A warning from prime minister, Roosevelt Skerrit, to squatters occupying government land in east Canefield is simple, ‘get out.’

“If you fail to get out, we will get you out,” a tough talking Skerrit said on Kairi’s Real Talk radio program earlier this week.

Reports indicate that there has been a surge of squatters in the area and this has created some level of concern among nearby residents and authorities alike.

Allegations are swirling that the squatters were given permission to settle there by a minister of government.

Speaking on Q95’s ‘Matt in the Morning’ on Friday, UWP candidate for the area, Ronnie Isidore said some of the squatters were encouraged to take over the land.

“Based on the information that I have been able to gather some of them were encouraged to be there,” he stated, without revealing who actually gave the permission. “The Canefield residents know that, the squatters know that…”

But PM Skerrit pointed out the land belongs to the government and the people of Dominica and squatters have no right or authority to occupy it.

“Let me send a message of warning to those who are squatting in Canefield East … those of you who move there in the last couple weeks,” he said. “I am saying to you that you must vacate the government land … you have no authorithy to occupy government land and we will be issuing you with letter to seek your cooperation in getting out.”

DNO understands letters were delivered to the squatters warning them that they should vacate the area by May 2.

Skerrit said real action will be taken if the squatters don’t leave.

“I am saying to you, you listen to me, get out of the government land…” he stated.

According to the prime minister the government cannot allow anyone to occupy public land in a reckless manner.

“These lands are for the people of Dominica and the ministry of housing will go about allocating in an organized, legal process,” he remarked.

Meanwhile MP for the area, Rayburn Blackmoore, has washed his hands on the matter saying he has nothing to do with it.

“I have absolutely no part of that, I do not support it,” he said on DBS Radio on Friday.

    Leave them there for the time being. Or safer yet, move them to the Villas. Every body in Roseau and extension need an emergency safe zone. Some hightitity folks may well be glad to shack up with the sqatters in those times.

    Housing and Austrie keeps turning people down once they find out you’re not a supporter so some people are left with no choice but to squat, sometimes people try to go the legal route just to have all doors slammed in their faces always on file, the pm also need to address his people with respect and dignity the same could have been said in a better way he always speak like he was sitting on a block somewhere or in a rum shop.

    We Dominican must understand because the land belong to government that don’t give people the right to squat government land. we can’t be wrong and still strong there is a right way and a wrong way, where in the world can you go and squat government land.We had Chance in Zicack Portsmouth and the late Mike Douglas gave the first set of people permission to go there when they went to him for help they were given below the hospital at the time. They, neither anybody never went and squat that land.The PM said the people that moved their in last couple of weeks they were not given permission not those that we given permission this has nothing to do with politics in any country you go you can’t do that come on people let’s make peace the PM is right

    It is very sad for what passes for journalism in Dominica. No wonder my posts continue to be deleted, the quality and content of my posts appear to be too much for the moderator to deal with, given the drivel I see been written here most of the times.
    When one reads the headline to this story, one gets the impression that the PM was asking all the squatters to get out, when in fact the PM was specific, that he was only referring to those squatters who had occupied lots within the last two weeks, which may not be what the alarm was about in the first place.
    How long have there been squatters? And were those in the last three weeks the ones allegedly sent by one or two ministers? Why most of these so called journalists are so lazy, that they will not do research to provide a good story, but choose instead to present stories that more resemble fish market gossip than a story intended to inform and educate the reader.
    I don’t expect to see this comment moderated, but I will write the comment anyway.
    Of course, I do keep a copy, so when the time is right, in a real objective forum I will publish them all, and so the public can judge for themselves.

    PARRY, I would advise the Prime Minister to first have a full investigation as to the sudden move to Canefield East by the squatters. It is alleged that some of the squatters received permission to build from certain Ministers of Government. Upon his investigation, he should have a meeting with the squatters and try to amicable solve the problem. Using the big stick attitude might just aggravate the situation.

    Another indication of the lack of law, order and enforcement in Dominica. When the first person moved in, why didn’t authorities immediately react? Situations too frequently have to reach a boiling point, pushed to the highest levels of gov’t, when they should be open and shut cases handled by the appropriate agencies. The PM needs to be vocal about the need for systemic change and less about the squatters!

    I am a Dominican by birth but that doesn’t give me the right to take anything that belong to Dominica without permision while being a Dominican I had to pay my hard earned money to purchase my little portion of land ,it is just not fair for ppl to just take the state’s property ,while I don’t support the approach( get out or we’ll get you out) but I support the move ,we can’t go on like that what kind of society would we be building ,I think it’ high time we put politics aside and put Dominica first, my advise to you mr PM in future be a little linient when speaking to your ppl the move was good but the approach was baddd ,see you on May 5t.

    It is unfortunate that it had to end that way. If the Government had made a strong statement about their decision to enforce the law against squatting, these people would likely refrain from occupying state or other lands. This should have happened when existing squatters were “regularised” because the carrot of $1.00 per square foot was very attractive. It gave the appearance that it would continue. For me it was seen as an encouragement to squatting.

    I am hoping that this is the signal that law enforcement has finally come to Dominica. I hope we continue by starting with traffic. Then we must quickly include the other practices like the burning of garbage within residential areas and loud noises especially at unreasonable hours.

    I do not reside at Canefield East personally but reside in the constituency and use that hill leading up to Canefield East as part of my exercise routine.

    A few years ago I could not believe my eyes when I saw a policeman deliberately clearing state land. It left me no choice but to take pictures of that policeman in the act. Talk about luck , I saw a young aspiring politician from the opposition with his girlfriend clearing around the same spot by putting fire to trees that were on the ground. That left a lot of smoke entering the houses of the nearby residents. I took a few pictures again with my phone.

    As luck would have it one weekend while exercising a member of the Canefield Urban Council, the earlier mentioned policeman, his daughter and the mentioned young politician were all in a friendly conversation sharing a drink close to the area where the land being cleared.

    That experience left me confused as hell.

When we vote for persons to conduct the affairs of our country they are expected to their job regardless of who it does not favor. but our biggest problem we are so embroiled in party politics, obsessed with “RED”. GREEN, And BLUE, and all other dirty politics sometimes we are blinded by the very truth and fairness we seek, unless some persons purge their mind of that kind of thinking we are doomed to be a confused people who will give rise to Drama and confusion all the days of our lives. What is so difficult to understand if persons just saw it fit to occupy any body land and act that they are entitled to it what do we expect the “PM” to say to those persons who are occupying Government or the people`s Land. I agree with the “PM” GET THE HELL OUT!!!! and that should apply to all Government LAND all over Dominica. Some persons think that they can win, loose, or draw! by ignoring the rule of Law. D. N. O. is proving us a medium to express our views but its not the ultimate and the only place to finalized things. So get the hell out!!!

    Somebody dropped the ball on this one big time, leaving everybody unhappy. Was it the chairman of the relevant urban council with the survival instinct, was it the relevant self-confident parliamentary rep. wanting to flex his muscle or even perhaps a interplay between the two? What is clear is that this invasion happened under their watch and they must accept some measure of responsibility.
    To help avoid such unauthorised occupation of lands in future the Govt. may want to introduce legislation to make it illegal for utility companies to connect such locations to their services without first having obtained proof that their prospective customers are the legal owners of said property. Secondly, I would urge them to enforce the existing planning legislation with rigour and without exception. I do not think it is in anyone’s interest for our people, especially the less able, to end up in unregulated slums that offer little hope for a better life.

    This is an indication of the failure of government’s $1 a sq ft policy….all the marginal state lands in the Canefield area have been sold to squatters and they are now sending people to squat on prime land. Never in the history of Dominica has a Government encouraged such illegal use of land. In the past the government agencies such as Planning, Lands and Surveys and Housing were responsible for the management and sale of state land. Now the ministers have taken over these responsibilities. This indicates a total breakdown in land administration and management in Dominica.
    I understand that these institutions were stopped when they tried to take legal action against the squatters. I also understand that there is an approved subdivision for the area. If that is the case, the Ministers of Planning and Lands must to resign. This type of illegal conduct should never be tolerated in any civilized country. They need to answer some serious questions. How can Ministers send people to squat on prime land? The people of Canfield East have invested hundreds of thousands in their properties and now all kinds of drug people, thief and criminals have invaded the place. This is serious and the government must answer for it. The State lands belong to the country …not to labour party. Honest and hardworking people are willing to pay for the land. They people have crossed the line this time.!!!!

    Reading the Prime Minister’s statement and all the comments written here on DNO, one can easily conclude that while Dominica may not yet be a failed state, it certainly is a broken country. The Dominica Labour Party broke all the rules and laws that were supposed to keep Dominica governable with good governance. Now, the bad practice has spread and the citizens are imitating the bad leadership that the Labour Party government has shown! The Prime Minister, Roosevelt Skerrit, will certainly go down in history as the “straw” that broke Dominica’s back! Dominica is a sad country today – it brings a tear to your eyes, how they have destroyed the beautiful land!

    It would be very irresponsible of the PM if he did not take decisive action against the squatters. In fact his inaction would have undoubtedly set a precedence. He is absolutely right. I’m rather suspicious of Ronbie Isidore who put some kerosine and lit the fire by accusing a Minister of initiating the squat but not naming the Minister. This smacks of political immaturity and mischief. I urge the Government to use this land to continue to build more homes for our homeless citizens and UWP please stop playing with people’s vulnerable lives!!.

They are in no condition to criticize Skerrit and labourites because they too do not have any respect for law or the constitution, their neighbours or equality. They just want to see their party in power and will support anything that goes against the Government.

    Since the squatters are already occupying the land, why not just allocate a portion for them. You said the land is the people’s land owned by the Gov’t. This situation is very suspect to me so the squatters should not leave and demand their portion because they have the right to be there.

So is best I join the squatters, because I cannot afford to buy land at that price. DA will never move forward if that’s how the government has to operate. The people deliberately squatted on land with with best view. Where did they get the money to buy blocks (which I saw in one of the photos) if they are so poor? The legitimate home owners in the area should have taken steps against this unlawful occupancy since squatter #1 showed up.

    Squatting is just wrong. This is a case of people, many of them from Bath Estate, just burning land THEY DO NOT OWN and setting up wooden buildings overnight. No running water, NO bathroom/Toilet facilities.. they will need containers of water….ripe for more Chikungunya and other diseases. Hurricane season is near, when something happens, these same squatters will run to Government and demand our tax payer’s money to fix ‘their house/shack’ which was illegally and not properly built in the 1st place. This MUST stop.. I think to some extent they saw people in some areas getting land for next to or for nothing, so they said why not? Some people did it below the State college. They should be removed too.. For people living overseas, why don’t you try to squat on some empty lots in the Bronx, Brooklyn, Miami, Atlanta, etc.. and see what happens. We have laws here and it’s time some people learn to obey. Planning MUST be involved, the land MUST be bought, just the same way the law abiding citizens of East Canefield did some years ago.. There is a system, for goodness sake. If this is allowed to happen, woe be unto Dominicans living in the vicinity of vacant land. Read this… The Physical Planning Act (2002) mandates that persons or agencies must apply to develop land. The Act also confers the responsibility for Administration on to the Physical Planning and Development Authority as follows:

    “to guide the orderly and progressive development of land in both urban and rural areas; to preserve and improve the amenities thereof; for the grant of permission to develop land and for other powers of control over the use of land; for the regulation of the construction of buildings and related matters; to confer additional powers in respect of the acquisition and development of land for Planning purposes and for other matters connected therewith.” Physical Planning Act 5 (2002), page 107.

Then two days later, lord Skerrit will plan to meet with squatters where he will make some wild promises to them hinged on if he wins the election. He will say things like “Bo-o-boy iiiiif LeleeLenox them win they wiiil kick you all out” because is government land. Then come May day during his rally, labourites will say, thank God for lord Skerrit. But like Ian, the man fooled me once, he fooled me twice and unlike Ian, I shall not allow him to fool me again.

      Nope! The way to address the situation is the same way you address any illegal situation…someone notifies the authorities, they come in, ask the folks to leave, place a sign warning future offenders, alert community residents to call in if/when it happens again and arrest if needed. What need is there for the PM to issue a statement here? If those folks were there growing ganja, we would have heard about mass arrests and magistrates orders, not the PM’s proclamations. The mere fact that the PM chose to get involved should raise suspicion!

      You are a beast indeed to oppose the PM exercising his duty. Some will not respond to your biased comments. They probably consider it a waste of their time.
      I am asking you, how many of those squatters ever tried seeking employment in their lifetime? Why do they not stay at their family’s residence? Why government/public property?
      The majority of people who are begging it is because they want to beg.
      If they are unemployed and have no means of livelihood, the government will assist them. It is not begging. However, if they have any pride for themselves they will try to obtain employment. Blame them and not the government.
      Dominica is a tropical country with a lot of land and in the interior. To begin with they could perform agricultural work and also fish. There are many ways they could find work. If the Haitians get something to do, why not they who are Dominican-born?
      Cease blaming the government and for assisting them. They are fortunate in this era that they obtain financial assistance from the government, unlike bygone years. They should be grateful and so should you, for them.
      They are too bold. For the health and safety of residents who paid an exorbitant sum of money for their property and dwelling. they must vacate the area which they seized as theirs, as if they bought it

This is takeover by the squatters was not something that happened over a prolonged period but it happened in a relatively short space of time with a drove of squatters who got the green light so to do.       I agree with you. As I always state, the Lord is taking note of our words and deeds. People cannot expect to occupy property which does not belong to them. The Lord is not pleased about that.
      Some are working hard and others are living off the avails of their hard-earned dollars and what the government receives from overseas compassionate organizations/agencies.
      God expects that all nationals will be responsible ones, responsible for themselves and live a responsible life and not (always) dependent on the government as if they are entitled to the help including a place to stay. The Lord also expects them to make the effort to seek and obtain employment.
      Too many want something for nothing. They give nothing in return and nothing good to their country. Nationals are to perform their civic duty as well which means to assist their country.

      The US and Canada of all had that problem with squatters. In Toronto of all they were told to leave the area and they had to leave otherwise they would be arrested. Some resisted but they left.
      Every country has that problem with especially lazy people who, from youth did not complete schooling, were disobedient and stubborn and think that everyone owes them something and they in turn owe no one, not even to seek employment or return to school to complete their studies. These are they who also ingest illegal drugs. They are too stoned to study and work. they also pose a menace to society.
      The D/can government must do something about them to get them out from the residential area where they think they belong and have a right to occupy. Simply put yourself in the position of those residents who oppose their presence. All nationals should support the government.

The pm policies have made the problem worst and now want to strong arm people. He has cultivated an era of dependence and eliminated the principle of hard work and sacrifice. Why work hard if i can squat. Why innovate and develop our engineers and architects if i can beg and have others do it. Can you boast of national pride in any infrastructure in kast ten years?

        Let me make it clear. I do not support squatting of any kind because even if government land is the peoples land their are rules. However those rules also apply to Gov.       Your bleeding heart does not move me in the least. Do they have love for you, for the government, for anyone for that matter? I do not even think they love themselves. Those who love themselves want something better for their future that they may live a productive life.
      These people are radicals. Furthermore, they cannot afford to feed children, they should not throw their bodies around and have children. They are irresponsible people.
      Do these people recognize God? Do they worship him? I bet not! Yet they expect everything good to happen to them, free land, housing, etc.
      These people are a financial burden on the system. They need to be rehabilitated. They need counseling to better themselves, to become worthy nationals, to help themselves for their livelihood and to support their family, their children, if they have any. They cannot always depend on the government all their lives. It is not fair to the government and the employed.. The latter has a right to get angry with them for also being a burden on society including being a menace to the safety of those residents..

        Have you ever given it a thought that people are responsible for themselves and that the government is not responsible for them to a certain extent, especially those who have no intentions of seeking employment?
        The government did not pro-create them. Any PM for that matter is not their mother and father. Such people muist be made to understand that they must fend for themselves and not to consistently depend on the government. They are not contributing anything to society. Do you expect this society to progress with such people and increasing ones?
        They have children and the pattern may very well repeat itself year after year. Surely, the government cannot tolerate that and such behavior which is not beneficial to the country.

        “Hell”. I think someone whom I do not know has control of my computer system from another area. I keep losing letters and getting some when I did not type in that manner. This is not the first time I have stated that.
        God is good. One day, with the help of the technician, I will change my keyboard and browser and let us see what will happen then. There are wicked people in every aspect of life and in every country. I have confident that God will punish them in time. I always wonder if this has something to do with DNO’s server, etc.
        Toronto has a team of people called “The Geek Squad” who are experts and who can detect if what I stated is correct. They are efficient computer experts and other experts. I am considering telephoning them for an appointment. I did enquire about them from the company they work with but have not yet made up my mind but hope to do so soon.

    This may not have been properly handled in the first place but remember that Skerrit has as much to lose, if not more from potential voters, who oppose this squatting, specially so if it affects their neighbourhood and they themselves properly purchased their land and built their houses, which they are now paying mortgages on.       You are referring to squatters; not normal residents who bought property, built their houses and reside there.
      In such an area squatters cannot build shacks, houses that are a sore-sight and which bring down the property value. After all, this is a residential area.
      Governments in general have Laws for residential areas and what can be built in such an area and how they should be built. For some years the residents have complained about the squatters. All those years they lived on the land without working and not paying a cent for the land to the point of building their shacks on it.
      Well, the PM has decided to do something about it and rightfully so. No one should criticize him nor object to what he stated. Keep that residential area as prestigious as it should have been. If those houses are to be sold today, I would not doubt that they could be sold for half a million dollars, if not more since property value increases annually.
      Those residents should not have to put up with squatters residing close to their homes. When they bought the property little did they know that squatters would have set up their residence in the area. It is high time to get them out – all of them and restore that area to the residents who bought land and built their homes. Allow them to live in peace, tranquility and safety.

        No, that is not what I am saying at all. Of course, even as a Dominican you should be able to buy Government land, if it is for sale.       Be honest, would you like a shanty town next to your house? Everybody talking about helping the poor and squatters rights as long as it is not in their backyard. We should have a functioning housing dept. & social services to deal with that in a proper manner. non- squatters have their rights too.

      Whether they are Dominicans, they have no right to take over the property and live in whatever manner they so wish, building shacks on it and in a residential area.
      Did they ask for the land or permission to live on it and build on it? If you want something you ask for it and humbly and respectfully so. If it is granted and you are given a certain time to reside there, at the end of that period, clear out.
      There is no excuse for anyone to take over property which does not belong to them. They have no claim to the land and no paper to show for it. It belongs to the government, to the people and not solely a segment of this society.,

        Number one I am annoyed at the prime ministers form of unprofessionalism and the way he went about approaching the public in terms of the issue at hand… “get out ” is not the way to solve it..the more professional way to go about sensitive situations as such would be to figure a solution and a temporary initiative as to how we can provide these squatters with resolutions…like i said i am not saying that it is right however we have a lot of issues at hand in dominica right now that needs to be on the forefront rather than fighting for a piece of land… doesn’t matter what party we support…right is right and wrong is wrong…and i don’t support it end if story…..if you were a squatter i wud offer you tea and crumpets

    What are they doing playing politics with poor people livelihood.

    They could not have gone there in droves without GOVT giving them the go ahead in an illegal manner. Now it backfire because the Canefield East people stood up and voice their concern.

    You are telling the squatters to get out.

    I think these people need to access the right legal process to obtain GOVT land and they should be supported by any GOVT in power in doing so. But not used them in this manner and then treating them like dogs or hooligans.

    This administration must pay!!!!!

Who are these people who are now squatting there? Where did they come from (nationality, constituency)? Where did they get finances for the building materials from?

Where is the Council? Where is the Ministry of Community Development? Where is the Housing Authority? Where is the Police Authority?       2. He was invited to an interview at Kairi where the questoon of the settlement was ONE of many questions put to him. He responded. He did not simply call DNO to make such an announcement.
      3. Read the article a weeeeee likkle bit, just restrain your knee jerk recation to the name Skerrit for just a likkle while, and you will learn of the involvement in other relevant authorities.

        The reason being whenever something goes wrong in Dominica and people blame the PM, his supporters jump up and say “doh blame the man” “everything is the PM then?” and so on and so on.

        What they doesn’t realize is “He is the PM, the head of the Cabinet. The Chief. The buck stops with him.”

        On that note, I blame him for Marpin cutting pay for workers because as chief and since the buck stops with him, he and his government should have created an economic environment where businesses thrive and instead of cutting pay, should be hiring more workers.

      Dominica is a small country. All orders will come from the PM. Those authorities you speak of cannot evict them without the approval of the PM. If the police has to issue eviction notices and/or arrest them for not evicting, the PM must know about it beforehand.

    Mr. Prime Minister, remember it is now election time; if you get rough and harsh with the less fortunate who have no place to lay their head, and chase them from their squatting ground, you can be sure those involved will not vote for you nor your party.

    Are you doing the right thing at this crucial moment? If indeed one of your ministers gave permission to the people to occupy the land, and you decides the people must go; that is proving there is conflict, and division not only within your party, but within your government proper!

    It would appear your government is not operating in unison, and as one unite; and that’s not good at all.

        I wonder if you are talking to me (you so called anonymous?) As far as I see you are not even on the same page because the land in question the prime minister said belongs to the government; as such I concede the government of Dominica is the people, and not actually the elected officials, and I make this discloser simply for you education only.

        Now I am not condoning squatting, but what are the unfortunates supposed to do? Is it not better for them to squat on open government property than to create a skid row somewhere in the middle of Roseau, or in the streets in the middle of some village?

        Would you prefer they invade the private property of the citizens and defecate and urinate rather than occupying open space, the alternative would be to provide government housing projects, and let the people pay what they can afford, nevertheless, even at that without employment they would not be able to afford public housing.

        I need to know what jealousy are you talking about, and in reference to what; jealous of what? If you mention UWP suggesting I am affiliated with any party, let it be know that I am an equalizer, I am none partisan, that is why I speak my peace without fare of reprisal, or victimization, I care less about the petty politics played in Dominica, I am only concern about the country of my birth, and the poor unfortunates who are stock there with no alternative but the suffering they endure.

Some of these people leave their homes, villages etc and just went to occupy Govt. land under the pretence of less fortunate. He is doing the right thing. You got to know some of these people.         As I said I do not condone squatting, and if the offenders are provocative in any way shape or form, and are making nuisances of themselves then the Prime Minister reserves the right to deal with the matter in a reasonable and legal manner.

        Nevertheless, you need to ask yourself why should a government minister give permission to the squatters to occupy the space without the consent, and agreement of the entire cabinet which includes the Prime Minister. As such it appears to me that the government is not functioning as a unit; it seems as if there is a free for all. Every minister seem to be making their own decisions independently from the others.

        And if that is the case the timing is bad, it seems to me there is some form of undermining in progress; now, now, I am not trying to start any mess; however I am one who is very observant, and can detect the unusual when not very visible, in any event something seems to smell!

        I am only been opinionated, that is my humble opinion, I compelled no one to agree with my way of seeing things such as a conceeled conflict.

      Did you not read some of the comments as well? They are also a menace to the area, stealing people’s property, guns and dealing in drugs, etc.
      Leave politics out of it. Leave the PM alone. He is finally doing what he should have done a long time ago for the sake of those Canefield residents.
