Cab Sec says overhaul of public service needed

Cabinet Secretary, Steve Ferrol has said there is a need for an overhaul and a refocus of the public service.

He made that statement while addressing the official launching ceremony of Public Service Day 2018 held at the St Alphonsus Parish Hall in Goodwill on Friday.

“One major challenge remains, this new vision of building back better in every sector already require a new public service governance and administrative structure,” he said. “In this regard we are a bit behind. We have seen the capacity constraint and the limitation of our existing processes and know that we need an overhaul and refocused public service and we need it now.”

He added, “A public service that recognizes its capacity constraints and quickly identifies the specific skill set required. A public service that can quickly determine the exact link between the minimum adjustments required within the system and those areas that will require outside help. A public service that is prepared for massive transfer of skill set, new operating procedures that are now available and must be retained if we are to build back better and maintain Dominica and the first climate resilient nation once we get there.”

According to Ferrol it is the responsibility of the public service to develop its own sectoral plans and structures towards making this a reality.

“We need to bring all of government to all of the people through a more aggressive, flexible and effective system of service delivery,” he said. “We must deliver for the future of the public service depends on it.”

Furthermore, he mentioned that a resilient public officer is one who can take the best possible care of himself, secure the needs of his immediate family, make the best possible contribution to his community and at the same time deliver the best possible service to the public.

“By extension, the public service, a resilient public service is, therefore, one where the systems, the processes and institutions can provide regardless of the challenges the best possible environment where every resident, like the resilient public officer can live healthy, more comfortable and sustainable lives,” Ferrol explained.

Meantime, Chief Personel Officer (Ag) Cecillia Carr said public officers must examine how best they can satisfy customers and respond to their needs.

She said also in building resilience transformation is a key component.

“We will be expected to approach our challenges of service delivery and methods in a profound and radical change, a change process…and take it to an entirely different level of effectiveness,” she stated. “Transformation for us cannot be a turnaround, it must be a change of character and consideration.”

Public Service Day will be observed on June 23rd 2018 under the theme: “Building a Resilient Public Service.”

    You ‘viewsexpressed’ and all the other Morons who commented on the young lady’s dress without proper clarification as to her role at the event. You all have eggs on your faces now for jumping to the wrong conclusion! As a performer/entertainer the young lady is entitled to wear what she likes. She does not need your pompous and prejudice advice about her dress code. She was not attending a Church Service! She is NOT a public servant and DOES NOT represent the public service.
    Therefore, keep your ‘views’ to yourself. You all stop running your Langue Sal on People’s Children.

    I recognize that you have a serious problem Mr Cab Sec. while your intentions may be good your words speak volumes; the actions of this administration of which you are the top civil servant says something else. You must first begin by cleaning your own backyard; get rid of all the useless good-for-nothing over loaded Cabinet; next get rid of the advisers who continually ill-advise this worthless Administration; last but not least weed out the square-pegs which you have intentionally placed in round-holes. Then and only then can we talk about skerrit’s new found National Anthem “resilience” in the once efficient public service which you guys have undermined and destroyed.

    What i don’t get is why you people sit there talking that rubbish from just a picture. This young woman is an artist. Musician and full time performer representative for Dominica as far as i know. She was called on to entertain and she did so very well. If rihanna or beyonce was called to perform at this event im fairly certain they would be dressed much worst. So Next time attend then you can speak about attire.

      The Cabsec is part of the problem and is an accessory to the breaK down the governance of Dominica by a lawless regime. These are the facts.

      1. Monies are doled out by the dimpled dictator to fool the impoverished masses. This is done weekly in the rotten and ruinous Red Clinic. The department of Social Welfare which attended to charity and poverty alleviation has been destroyed.

      2. There was the infamous Bin Bobol in P3nnsylvannia where the regime.engaged in a classic kickback scheme. They were found out and said it was a mistake. Not one resignation. Not one arrest. The government has.thereby destroyed.the system of public.contracting. Only regime cronies and kick back artists need apply
      3. The attempted murder or GON Emmanuel who sued the tyrant’s.lawyer was never prosecuted. The police did nothing. Result – the regime.destroyed the.police service and is building a Ton Ton Macoute gang without scruples or integrity…

        You are a failed Cabinet Secretary, talking nonsense about doing this and that.     Mr Cab Sec, I would like you to take a trip down memory lane and find out about the effective Permanent Secretaries we had before. The shambled Public Service is the cause of the weak, incompetent, yes Mr Minister Permanent Secretaries. Permanent Secretaries and other top echelons who have no management skills, backbone to ethically manage the Civil Service. Ethical management also means writing to the minister to advise him appropriately. Many people blame the Ministers for the mismanagement of public funds and other inappropriate behavior. However, if we had Permanent Secretaries who could hold their own, the country would be better managed.

    So Mr Cab Sec, you are most disingenuous with the contents of your address. Most of us, especially, the independents, and you Sir, know the root causes of the problems and you also know the solutions. However, you do not have the testicular fortitude to advise the PM on solutions to the problems you have highlighted.

    People are tired of the empty rhetoric from this ruling clique of unscrupulous politicians. Many don’t care about any public service reforms, they prefer to see the ouster of this amateurish regime from power. I’ve overheard many who have referred to Dominicans as dumbbells for reelecting the DLP to power in spite of their dismal performance as a government. I beg to defer. The MAJORITY of Dominicans are of average and above intelligent people. Two reasons for the DLP successes at the polls, the access to vulgar amounts of money for their political campaigns and the many planeloads of overseas voters. There is an urgent need for campaign finance reforms and also reforming of the entire electoral system. Create a residency requirement for overseas voters, and make it mandatory for political parties to disclose their sources of financial contributions to their campaigns. Put a limit on contributions from foreigners and outside entities. There is a real need for a level playing field.

    It a major hurricane for people to think. If the only way to have people work and to take their responsibilities seriously is to be under scrutiny it’s says a lot.

    This entire list of events you all have planned AFTER and long the day is gone is ridiculous. it appears that someone gave you all money to spend and you all don’t know what to do with it.

    Your events planned are simply taking people away from their family time to hang out.
    All the picnic why not have it is that day.
    Resilience is beginning to take a nonsensical turn right now. Upgrade and orientation program which one had to attend prior to being employed in the public service.

    Formulate a course be it free to participants at college or at high school level where they earn credit 1 college credit or something. this coourse would guide entrants or those preparing for employment into the public service. A government course.

    One of the major challenges in the public service is that it is built on the backs of temporary officers and actors. Persons sitting in a position for many years with no appointment in sight. If you are thinking of building a resilient public service you should start at its core.

    You guys sat back and let Skerritt destroy the Civil and Public Service in Dominica with incompetent appointments though political favouritism and nepotism and now my granny says too late shall be the cry. Do not blame hurricanes and climate change for your incompetence. Dominicans in the Civil and Public Service who were forced to run from this Labour Party administration are excelling and doing excellent work abroad! You will not have them in Tourism, Met Office, Education, Agriculture, Diplomacy, Health, working for Dominica because of politics. How do you explain the fool who acts as Dominica High Commissioner in the UK? Dominica now has the Government and Civil and Public Service that you all deserve!

    Was Cleville Mills and others of his ilk in attendance Is there application of public service rules about involvement in partisan political public commentary?? Is not that tendency of public political partisanship affecting the performance of the public service??

Now you want to overhaul because of the insult, denial and abandonment of the entire civil service with the level of abuse and poor governance you all have inflicted on peplum the past 18 years? you people are dangerous with a dangerous gang of misfits and you are just going through a formality, and as someone who i in the system, there is no rush nor impetus to undertake this overhaul of the civil service, the system and structure you all destroyed. s cabinet Secretary you have failed in supporting , promoting , elevating the civil service as appears al of your efforts were placed on promoting your failed PM, therefore you too are a big failure.
    You need a task to do, Go investigate the Bobols undertaken under y9ur stewardship….? re you able to do that, as professional in high office. You have failed the people of Domininca.

A public service which will deliver on social safety nets, a public service which will reward and promote good, honest competent and hardworking employees. A public services that will not allow concubines and apologist to “run things” at the expense of effectiveness and efficiencies……..

        .This is a disgusting wear, naked albeit , for this occasion. Where is the dress code that we in the Civil service was asked to adhere to. What rubbish forum is this going there. If I was cab sec, I would have asked this civil servant, if he is ne, to go home and dress. No one in my department is allowed or would be allowed to dress that ridiculous low standard attire at my department.
        The civil has been compromised and these so called top civil servants walk about the Financial Centre exercising some level of decorum and ay=authority but they local intellectual, professionalism and decency within the service of our government. Ferrol should be ashamed to be part of this m corrupt gang. This corrupt Labour Government and failed PM, along with waste of Top civil servants, like this one Must go. they have compromised and shamed our civil service.
        We civil servants must close down this corrupt government…my colleagues, we will talk privately to plan our structure for Dominica…

        Public Servant or not, you as a professional performer, likely to be called here there and anywhere therefore you should/must be up to date to what is called decorum. Know where you are going and who is likely to be in the audience. Your dress does not suit this forum, it is for a late night performance. So please get a manager to offer you guidance and direction when off to perform Publicly. I tell you , you and Skerrit would not be welcomed in my office.
