UPDATE: DFC Executive Director abruptly resigns

Recently-appointed Executive Director of the Dominica Festivals Committee (DFC), Claudine Springer, has tendered her resignation, with immediate effect on Friday morning.

Claudine Springer, from St. Lucia, took the position in June, about three years after the DFC was left without an Executive Director following the resignation of Natalie Clarke.

Springer’s first major task was the 2016 World Creole Music Festival.

In an interview with Dominica News Online, on Friday, Springer said that she is part of the private sector, and the post requires an individual from the public sector.

“I am from the private sector, and the way that things are done in the private sector, are vastly different from the way that things are done in the public sector…” she explained. “The office requires somebody from the public sector because there is a lot more that goes on with it than just the festival side.”

Springer, who is a publicist by trade, also coordinates events but stated that she thinks she was not fit for the job.

“This job, kind of required me melding the two, and I thought I could do it, but for me, when I’m doing an event, I want my focus to be on the nitty gritty of the event, and there a lot of moving parts that are involved in having a public sector office…” she elaborated. “I just didn’t want to do some of the things I had to do as part of my job. It didn’t make me happy.”

She stressed that her resignation was a personal decision towards preserving her happiness and that no fault lies with the DFC or Discover Dominica Authority (DDA).

“Am I happy doing all the paper-pushing and what not? No…When I did an examination, it’s not a deficiency on DFC’s part or DDA’s part. I just think that I’m not a right fit here, that somebody else will be a better fit,” she noted.

Springer added, “I love Dominica, and I will be back. This changes nothing about the love that I have for Dominica. I just made a decision for me.”

    Second guessing and micromanagement from the top down is stifling the development of Dominica. I would not invest a single cent in my country right now.

    This is a tough slog for anyone to maneuver successfully. It requires a level of tact that is almost impossible to command, especially where inept and corrupt governance is the focal point of this current administration. After so many years of hosting this festival, we should have diversified the location by now.
    Portsmouth should be included as part of the venue to help generate economic outputs in that part of the island. To that end, it’s also time to start thinking of building an indoor facility large enough to accommodate large numbers of people, due to our high annual rainfall. Prior to hurricane Erika, the roads leading to the Northern part of the island were in great shape. I see no reason why this did not transpire.

    After reading those comments it pains me to Learn that everything wrong points back to bad governing both by the elected politicians and secondly by the so called interlectuals who are put in place to run or control what ever project they have been placed in charge off. Now this is BAD that our people some of them University Grads and professors with a higher education than the majority of the population can do so bad to let the less educated than them see through that nothing good comes from them, the leaders of the country and that they put self FIRST.
    When the history is written how would they feel when their Children will see in the books how their PARENTS RAPED the Country and people of their wealth and PRIDE. What would they say to their Children,these oppressors, remember they all will not be dead unless they take their own lives than answer to their children.

    I listened to the young lady acceptance speech on the job and she was full of promise, zeal , enthusiasm, and confidence for events tourism inDominica including the up coming Creole Festival that it is really shocking to be reading of her sudden decision. The vague reasons example, ‘ may not be the best person for the job? Need a public servant ? There are lot of moving parts that infringes on the nitty gritty of the job which I will not be happy doing? Man that says a lot without giving going into detail. My take is after 20 years of doing this thing especially under the last 16 years under Labour we still can’t get it right. All other festivals around us are growing from strength to strength St.Lucia jazz, St.Kitts Music Festival for example while ours is stuck in the mud like everything else. No innovation, no creativity, no professionalism we are just to easily satisfied with a sewo perpetuated by this lazy government. Idiots rule it seem.

    I cannot just sit by and see those posts and not give my two cents. Take it from someone who knows much more. People do your investigating and find out really why a resignation was tendered. Was it voluntary? or was it an ultimatum?? You would be surprised. Pretty faces do not always carry pretty work ethics and honesty. And in Dominica you can do anything in the dark but others will always find out your deepest dark secrets.

    I support her 100%. There is no point just hanging there for the sake of a salary. Except for a part time gig I had at a public sector institution while I was at school, I have always worked in the private sector. I don’t think I would survive a week working for government. Too much dilly dallying and not enough flexibility to get things done efficiently.

Some of those statements I am reading are clearly from those who wanted thier personnal agenda fulfilled by the young lady before she even started the job. You know yourselves! Those who gave her the full stories on individuals she did not even know – you all wanted your way. Your agenda was not complete all you vex. Find out the true reasons before all you condemn, please. Festivals Commission comes under Discover Dominica and is a government body. Is government that was paying her salary.

    I can identify and attest to some things sweet she may have not mentioned,but can read between the lines as i’ve got proof of what these rogues posing as government.     Best of luck to you, you have the enthusiasm, knowledge and skills to do that job but you never realized how much the politicians micro manage every decision. Every decision has to be run through the political filter and this prevents any private sector person being able to perform. Also I guess you never realized how entrenched the people are and how there is little room for changes and improvement. This is the way it is done and this is the way it shall always be done.     Shamefully our authorities have once again put on their shoes before their socks. We Dominicans like to respond emotionally too much, wait and listen there is more in the motar than the pestle.
    One of our fundamental problem, we cannot take change. We are an inflexible people, a cowardly people , a myopic people. Somebody, that’s “important enough” needs to step to the podium, clear their politically correct throat and answer some questions.

Go to sweet St. Lucia and have some fun and let the dictator find someone he can dictate to. As a replacement I strongly suggest they hire either Alix Boyd Knight or Kamala John Baptist, since they are both are over qualified and have the required skills to work with the dictator

  27. Normally Dominica is a place, when you are told ” you are the head of anything” it usually turns out that you are simply a tool of someone else, a puppet where there are others manipulating you and dictating what you as a token should do, and not do!

    Intelligent people do not fall for that sort of thing. I do not wish to be a judge, nevertheless, when someone held a position for such short a period indicates something is wrong. In this case it could be a lack of money to function; it could be that someone is politically trying to influence her decisions.

    Intelligent people don’t like to be used, and dictated to what they should, or what they should not do.

    Eventually the reason she quit will be known.

    Only Dominicans like to hold position and become a yes man, and yes sir simply to keep a position!

    If one stops to ponder for a bit he/she will realise that the young lady did not Get what she signed up for. She would have clearly understood the job description when it was advertised and gained additional insight during in person interviews. The fact that as a private sector professional she accepted the position indicated that at the time, she was in agreement with the job description and to her, at the time, the job was doable. The unsaid words however imply that never did she realized that there would have been soo much political interference in the execution of the duties of that office, something that seem fundamentally wrong and serves to undermine the objectives of the director thereby potentially destroying her resume and reputation.

    My take from this article is that Government needs to allow the DFC to be and independent entity Not Control by the politician and there cronies. That’s the only way the DFC will ever churn a profit, irrespective of origin of director

    Well without wasting time “reading through the lines”, I know Dominicans love to sensationalize stories. Just notice how the young woman was professional about her moving on. Simply put, “the job requires someone with a Public Sector mentality” or in other words one who could be easily molded by the interfering politicians.
    That said, I hope Dominicans can allow the young woman to move on with her professional career and let’s be mature enough to not make this a Dominican-Foreigner issue.
    Bear in mind that Dominica -St.Lucia and the others are subscribed to the CSME, with free movement of skilled Labour being a primary premise.
    I’d prefer if we keep this simple, although it’s shocking right before the main event. Let people come and go. We must continue to advocate to widen our markets and widen opportunities for all. Leave the sensationalism out of it..

    Claudine Springer is a professional and she has decided against compromising her professionalism for a festival which should be handle like a private event but unfortunately is under the control of the public sector ( GOVT in power).

    This public sector control certainly breeds failure and produces a non profitable event which she does not want to deface her CV.

    Girl leave that alone eh and as usual let them hire someone that can be micro managed as the norm is. It happens at all level in this country. In the media in the church and God knows where else….just fill in the blanks. Claudine is a Bold and Straight forward lady just like Nathalie Clarke they can’t take Bull and when they see it coming they speak out. I always knew from the start she would not last because unless she is a Domnicher and understands the politics of things here. There may be more that she does not want to say to put anyone in a bad light but I think she started well. She has introduced and implemented a number of new things. I also noticed she had already developed a wonderful working relationship with the Media and that may have scared some people. I feel sorry anyway as that paints grim picture for us here. Second Foreigner is less than no time. Even the one that went to study looks like she had her own frustrations but she was a wonderful lady to work with.

    I have had friends move from public to private sector and they realize the difference in attitude and how individuals approach work. In the public sector, a lot of people are more laid back with the notion that they will not be fired. Their lack of enthusiasm for the job will reflect on others since they are part of the pipeline.

    Where as in the private sector you work or go home. Someone has invested their money and need to see their returns. If the public sector was managed like the private sector in terms of how individuals are motivated to work we would get so much more done.

    It’s expected. The politicians that runs this country thinks everyone is as dumb as they are. I think that lady speaker will be the best fit for that job. She runs her own show in cabinet so I think she would do the same as that exec. Btw she is the executive director of Dominica. Dominican s and so d won’t want to be dictated too. They are independent professionals that will use the guidelines however they will com to the realization like this young lady.

    I can identify with this lady! She told us some of her challenges, but there’s more not said than which was said. The point at which the public sector interacts with the private sector, is a stressor. The public sector just can’t seem to let go! There is a matter brewing at the Roseau Fish Market where the public sector seem to think it can do a better job, and has been frustrating the cooperative enterprise which runs the fish market. These people just can’t seem to let go! Pretty soon, we may hear that the State has taken the fish market. All of this in the same breath with recent pronouncements by the public sector that it wants the private sector to take over the abattoir at Layou Valley. So, once more the DFC is without a leader.

    I think it was smart on her part that she acknowledged she was unable to do the job, but why a right away resignation? She could at least give them a heads up even if its just 2 weeks to find someone to jump in. Even if that person would be temporary. Well, the show must go on. I hope someone jumps on board soon.

    Professional folks would find it hard to work in a highly Politically charge place like Da?
    maybe she found that the dark labour regime wanted too many passes for it’s highly ignorant base for the fest?

    1 million box is like 100 box for a world event, i guess she found that dcans don’t understand show biz? as in St.lucia their regime puts in almost 8million into their Jazz Fest?

    again after all these years the fest need a festival park or village creating that ambience.
    Dominica has enough areas that could be located for events, da needs to be proactive and start thinking BIG, they tend to think it’s a roadside block event…look at the other islands their artist line up is almost 1 year before esp the headline acts, but in da they are scrambling yearly..just a set of people who never learn….that’s why they have poor governance and the poorest and slowest economy!!

    I am not surprized. , Give Val Young Bull Cuffy or Leroy Wadico Charles the task.. I strongly believe a Dominican should run it especially the Creole Festival aspect… Where are the hard workig intelligent Dominicans? Step up.

    I have absolutely no problems with anyone from anywhere in the region or the world taking up or seeking employment here but I strongly believe there are certain positions which should be solely reserved for our NATIONALS and our nationals only, aren’t there anyone here in Dominica who is fit for this position? aren’t we concerned that some of our ideas etc for our festivals been shared with our sister islands which are already more competitive than us?

      You obviously do not believe in the principles of Caricom, let alone OECS that advocate freedom of movement and employment within our region.
