COHA paints unflattering picture of Dominica

COHAThe US-based Council on Hemispheric Affairs (COHA) has painted a rather unflattering picture of democracy in Dominica in an article named “Democratic integrity in Dominica” published on August 6, 2014.

According to COHA, “following the release of a June 6, 2014 report on Chinese investment in Latin America, the Council on Hemispheric Affairs (COHA) was contacted by Dr. Clayton Shillingford, President Emeritus of the Dominica Academy of Arts and Sciences, a non-profit organization committed to sustainable development and democracy in the island nation.”

“Dr Shillingford presented COHA with a series of grave allegations concerning the integrity of the democratic process in his country,” the organization said. “These accusations largely revolve around the incumbent Labor Party’s propensity for taking advantage of the nation’s weak institutions, particularly in the years leading up to the 2009 general elections.”

The article, authored by Ryan Eustace Research Associate at COHA, alleges violation of election laws, describes the island Electoral Commission as ‘nominally independent,’ and also alleges the ‘stifling of reforms’ in Dominica.

The article questions where the money is coming from to finance the ruling party’s election campaign.

      I agree with you. What irks me is that some comments which insult others and derogatory remarks are spewed at others (I have experienced that) even though they do not know them, are allowed to be published. It is beyond my comprehension how such comments are allowed and ours are not.
      I was informed by one of them that my comments are trashed. . . . and more. . . I made note of it. Should such a comment be allowed to be posted?
      These people who also spew hatred and make such comments do not realize that they are debasing the reputation of DNO. It has left me with the feeling that DNO is not fair to all readers.
      Does DNO realize that, such comments which serve no useful purpose, no educational and inspiring ones, should not be published.
      We are all expressing our opinions and giving of our personal time, free of charge. We are having a constructive dialogue with our fellow Dominicans. It is one way of getting to know them whom we may never meet in person. There is no need to be suppressed and insulted for our opinion and whom we support.

    Has anyone heard Tony Deny those accusations against him. Tony defends any and everything that is wrong with the government yet when accusations are leveled against him he stays quiet.

    Did anybody hear Alick Lawrence the man who wrote two books about democracy deny the accusations against him. I am not so dumb to expect acid to talk or make noise while it causes destruction.

    The dlp isn’t working for the upliftment of the country , the opposition is all about complains( cry babies) why would you walk out of parliament when you are there to defend your supporters and then go on a radio show and complain, that’s like your lawyer walking out on you in the middle of a case , just because the prosecution come down a little hard on him, that’s the people that are going to negotiate on the behalf of Dominica abroad,will they walk out if they don’t agree with the terms at the first atemp , even before election they are already preparing there complains for the future, 5000 jobs in 3 years, oh we can’t because the dlp left the country in a mess and it will take a while to clean it, so putting out information like this one and many more is just to justify there complains and excuses when they get in power,

    18 to 3 is not a number I could really debate on fearness, that would mean that they stole 7 or more seats , for argument sake , if there was unfearness within 2 or 3 seats , would that make the blue team win,,,,,,,,,,

    Before skerrit became pm , I didn’t know somuch about his character, what happened? A monster was created by giving him too much power( 18 out of 21) bost up his ego, which mean he could have done what he wanted ,which he did and is still doing, because he knows even if he looses 5 seats in the next election , he is still ahead, ego boost……
    Samething will happen here if you give linton all that or even more power( a new monster will be created even if he looks like a saint now)
    The best result should be 11 win 10 opposition ,
    That administration would have to work twice as hard to keep or increase the amount of seats in the next election,

    Love or hate Tony, he is a true friend of Skeritt. Regardless to what is being said about Skeritt, he must come to his defense. In the defense of Skeritt, he said Mr. Shilingford is colluding with Mr. Linton and UWP Team Dominica in order to destroy the good name of Dominica. His remarks are not enough, he must produce evidence to the contrary. The report is damaging, therefore, Skeritt should address the nation with serious evidence in an effort to convince Dominicans that COHA has its story wrong. COHA is a reputable organization, therefore, Skeritt must convince Dominicans, he did not spend $1.2 million for the transportation of overseas voters. Tony must convince Dominicans, that the email allegedly written by him was false. By merely castigating Mr. Linton and Mr. Shillingford will not make the story go away.

      You should put on your thinking cap if you have one. The PM must be preparing his rebuttal. It cannot occur overnight. However it is his prerogative to respond or not. He or his assistance must be reading the comments. If he feels he should respond, he will in time.
      How long did it take for Clayton to prepare his writing? He could have received help from others. He could have consulted others who also read it, proofread it, modified it and then was given to DNO to post.

    But Wait….. isn’t COHA the same Washington ‘think tank’ that came out with a big story ‘Dominica the next Greneda’ when Venezuela was renovating the airport?? What I hearing there nuh. So COHA is a big part of UWP political strategy then. That’s mister’s contribution to their campaign it seems. They were preety much suggesting back then that D’a would/should be invaded like Greneda.

    It’s a Washington think tank that do the same in Africa and they need to stay out of local politics. I am still undecided with my vote but that’s not enough to sway me. Diaspora or not, every democracy has some form of absentee ballot, the US, Britain citizens vote by either traveling home or mailing ballots in. Get used to it, and win Skeritt.

    Where will you all get your money from, … rich uncles? So they want to take us back to the dark days when Milat Wozo ran tings and run-down D’a?? The Shillingfords doe even have money any more, so without the Chinese/donor money you all just want to be the ones to run things and get rich doing it along with your friends.
    Don’t listen to COHA, plan strategy better than that to beat Skeritt and I will vote for you.

    Clayton Shillingford has shown on too many occasions that he has zero credibility, is incapable of speaking the truth and should be dismissed as a disgruntled and miserable. He owes Dominica an true explanation on the ‘land gate’ and’ transfer gate’ saga instead of spreading lies about our electoral process. Has the UWP filed one petition in to have any named removed from the voters list? It is their responsibility as stated by the our constitution to file petitions to removed names of ineligible voters from the list and they continue to be negligent in the performance of their duty but seek to blame the government and make these ridiculous claims of fraud. Is Lennox Linton too lazy to take the necessary measures to have the name of his deceased family members from the voters list? Must someone do this for him? Shame on these men from their continuous attempts to discredit and dishonor or beautiful country.

That to me speaks volumes to the fact the DLP supporters have no interest in the truth. So anytime they are confronted with the truth, they begin to attack the messengers personally and accuse them of bringing down the country. You see why they cannot debate.         I am not influenced by anyone’s little bites of plywood etc. I am totally impartial, but take a very keen interest in what is happening in my beloved country.

        So, in some ways my views are probably more valid than yours as I am not seduced by all the corruption etc.

        Also, although I am based in London, I make a healthy direct and indirect contribution to Dominica, so yes, my comments are justified.

      Sadly, you appear to be the epitome of negative thinking and misinformation. COHA is not a newspaper. It is a highly respected independent, non-profit body, renowned for its non-partisan stance such as its criticism of U.S. policy with regards to Cuba and Venezuela, for instance.
      COHA would not publish anything without doing their own research and verifying the facts on the ground first.
      I would take their findings extremely serious.

      Your comment is like a woman criticising a child for reporting her father for sexual abuse because it will tarnish the family name.

      This idea that Dominicans have to simply hide everything for some misguided sense of nationalism is the kind of nonsense that has people walking around angry.

      And yes there is a palpable sense of anger in Dominica. Even amongst Labour party supporters who are busy being vex with whoever is at the top of the favour pole.

      It is not a healthy situation, and if you want to understand Dominica let me give you a small sample.

      The Labour Party won an election based around rubbishing the character and integrity of Julius Timothy, who they declared the high priest of corruption.

      Not one Labour Party supporter has stepped forward to challenge the principle that Timothy could cross the floor, and not only that be given a TOP POSITION in the hierarchy of the nations governance.

      At the end there are only two options.

      1. Labour Party lied, and UWP werent as corrupt as they made them out to be.

      2. That Timothy was as advertised, but for political purposes, better the in your kitchen, than across the road. Timothy might reflect Labour better than anyone else.

      So whilst Labour Party supporters, who make up the mass of poor people in Dominica, bellow loudly for handouts, the same Timothy who they screamed at, and voted against, ends up living larger than 99% of those who put the same Labour in government.

      I prefer scrunt in dignity than be part of this pig sty, where to eat you have to show that you too are a pig.

      What proof? the same rubbish that has been spoken by Clayton and company. An unflattering picture of democracy in Dominica, as painted by the opposition represents desperation. The unfettered freedom of speach enjoyed by all Dominicans including the opposition is testimony to the lie represented by this article, COHA is just another mouthpeice of the UWP. When was the last time a state of emergency to restrict speach and movement of people in Dominica called? Did the author educate himself on the process to remove a voter from the list. Has Mr. Linton submitted to the Electoral office the information cocerning his deceased father and sister so that their names can be removed from the list and has he started proceedings to challenge the inclusion on the list of his brother who resides in New Jersey? :?: :?: :?: :?:

        I heard that Linton’s mother recently died. He should have her named removed from the list as well. Check if his brother who resides in N.J. will be going to D/ca to vote for UWP and who else from overseas will be doing likewise.

        There are always two sides. They should also listen to the other sides and seek the truth. Sensible people should know that non DLP supporters will always act in such a disgruntled manner mainly because they do not support this Party. I would not take what they state as being credible.

        In spite of your name I was wondering the same thing.
        Even assuming that all the accusations may be true, how does a reputable organisation accept information from opposition forces and proudly reference them with no indication that any of the people against whom the accusations are being made were interviewed or approached? (The new democracy on the horizon?)

        How does a reputable organisation make veiled accusations against court rulings in a country based on the opinions of the people ruled against to the extent of questioning the integrity of a judge without input from the judge? (The new democracy on the horizon?)

        How does a reputable organisation reference people’s personal e-mails without batting an eyelid when the Dominica Constitution protects the right of citizens to privacy of their homes and I assume personal correspondence. (The new democracy on the horizon?)

        The source of election campaign funding is indeed a matter for concern with respect to the democratic process, but how does a reputable organisation question the source of election funds of one party in a country where multiple parties are free to contest? (The new democracy on the horizon?)

        I believe that the conduct of citizens at the levels where they function e.g. in their management of NGO’s; execution of their responsibilities in their employment; implementation of projects etc. are a very good indicator of how they would exercise judgement in higher offices or seek to influence those in higher office for whom they would have worked so hard to elevate. Since I happen to be able to hear from both ears, see from both eyes and recognise all colours in the scheme of things, I am wondering (based on all that I have been hearing) about the moral authority of some of the contributors to the COHA report/article!

        Just wondering? I hope that I still have a constitutional right to do so from the fence on which I sit?

      The Dominicans rushing to take the free flight home to vote are doing so because they do not have any other means of visiting Dominica. Trust me, they are the loafers who are languishing abroad.

    Bull and more bull coming from a desperate opposition. Stop dragging your country’s name into the mud. In a democracy we abide by the ruling of the majority and we move on. You guys need to come to terms with the fact that you all have been rejected by the majority of Dominicans. The Independent body which was present to monitor general elections in 2009 claimed that the elections were free and fair. Dominica is a very free country.
