UPDATE: Baroness Scotland is new Commonwealth Secretary General

Dominica’s candidate for Secretary General, Baroness Patricia Scotland, has been elected to the top post.

The election took place in Malta on Friday where the 53 Heads of state of the union have gathered for a summit.

“I am incredibly proud to be the first woman to hold the post of Secretary General,” she said at a press conference after the election.

She said she will be placing the “women’s agenda very strongly on the table.”

“Domestic violence affects one in three women globally,” she said. “It is the greatest cause for morbidity in women and girls and it is a disgrace that this so.”

The Secretary General designate made a call to every citizen of the Commonwealth to partner in reducing domestic violence.

“That’s an aspiration that I want for every single country in the Commonwealth and then I think we may have a chance of peace,” she noted. “So I am inviting every single citizen of the Commonwealth to join with us to make that dream not just an aspiration, but a reality.”

Baroness Scotland of Asthal is a British barrister, and served in many ministerial positions within the UK Government, most notably as the Attorney-G for England and Wales and Advocate-General for Northern Ireland. She made history in 1991 when she became the first black women to be appointed a Queen’s Counsel.

She was born in Dominica in 1955.

Her election was a major victory for Dominica who stuck by her candidacy despite regional and local opposition. Many Caribbean leaders made it clear that they were supporting Sir Ronald Sanders, the other Caribbean candidate for the post nominated by Antigua and Barbuda. The matter was discussed at a recent OECS Heads meeting in Dominica and the island made it clear that it was sticking with Scotland.

Recently the United Workers Party said the way must be cleared for a single nominee from the region for the post.

The Antigua Observer has reported that the island withdrew its candidacy of Sanders after the first round of voting and threw it support behind Scotland as the compromise candidate.

The Commonwealth Secretary-General is elected to a maximum of two four-year terms.

Mmasekgoa Masire-Mwamba of Botswana was the other candidate.

The Secretary-General is responsible for representing the Commonwealth publicly, and is the Chief Executive Officer of the Commonwealth Secretariat which supports dialogue and collaboration between member governments at the intergovernmental level, according to the Commonwealth’s website.

    The election are over yet we in the caribbean ,yet we in the caribbean are still in the campaign mode.the political leadership and luminaries of the caribbean should come together ,plan a common strategy as to how the caribbean people could benefit from that victory.

    As the Baroness is congratulated for the win and Skerritt for nomination of the right cnadidate spare a thought for two Caribbean countries that backed Skerrit’s choice from the start. Barbados and Jamaica supported the Baroness without hesitation. The OECS breddrin of Skerritt led by Browne of Antigua and Mitchell of Grenada ranted and raved for Sanders and were joined by Guyana and Trinidad in the latter stages. Antigua and Grenada to a lesser degree are known for corruption at all levels. So it proved when Antigua nominee Sanders was the subject of a corruption scandal . The man never got past the first round. Is Browne of Antigua capable of understanding embarrassment? Were it not for the level headiness of Skeritt and Stuart of Barbados the Caribbean would have again looked like a bunch of corrupt third worlders trying to force a man with a spotty record into one of the world’s top diplomatic posts. Congrats to Skeritt and the Baroness.

    This is one , among the others things, which makes me feel comfortable with PM Skerrit, is that he stands with his idea which always gives him victory on behalf of the people of Dominica.

    We are on the map for sure, because of Mr. Roosevelt Skerrit, our PM, who maintains the virtue of humility, understanding that there is nothing he can do if God, the Lord, in Jesus the Christ, does not give him the authorization–and the work which God has authorized will be fulfilled. So it does with PM Skerrit, who is also blessed with sensational charisma

    Prime Minister Sir, I do not know much about “Baroness Patricia Scotland”, but you do, the reason you stood with nominating her. May God continue to bless your work for the better of Dominica and her people–it is slow but it is happening–they say that Rome wasn’t built in a day; so 15 years is very little time to transform Dominica to the satisfaction of human beings–especially that they are never satisfied.

Now we are NOT asking OR SEEKING monetary gains. We are asking you to be a role model to our dying village.     While Baroness Scotland has to be congratulated on being the first woman Commonwealth Secretary General one must not forget that she emerged as a `compromise candidate `. This does not augur well for her ability to muster the full support of all Commonwealth member states. Her election comes after one of the most divisive elections the Commonwealth has ever witnessed and hers is a shallow victory. She came in through the back door as a Dominican candidate but in reality is a British candidate. Neither Skerrit nor Dominica have won. On the contrary, Caricom and the Commonwealth have lost. This was not about Labour Party partisan politics since it is clear that the UK Conservative Party Govt. supported Scotland. However, Dominican Labour Party supporters continue to gloat in their ignorance about such matters. No wonder then we continue to be the laughing stock of so many who see through them. Caricom and the Commonwealth are now more deeply divided than ever.

    The Commonwealth of Nations is made up of 53 countries from the following regions: Africa (18), Asia (8), Caribbean and Americas (13), Europe (3), and Pacific (11). With 3 contenders in the race (Sanders, Scotland, Mwambawho), arithmetic tends to suggest that a minimum of 19 votes would have been necessary to win on the premise of 1 vote per country. The votes are final and have decided the outcome. Nonetheless, after all congratulatory messages are sent, these results will surely spark Geo-political analysis from deeper circles.

    A born Dominican, by her past achievements, and upon being elected to lead the Commonwealth of Nations has rendered a gloss on her land of birth. Where we come together and congratulate her accomplishments we do a service to the nation in advancing the importance of grace, meritocracy and state craft. We do not have to agree with everything the government does, nor do we have to be a supporter of the Prime Minister to accept the principle that to compliment ones own where they have displayed merit is befitting of a proud and dignified people. Having said that, I publicly call on our Prime Minister, Government and Opposition to sit down and plan, with overseas Dominicans, a Rebuild Dominica International Conference at which time all competent Dominicans, without regard to party affiliation, can play a part. Dominica will only advance where we are true democracy where meritocracy reigns.

    Once again Skerrit is proving to us that when he says he is going to win an election whether he is the underdog or not, we might as well expect him to win.

    One thing though, this will just help other regional leaders and friends of Skerrit, will better understand what we are going through in Dominica, when we have a leader that will do whatever it takes to win. This man does not play by rules and I would not be surprised to hear the truth of how he won, even when he himself decided to stay home.

    This is another win for Skerrit and his DLP but another defeat for Dominica and this time CARICOM

    Prime Minister Skerrit’s Choice is spot on and we should praise and commend him for being so correct in this matter. When dealing with these positions, local political differences ( petty it is in this case) and Caribbean strife and fickle puerile thinking should not be the litmus to measuring the candidature for the Secretary General of the Commonwealth Secretariat.       When I look at the three candidates for the position I think that all are extremely qualified for the position and understands the Commonwealth Secretariat and its operations. But if I had to choose the most likely to get elected then by all measure Baroness Scotland is THE candidate.

      Mr. Saunders may not draw the African Nations votes. Will he draw the votes of the Power Houses (UK, Canada, India, South Africa, Australia, New Zealand, Singapore, Malaysia) in comparison to the Baroness? No. Also the Baroness has a better chance in Europe, Asia and the Pacific though her chances diminishes with the African countries since we have the Botswana candidate. She has an understanding of small island states though the same could be said of Saunders but her influence will outshine his when dealing with the powerhouses and the Asia region.
      Space does not allow for dissecting each candidate but I am certain Baroness Scotland would serve Caribbean interest.

        …And if I may add, for heaven’s sake she is a daughter of Dominica and the Caribbean. OUR NATIONAL ANTHEM states: “Come yea forward sons and DAUGHTERS of this gem beyond compare. Strive for honor sons and DAUGHTERS, do the right, be firm, be fair”. Why should we slight her for her successes in England? My Grandmother has nine children and all but two went to England, the other two (including my mom ended up in the US). My Grandmother still lives in the UK.         Barbados have always shown diplomatic enlightenment on the international scene and so they have supported Prime Minister Skerrit.

    Here is what the Leader of Opposition in Dominica had to say a few days ago about the PM’s insistenvce that Baroness Scotland remain as Dominica’s nominee.”If Mr. Skerrit cannot align himself with the consensus position in CARICOM and withdraw his nominee before Malta, then it is reasonable to conclude that as a CARICOM leader, he is selfishly acting under the influence of interests external, and contrary to, the collective wisdom of CARICOM leadership.
    The people of Dominica and the people of CARICOM therefore have a right to know the reason behind Mr. Skerrit’s decision to stand defiantly against the majority of CARICOM leaders in support of an opportunistic, extra-regionally financed move by a Member of the British House of Lords to land the job of Commonwealth Secretary General.

    We are celebrating, ok, but when the hurray is over, it will be interesting to see how the Antiguans react. Will most of the Caribbean Countries in particular the Labor Parties of those countries be ever united. It is customary for Labor Party Politicians from one country to travel to Labor Party Conventions of another in order to give their support, like Gaston Brown of Antigua did for Skeritt, will he put the Sanders, Scotland matter behind him. Only time will tell.

    “Skerrit must clear way for single CARICOM nominee for Commonwealth Secretary General”. the foregoing is the title to a commentary that the leader of the UWP, Mr. Lennox Linton caused to be published on DNO last Monday November 23rd. There is every indication that the aspiring Dominican leader was/is of the view that Dominica does not need one of its own in such an eminent position that certainly could aid in spurring on our young people to lay claim to their role on the world stage. Surprisingly, DNO did not carry that story as part of its list of related articles for this “Breaking News Story” What was his reasoning? Simply to cast aspersions as usual on the integrity of the Dominican PM.

Of course, it goes without saying that our wise and most precious Supreme Leader, His Eminence, Divine and Ordained Knight of the Most Holy Roman Catholic Church, the right and honourable Prime Minister Dr. Roosevelt M. Skerrit has once again embarrassed, and exposed the ignorance of, the politically inept “Novice” of the Uneducated Wicked People in opposition. The past few days has been a windfall of disappointments and shame for the “Novice” and his weak political party. The “Novice” went from begging his supporters for assistance in Parliament proceedings to a most disappointing turnout at a scheduled meeting to basically intimidate our dear Speaker of the House, Mrs. Alix Boyd-Knight. In the interim he demanded that the Supreme Leader withdraw Baroness Scotland,s nomination.

      Frankly, it matters not to me whose influence did it. A Dominican has erupted on the international stage. Dominica is a member of the Commonwealth and is bound to benefit from the additional exposure.

      I wonder if it is a Dominica referring to another Dominica and Dominica as “stooges”.
      This “no stooge” is ashamed of standing in the gap on behalf of another Dominican. Your opinion is now water under the bridge now.

        Secretary Generalship attempt by Bernard Membe , the former Foreign
        Minister of Tanzania. After Membe’s campaign had been scuppered by the
        incoming Tanzanian President, Nair shifted his allegiance…
