Call for legislation to deal with ‘dirty cops’

Dominica’s Police Chief, Cyril Carette, is calling for legislation to deal with police officers who he claims are “going to bed with the drug dealers.”

Responding to various allegations of corrupt practices and ill-discipline in the Dominica police force, the commissioner told Dominica News Online that he is disappointed that some members within the rank and file of the Force (DPF) are involved with drug dealers.

He labeled the practice dirty, corrupt and dishonest.

A source inside the police force (code name “Slavery”) is alleging that the Police force is harboring corrupt police officers.

According to the source, corruption is rampant in the force.

“Slavery” also claims that when concerned officers speak out they  are being transferred as a punitive measure.

However while acknowledging the challenge  of trying to weed out corruption from the force, police chief Carrette denied the punitive transfer allegations.

The commissioner says transfers are part of the normal process, and explained that some officers ask for transfers but sometimes have difficulty adapting to that change.

Referring specifically to the corruption allegations  Carrette said  “the corruption that you have in the police force is where you have some or a few police officers  who go to bed with drug dealers and try to sell out information from the police force.  Some of the police officers maliciously do this”.

He is calling for existing laws to be adjusted to facilitate swift action being taken against those in violation.

“They have to adjust the laws so as to assist us to deal with such persons”.

“ We need to have the legislation to do wire tapping; we need to go before the Judge and lay your case and you get the permission to so do. You will not do it just like that. I am very much aware of the matter in the force but we just don’t have the required means to get rid of them. But we know them and are watching them,” Commissioner Carette said.

“Slavery” (the source referred to earlier)  has also attacked the top brass of the police force.

The informant is alleging that “the top brass of the force is involved with others sexually. The moral decay is low they are in bed with certain people and are corrupt.”

However that allegation was not backed by concrete evidence.

    Well, I cannot believe what I am hearing from Mr carrett about his department. Mr carrett dont you have an internal affairs bureau to investigate and arrest any officer who is associating with a drug dealer or giving confidential police information to a drug dealer.Mr. Carrett if you can’t control your police officers then you should resign. Also dont the government have an inspector General who is responsible for corruption with all branches of the government. I hope so otherwise we are in big trouble.

    Preferential treatment should not be given to any member of the Police Force. All means should be taken as wire-tapping to weed out the ‘dirty cops’ who do not honor their vow to serve and protect Dominica and its nationals.
    Last year wire-tapping was mentioned on this Website and some Dominicans opposed it. How else could they be caught, including the criminals who are a menace to this society?
    Dominica Government, please, with no hesitation legislate this so that, hopefully, Dominica will also be restored to safety, peace and tranquility and that tourists who visit the island and the investors will also live likewise.
    I am looking forward to seeing Dominica once more as a safe island as it were in those days when we were able to go to the river and sea and enjoy this outing, in addition to keeping the doors and windows unlocked and people could also sleep in peace. Those were the days my friends. I am positive that this could be restored. May this be done and may God put a hand.

      What type of liberty are you? What is wrong with you? Whose side are you on? :twisted: :twisted: Those overseas are able to help the Police authorities in certain respects. They hear and read alot. They have expertise to a certain extent and are able to provide information about what could be done to fight crimes in DA and to also weed out the ‘dirty cops’ who are not operating in the best interest of Dominica and its nationals. They are working for themselves and getting a salary. If you reside in DA you should be ever grateful. Therefore, utilize your basic common sense if you have any. :twisted: :twisted:

      I resided in DA and at that time I did not hear of any ‘dirty cops’ or ‘rogue cops’ as today. I also was not aware of marijuana and other illegal drugs. If there were then I would have heard of them.
      Can you prove that in those days they were involved in illegal drug activities then? They may have had girlfriends/mistresses. However, crimes and illegal drugs were not as rampant in DA as today.

      I do agree that there are some dishonest police officers. They exist worldwide. When they are found out, based on their crimes, some will be demoted or dismissed and some are imprisoned. Were you one of those? All shall eat. However, the Police made a vow ‘to serve and protect’. If they did not honor this vow they are in breach of the Law and their position.
      As in certain positions some of them join the Force for a salary and prestige and not for dedication.

      well said and the chief is calling for wire taping laws . so you mean to tell me the wiring taping that is going on is illegal? yes they wire taping police officers too. some body will sue them one of these days.the police force needs to hear the side of officers these allegations are brought against. most time is not the officers who talk to the drum men and criminals that are dirty. but as long as the force hears an allegation is transfer for the officer without an enquire. then the person who gave the information usually a drug man , is rejoicing because he has just removed an obstecle in his way. reverse psychology and the police force cannot detect that.

    It is quit interesting a few weeks ago the education minister was focusing on the homosexual behaviour with youths and one of his cry to the public on the social problem was the Internet… In a matter of 10 days Mr. Carrette release a bombshell about corupt cops which my Weekes made public 2 yrs ago and his first utterance is to start wiretapping.

    These two problems are serious and need redress but my only fear is the motivation behind it.
    This clears the path to use these two issues to enact laws in DA to censor internet usage and phone conversation. So the question lies is this for the GOVT benefit or the people.

    In this modern age changes in the laws to help eradicate the plights of a country is a great idea. But where a GOVT doesnot respect people rights, privacy and a thriving democratic judicical system does not previal this is very dangerous.
    A compromised judicial system puts every living Dominica at risk of violation of their privacy rights because legal paper will be issued by the courts for wiretapping and internet censoring not only for criminals but the advocates of good governance, honorable citizens and people willing to stand up for what is right.

    The only way this is going to work right, we need a judicial system that is not going to be tampered with by GOVT officials and people with money to work in the country best interest. Also if people’s privacy is compromised without any legal footing the judges should be held accountable and be brought up on criminal charges. This then will force the judges to work in the interest of protecting our people privacy rights.

    People be watchful because a problem that warrants fixing might be the tool used to steal our privacy when power falls in the hands of corrupt men and a judicial system that cannot protect us…….Please be on GUARD.

    Upon hearing Mr. Carette’s statement this morning, I immediately associated his statements to an implicit admission that the CDPF is corrupted, suffering from low morale and that the allegations of Behanzin and others may in fact carry more weight than our officials are willing to admit. I also reflected on the honest and good faith admonishment of Inspector Weeks, calling for the cleansing of the force but for which he was unceremoniously pushed aside. I also remembered the efforts of Edison James to clean up the force when he became PM.
    The contribution of the informant that the CDPF is experiencing moral decay and senior officers are in bed juniors give literal meaning to the figurative language of the Commissioner that some officers are in bed with drug dealers. This is damning and adds to the choir of allegations with regard to the infestation of the police service. This news ought to vindicate the callers to Q95 and individuals like Mr. Weeks and ex- police officer – Attorney-at-Law Richards.
    The Commissioner cannot now run away from the reports of victimization of the good officer, who have tried to speak out faced with the punitive use of otherwise lawful discretionary authority to move officers to new duty stations against their desire, personal and family interest and clearly not in the best interest of the Organization.
    The issue is not about the requirement for new legislation, albeit that could help. There are procedures in place at the moment to deal with rogue elements of the force. What appears to be missing is the political will and/or managerial competence to do what is required. In that regard, I found Mr. Carette’s statement seriously lacking. If there are suspicions of “sleeping in bed with drug dealers” then the matter should be properly investigated by a competent, impartial, professional and preferably external body with a view to identifying the culprits and dealing with them promptly to the fullest extent of the law.
    Some of the questions posed by commentators like “Shameless” are sharp and appear to be based on actual factual information. They must be answered. Indeed, the time is ripe for a complete audit of the CDPF, which should result in major changes of personnel in authority including the Chief himself.

      Unfortunately he will no answer your questions because he will be going on pre-retirement leave in June. While what he as comissioner has stated is 1000% correct as it relates to corruption, I personally believe he is only saying that now for three basic reasons;

      1. To protect his legacy

      2. To secure a post retirement contract to come back as comissioner because he know the issues (only now????)

      3. To shake confidence in whoever is targeted to replace him so that person will not get the job (vindictiveness)

      Mr. Carette sir, what you are reporting to us has been systematic for a while now and got extremely worse under your leadership as chief. What happened? Were you asleep at the wheel or were you just another “political” puppet only interested in you pocket and personal power? Few within the GARBADINE Wearing bunch has any intergrity left for they are part and parcel of the failed culture.

      But at least, while he is no prophet, Inspector Weeks clearly has the credibilty, knowledge, experience, inpartiality and qualifications to lead the force to where it once was and beyond.

      To the chief I say, HASTA LA VISTA BABY, N-JOY your retirement and thanks for your service BEFORE you became chief.

    DNO, is the Police Service Commission non- existent in the Commonwealth of Dominica? I thought that the commissioners appointed by the President (upon the advise of the Prime Minister?) has to effectively manage and
    implement policies.I am a bit puzzled as to why the present commissioner is calling for legislation to get rid of corrupt police officers. The police seervice commission does have that consttiutional mandate. Mr Commissioner pl inform yourself of the police service communission regulations and you will be guided before making such statements.

    On the one hand I understand what Carette is saying that to avoid major lawsuits you need laws on the books. However I find this quite disturbing that he would allow himself to be recorded papa bondieu as COMMISSIONER OF POLICE stating that there are known elements within the force that are passing on intel and in a covert way protection to drug dealers and other persons who undermine the legal system and public safety.

    Mr Carette public perception,whispers/allegations are one side of the coin, you as the team captain should at least clean house from within.This is nothing that the public should be feasting on today. You have just given the criminals a carte blanche.Those who had a little bit of restraint now feel that they are untouchables.What next they’ll be weighing the drugs at the police station? stealing the coast guard vessel to escort their people or worst bumping off those who get in the way of their crew and return to work in the morning?

    Carette needs a PRO who can handle such public statements. It’s not what you say MR Carette it’s how you say it! You could have appealed for legislation, put on notice the rotten eggs and still maintain diginity

    Folks before jumping down Carrette’s throat, let remember that the drug dealer has lots of time on his hand and evades law enforcement many time. And its gets even harder when there are people who take an oath to protect and serve are maybe involved in drug dealing we definitely jhave a problem.

    But as in every case, you are innocent until proven guilty and even if you are found guilty, there is the appeal process.

    So Carrette, please make sure that you have all the necessary legislation…wire tapping, electronic and internet monitoring so that when ou and law enforcement apprehend these people you have a solid case and we the people can (Jurors) can put these guys away.

    I would hate to see we rush the process and these guys win on appeal (as is the case in DA) and the government has to fork out tax payers monies.

    I don’t think Carrette is looking for power…look all around you and you will see what happening in this world.

    In almost all industrialized countries, all of your phone conversations, emails, even the TV programs you look at are recorded….

    Dominicans don’t be so naive…we need to drop this political mask that we wear everyday.

    The 2012 calypso – “ Everything is upside down” will remain a classic – a song that is truly depicting the sociopolitical climate. It is not the first time that the police force has been labeled as corrupt; in fact allegations of corruption in the police force go all the way back to Leblanc- Patrick John, Eugenia- Edison, and now the current DLP. What is very alarming is the people’s response to blatant and audacious act or corruption and wrong doings from the police force. The top COP Mr Carrette seem to be plagued with the foot in mouth syndrome while the politicians in government are quite visibly manipulating the affairs of the police force.
    While I do understand the difficulty with not having the legislations in place to use certain evidence – wire tapping for example, the same commissioner told us that there is a spying unit operating in Dominica where the unit is eaves dropping on private conversations be it emails, phone calls etc. The commissioner is indicating now that unit is an illegal operation. We were told that the unit is essential to national security but now it is obvious that to those in authority only the people who are opposed to the policies of the current administration are the real threat to national security. Drug dealing, money laundering, human trafficking among people in high places are not considered threats simply because law enforcement does not have the legal mechanisms in place to prosecute the white color criminals. Suffice to say that the spying unit is just a unit to protect the very criminals who have instituted the operation.

    Punitive transfer allegations, Carette and Hobes are the masters of that. When officers complain about the deteriorating conditions of some Police stations, instead of fixing the problems, the officers are being transferred to another station. You have officers in the out stations working 24 hours a day for weeks before getting a day off, while the top brass get to go home after 8 hours with no consideration to those under them
    So moral has to be at a all time low

    are you saying that you have the evidence that there are cops tipping off drug dealers but u can’t fire them because the law wont allow you too?……

        I meet a guy from St Vincent outside DA, and what this guy told me is a huge shock

        We meet in a function/ St Vincent & the Grenadines Association. We introduced and this guy started to give me information regarding drugs entering DA in the 80s and who in the police force were involved, and also the custom officer who was involved in that trade, not only that he was a police officer but a high ranking police

        This guy told us that whenever the shipment on it’s way to DA, this custom officer would be working

        With that said I do believe that there are corrupt police officer/high ranking police and also custom officers involve in the trafficking of drugs in DA

        Mr Carette the new law will not work cause the house/police force need a huge huge clean up

    again…in some cases a law is needed in order for change to be seen…in this case no new laws are needed…………..new laws to deal with with police officer would only lead to more corruption………..

    Kuddos DNO for finally printing the “allegations” of cancers that is “allegedly” plagueing the CDPF. I made specific mention of “facts” some time last year and it was never published. I am finally happy that “Slavery” has seen it fit to bring the matter forward. Having said that, let me say this one of the few occasions I will support the Chief 100% for being honest.

    As a citizen, I would like to bring the chief on and ask the following questions pertaining to ALLEGED inappropriate behavior within the ranks so the general public can have a clearer answer;

    1. Have you heard or been reported to that SENIOR Officers (In Garbadine Uniforms) are constantly sexual harassing junior women officers and in particular those working in the administrative section?

    2. Are you aware that junior women officers are having children for SENIOR Officers who in turn refuse to take their fatherly responsibility and have even threatened the women if they are taken to court?

    3. Are you aware that it is alleged that some of the recent recruits did not meet the minimum character requirements before being sent to Morne Bruce?

    4. Were you made aware that some of the Women Police Officers have threatened to go to the PM because of ill-treatment by their male superiors because they refused their advances (retribution)?

    5. Have you been apprised on matters relating to senior male officers and junior women officers picnicing (river, beach) together when they should have been on duty in the first place?

    6. Do you agree that the time is RIPE for a complete review/ audit of the CDPF and changes made according to the findings?

    7. Are you willing to cooperate with a commission of inquiry to weed out the alleged corruption etc if called upon to do so?

    The air of suspicion surrounding the CDPF is rancid at best and the good name and character of those doing their very best everyday is being sullied by a few Nicompoops. Please Mr. Commissioner answer the questions and take action instead of hiding behind a so called “lack of legislation” for you have the power vested in you to address the issues listed above.

      Mr Commissioner what about the code of ethic in the police force, why a officer from a village in the south was rehired when he went to a business place in Roseau, he stole a bottle of alcohol he was fired, his family member husband is a big ranking man with the government, this guy was rehired because of connection

      If not i would say about 85% of the police in DA have some connection with someone in the force also in government and they are the ones being hired even though they do not meet the requirements, whereas those without connections are being turned down

      Tell them to get a lawyer, record their evidence and take those bastards to Court…But hearsay is not Carrett’s responsibility.

      So you want the Commissioner to be Commissioner who overseas love and sex and children, come on man

      This is a problem, there needs to be proper vetting across the board…Why isn’t the Police Commission taking a lead on this?

      4. Were you made aware that some of the Women Police Officers have threatened to go to the PM because of ill-treatment by their male superiors because they refused their advances (retribution)?

      This is an HR/Police Commisssion issue…There are very small recording devices (Q and the others know about them) that can be placed in great areas to capture the wrongs of wicked men and women.

      5. Have you been apprised on matters relating to senior male officers and junior women officers picnicing (river, beach) together when they should have been on duty in the first place?

      Unless there is evidence to prove that, the man cannot act on hearsay. How do you know they were on duty. Pictures/audio recording is perfect evidence.

      6. Do you agree that the time is RIPE for a complete review/ audit of the CDPF and changes made according to the findings?…Yes, there should be a civilian complaint and review board to look into better policing technique. And yes it is Time, much needed.

      7. Are you willing to cooperate with a commission of inquiry to weed out the alleged corruption etc if called upon to do so?

      The Last time this was done, I think somewhere 1995 – 2000 we lost Dominca best ever Police Commissioner and we the tax payers had to pay him and the others millions.

    well Mr carette…..if you get transferred after you speak out against some form of wrong doing wouldn’t you be suspicious?….

    are you really trying to fight corruption? or are you just trying to have laws implemented which would give you more control?

    cops will be afraid of you eh after they implement those laws….you’ll be able to control their home life….

    you simply want power mr carrette…..power to push people around…..you want to be feared…..

    if you really care about corruption….don’t dismiss the the cops who say that they were transferred because they spoke out

    I support the call for legislation and it must be done at the soones possible time because the situation is really getting out of hand. As a civilian I am ashame of the behaviour of certain police officer that are supose to be the protection for people. You do not know who to trust if you have a matter to report. Some people take the law in their own hands because they know their best friends are police officer who will cover their tracks. If I have information of any illegal activity I certainly will not report the matter because the very officer who might be taking the report is himself/herself involve in those same activities and I might just end up being a target. We hear of community policy but that can only work if the community have trust and confidence in the force but it is a fact that the majority of people do not trust the police force and we sure have reasons for doing so.

      This is what they signed up for. To honour,serve and protect. The pay needs great improvement however they were aware of what they would be recieving. If You work for a restaurant and the owner takes his boat out on sundays, to picnic with this family, you must go into the till and take $500 or pocket whatever money you make from the days sales, because you have a family to take care of?

      i agree. They making it easy for these guys to be bought. It takes a man with a very strong conviction to fight against corruption, turning a blind eye for a fee, sale of information and taking bribes when at the end of the month, you still struggling to survive and pay for your very basic needs.
