Dominica pops up as Italy investigates financial scandal

Francesco Corallo claimed he was an ambassador for Dominica

A man at the center of a financial scandal in Italy appeared to have falsely claimed to be a permanent ambassador for the Commonwealth of Dominica.

Reports coming out of the Italian press indicate that Italy’s Guardia di Finanza (the financial unit of the tax police in Rome) is presently investigating a questionable US $200 million loan from the Roman Banca Popolare to gaming giant Atlantis/Betplus.

Reports indicate that on  November 10 the Guardia di Finanza raided private homes and nine company headquarters in Rome, Milan and Bologna. The home and office of Francesco Corallo, described in Italian media as Atlantis’ beneficial owner, were among the targets.

However when Corallo’s home and offices in Rome were raided, he clamed diplomatic immunity on the grounds that he is an ambassador to the United Nations Food and Agriculture Organization (FAO) for the Commonwealth of Dominica.

But the FAO office in Rome declared it did not know Corallo. In a statement to the Italian press the FAO said Corallo “is not the organization’s permanent ambassador for the Commonwealth of Dominica.”

The matter took another twist when Atlantis/Betplus released a press statement to the Italian media saying Corallo had given up his immunity status to cooperate with investigators, directly contradicting the FAO statement.

The company claimed that the Government of Dominica designated Corallo their ambassador to the FAO in a letter dated June 21, 2011 and he notified the FAO of his arrival in Italy in a letter dated September 21. However, this information now turned out to be incorrect.

To make matters worst the Italian press reports the Italian Foreign Ministry said that Corallo could not have been a FAO ambassador because he is conducting economic activities in Italy and it would be “inappropriate for someone with business interests in our country to enjoy diplomatic immunity.”

Dominica News Online will be seeking information from the Ministry of Foreign Affairs on this matter and will bring information if it becomes available.

    This is very shameful behaviour from people who claim to love this country. The propaganda and lies by these opposition forces are a very well planned strategy by the opposing forces to make the government look bad by spreading these lies. Their main theme is “where there’s smoke there’s fire,” because they cannot prove not one of their claims.

    People of Dominica , don’t expect these allegations, lies and slandering to stop. They will only intensify because there seem to be a certain desperation by these evil forces at this time. This leads me to wonder, what do they have riding on this? Removing our duly elected government at any cost just to gain power. Tell me, is that love for country? I don’t think so.

    When investigators raided Corallo’s home and office in Rome, he claimed diplomatic immunity, saying that he is an ambassador to the United Nations Food and Agriculture Organization FAO for the Commonwealth of Dominica. In a statement issued by Betplus to Italian media yesterday, the company said that Corallo had later given up his immunity status to cooperate with investigators.
    The FAO office in Rome stated yesterday to this newspaper in a brief email that it did not know Corallo.
    “This man is not an FAO goodwill ambassador.”
    Within minutes after answering our question, the FAO press office sent a statement to Italian media stating explicitly that Corallo “is not the organization’s permanent ambassador for the Commonwealth of Dominica.”
    The independent online daily Lettera 43 reported that the Italian Foreign Ministry received in recent months a request for an opinion about Corallo’s accreditation as an FAO-ambassador. The ministry gave a negative advice, saying that as the owner of Atlantis, Corallo, is conducting economic activities in Italy and that it is therefore deemed “inappropriate for someone with business interests in our country to enjoy diplomatic immunity.”
    Corallo himself is not the subject of any investigation

    8-O Italian as well as international governments are in awe of huge shock seeing the rogue regime in Dominica under the leadership of Roosevelt Skerrit is renting out country’s diplomatic status to various individuals, including people with dubious backgrounds. Investigators in Italy are already getting extremely sensational information from Francesco Corallo, who was appointed as ambassador of Dominica to FAO [Food and Agricultural Organization]. But, Francesco Corallo was never accepted as a diplomat by the Italian government, as he was not a national of Dominica.

    I remember sometime ago it came on the news (local news) that a certain man was made ambassador to the FAO. When I heard the name of the person was a foreigner, I asked myself “Is there no Dominican to do the job?” I understand now why it was so.

    This ongoing passport saga cannot in any way bode well for Dominica or its citizens. Legitimate persons holding Dominican passports will only be further scrutinized and subject to unnecessary secondary inspections at various ports of entry. The prime minister being ultimately responsible for the sale of these passports must realize by now that this must not and cannot continue else we will soon be classified as a rogue and corrupt nation; think of what that would mean for the upcoming generation. In an effort to save our good name it has now come time to forget about the red, green and blue and put the country first – Stop the sale of Dominican Passports!

    I read this story on other websites and could not walk away with n e one of them saying that a Dominican passport was found in this dude’s possession, but did walk away with the fact that the United Nations FAO office, NOT Skerritt, confirmed the man was lyn n he was then arrested. So as I read these comments I am desperately tryn to understand why people r crucifying the PM for this..? Not sayn the man is all good, he ain’t my God. But alas, I don’t understand the level of animosity and bias in the country. What people fail to realize is that Skerritt will not b there forever, but DA will and we as a people continue to tarnish our country’s reputation by carryn in with the name calln and nonsense; we should b standn together n condeming the lies of this man. Skerrit paka mem study zor; Say one say two he earning his salary – at least he goes to parliament n allu seeing prjects in allu eyes. Ask Hector ET what he doing for his $3,000 or so monthly salary, and how is it ethical? If the elections was a fraud he and his party should not have been sworn in and should return the people’s tax dollars to the Treasury. Instead he on FB calling, indirectly, for uprising n violence.         Whether or not he qualified as far Italian law is concerned is not the issue. Even if he did qualify in Italy, if he was the said Ambassador, United Nations FAO would and could NOT very well LIE about it. Here, the FAO said he is NOT the ambassador; the UN is not just Italy. Stop interpreting what you want because of what appears to be your bias. And BTW this isn’t meant to convince you or anyone else of anything, but to express my own opinion without blinders on. Sue other patriots for informing us about those corrupt actions taking place in our land. Sue those Dominicans who condemn such despicable actions of a FEW selling Dominica passports for the main purpose of making plenty money.

    Dominicans have not been friendly to Skerritt by supporting and encouraging controversial secret deals and other corrupt practices that have Dominica under international radar because our Dominican passports have found themselves in the hands of criminals. Convince us is not true.

    DNO must be concerned, other honest, professional media must be concerned. Dominicans are expressing disgust. But amidst all that bad publicity in the international arena, the authorities refuse to put a halt to the programme. Greedy, selfish human beings.     Please keep this thread on the front page until we recieve a press release from the government of dominica.

    I am wondering why is the government taking so long to distance itself from associating with this man. Moreover , The fAO only said that this man is not the “permanent” ambassador. the key word yeah is permanent. Why include such word. why not just say that this man is not an ambassador to the FAO. ( just some food for thought) .
    MAYBE WAIT A MINUTE CAN HELP ME OUT HERE.

    Whether this one is true or false, one thing we cannot deny is the fact that Dominica is definitely in the sportlight these days. Last week it was with India and today it’s Italy. I wonder who is next?
    Why mr. did not say St. Lucia, Barbados, or one of the developed countries? Why Dominica?

      A few days ago i heard about an African Doctor who is in the process of coming to Dominica from Canada accompanied by a Dominican with his DNA business

      I do hope that the Government of Dominica will do a complete investigation on this Guy

      I do hope that the administration will contact the Medical School of Canada, the Better Business Bureau, Citizenship and Immigration Canada, also the RCMP etc also check his credentials

      Wondering why would someone come to Dominica,whereas as the pay in Canada far exceed what is being paid in the island, also DNA testing is very expensive, to me this smell like a rat, something is definitely not right

      i do hope that this person is not one of the fakes who was not granted licence to practice/work in Canada and heard about the sale of the passport also i do hope that he was not one of those facing deportation in Canada, since a few months ago the government of Canada,issued a list with names and pictures of individuals who came to Canada under false pretence i do hope that the Prime Minister and all involved do their homework, a complete investigation with the officials in Canada, since he is coming from this country to Dominica before allowing this African individual to do any business in Dominica Just my 2 cents

        Do you know how long it takes to get accreditted and recertified in Canada? Do you know the statistics on how many Dr/ lawyers will never be come certified in Canada because of the process to get certification?

        Do you have nay idea how many skilled Drs, Engineers, Laweyrs from all over, mainly Asian countries who end up being taxi drivers, factory workers etc in Canada?
        Why – because most of them, by the time they settle here are older and refuse to go through the hoops to get their credentials recognised…and being here, working menial jobs can either be an escape from social injustice, prejudices etc…or just an easier way of life…or some ppl think the grass is greener…..

        trust me… it may be easier to boycott all the Canadian red tape and set up shop in the small islands…and being the sole provider of such a service means greater potential.

        Yes i do, cause i work with Internationally Trained Profession, so yes i do and do you know that ICAS ( International Credential Assessment Services no longer accepting credentials from Dominica and the rest of the Caribbean, the Caribbean island was included in the list of countries, like China, Nigeria, Sudan etc where they no longer trust credentials, i also work with Doctors, lawyers, Teachers name it so i do no thank you,

        Since you are challenging me, I assisted one individual sending his Master in Banking Finance and Accounting to be assessed, a document he said he obtained after attending the University of Sudan only to find out that i received a letter from the credential office saying that the document is fake and that person never attended university

        So please i saw and handle many fake credentials, so to you i work with ITP

        Do you Know how much it cost an internationally trained lawyer to obtain a license to practice in Canada over fifteen thousand dollars, do you know that they need to apply to the Law Society of Upper Canada

        Do you no that an internationally trained physician/doctor coming to Canada need to go through a lengthy process with the Medical Council of Canada, they first have to pass the Evaluating Exam, then Quantifying Exam Part one, then Qualifying Exam Part two,then CHARMS, also TOEFL, (Test of English as a Foreign Language and it comes with a cost as well

        Also do you know that many of them come to Canada as Skilled Workers with BA, Masters, PhD for which many of them a fake and purchased somewhere, do you know that even in Canada they do not accept any documents for evaluation in person, documents need to be submitted directly to the assessment office by the institution, and yeap i do know the statistics, this report comes to my office directly from CIC

      From all reports read in the Italian press, it is clear that the man was definitely granted diplomatic status by the PM of Dominbica. However, it appears he was not accepted by the FAO as it was found to be inappropriate given his significant economic interests in Italy. The FAO therefore kept the post vacant.

      Also a few years ago a medical Doctor came to my office i assisted him completing a package for OSAP, he received the money came back to me saying that he is going back to China after he received over twenty-five thousand dollars for sure he cannot return to Canada who knows if he is not in Dominica butchering people

      So I know exactly what i am talking about, work with them, as i said i do hope that the government of Dominica do a complete investigation on this individual, you are entitle to your opinion so do I,

      I came to Canada over 20 years ago did not need a Visa, I completed an application form paid the fee and send my education document for assessment, right now any Dominicans coming to Canada need to have their GCE, CXC etc coming directly from whatever university/ college etc, thanks to the sale of Dominica,s Passport and visa, also too many international criminals purchasing passport, with that said take your burden to the Lord and live it there thank you

    There’s no saying as to how such matters and revelations should be ‘revealed’ as desperate times may call for desperate measures… but for the common islander who’s baffled for words, either side of the coin (government to come/government of the day) is frightening.

    Weren’t we blacklisted in the early 90’s over similar issues? Terrorists entering Canada with Dominican passports? Is history simply repeating itself? Should we take a step back with the then freedom fighters of the working class? Is a viable alternative of change presenting itself to what currently is in the midst of this political crisis?

    Without answers to my humble questions I cannot consider shedding my blood as part taking in the struggle for democracy. I view it as shedding it for someone else to gain power. After the new wave of freedom fighters get in, what next? That’s my humble question as the common man.

    In a society like ours, we are comforted by our beloved democratic process, ‘to change, to remove and move on’. Only to be slapped again with the sad reality that it seems to be nothing but a quick fix, when following a year and a half of victory rallying our troubles only worsen. Think back, and look around and see.

    The Economic Citizenship program needs to be ammended. The program must include a significant deposit and maintance of funds in our banks, and the operation of a private compnay that employs X amount of employees and generate X dollars of profit over a period of time.

    let’s get smart legislators. Before someone should have our passport they must be a longterm commitment to Dominica.

    This is one more layer of the dark clouds hanging over our beloved country. So many accusations and so many denials. We need to clear the air through a thorough investigation. The truth needs to be revealed. Only the truth will set us free.

    The President needs to set up a tribunal to investigate the entire economic citizenship fiasco from its inception to present. The Chief Justice and all the former Attorneys General {Hon. Brian Alleyne, Hon. Bernard Wiltshire and Hon. Francine Baron}, should sit on that tribunal. They must review the passport numbers and holders and submit their report to the President who then makes it available to the parliament and to the Director of Public Prosecution, if necessary.

    It has increasingly become obvious that the economic citizenship program is a race to sell passports for a commission, (personal gain), instead of capital investments in industry and infrastructure. Let the chips fall where they may, but we need to clean our closets. I only pray that the powers that be will not bring down the whole house in resisting an investigation. What will it profit a man to gain so much while the people suffer (Layou, DSC, PWC, unemployment and hunger)?

I read the article on the internet, read what was printed by Thompson Fontaine and listened to Matt this morning and all i can say is “what goes around come around”. Thompson takes and article from Today Newspaper St. Martin butters it nicely, Matt comes on the radio and immediately he has breaking news. The news article indicates that the person claims to be a diplomat or an ambassodor, the article states that the person is not the subject of any investigation. However before selected sections of the article was broadcasted, the critics of the government could not wait.

    Scandal after scandal after scandal. At no time in Dominica’s history has a Govt. and its leader have done so much which is staining the country’s name regionally, internationally.

    In the last decade it has worsened considerably. Issues of all kinds of corrupt practices, secret deals, selling of passports, issuing of diplomatic passports to controversial foreigners involved in criminal acts – Rudolph King in US jail all now, now that Italian Big Boss of a gaming giant/casino gambling- kick-backs.

    Added to those craziness and imcompetence are the attempt/successes at that, influencing institutions, dismantling their autonomy and independence. They must operate according to the master’s bidding.

    Who, which person with all that POWER continue to give out those Dominican passports to those persons to sell or give? WHICH INSTITUTION IS MANDATED BY lAW TO RELEASE OUR PASSPORTS JUST LIKE THAT UNTIL MANY REACHES IN THE HANDS OF CRIMINALS? While a FEW getting Richer, the majority are getting poorer.

    So many poor people still support those mad decisions. They are fooled to believe that nothing is wrong in a FEW in POWER enriching themselves through dubious means, sales of our passports to all and sundry without the proper due diligence. Who is benefitting really? Certainly not Dominica. In fact, the country and its people are the main losers, because of the negative reports all over. That situation is outrageous, inexcusable, downright shameful.

    Stop playing on people’s patience. Too many scandals. Day by day, the situation is getting worse. Stories that were hidden are now coming out. The wrong, immoral corrupt things that have been happening in the dark by officials, are cominig to light.

    The cabal will twist ant turn the facts. However, They cannot sue any news portal or talk show hosts for exposing those secret passport sales or free issuances. The stories are credible. Proof upon proof are there. Dominicans believe me Skerritt and his inefficient Govt. have enough scandal to defend.

    What is happening with Dominican Passports is no surprise to me. Do you remember just a few months ago some Dominicans were arrested for forging Dominican birth certificates for Iranians? These Dominicans are now out on bail, and as a result of the government’s connection in the whole scam, the cases will never be heard. I am positive that there is a nexus between the forgery of the birth certificate and the sale of Dominican passports to middle east terrorists and Italian mafias.

    Incidentally, Bernard Wiltshire was the only one to get arrested for questioning in that passport scam, while Lawyers closely affiliated with the government who sold hundreds of passports to terrorist, mafias, and gangsters are yet to be questioned by the police.

The lawyer, a main agent for sales of Dominica passports, who signed 40 plus applications for persons to obtain Dominican passports, was never arrested.       Is opposition and other Dominicans that do not love Skerritt? Dominicans among us still wickedly support all kinds of wrong things done and claim that neither their Govt., nor Skerritt is involved in any wrong doings.       Unfortunately there are many among us who refuse to learn about good moral and ethical behaviours or to be informed about those corrupt practices in high places. Let corruption envelope the nation once is your friend, political Party in Govt. or someone with influence, plenty money/assets, or particular surname/prestige.

Political Parties formed a COALITION to oust the Govt. of the day, claiming that they were corrupt. Presently corruption is being entrenched, institutionalized, and is normal in people’s psyche.

      Now people tell you ,”Oh is Skerritt they after. What corruption all you talking about? Criminals do not have Dominican passports. That could never happen. There is due diligence. Those wishing to obtain our passports are closely screened.” What UTTER RUBBISH? Too much aiding and abetting of corruption and criminal activities. Stop it. Bring all those involved in criminal acts to justice or else be damned and expect the worse.

        Simply because he is not on the record as such but this doesn’t necessarily mean that he was not a holder of a Dominican passport. Why would he have claimed in the first place to being a Dominican diplomat? What i his association with Dominica? Maybe he was not really a bonafide diplomat but was issued a diplomatic passport in order to escape being prosecuted.

    I don’t want to jump to conclusion. However, do you think it is coincidental that all the Jumbees are jumping out of the closet lately. Economic citizenship programs, if not vetted with diligence and proper administration, will create more headaches than they are worth.

    Now, this may not be a case of economic citizenship, but there may be residual implication for the simple fact that many of our leaders(both DLP and UWP)are just not equipped and have the competence to maneuver the intricacies of international politics and relations.

    Economic citizenship has been part of Dominica’s economic program since 1991, and is not unique to DA. It’s done all over the world. My concern is, we don’t have the resources and know-how to effectively run such a program. Therefore, what we will often get are societal vagrants, voleurs, vagabonds, and goal thieves with some extra cash, piggy-backing off our good status.

    We get what we put out into the world.

    I know this is going to raise some tail feathers, but here it goes: How do we know that the dollars for passport that bring many Haitians and people from other countries to our shores are properly vetted and the people background checked? How do you (as a citizen of Kubuli) know that many of these people (who now live next to you) are not ex-convicts, sex offenders, and criminals?

    Many of us sit around and huff and puff all day when someone questions our leaders and political structure. It is our duty to question, inquire, and create some uneasiness to those who are already uneasy…and if they are already uneasy, it is because they are knee-deep in mierda de toro.

When he is about to be handcuffed, he flashes a Dominican Diplomatic Passport boasting of his imunity. He went on further to claim that he is the FAO’s Permanent Ambassador appointed by Roosevelt Skerrit. The authories in Italy runs an investigation, following which the FAO stated categorically that they do not know this man. He is subsequently arrested. The story is now making rounds internationally, and people coming here with their nonsensical spin?

    I mean seriously, you people love Skerrit that much? Even on his last days in office, you all are willing to make a complete fool of yall selves with these absolutely nonsensical posts? Look I see someone said “the passport was not found in the raid”. My lord, is this a joke now? Why would the police confiscate the man’s passport? Why would anybody conducting a raid of the man’s home be intererested in how many passports he has or for which country when the raid of his home by police has nothing to do with what passport he has?

It says that “The independent online daily Lettera 43 reported that the Italian Foreign Ministry received in recent months a request for an opinion about Corallo’s accreditation as an FAO-ambassador. The ministry gave a negative advice, saying that as the owner of Atlantis, Corallo, is conducting economic activities in Italy and that it is therefore deemed “inappropriate for someone with business interests in our country to enjoy diplomatic immunity.”

    THINK my people, THINK and let us not be called people with ‘memoire poule’ or ‘foul brains’ as they like to characterize us, BUT, is it I onlone who smells a rat here? I mean, come on, all these stories are being unearthed from a particular source with STRONG connections to the Dominican opposition forces. The individual in question once worked for a reputable international organization based in the US Capital, Washington DC. For no apparent reason the said individual resigned his post, claiming that he quote “wanted to concentrate on activities to help Dominica”. What are these activities, I may ask? and who is putting up the bill to support these ‘so-called activities’?

    The friends of this gentleman (whom I must again remind readers, lest we get the ‘memoire poule’ connotation again)are on Q-95 day in day regurgitating the said stories, almost with anticipation. these guys, AGAIN, appear to have no form of gainful employment, YET the infamous host of the Saturday afternoon program on that infamous radio station (Whom I MUST again remind our people, confessed to have been an agent (or as he would like us to believe ‘accompanied the woman)for that foreign woman have gotten permission from the PM to sell diplomatic passports)he recently bought a brand new SUV and live in one of the ‘porsh’ neighbourhoods in this country? Where is he getting the money to support this lifestyle?

    Can the activities of these gentlemen and the recent incidents of individuals at government departments involved in the sale of Dominican passports, be linked? Can we account for all those passports and whom they were sold to? Could it be that the illegal sale of those passports could have been part of a wider scheme to return to embarass the government and country by extension?

    Folks, these are just some of the pertinent questions we need to be asking ourselves as these somewhat ‘strange’ and ‘perfectly calculated’ stories seem to be surfacing, now almost every other week. WE NEED TO BE VIGILANT!!! Many EVIL forces are at work against Dominica and are being financed from ‘questionable’ sources all in the aim to get rid of this government. The government themselves need to put an effort at stepping up its intelligence. These are not isolated cases, I belive, but are part of a carefully thought out master plan. if they cannot get in by the ballots, then I guess they wil stop at nothing to get in by other means.

    Sometime ago I volunteered the view that CIA is behind/bankrolling opposition voices here to get rid of PM Skerrit. Can we ever begin to fathom what it is the CIA cannot do? The CIA as a political animal has endless resources to undertake its work. Consider why the CIA will be hoping mad with PM Skerrit. His popularity has soared beyond that of any leader in recent history here in Dominica. That kind of popularity has severely unnerved certain moralists among us to the extent that they have referrd to the Dominican masses (Skerrit supporters) as people acting with the “herd instinct”. Before that Pm Skerrit’s supporters habe been referred to corrupt, people without morals and ethics, peopel without any raison d’etre. Despite of that Pm Skerrit is still the most popular leader, much to the chagrin of his oponenets. Pm Skerr has advanced realtions with countries that the US does not like, full stop (China, Lybia, Cuba, Venezuela, Morocco etc). People think of this.I do not think I am supporting a Prime Minister who is so naive about what is happening to be so carefree. I do not put anything beyond the capabilities of the United States CIA. They can formulate all kind of schemes they wish to get at Skerrit. They have the resources and contacts. Unfortunately, we have people here who fail to see the external co-operative workings of those who oppose Skerrit both locally and externally.

    Here are the facts:

    1. Corallo similar to earlier receipients of diplomatic passports paid a huge sum of money for the priveledge.

    2. Skerrit named him FAO ambassador.

    3. When he presented his credentials to the Italian government (FAO based in Italy), the Italian government rejected him as a diplomat on the grounds that he was a bussinessman in Italy. (Similar thing happened to Laschin in Switzerland).

    4. Since Italy rejected his credentials he could no longer present himself as ambassador.

    5. He held on to the passport nontheless for just this occasion. The police checked and found out that his status was rejected.

    6. Corallo is now finding out that Skerrit promised him one thing and that the reality is something else.

    7. There will be pay back!

    It seems that there is a concerted effort out there to dirty Dominica’s name all in an effort to make this administration look bad. This is being orchestrated by Dominicans within and without with the help pf foreign agents. Since, how on earth that this gentleman could claim to have a Dominican diplomatic passport to the FAO and claim that “he presented his credentials to the FAO as Permanent Representative” when the FAO themselves denied ever seeing such credentials from the gentleman as any ambassador or even knowing of this gentleman? Could this gentleman produce the said diplomatic passport for ALL of us to see?

    I will say it again folks, from the Wikileaks docs, to the Ibrahim story to this (and be sure that many other such reports will surface) are orchestrated by organizations and individuals both in and out of Dominica with CIA and other western organizations backing who are again playing their ‘DIRTY POLITICS’ in the region. They are hell bent on destrying progressive alliances with countries such as Venezuela and as such all progressive governments with forward-loooking foreign agendas such as that of Dominica, St. Vincent etc. are on their agenda. This was done in Jamaica in the 70s and 80s and even resulted in dozens of death, orschestrated by the CIA.

    They know that our gullible people and unscrupulous opposition politicians can easily be bought into this and so the stories don’t necessarily have to be true, BUT once they create a doubt in people’s minds, they feel that they would have accomplished their objectives. BE ON GUARD MY PEOPLE!!!
