Caribbean countries need billions to deal with housing

WASHINGTON, Apr 08 2016 – A study on the state of housing in six Caribbean Community (CARICOM) countries has revealed that approximately US$1.8 billion is needed to end poor housing conditions for more than one million citizens.

The study by the Inter-American Development Bank (IDB) looked at the housing problem in The Bahamas, Barbados, Guyana, Jamaica, Suriname, and Trinidad and Tobago.

The study, which analysed the implementation of social housing programs in the Caribbean from 2000 to 2015, underscores the importance of housing to achieve the Sustainable Development Goals (SDGs) and the larger agenda in poverty alleviation, economic development, and climate resilience.

It noted that rapid urbanization has created a housing deficit in the Caribbean, prompting a large share of the population to live in informal settlements that are disproportionately affected by landslides, flooding, and storm surges.

The study notes also that the absence of efficiently functioning land markets, inaccurate property registries, and land disputes have compounded the problem and slowed the pace of housing programs.

“Improving housing conditions in the Caribbean can have large impacts on poverty reduction, improving lives of a significant share of the population,’’ said Michael G. Donovan, IDB Senior Housing and Urban Development Specialist, one of the authors of the study.

“The IDB and the Caribbean have been working together on several projects to help solve this challenge. However, more needs to be done. With this book, we expect to help the region develop a comprehensive urban agenda so countries can achieve their sustainable development goals.”

The study notes that Caribbean governments need to incorporate into their social housing programmes measures to protect homes against rising sea level because half of the population in the region lives within five kilometers from the coastline.

“As the Caribbean urbanizes, it will be also critically important to incorporate risk reduction into the location and design of social housing,” said Pauline McHardy, Jamaican Urban Planner, another author of the report on the study.

According to the report, several housing ministries in the region are adopting new designs to increase the resilience of coastal housing, improving building codes and ensuring that floor levels of social housing are above recorded flood levels. Elevating homes in flood-prone areas saves US$15 for every one US dollar invested because governments do not need to rebuild infrastructure.

Supporting the Caribbean to confront urban challenges and increase economic vitality of cities is central to the Bank’s mission in the region.

The IDB said it has provided over US$700 million in long-term financing to support urban programmes in the Caribbean since 1968.

But it mostly from a socialist run government and polices, that set out the help the poor, with free school, housing, health care, and food. Trying to make everyone and everything equal, and giving all a fair chance. Then it end up like this, in the photo, where everyone will be equally poor

    Some governments care and some do not care. People should not be residing in such types of housing. Yet, those people are satisfied with very little, what they have.
    What some of you may not be aware of when pictures are taken it is usually the worst ones, giving others the impression that the country and the people are dirt poor.
    So what needs to be done is for the government to build some decent homes for those who are in need of them. Too often the poor have been disregarded.
    I do think, especially today organizations as the WHO provide governments with funds to assist those who are in need of. What has the funds be used for?
    Then there is the rich who care for themselves and not the poor although they profited from the purchases and hard work of the poor.
    The government cannot do everything. Rich nationals of those countries should utilize some of their funds which they also stash away in offshore banking, to assist the poor.

    Like I’ve always said and will continue to say, the concept of development is a European one. All these 6 countries in the list are supposed to be the most developed (on paper) but their citizens are suffering and plagued with crime these countries also have extremely high debt.
    Dominica is the exception to the rule, our citizens own land, we are not starving most Dominican businesses are owned by Dominicans. you have to keep it that way, we should not be selling land to foreigners. Any foreign businesses in the country should be paying taxes.

    YOu do not have to go very far sir, to see poor housing. Take a walk through Roseau. Go up the Financial Centre from the Prime Ministers Office and look down, tell me what you see….? Poverty, poor deteriorating housing South, to the Valley and North , East, West, you see broken deteriorating housing.
    It is very sad and insulting that a so called Labour Party, one through history proud to take care of its poor, have left their own in Dominica in poverty, while they the leaders have questionable suggestions of their own wealth and housing increased fivefold in the past ten years. It is a big shame.

      :lol: :lol: :lol: Peter, you made me laugh. You are correct. Some people, in their poverty, are happy, look well-fed and healthy and happier than those who are well-off.
      Keep in mind what Our Lord Jesus Christ said: “If you have food to eat, clothes to wear and a roof over your head you should be satisfied.” In other words, be happy with what you have.
      I heard on the News, rich people, even though not wanting anything, do not sleep as well as those who have less. They are not happier and peaceful. They should not be envied.
      Consider too Our Lord was born in a manger. You know the story. To show us we do not need riches, to live in a palace and to have the best foods. We could be happy and do very well without them.
      Some worry about the poor when they are happier than them. Is this not true? If the poor were in need of, they would approach the government for help. This is what those in need of do.
      The poor could benefit from the rich/well-to-do.

    Most times when people remain very poor it is because they are very honest people…it is an every day example to see ,those who work hard and toil to make ends meets always suffer the most…these are the people who really needs help but as poor people ,those who have a lot avoid them ,so the remain in poverty for a long time…while it is by luck and chance their kids don’t have the same ending…

    I am convinced that these experts are scared to hit the nail on the nail on the head as to the real issues surrounding poverty linked to poor housing, creating asthma and other related ENT illnesses.

    That statement above from the CDB should read:
    “It noted that rapid corrupt governments in some islands, notably Dominica has increased poverty and a housing deficit in the Caribbean, prompting a large share of the population to live in extreme poverty that are disproportionately affected by handouts, begging, creation of mendicancy thru a Red Clinic…….”
    How does one get rid of a corrupt government where poor people continue to suffer and live in substandard housing and poverty.

    Poverty also has to do with some nationals (not only in the Caribbean) who live for themselves, not caring about others and their future.
    You hear the US News of all. These authorities must not encourage sex education and so-called same sex marriage to be taught in the schools. Let the children be children first to be students, to concentrate on their studies. They do not need immorality taught to them.
    Consider today, in this immoral and scandalous age, it is now gender and gender issues. This means, feminine and masculine are not mentioned as if men and women are now one gender. This is to suit so-called same sex recognition and marriage. Oh my! How God is highly offended.
    This tells me that I better be godly for one day whatever I do and encourage, I will receive my just recompense from God as I deserve.
    Christians, let us help others to do what is right, most of all, in the sight of the Lord who will recompense everyone as each deserves.

    Some people talk without comprehending the situation. Today I had a discussion with someone about the immorality which is taught in the US and Canadian schools of all. No exception in Europe.
    I have previously stated that these governments have failed students, in that while in school they should be informed/taught to diligently study so as to obtain a job for their livelihood. In addition, love and respect for others which could hopefully reduce crimes.
    Then the Most Holy Name of God, The Our Father has been prohibited in those schools.
    A US Judge had The Ten Commandments in the Court House. He was told to remove it or face being fired. He refused and was eventually fired.
    Another was forced to remove it on the lawn of a government property. Folks, if the Caribbean follow suit, what do you expect when God is rejected?
    Some have been school dropouts and some may not have attended school, doing their own thing which contribute to poverty and low-income housing.

    That what we are viewing in the picture is a shame and a disgrace that a human benign is existing under such horrible depilated state. Chances are that picture might be taken in Haiti, or Dominica, those are the only two places in the Western Hemisphere one expect to find such substandard way of existing.

    Don’t get me wrong, the circumstances in which this family finds themselves is no fault of theirs, some politician must be blamed, if that condition exists in Dominica, Roosevelt Skerrit is the cause of that. How can one even value the findings of a report when the study was conducted in apparently six of the more developed places in the region.

    It makes me want to vomit to see a human living in such squalor, the children will be psychologically affected!

    What the Caribbean needs is not billions but the ability for people to earn billions build there own homes. Don’t give us money. Bring back preferential treatment for agricultural and manufacturing goods from the islands. I am sick and tired of the Caribbean being a welfare case. The Caribbean need to get its act together. We are surrounded by water and no reason we should not have a viable fishing industry. The processing plant could be in one island where boats CA sell thier catch. Caribbean region has over 30 million people so there is no reason inter island travel and tourism should be a problem. The region has to much low wage and lack of investment opportunities available for citizens. Imagine the ECCB exchange has less than 20 stock options with average stock less than $10 per unit. It’s a shame. Our government officials are frankly not bright enough and have no vision. Development of people is what needed so they can take care of thier darn selves. Enough charity!!!

      I tend to avoid confrontation or wade into politics on DNO But I must answer you. This is a very cruel and evil statement to make. You know that is not true. As Dominicans, if we are honest to ourselves then we are half way there towards our development.

      If anyone does something good or reasonably good then support it. If they make error then condemn them strongly and offer a solution. But do not indulge in such childish behavior. It is not healthy.

        I said “if we are honest to ourselves then we are half way there towards our development” – meaning ONLY WHEN WE ARE HONEST WITH OURSELVES THEN WE WILL BE HALF WAY THERE towards our development.
