McIntyre says “best practices” were used in geothermal project

Parliamentary Representative of the Roseau Valley constituency Dr Collin McIntyre is reassuring the people of the valley that the government has employed the best practices while undertaking the geothermal project.

McIntyre met with the residents of Trafalgar on Thursday night, a few days before the testing of a production well in the area. He told them that although he respects the concerns of the individuals who feel that they may lose land in the geothermal process, he can assure them that they will be fully compensated.

“I respect the rights of the people that’s foremost in my mind but at the same time we have to understand that this is something done from a scientific point of view. As government we have looked at the best practices we have looked at bringing in the best experts in the world to represent Dominica, to represent the government side in terms of the drilling process and we have accomplished this using best practices.”

According to him, the government has no intention of taking people’s land and all the ill effects of the project have been looked at and considered.

“This is not our intention; this is not our aim. Any land that is involved in the geothermal, the people will become compensated for their land and we don’t intend to go all through the villages of Laudat, Trafalgar and Wotten Waven and just go about taking people’s land. This is wrong information. This is not our plan, the concern of poisonous gases and the ill effects of drilling and what not, I respect that. Again, we have adopted best practices; we have brought in the necessary experts to speak on whatever is involved and the ill effects of it.”

McIntyre noted further that when the testing of the production well begins on Tuesday, individuals in close proximity will be asked to evacuate.

He reiterated the DLP administration’s position that  there are people who do not want to see Dominica develop and as such are criticizing the project.

“What you have happening right now is you have some folks coming to Dominica, enjoying Dominica but they don’t want our development path to continue. These are folks that have come and left highly industrialized countries where there is smoke and pollution and they are enjoying Dominica but at the same time these are the same folks that cried when we were developing hydro.”

He said that these critics of the geothermal project cannot determine the rights of people resident in Dominica.

“Now I would like to ask them this question should we continue along the lines of fossil fuel energy, burning diesel, combustion and these folks must be made to understand that they cannot decide the people’s rights in Dominica in terms of policy as a government and our aim is to find cheaper means of energy. We have a resource here in terms of geothermal resource which we are pursuing right now,” McIntyre stated.

    The good people of the Roseau Valley are sure with the saw and will use “best practices” to vote out Dr. Mac and the DLP in the elections project, whenever it is called. We know that change is a must in the Roseau Valley and by extension Dominica.

    You know I am sitting here listening to the news on Q95, at 2:43 PM Los Angeles time; which is approximately 4:45 PM Dominica time, listening to General Athie Martin as usual breathing fear into Dominicans, about the Geothermal Plant in the Roseau valley.

    Athie, is not by any chance a scientists, the man knows nothing about electricity, and power generation, most significantly; Athie knows nothing about the production of Geothermal Energy, yet the man just keep on talking as if he is an authority on the subject.

    Why should Athie be so concern about the evacuation of people from the area. What he is doing is nothing more than fear mongering, there are many Geothermal Energy plants operating in the world, and there has never been one occasion where people had to be evacuated because of toxic gases been emitted in the environment. As far as I know Athie has a degree in agronomy, and that’s a far cry from anything to do with geothermal energy. The study agronomy is no different to studying agriculture, since agronomy is part of agriculture, the man should stick to agriculture, since that is what he is trained to do.

    I do not know where he gets his information from, but surely he is behind the times. Athie complained that turn out at what supposed to be some sort of informative meeting regarding evacuation, in case of a disaster at the plant, and less than thirty people turned up, and he said at another there was not enough people to even get started. I wonder by now if he has not catch on that people will not tolerate his fear mongering, and that is why nobody cares about what he has to say.

    Athie, Just a little over four hundred miles from Los Angeles, where I resides; there is an Geothermal Energy Plant operating North of San Francisco, for about a hundred years or more, and even though that plant, and the first one constructed in Italy, one hundred-four years ago under primitive conditions, we have yet to experience a single major disaster, such as poisonous gases emanating from any of those plants killing humans, and animals. You need to the outrageous claims you are making breathing fear into the unsuspecting; you do not know as 1/4 of as much as you try to impress the nation that you know.

    In Dominica everything is different, the results must be disastrous!

    Only in Dominica: I once heard Athie said if they build an International Airport in Dominica, rivers will dry up you know. Hahahahahahahahahahahahahahahahahahah!

    That’s another subject for another day! Athie boy, I am an electrical engineer, and one who knows plenty about geothermal energy, and power distribution, if you want some elementary lessons in geothermal energy, perhaps you should consult with me!

    I just read that another backlash for the Geothermal Industry in Iceland that a resent study carried out by Hanne Krage Carlsen whose results were published in the International Environmental Research Journal earlier this year, shows a direct link between the plant’s sulphur pollution and increase purchase of Asthma Medicine among the residents of the Greater Reykjavik area, more examination of vgetables in the Hellisheidi area also shows that the sulphur pollution has damaged large quantities of moss, also guideline limits will be strict, and the authorities will also be obliged to alarm the public each time the pollution goes above 50 micrograms per square meter per 24 hours

    Adding fuel to such criticism the Minister of Environment of Iceland Svandis Svavarsdottit followed the footsteps of many environmentalists and told RUV in an interview that OR had been the puppet of heavy industry for the last years, that explains not only company’s poor financial situation but also the environmental catastrophe at Hellisheidi in Iceland for which the mayor Aldis agrees

    The report stated that with so many men, so many minds only about ten kilometers away where the Geothermal Plant stands in the town of Hveragerdi Iceland, one gets to hear a completely different story, residents are saying that they cannot accept that OR will be continue polluting the atmosphere

    Haligrimur Magnusson a clinical doctor in June of last year voices his worries, encouraging the town residents to strart taking magnesium and iodide supplements to counteract the health impacts of the Geothermal Power Plant

    So to you Dock, did the Icelanders mentioned the concerts of the people of Iceland to you and the PM, for sure they won’

    No disrespect to anybody and certainly not to the contractors. Like their name implies they are just contracted to do a job. But we would want to believe that the current Govt. had a FORMAL obligation to informed us a bit better concerning re-injection wells through the EIA. Again we make the observation that this area of geo-thermal exploration has not comprehensively been addressed in the EIA…

    I endorse what Dr. McIntyre stated. Those of us who reside abroad, numbering in the thousands in various countries, reside in polluted countries. The air is not clean or not all that clean. We continuously inhale this filth which enter through our nostrils and our mouths and penetrate into our lungs and blood stream. We do not give it a thought. What about working and living indoors? Much more could be stated about that. It is amazing that more people do not die and younger as well.
    We are also faced with natural disasters as rain storms, wind storms, summer and winter storms, ice storms, snow storms, earthquakes, tornadoes, landslides, houses sinking in a hole also caused by landslides.
    Heavy traffic with careless drivers who cause accidents, injuries and deaths and the list goes on.
    DIsasters also include power outages for days and worst yet in winter which we recently experienced. A few years ago in summer we had a blackout throughout the Province of Ontario which also affected some parts of the US. When this occurs, it is chaos for the traffic. I heard the blackout commenced in the US. Some people did not have electricity and water for days.
    Some of you may not like talking about disasters which are part of life but you keep being negative and worrying. Disasters are waiting to happen when we least expect them. Should we lose sleep thinking of and worrying about the inevitable?
    I wish the geothermal project success. If it is said that it will be less expensive and Dominicans will benefit from it. Give it your blessings and not the reverse.
    Fellow Dominicans if you have a concern, as with natural disasters, you do know you have recourse to God, to worship him and pray to him for protection. Then leave everything up to him.
    Saint Padre Pio of Italy said, “Pray and do not worry.”
    I read that, “What hurts the Heart of Our Lord Jesus Christ more is that we do not trust him.” He, The Divine Mercy said: “Place your trust in Me and Me alone.”
    Learn from that and cease complaining and worrying. We do know that in a wink of an eye people could die and also die in their sleep.

      There is plenty of air pollution from people burning all kinds of things that shouldn’t be burnt. They don’t care. Besides that, look at all the trash all over the place that people can’t seem to put in garbage containers. They make the environment a garbage dump.
      They spray pesticides and herbicides that are eventually washed into the rivers by the rain. So the water sources are polluted.
      My guess is that you live abroad.
      Anyone that can calculate the cost of this project, knows that it is not going to bring the cost of electricity down for DA. It is an outside interest that is financing and hopes to profit off of the geothermal project. We will see how successful this will turn out. Hopefully it doesn’t destabilize the island.

    We are not against development whatsoever, but sir what we are asking from you and the government, is to inform us of the danger of this project which as far as i can see your administration is rushing and keeping many of the risk factors away from us in Dominica

    Collins do you know of, or read the report from 2008 published by Dominico Gilardini Director of Swiss Seismological Service regarding the emergent alternatives energy of Geothermal Energy, where he encourages careful risk assessment when pursuing Geothermal Energy ventures with information and knowledge of these dangers shared within the public, local, geothermal industry and regulatory agency circle

    Scientific American covered the same topic back in 2009, saying as with many other sustainable technologies coming into the limelight geothermal energy has remarkable potential, but also comes with some unique danger. it also states, building owners and facility managers should always on the lookout for cost effective green solutions, but the potential dangers surrounding geothermal energy may surprise us

    McInytre, do you know that a few years ago a now infamous geothermal project in Basel, Switzerland which drilled three miles (4,8 kilometers ) into the earth,s crust set off a magnitude 3.4 earthquake, rocking the town and shutting the entire operation down

    I want you to tell us what are the measures put in place to safeguard/protect the people of the valley and the environment from the hazards of fracking (hydraulic fracking)

    Do you know that unbridled growth of fracking can cause a host of serious impacts in the wake, from poisoning, toxic air pollution water to contaminating rivers and streams, toxic air pollution and devastation in town and rural areas across the island

    You are not a seismologist, and I do believe what the seismologist are saying, you people need to come clean with this project

    Again as i said i am not against development but doing my own research and seeing what is written regarding the risks and danger of geothermal energy,the health impact, how geothermal energy drilling trigger earthquakes, this is not a good project for DA

    It this is such a great project, can you explain to us why the people living near a geothermal drilling in fault-riddled northern California are worried about more earthquakes happening there, after a similar project triggered a major jolt in Switzerland in 2009

    Wen people have nothing to say they the only thing they can do is blow fart from their mouth! I found no sense in the rubbish this guy is talking, anything which has to do with the population of the country must take precedence, over a few individuals. If the area where the energy is located is on private land, they that land must become public domain.

    The government is obligated to pay actual market value price to the owners, that is what McIntyre should be talking to the people about rather than the crap as what is the quote. The only respect you should show to the people is ensure that they are adequately paid for their land; beyond that just shut your ignorant mouth!

    You are the poppet who recently ask “where is government going to find all these jobs” one day, and the next day you returned like a blind fool running of your lying mouth claiming you have five hundred job. Where did you find them overnight?

    If you are in Government, and you do not know how to create jobs, why should the people of that constituency vote for an incompetent clown like you?

    My family lives on 1/2 acre of land 5mins from the plant .we have a small stream passing on the property and the view is breath taking . I only have 2 neighbors.

    can the government compensate me for my little stream and my view ? No ! Worst case scenario, we have to be relocated . Were is the government going to put us ? Will I be able to get back my river, my view ,my peace of mind ? NO !Money can’t buy this things .

    AND ALL THIS FOR WHAT ? To feed 2 French islands and put money in other people pocket. Humm

    I say put everything in writing MR; Minister even whilst you all are trying to ease people`s fears concerning their continued well being and that of their families going forward, you sounding like you`re angry or talking on both sides of your mouth, on one hand you`re saying you welcome the peoples concerns but at the same time you admonishing those who are expressing their concerns against it. In my opinion that’s normal, persons have to talk.” for or against anything, the bottom line is, as a servant of the people you should pack your patience and tough it out and be civil about peoples concerns. We have to understand this is the year 2014 and the age for sharing information with technology as we know it today no one is prepared for things to be flush down their throat, those stone age days are long gone.     Is that parliamentary representative really in the interest of the health. safety and lives of the people of the Roseau valley? or is he more interesting in this potentially destructive project of his government. what Mr Mc Intyre as Parliamentary did when over 80 people from Laudat and the Roseau Valley lost their fortnightly wage at the Aerial tram?How many people from Laudat and the Roseau Valley are employed in the Geothermal Project after spending over $60million. I understand only one security guard has been employed. Will the Roseau valley continue to be the prime tourist destination in Dominica if that geothermal project is allowed to continue? Is there a possibility that the people of Laudat will have to moved from the Village bearing in mind the need for a buffer zone if that project is commercialized? these are some of the serious and important questions this disgraceful Parliamentary Representative must honestly answer the people.

    Dr. Mc intyre: I do not see the best practice you talking about.
    A best practice would be first identify the resources purchase the land, then explore resources without inefering with private property
    Another way would be to identify resources negotiate lease agreements with private land owners and I’m that lease you would spell out conditions prior to doing work. Not sure Dominica has any mineral rights laws that state resources underneath ones property belongs to individual. Any profits from those resources should be shared by land owners.
    Would be good way to make people feel ownership and part of project. All that should be worked out beforehand.
    As I said, don’t know what best practice you talking about.

    no details of what de evacuaton will involve de process de estimated number of people dat will be involved
    have you done a survey of de number of people dat may be affected by de evacuation you talk about?
    where will they be relocated to?
    For how long? How long will de test last?
    what about de involvement of de fire service, ambulance, Red Cross emergency responders?
    about de poisonous gases……..what does it mean that you have adopted best practices?
    How do de gases come about?
    Are de gases a by-product of de drilling?
    Do you contain/collect it.
    what about storage
    Is there some form of treatment involved?

    If tracer testing was not done on this geothermal project then it is obvious that best practices were not employed. In addition, TRACERS used in reinjection studies are as follows. The question still remains, which option did the contractors employ and what is the Environmental Impact of such. We need this area addressed critically.     Fluorinated hydrocarbons such as R-134a and R-23; Sulphur hexafluoride (SF6).

    Two-phase tracers:
    Tritium (3H); Alcohols such as methanol, ethanol and n-propanol.

        How could he/she provide suggestions when the whole damn thing was a big secret? There was no consultation,transparency was lacking and the ministers had already committed Dominica to that project.

    get into solar power it’s 100% clean and there will always be the sun… why not the government invest in solar panels for people homes, a few solar panels can power your home hmmm

      you have no idea how solar power work, it only works when the sun is up when the night falls there is no power,and if you say use wind turbines in the night ask yourself’ dose the wind blows at the same speed all night?no,what if there is bad weather and its cloudy for a few days?you would be without power for a few days, so solar is just a backup.

        you are the one that is misinformed. the solar panels and wind turbines are only for maintaining steady current which charges the deep cycle batteries day and night. the batteries are power source for the inverter which provides the 110v/220v for the home. I say derp is right

      The amount of money spent on the exploration alone could have equipped every home in Dominica with solar power and the maintenance would spark several small businesses that would be sustainable jobs for the foreseeable future.
      That would make the Population too independent of Big Government.
      The Government would lose a lot of revenue from the taxes they collect on the fuel Domlec uses.Domlec makes 9 million profit but the government without doing anything collects about ten times that much largent cheche!

    Tracer testing has become a highly important tool in geothermal research, development and resource management, with its role being most significant in reinjection studies, (Gudni Axelsson, 2012). This is because tracer tests provide information on the nature and properties of connections, or flow-paths, between reinjection and production wells, connections that control the danger and rate of cooling of the production wells during long-term reinjection of colder fluid
    (Gudni Axelsson, 2012). The question which still has not been fully addressed is what kind of TRACERS were used in the study of the reinjection wells and what is Environmental Impact of such tracers. The 500+ page EIA report apparently does not address this concern.

    Since that best practices were employed in the geothermal exploration, can somebody in authority give some more information with regards to TRACER TESTING with regards to reinjection wells. Some of us know better and we understand that tracer testing, combined with comprehensive interpretation and cooling predictions (reinjection modelling), is probably the most important tool for this purpose. We also KNOW that in reinjection studies the tracers most commonly used in geothermal systems are fluorescent dyes, chemical substances and RADIOACTIVE ISOTOPES while new temperature-resistant tracers have been introduced and high-tech tracers are being considered. I have not seen these areas addressed in the 500+ page EIA report. Who will shed some light and clarify the concern.

      Boss it is not the Ministers that digging or re-injecting anything, the same way you have acquired all this knowledge about tracers etc the professionals at the sight knows it too, take your questions to them.

      Some people have certainly learn too much to their disadvantage, the experts on the site are not only academics with their Phds’ but have acquired a tremendous amount of experience in the field.
      You have to learn to RESPECT people.

        Personally I think it’s geothermal or bust. But at least you would think they tell the minister a thing or two about what’s involved or going on, so he can relay a thing or two to us learned people too eh. At least something of substance so that we know he has a clue. won’t you agree?
