The Government of the People’s Republic of China has donated 19 military vehicles and accessories to the Government of Dominica at a sum of $4.3 million.
The vehicles were handed over to the Minister for National Security Rayburn Blackmoore at the Windsor Park Sports Stadium on Monday.
The vehicles, which included ambulances, a fire truck among others, will be distributed to the Office of Disaster Management, Dominica Police Force, Dominica Fire and Ambulance Services and the Dominica Prison Services.
Ambassador to the People’s Republic of China Lu Kun said the donation is a symbol of China’s support for Dominica as the country recovers from the ravages of Hurricane Maria.
“This aid is not only a reflection of the valuable China, Dominica friendship but also a symbol of China’s continuous support to the recovery and rebuilding efforts of Dominica after Hurricane Maria,” he stated.
He noted that the Chinese Government also provided the necessary equipment needed to repair the vehicles.
“We believe that this equipment will enhance Dominica capacity in areas of recovery, disaster reduction and maintaining stability and medical emergency,” he said.
He further stated that the military aid is only one part of the Chinese Government assistance to support Dominica in recovering from Hurricane Maria and being the first climate resilient nation in the world.
“We do believe this equipment will enhance Dominica’s capacity in areas of recovery, disaster reduction and maintaining stability and in medical emergency,” Lu remarked.
He said more material will soon be coming from China.
“Recently we also signed another agreement with Dominica’s government to provide Dominica with another round of logistic material assistance gratis to the value of US$3-million…” he said, adding it will double the amount handed over on Monday.
He also said all the vehicles are painted in Chinese military colors.
“All Chinese military vehicles look like this,” Kun stated.

A Chinese Naval base at Portsmouth would be good for the local economy because Chinese navy sailors would spend their money there, that may be next. What better place for China to construct a navy base in the Caribbean than Dominica right smack in the middle of the island chain. Maybe they can base their new aircraft carrier there.

Take a short walk up to the Dominica Red cross and look at the ambulance parked in the yard… 100x better equiped than DFAS ambulances plus its not a passenger bus turnt into an ambulance

For years now armed S.S.U. police in camouflage have protected the China embassy at Morne Daniel around the clock, 24/7 Even our own government office or other embassies are not protected like that and I would not be surprised if China pays for this and in the same way they could train Dominican police and equip and arm them and pay for it all so they do not have to use Chinese troops to protect other installations, building that are to come. This way nobody can say that China has a military presence here. That is a very clever move. And maybe the armour plated car is for Minister Joseph Isaac.

I don’t really want to knock on the gesture from the Chinese, I want to think that we must move past stereotypes and embrace all as world Citizens, but all I’m saying is why aren’t the donor countries more interested in helping us develop our productive capacities..give us a boat to move Dominica produce through the Caribbean at a reasonable rate for local Farmers, Help us develop a fish farm and so on..I remember the Japanese and Taiwanese offering help in tangible production areas like agriculture and Fishing. The Chinese give but not in areas that can capitalize growth..they give you the fish instead of teach you how to Fish. The Government must ask for things that can help us grow..
