Dominican conducts course in drug prosecution for RSS members

In December 2017, Senior Public Prosecutor from the Office of the Director of Public Prosecutions in the Turks and Caicos Islands, Clement Joseph, was invited to conduct a Prosecutor’s Course in Drug Prosecution to include Anti-Money Laundering, Cash Seizure and Forfeiture, and Confiscation.

The participants of the Course were Police Prosecutors from the Regional Security System (RSS). The RSS includes the Member States of Antigua, Commonwealth of Dominica, Barbados, Grenada, St. Vincent and the Grenadines, St. Lucia and St. Kitts and Nevis. However, due to  recovery efforts post Hurricane Maria, Dominica did not send any Officers to the course.

The feature address at the graduating ceremony was given by Chief of Staff of the Barbados Defence Force, Colonel Glyne Sinatra Grannum. He stressed to the participants the importance of taking that valuable training back to their jurisdictions with an effort to take ‘the profit’ out of drug-related crimes.

A former staff of the office of Director of Public Prosecutions (DPP) in Dominica, Joseph was given high praise by the RSS Staff for the quality of training delivered. This is the third such Course that Joseph has conducted at the RSS since October 2015.

The Course was funded by the European Union of which Project Manager at the RSS is Mr. Vernon O’Brien, a former Dominican Police Officer.

The Office of the Director of Public Prosecutions is proud of Joseph who has been recognized regionally as a very competent prosecutor.

In November of this year, he was invited to Jamaica by the Jamaican Bar Association in their annual Continuing Legal Education Seminar as a presenter for the second consecutive year.

    If Dominica really wanted to participate this course was plan before Hurricane Maria . We have neighboring Island who this special chosen to attend this course could be evacuate to the Island and have this training facilitated. our Country was destroyed but business continue as usual selling passport for rogues and vacabound

    Skerrit won’t have a police chief that is not 110% submissive. Having control over the police is vitally important to him. Without that he would not have politically survived the last 3 years. That’s a fact!

      I agree with you, the chief of the Dominican police is nothing but a puppet who acts on Skerrits orders. Skerrit decides who is prosecuted and who is not and he tells the chief which cases are investigated or not. As a rule of thumb, DLP operatives are generally speaking immune as far as police investigation is concerned. In contrast the supporters of the opposition are even taken to the headquarters for interogation without any reason at all (see Thompson Fountain and others). The situation in Dominica is absolutely intolerable. Still most Dominicans love their PM just for the crumbs they get of his massive table.

    Great job Clement. You have a lot to offer DA. My advice is to keep out of the petty politics so that notwithstanding which Govt is in power and you are given a job such as Magistrate, Chief of Police or DPP, you won’t be compromised.

    As the world turns and certain “drugs” have become more legal, i hope you dont keep up the same mindset as other senior police and some juniors towards weed. In the US in some territories they dont even train dogs to look for weed anymore. they are not concerned.

    Great job Mr. Joseph as you continue to make us Dcans and the region by extension proud. Are you the same guy that the government deemed unqualified to be Chief Magistrate and DPP? SMH in disbelief :twisted: :twisted:

    Sir you are the perfect guy to be Chief of Police in Dca at this time assisted by Yvonne Alexander (Supt. Retired) or Bernard Robinson to bring back some sanity with the ranks where you once served so proudly. Your coursemate Daniel Carbon has become a laughing stock and needs some serious vacation time (he scared to take the 2 years plus he has on the books).

    Keep on making us proud sir and may god continue to bless and protect you. Keep up the good work and stay focused for what belongs to man can never be taken away by greedy, corrupt and deceitful men.

    This training took place in December 2017 but “Due to Hurricane Maria Dominica did not sent any Police to the course”

    This speaks volumes as to how this DA GOVT administration view fighting Anti-Money Laundering, Cash Seizure, Forfeiture, National security and Confiscation.

    But in the same December members of the GOVT cabal could be seen in Miami opulence district in a Penthouse living it up ……SMH!

      Sadly, Dca has become a failed state with Nincompoops at the helm. This ship called MV-RMS (Roosevelt Medard Skerrit) is heading nowhere but rather spinning in a too-boo-chet between the pacific ocean and the caribbean sea that it can’t seem to escape.       Hmm Dominica could not spare any Officers at the time is that very difficult to comprehend. It amazes me how stupid some of our people really are. Or is just politics that blinds us? No matter what Govt in power it would make sense that they could not send anyone.

        In sincere defence of Dominica, the Course also had an online component that ran through the month of November. It would have been difficult for any Dominican participant to follow the online phase, so this was a genuine excuse. So we can leave politics out of it. I believe they would have benefited tremendously but those are the facts.
