Debate on marijuana legalization in Dominica rages on

The debate on the legalization of marijuana continues unabated with attorney Henry Shillingford arguing that Dominica could be a “beacon for the world” in the matter.

However, Assistant Superintendent of Police Claude Weekes raised concerns over the health implications of the use of marijuana saying that “there are risks in the abuse of the drug.”

Both men were speaking at a panel discussion held at the Point Michel Community Center on the topic, “Should Marijuana be Legalized?”

Shillingford gave a passionate presentation, saying that Dominica is considered the ‘Nature Island of the Word’ and “we cannot make a plant illegal.”

“We must stand up. Everybody drinks bush medicine, it is a bush. We have to stand up as a people, as Dominicans, who believe in the natural environment and make Ganja fully available in all its forms so we can have growing industries to develop,” he said.

He also opposed the claims of the government and police authorities of the dangers of the herb, noting that their motives are against God’s creation.

“How dare anybody say that God would have created a material that is as dangerous as what these governments and police are saying?” Shillingford stated.

He brought to the attention of the listeners the legal implications that come with the issue marijuana in its current stance in the law, saying that persons have “lost their families and gone to jail” because of the plant.

“People have lost their careers. I could lose my career. I cannot be seen with Ganja in my office but I can have all kinds of liquor and cigarettes,” he said.

Despite the laughter and comments from the audience, Shillingford stood his ground.

“I am firmly on the grounds of full legalization of Ganja and I am not for decriminalization. It is a plant,” he remarked.

But Weekes believes there are health implications in the use of marijuana, saying its use has “physical risks.”

He pointed out that legislators realized they have a duty and responsibility to protect citizens from the risk of marijuana use.

“Today as we speak there is the legislative framework governing the use of marijuana, and that is both to using it and indeed to bystanders.

Weekes stated that according to research, “marijuana can increase the likelihood of schizophrenia.”

“Let us break it down to simple English, madness,” he stated.

He pointed to his 18 years of experience as a prosecutor in the court.

“There is evidence of that as a prosecutor in the court for over 18 years, I have no doubt that the use or abuse of marijuana, given the 450 to 500 chemicals that you meet, if there are some chemicals that are good, indeed there are those that have a negative impact on the body as well,” Weekes stated.

He said that there is “true testament” relating to the number of persons, especially younger ones, who are institutionalized at the mental hospital or the Acute Psychiatric Unit (APU).

The panel discussion was arranged by the Dominica Public Library.

Other members of the panel included Phil St. Jean and Kester Toussaint.

    I am 55 years old, and have worked non-stop since I was 14. I have 2 degrees, and currently work as a nurse. I have smoked on and off since 15, cessating while in school. Like others that use marijuana, i am a responsible, hard working professional member of society. I would like to retire/ volunteer outside of USA and considered Dominica. But after reading of Dominican draconian marijuana laws, I will scratch Dominica from my list.

    The following is taken from an interview with Doug Ironside, a public health nurse, who works in the area of injury and substance misuse prevention. It was published in the Orillia Packet and Times, a city newspaper May 11, 2017.

    *Everyday use is a really high risk behavior. Regular ongoing use is particular harmful to youth.

    *Regular marijuana use impairs brain development in youth since the brain (especially the pre-frontal cortex) continues to grow and mature until one reaches 25 years old.

    *Marijuana has the potential to become addictive.

    *It can impair reasoning, impair judgment and make school very challenging. Marijuana is also harmful to the lungs, causing many of the same problems that tobacco smoke does, including cough, bronchitis and heightened cancer risk.

    *We know from research that increased access leads to increased use. So there is a potential for increased
    use and increased harm. There is going to be a litany of other public health issues to address.

      David Hammond, a professor in the School of Public Health and Health systems at Waterloo University said, *It is a myth that marijuana smoke is less harmful to inhale than tobacco smoke. Marijuana smoke contains many of the same carcinogens as cigarette smoke.*

      It is appalling how those who advocate for marijuana ignore the facts, especially those in government. It seems obvious they know there are votes to gain, and they want to rake in the tax money. If what is known now about marijuana had been known about tobacco and alcohol in the day it is unlikely they would have been legalized.

    Glad Weeks and Hill brought up schizophrenia, research shows it’s unrelated to marijuana. But consider this for what it’s worth: In the seventies when it was smoked in its pure form, nothing added, there was no level of Paros or madness associated as you see today. That’s because today the mostly young men lace it with crack, coke and some of the other substances Weeks mentioned. Hence the elevated levels of schizophrenia today. Yet coke and crack isn’t persecuted half as much as police persecute marijuana. In Dominica there is a saying that if you want police to act fast and swift, just say marijuana, and they quickly show up. This is a bad track record that hasn’t worked for over 40 years. It needs to be legalized, and stop this madness. Just legalize it!

    Food which is necessary for life, if abused will cause detriment to one’s health with all sorts of complications, so what really is the argument of abuse, anything which is abused has bad results. the case of mental disorders in Dominica should be researched, with the youth been mainly affected from mental disorders here, what about the other social, cultural and economic factors which come into play, could Mr. Weekes present actual data saying that marijuana was a direct cause of those mental illness cases which he has encountered during his career or is his training and education as a police officer contaminating his judgement? I would like to hear what the medical professionals would have to say on this situation. but what makes absolutely no sense is that one could readily find marijuana in any sector of the society, so would it not be better to be able to control it’s dispensation rather than just destroying lives and livelihoods over what maybe an antiquated view?

    Weeks is wrong. The benefits outweigh the risks. No argument to support the number of families they have inflicted misery upon by throwing our men, main breadwinners in jail. This has to stop. Marijuana has to be legalized. Rest assured not everyone wants to smoke it, yet they can legally smoke the cancer stick tobacco without risking jail sentences away from their families. No Weeks, it does not cause schizophrenia, alcohol does. Alcohol and crack caused most, if not all the increased cases at the psych unit.
    @ the Rev-hill fella: No one here starts with marijuana, maybe in Toronto. Here they start with legal alcohol. Get a life. Marijuana was made illegal by the heavy hitting U.S attorney general back in the days he started the ‘Reefer madness’ campaign, that the US took to the UN and heavy-handed influenced nations to make marijuana illegal or risk not getting aid. All done because it was used primarily by Black people. Racism involved! do some research, it’s all there.

    It is legal in the USA and that should not have happened there before the West Indies.
    Personal consumption should be legalized and regulated. We can put in place all the necessary regulations to protect minors, limit cultivations, places of use etc etc…..Penalties should be mere misdemeanors with tickets issued not charges, arrests and court proceedings.
    Love my man Weekes. Think that he should be the police commissioner but I beg to disagree with him on this one.

    The ones suffering negative effects are adding other chemicals to the thing. 2 different substances will have an adverse impact on your body.

    Look at case studies: People who intake marijuana via:
    – Smoke: No head cancers ever show
    – Tea: No Stomach cancers and a few other places along intestinal track. Also kills and breaks down the mucus causing alot of other diseases, like Asthma.
    – Liquour: Helps with a few flu and cold related symptoms
    – Oil: Breaks down and eventually heals cancer. (No KImo!)

    And the idiot tax suckers, would stand against something that makes you non-combatant, in order to look like they doing something, other than nothing.

    Marijuana is a plant!!! Maybe we should make Mango illegal or peppermint… how about basilic? Too much kills the long term memory…

    Look at what happened when Alcohol was legallized… crime died down. Al-capon lost his power.

    Marijuana is known to result in physical addiction.

    There is evidence suggesting it causes schizophrenia. It is not entirely clear yet if it is the cause of the disease of if it is triggering latent schizophrenia.

    It sometimes causes certain respiratory problems.

    It contributes to some cancers.

    Recent medical school based studies have shown smoking marijuana damages the part of the brain responsible for memory and learning. Students smokers have shown a drop in grades and a higher percentage of school dropouts.

    Those who argue for the legalization of marijuana have their reasons for doing so. Some are smokers. Others stand to make money from production and sale of the weed.

    Politicians can see a financial profit for the government in the sales of licenses and taxes which outweighs their care for the well being of young people and the upcoming generation.

      As more people want either decriminalization or legalization the cannabis lobby grows. Politicians see the potential votes. As each election time approaches we can expect to see more politicians taking a pro-weed stance including some we thought never would.

      In Canada before our last Federal election I told a congregation of approx. 700 people in a church I could not tell them who to vote for but I advised them to vote for the candidate who best stands for our Christian morals and values. Needless to say I was not happy with the last federal election nor provincial election in Canada. But that is democracy! Christians are not the only ones who vote.

      Trying to make things up about those who disagree with you is awfully desperate.

      A lot of people, myself included, don’t smoke it or otherwise have anything to do with it, yet still understand that grownups can make their own choices and that trying to insert the criminal justice system where it isn’t needed does more harm than good.

      For hundreds of years canabus was a basic ingredient in many medicines. Today it is well known to control grand mal seizures, it has a proven record of as a cancer cure, utilizing an oil derived from cooking the leaves. Alcohol is more damaging to the liver and and brain. Tobacco is far more damaging to the lungs, a proven carcinogen. Neither of these two addictive substances have been made illegal have they.

      You should know just why and when marijuana and hemp were made illegal. It began in the 1930’s in the US, after the law making alcohol illegal was repealed. It was decided that Mexicans, and black people used marijuana as a recreational drug, far more than they used alcohol. It was a racists decision on the part of the US government to make illegal this herb favored by the populations the government wanted to keep under surveillance and control. Hemp, once one of the most profitable crops was a direct competitor to oil interests and cotton growers.

        1) You cannot blame a plant for making someone WANT to try another drug…its called peer pressure. (Ever heard of it?)

        2) This gateway drug idea came from the US as part of their “Reefer madness” campaign.

    weeks needs to familiarize himself with the plant and don’t let his law enforcement experience cloud his mind.
    first of all marijuana leaves when green cant get you high and is maybe the best medicine for asthma and other bronchial ailments. the tea is very soothing and can be used as an addition to your veggies when making your salad. it is a natural plant.
    when dried and mixed with high leaf(tobacco), which is the MOU by the youths today when they are smoking creates the negative impact.
    we don’t hear prominent people speaking negatively about alcohol and cigarettes which has absolutely no benefits to the body.
    besides that if we believe that god is the creator of all, WHY IS MAN MAKING GOD PLANT HE CREATED ILLEGAL AND WE ARE MAKING CERTAIN DEADLY OVER THE COUNTER DRUGS, ALCOHOL, THE UNION BETWEEN MAN AND MAN AND WOMAN AND WOMAN LEGAL?.

    Mr Weekes is showing himself to be rather uneducated on the matter in this article. Correlation does not equal causation, Cannabis use has been on a steady increase for decades but there has not been a significant increase in cases of Schizophrenia and for Mr weekes to try and simplify the mental illness to “Madness” is an astounding show of ignorance.

    It would be disingenuous of me though to say that he is completely wrong as there was a study that stated that excessive usage before a certain age could in fact lead to underdevelopment of the brain but this has not been substantiated enough to say that it causes Schizophrenia.

    The time to have this conversation is NOW while we have a chance to get in on the ground floor of what could possibly be one of the world’s largest industries. Lets do this for our people first and worry about what the rest of the world thinks later.

    everything has a good and bad i.e. the law of polarity. Marijuana use may have positive effects used in the right quantities. Marijuana abuse will obviously have adverse effects. It’s just like the use of water will keep you healthy and functional and the abuse of water will lead to over-hydration. To put this into perspective back in the old days before ‘modern medication’ was invented doctors used now illegal drugs to cure many illnesses and ailments but people decided to take on their own and abuse these substances.

    Marijuana in its pure form is not harmful…the oil of Marijuana aids and cures seizures. It’s other additives which people add to their joints such as coke which causes madness as Mr.Weekes puts it. I am pretty sure that if all the states of the U.S legalized this herb that Dominica will follow. Do you know that nutmeg is an illegal drugs in kuwait Mr.Weekes? Yet in Dominica it is used in cakes and drinks. My point is, anything could be illegal and harmful if used wrongly. Nutmeg if inhaled is a hallucinogen. Cocoa powder in its purest form if inhaled is euphoric like LSD. What ailment can alcohol cure? None. Instead liver failure is a result as well as intoxication which mau lead to drunk sriving. What ailment can tobacco cure? None. Instead cancer of the mouth, gums, lungs, skin etc. What ailment can Marijuana cure? Asthma treatment, seizures, Lucid moments for alzeimer patients, glaucoma etc.
