BREAKING NEWS UPDATE-Body found on Bay Front

The scene of the incident

The body of a man was found on the Bay Front in Roseau on Friday morning.

The police have said they are treating the matter as a suspected homicide.

It has been confirmed that the body is that of Andy Carbon, who is well known in the streets of Roseau.

Carbon made headlines recently when he suffered burns to his back after hot water was allegedly thrown on him outside a restaurant in Roseau.

The matter was dismissed by the court in June.

Soon after that, he was involved in an accident on the Canefield Highway.

Police are presently on the scene of the incident and traffic has been diverted.

A total of 12 homicides has been reported in Dominica in 2017.

Can’t the people in authority get a temporary place to house these people. So many millions flouting about. Let’s give it a try.

    This man was murdered in an open area on the Bay Front. This killer is not only cold-blooded, but brave as well. Our policing model has been outdated for decades now and no one has proposed any revisions to fit the needs of a 21 century Dominican society. This is where innovative leadership on the island reigns supreme. Unfortunately, there seems to be an absence of that. We will forever remained handicapped if crime continues to mar the good name and character of our beloved nation. The Evangelical Community has been silent and that’s telling. Where are our spiritual leaders in moments of crisis? Nowhere to be found, seen or heard.

    My condolence to his family and may his soul R.I.P because on earth you had a bad time my son but God made a resting place for you where you will live like a king my son, plus the court did not give Andy Carbon justice because he live on the street they treat him like he was a nobody the court dismissing his case after he was suffered from his burn wounds after hot water was threw on him after begging, God will deal with them all that did not give him his justice he was a human being not a animal not even animal you throw hot water on, all over the world in other countries that case would of never being dismiss WHY because he was homeless, God help all of you that did him wrong, his soul is at peace now with the father no one can hurt him no more.     This is heart breaking and brings me to prayerful tears for my country, Dominica. Taking into consideration the population and size of Dominica, this is like MURDER CAPITAL stuff. All these homicides so far this year paints a very very fearful picture. What could could this homeless man (and the other homeless person who was killed) could have done to warrant being executed like this and who could have committed these atrocities? See, this is causing many of us well meaning Diasporeans who are considering possible relocation and retirement in the future to DOMINICA to think long and hard, and while it is true there is crime all over the world, these particular missing persons and homicide statistics that we have been seeing in Dominica are very alarming to say the least. My cousin, Nelly Starre and Ras Trevi were murdered and burnt to ashes in their house in the heights of MAHAUT since August 2015. Up to now No nothing, nobody knows anything….SMH !!!

    There are so many people talking about being sympathetic about this guy death. DOMINICA does not have any system of taking care of people who are mentally challenged. Some families are not able to help these people because they are very aggressive. SOCIETY on a whole do not understand these people are sick therefore takes advantage of them and abuse them immensely. This is done in public with audience laughing as if it is funny. You do not only give these people medication but care their entire body. food, clothing, and shelter.

      The boy was spoiled, he was not mad. Find out the history. His mother could not control him, and he is not the only person that was/is spoiled. Every time people see those fellas, they calling them paro. So much sympathy now. Who did any thing for any one of them.
      Pastors passing in the A/C, they seeing them, Evangelicals passing them on the road straight. Those guys needs prayers of deliverance, and there are so many churches asking for money. They need to put their efforts together and pray for those who have old spirits in them. Too many people with DIRTY HANDS destroying the lives of their own family and other people.
      Many people seem to worry about their country folks when they are dead.
      FOOD, CLOTHING, and SHELTER. Food they are given, they have shelters, but they will not stay there. We are not naïve, wherever you go in the world it is the same thing. People do bathe some of them, give them clothing, they still roam the streets. They eat more than us…

This societal issue needs all and sundry to intervene on behalf of common human decency and value of a human life.     The last police academy the chief promise the people of Dominica that he was gonna flood the streets of Roseau with new , and season police officers, up till now , the people are waiting, no police patrol in Roseau or any where else on the Island I am sure if there was night patrol in Roseau that would deter the killer, and Andy would probably still be alive today , Andy had a mental illness ,and should had been treated as such, with all the CBI money that is given away for votes, most recently the luobiere constituency we need a psychiatric department at the PMH to house future , and current people like Andy .

      Why can the police not make life impossible for these drug dealers. If I know where they hang out and recognize them the police must also know for sure. Are they a protected species? Run them out of town I say.

      What does Fr. Thomas have to do with the homeless getting killed? You are too politically minded, that is why negative things happen so often. Too many negative words. Too much blame on everyone but ourselves. Everyone can make a difference, but some people are so busy pointing the negatives of others, they cannot see what is in front of them.     He didn’t get any justice when he was burnt; how do we think that he will get after his death? This might not be the killers’ first victim because many murder cases in Dominica were never solved. This man’s family had to be Lindon, Astaphan, Fedel or Valentines in order for the government to consider him as an important person in order to get some justice for him after he was burnt. To me, this is a sad outcome. It is very worrying to see how crime is escalating in Dominica at such a high rate. Money has become the biggest topic in Dominica but the security of its citizen is not a priority for the government. Building a parliamentary house; only for it to be used for a few hours and not every day was not a priority for the country. Dominica is doomed if the government cannot change laws, apply it to suit the crime in order for Dominicans and visitors can feel safe. It is a sad end for this young man and his entire family who loved him. Rest in peace young man.

      Dominica is doomed? Why so selfish, do you know the crimminal? Our children are doctors, nurses, lawyers, drug men, police officers, thieves, on the street or in jacket and tie. They are the paros, alcoholics, rapists. What do we teach them. We want them to excel academically, but most of them have no manners. We are happy when they excel, but in split second they become crazy or paro, we blaming the government. The U.s and U.K have more police and investigators than any thing and look at the crime rate. Stop making the bigger countries see how stupid Dominican are. When our children bring things from preschool, some of us do not let them return, while others make them return it. Hate words, are spoken everyday, what do you expect. Take a took in the mirror and ask yourself, what can I do to make a difference in my child’s life, then I can make a difference in someone else’s life.       All of a sudden we are all experts in Dominica. We know everything, but our own. Fathers just pee-pee children and turn their back. they rape children while they are infants. They rape their girlfriend’s children, male or female. They frustrate women until can function normal.       Just over a hundred years people fought and died for freedom from slavery. Now that people are free, they do not know what to do with it. The enslaves would be appalled at the kind of thing that happen now.
      If we call ourselves God fearing people, stop BAD TALKING others, and do something positive instead of spending hours everyday spreading negativity.
      The youth of today are not easy, in a few years we will be totally dependent on them. Teach them to fear God,patience, love, charity, respect, manners courtesy, motivation…

    What a sad and tragic end to this man’s life. This is the same homeless young man who was burnt, ran over and now is murdered.
    Can we just pause a minute to reflect on the torrid life of this young man. He got no help from the state and it appears that this came as no surprise when one looks at the crimes committed against him.
    I’m totally lost for words. I do hope now that Andy will find peace at last because he certainly didn’t find it in Dominica.

    Where is the humanity in this country, where is love, where is the protection for the vulnerable within society?

    12 murders in 6 months thus far,2 every month. I hope and pray that we don’t continue such trend and end up with over 24 murders in the year. We can ill afford to ruin our tourism industry before it even begins with that number of murders on our shores.

    Something needs to be done and fast.

    Good Lord, what is happening to my Island? 12 homicides and we are barely half way through the year? When I grew up there were usually zero. I only remembered 2 tourist being killed probably in a robbery attempt and not even in the same year. Pray for Dominica.

      This is the problem we face in the democratic world. Authorities in the entire democratic world speak against the death penalty.
      The Church is of the opinion that people could be rehabilitated, repent and become model citizens. Or those who are incarcerated for their lifetime should be spared the death penalty. This is at a cost to taxpayers.
      I do feel for atrocious crimes, they should get the penalty for some are habitual criminals/ murderers.

      What can be done? Why is it that some of us could live peacefully with others and others not? Why do some kill and others do not? At the same time we do not know what will befall us. Trouble meets people even though they are not looking for trouble.
      I once stated on this Website that the MP’s should visit their constituents and have a general talk with them. Probably, this could avert crimes and murders.
      On the other hand, only God knows why, in this sense, some are wicked and others are not. Some people have wicked minds. Nothing could be done to deter them. Some injure and murder instantaneously. They are incapable of controlling their anger.
      Education begins at home and in school. We do know some parents are incapable of disciplining their children and some children will not accept discipline.
      The government, education minister should try to educate the young children while at school. Teach them discipline and love for one another. It could be done.

    So sorry to know about Andy’s death that someone would have the heart to kill him, a helpless person who would harm no one and willfully. Whatever he did, he should have been excused due to his incapacity.
    Our obligation to God and to one another is, we help people. We do not harm them.
    Andy was ill-treated by some. God looks down with sadness at those who ill-treat others, especially the vulnerable as Andy.
    I can confidently state Andy is at peace and rest. No more roaming around, homeless, hungry and no more harm will come to him. He will arrive in Heaven unscathed; whole. His attacker(s), in any manner, may never, for they will pay the price for all what they did to him. Think about it.
    To his family: My heartfelt sympathy to you. Keep calm. Have faith and strength in the Lord who rewards the good and punishes the wicked.

      Are we not all our brothers keeper. His mental welfare was not only the responsibility of his family. The good Samaritan did not ask that question before helping a man on the road. Dominica claims to be a Christian country but I can tell you this place don’t care about people with mental and drug challenges. We only help if we can get something tangible in return and it’s in every fabric of our society. His state of affairs was the responsibility of every person who saw him and did nothing to help including his family.

    I am saddened! Just a couple of Sundays ago, after visiting my mom, we drove passed the Bay Front and I saw the young man. I felt a change in my body and I said to the driver, something needs to be done to assist these people. I felt that his existence was a message to fellow humans. Unfortunately, we ignored the message, hence, the tragic result.

    Dominicans, let us reach out to the underprivileged among us, stop boasting about material gains while another man cannot eat a meal. As I write, my eyes are teary. May the Almighty take control!

      Really felt so sad when I heard this. Saw him last night at Pottersville. Always ask for his dollar but not aggressive. I would not give him dollar but sometimes bough him bread and other stuff. This is someone’s son. And it is so sad and I feel it too because he always use to call me and talk to me ask for a dollar.     The entire world is getting worst than ever. We need to pray more and fervently and perform good works in Jesus Name.
    D/ca is becoming as a big city, in that crimes and murders escalate. It is something I am unable to comprehend that fellow people would murder their own; even harm them in any way, be it in words. Some of them who commit those crimes/sins are practicing Christians. What a disgrace!
    What is Jesus saying about that? We do know He is patient, for everyone will pay for their crimes/sins. If they get away with it on earth, they will not get away with God. He knows the perpetrators and where they reside.
    Brace yourself, sooner or later for some sort of punishment for the evil you have done which you brought upon yourself. People punish themselves. This is the consolation of the victims and their families, those who are harmed in anyway.

      Even though he died, it should not be out of the way. What was done to Andy was a crime and even worse to one who was incapable and no doubt wanted something to eat. That person had no compassion. The person should have been arrested and charged.
      What type of investigation did the police conduct in this matter and what was their verdict?

    So Sad….who are we to take someone’s else life. My condolences to Andy Carbon family. Stop blaming the government for everything.. What about community life? Did anyone reached out to this guy to keep him out of the streets? Where are we the so called Christians. If we forget God, Satan will rule.       You ever wondered why the vagrants sleep snoring on the sidewalks during the day? It’s because at night they’re roaming from place to place hiding from these lawless young men.

      Chief of Police, I hope you’re taking note. There’s a murderous group of young fellas out at all hours of the night picking on ‘paros’. I heard they say they making it their mission to clean up the town. 8-O 8-O 8-O

      not sure but this appears to be the 3rd homicide of a vagrant/homeless person…………and this seems to be the 3rd attempt on Andy. Burnt. accident… now brutally killed. but still the authorities do not find it urgent to address this homeless situation. And yet they boast of more visitors to the island and more ships in the very near future and of 100,000 more in arrivals. and some in high places do not see it prudent to have a designated cruise port. Wanting visitors directly into this dirty and harassment riddled town. There is something radically wrong here

        My sympathy and condolences go out to the family of Andy Carbon. From the comments on DNO one can see there are people who really care. The present stats show approx. two people are murdered each month on your beautiful island. This is heartbreaking. Let us bath the nation in prayer that criminals will be reigned in, and justice will prevail.

      • Reverend Hill, except that Andy Carbon did not have the state of mind, hence no conscience to deal with those situation which you mentioned above, for himself. And our God in Christ Jesus knows that about him. That is reason for His Grace of mercy and compassion, for He knows how frail our strength can be–Andy will be okay with Christ Jesus, in the resurrection for he was one of the meek, which Jesus spoke about–to inherit the Earth.

        However there is going to be a great judgment for those who knew Andy well enough; in that people like him are here on Earth, through whom God puts our “test in Love”, in its mode, for His evaluation.

        Many will be judged for the way they dealt with Andy whenever they walked into his presence; those are they who must be certain of where they will spend Eternity, based on how they dealt with people like Andy, who walked in their way on a regular basis.

      They were always called street people even in a big country. Today, there is a tendency to water down everything and make it look better as calling them homeless.
      Granted, they should not be called street people. The reason is because they live on the street. I am certain at some time you called them just that. Examine your conscience.

      You can call it whatever you like but it is what it is. In Dominica we call them paros. Would you prefer that? Very unfortunate people, who are unable to care for themselves. If we are a caring society the people we put in charge to run the country should use our money to provide secure facilities, a decent meal and medical care for them. I don’t mind my tax dollar being spent on that rather than some fete for no other purpose than make politicians look good. We should be ashamed of ourselves.

    Tis is an indictment of our society and especially our government. So much cash is being handed out right left and center like confetti but the Grotto home can not be finished for years now. Why is that? I just can not understand this. Is it perhaps because these street people don’t count as potential voters and therefore are of no consequence? I’m very upset

      Mother to take a helpless man’s death to promote your political agenda is very very bad. What have you done or will do to alleviate their plight. Andy would leave even if his mum wanted him to stay. He was loved by his family but as you can see, he was not well in his mind. To bring in politics or excuses means that you are an inconsiderate person who even would shun him when he approached your for a dollar (this is all he does- ask for a dollar). A question for you…. Do you think that those who roam the street, that their family would like them to do that. They have a mind of their own and it is difficult for the family. A lot of families of these people are hurting emotionally in secret. Do your part …

        You silly. The Grotto home needs completing, no matter what government is in power. We should spend money to help the homeless like these first before we spend plenty of money on opening a bridge, while people like Andy go without the basic necessities and care. I can not rejoice when I see things like that It is a human thing, not political.
