones with whom they have personal & sometimes romantic liasons.
