Gov’t of Dominica responds to COHA

COHAThe government of Dominica has responded to an article published by the Council of Hemispheric Affairs (COHA), describing it as one-sided, biased, and littered with grave misinterpretation of the facts.

The government said the article was produced by COHA in collusion of Clayton Shillingford and the leadership of the United Workers Party (UWP).

In a release the government said “in all of the circumstances, it extremely disappointing that a supposedly reputable organization such as COHA would so flagrantly breach the basic rules of fairness, and allow itself to be used and manipulated by persons with obvious political axes to grind to publish such baseless allegations. Such a publication cannot be in the best interest of COHA.”

It is now calling on COHA to withdraw the article “with an appropriate retraction or apology, and that this reply be published by COHA.”

The article named “Democratic integrity in Dominica” was published on August 6, 2014.

Authored by Ryan Eustace Research Associate at COHA, it alleges violation of election laws, describes the island’s Electoral Commission as ‘nominally independent,’ and also alleges the ‘stifling of reforms’ in Dominica.

The article questions where the money is coming from to finance the ruling party’s election campaign.

You see, no matter what vicious ploy they execute, the majority of the people are in support of the government, therefore, they will continue to have sleepless nights.     1. In one breath Darryl is saying that CAHO is supposedly a reputable organization; yet, on the other hand he is saying the same CAHO was used by Mr. Shillingford, Lennox Linton and top brass of the UWP.
    2. The last time I heard this same government defending their reputation was when all ministers sued Lennox for talking about the alleged rapist government ministers. That letter was signed by Lennox Lawrance with advise from Tony. They realized they made such big fools of themselves and reputation that this time the had to use a little boy by the name of Darryl…
    3. Another interesting thing between the Lennox Lawrence letter and the one from Darryl is, Tony gave Mr. Linton 48hrs to apologize or pay $1 million to government ministers or face lawsuit. This time around all they asking CORA to do is apologize and withdraw the article with. Truly! Not even asking to have the Author, by Ryan Eustace fired?

    Dominica is ours. Dominica is our Mother Land. We are her children. Dominicans should not allowed anyone to attack our country because of our political differences. Dominicans should raise their country up not bring her down. Politics is one thing, Our country is something quite different. Dominica is our home.

    What was the purpose for the article?

    Do they want sanctions against Dominica? Do they want countries like the US to see us as enemies and send all Dominica Nationals back to Dominica and prevent other Dominicans from going there?

    What do they want? If sanctions or anything were to happen to Dominica, would it be only the Labour Party supporters who would suffer?

    Do they want the international world to put the UWP as the government? Take away our rights to vote a government of our choice? Are they that desperate for power that they do not care of the consequences?

    Do they want us to be like Iraq? What do they want? Would that make them happy?

    The reason why any Dominican would write to an international news organization to put Dominica in a bad light should be of concern to all Dominicans regardless of what party you support. That is Dominica they are criticizing and betraying. Your country, my country, our Nature Isle.

    Maybe the person who caused the bad article to be written about Dominica can move to another country and couldn’t care less when or if sanctions of any can kind would be taken against Dominica. Can all of us leave Dominica and go elsewhere to live? What was the reason for the article?

    Maybe they believe they would get a prominent position if we are invaded. They must be living in a fools paradise. Outsiders hardly trust those who betray their own country. Because if you can do that to your own, what would prevent you from doing it to others?

    Do they want Dominica invaded? Because we are so bad and undemocratic?

    When invaded and a news agency like DNO and other businesses close down; then what? Or do they believe only people and businesses sympathetic to the current government would be affected? Is it what they wish would happen?

    Dominicans must realize that Dominica is our Mother Country. Therefore whenever someone is attacking our country no matter who they are; they are attacking all of us. Dominicans cannot put a party or their ambition above their country.

    Political Parties and Politicians come and go. Dominica will always be there, unless we destroy her. Dominica is ours to protect and defend and we can not allow anyone to discredit our country.

    I hope it is not only the Government of Dominica and the Dominica Labour Party who see the seriousness of the bad press against our country and how it may affect us both at home and abroad and I mean all Dominicans regardless of party affiliation. Think about it.

    I am happy for the government response because I was saddened by the article and felt offended as a Dominican.

    For years the people of Dominica have been asking for a response from Tony Astaphan and the Prime Minister, by extension, concerning an alleged email, which some people claimed, was to undermine the effective running of the Electoral Commission. The fourteen pages concerning who has an axe to grin or Shillingford’s collusion with the UWP and Mr. Lennox Linton are of no interest to Dominicans. What is important to Dominicans is whether the allegations that the despicable email came from , Tony Astaphan and copied to the Prime Minister, Harley Henry of Barbados, and Alick Lawrence are true. COHA is international, it is a very reputable organization, unlike the animal show, therefore, don’t expect an apology. What is likely to happen is a more intense investigation by COHA, as regards the governance of Dominica.

    This reads more like a legal brief than a conscientious response to a piece of journalism that seems to have hit a sensitive nerve within the labour party. And I see the hand of Tony Astaphan all over it.
    Overall, the response seeks to intimidate; the very length of the response and the legal manner of its construction are clearly intended to rattle COHA with hopes to cowing them into some kind of retraction and apology. This is the modus operandi of Mr. Astaphan, an agressive lawyer who does not seem to acknowledge any limits in his quest to defend the indefensible.
    Despite the obfuscation of the government response I find the COHA article quite credible and a useful contribution to the debate about the quality of of our democracy and the election process in particular.

Guess what it still bothers me that there are some people still talking about who destroying the good name of Dominica. Are they saying that all the commess this DLP government is involved in should be swept under the carpet. But why waste our time criticizing Darryl Titre; if you paying a man to pick up S-H-I-T in your dirty yard what do you expect him to pick up.     The worse political regime in the history of Dominican politics – this current Labour Party regime. Lesson Learned – no one can reap Dominica of it’s heart and soul… for the reason why read on:

    abstain from any sin because it is sin.

    Here is why honesty is the best policy. I read the article and response and what I am getting from titre is that we know what we doing is messed up but UWP did the same in 2005 so why are they complaining?

    You see my friends, its our culture. The Pm has no respect for constitution so why should I. Where is our moral fibre to do what is right for our people. A thief is a thief no matter what colour. The questions or dishonesty and abuse of law still remains and is the people who suffer

    Wonder if Roosevelt Skerrit and his cabinet know what independent and objective inquiries are? Their response to the COHA article does not stand the test. It lacks depth and seems to leave out the facts that they failed to do what was recommended by the OAS during the 2009 election. They also forget that the nation knows of the email messages from Anthony Astaphan talking about stopping any changes re: electoral reforms.

    I do not know why this government believes that the people take them on seriously. There’s no credibility in anything they say, and they’ve made it clear that truth is not in their play. Therefore, there’s not one in the Dominica Labour Party who’s more reputable than COHA.

    Why COHA did not contact the government side to be given a chance to explain or defend those accusations?
    Why did not COHA tell us that Shillingford is not President of anything, but is only posing as such to make an advance defense ,and discredit anyone who can talk about his misbehavior in DAAS maters. We know the patois saying that the first cow drinks clean water.
    I would really like Ryan Eustace to research DAAS and give a full report of its activities. I am sure the CIA and the IRA would be interested. I have collected some facts, but I am not able to get hard evidence, at least not yet.

        @But Wait……. I mean to say IRS, Internal Revenue Service of the USA Treasury Department (not IRA). Thanks for the correction. COHO was contacted by Dr Clayton Shillingford, President “EMERITUS” of the Dominica Academy of Arts and Science, so we have a school, But no we have a NON PROFIT ORGANIZATION that means an organization that does not pay tax, but can raise unlimited amount of money (funds). So when the money gets into personal accounts the IRS is interested. Futhermore official of NPO’s can legally use all the funds or a portion of it raised as salaries like a scam to finance whatever they want even terrorism so the CIA would be interested. There were several investigations conducted into supporters of the PLO
        during Arafat’s time who operated that way.
        A responsible reporter (not working for a tabloid) would double check his sources to ensure that he has both sides of the story , since a story like that will affect the international integrity and image of a country. I would think a newspaper with international credibility would do just that.
        According to DNO, COHA has retracted the story.
        I do not see Shillingford as a hero, I see him as a betrayer of his country as I see Snowden. They both should be tried for TREASON.

        @ Mr Raglan Riviere ……..I will not pay US$40.00 for membership to DAAS or make any donation, or buy annual raffle tickets (WITH NO WINNERS) unless I see a Treasurer’s report.
        DAAS posing as an ACCADEMY and an NPO at the same time, and putting money in private account is dishonest.

        Why does DAAS began its President report for 2002 to 2004 if it began its operation in 2000.
        In its 14 years of existence why no TREASURER’s report. Why the sporadic President reports ended in 2011.
        IF my personal opinion ( which I am entitled to) is nothing but “DIATRIBE” prove it to me. Publish a 14 year financial audited statement on income and expenditure, and list all DAAS assets.
        Why is Shillingford , President “Emeritus” making negative and mischievous statements on behalf of DAAS to support the uwp. He was attempting to destroy the DLP he was dragging down the image of ALL Dominicans at home and abroad.

      Dominica is a member of the U N , and we should be grateful for the report even if does not carrythe rosy picture we would like. Even if the whole world was in depression we do not have to be like everybody else.
      CHAHO has retracted its statement. I hope they will write a replacement with all the facts from both sides of the issue and not a one man opinion. I find the topic very interesting and educative and should provide information for research purposes not for bashing.
      Many reputable newspapers and media have put out information that they had to retract. Reporters have been fired, apology have been made , and even compensation have been paid.

    Is the Government giving credence to the influence of the UWP in the global community? If COHA is such an esteemed international organization (as confirmed by the DLP) for them to publish such article would suggest either (1) the evidence as solid and irrefutable and/or (2) the UWP has a lot more influence in the global community than even supporters of the party thought.

    While the DLP responded to many of the points in the articles, no reference was made to Anthony Astaphan, e-mail message to Roosevelt Skerrit and Alick Lawrence, e-mail message to Roosevelt Skerrit.

    This response, particularly being published in the local media, only suggests that the DLP is taking the UWP much more seriously than they claim publicly. If the DLP believe the UWP has no chance of winning the next elections, they would error this article and the party similarly to what they did ahead of the 2009 polls.

      Note: The response above came from “the government” and not the “DLP”. You confuse the two. In a case where the name o fthe island is tarnshed, the “government” will justly speak out, or the PM on behalf of the government. In cases where the “Skerrit” is attacked, watch the difference…all the footsoldiers and colonels of the DLP (NOT the “government”) will speak. So, do not confuse the two: Government Vs DLP.

Claiming that the Government cannot even defend these claims. When the Government does address stuff like this you switch and say that we are responding out of fear.     I know this wont pass but I will write it anyway, the COHA seems to be doing this to a lot of other countries and for some reason keeps getting away with this, they keep taking one side of a claim never do their own investigation and label countries in a bad light just because they use their American Address so all will think it’s the truth. Does this sound like the work of a Patriot? is no way you put stories like this out there for the world to read when your so called facts can be dispelled, COHA did the same thing to the PM of Guyana, how can you do a report and never ask the people being accused? and never been interviewed, and this is fair reporting you discrediting a duly elected government. I must say shame on Clayton for doing this as well as the opposition you cant dirty your countries name on lies, but you all will pay a great price at the polls for this too.

    It’s interesting that the Dominica Labour party government found reason to respond to COHA. Some things must have touched some sensitive political nerves. This weak defence illustrates lack of a formidable approach to responsible self and political governance. Sean Douglas would have presented a much salient response. DLP must note that the chickens are coming home to roost. At stage in the game I will admit that change is inevitable.

    That 14 page response was soooooo empty and FOOL of usual lies, that strangely, neither senior counsel Tony or Alick wanted to ruin their reputation by signing it on behalf of the government. No wonder they had to use a no name person like Darryl Titre, with nothing to lose, to take credit for that nonsense. Another thing is I wonder if this so called response was even sent to COHA. After all, if a reputable person or company would embarrass the government of Dominica like COHA did, I would expect the government to address their response to them and let them know how they feel about it. But looking at the top of the page there is no address and neither is sent to attention of anyone. It just looks like Darrly went on the computer and put out some nonsense. No wonder Tony / Alick did not set their hands on it.

      That piece of nonsense was in fact sent to COHA and COHA has agreed that it acted unprofessionally and irresponsibly in tarnishing an entire nation without applying the basic tennets of honest and responsible research and has in fact taken down the article.

      If you people are expecting all Dominicans to join your hate train against a few Dominicans in office no matter what the cost to Dominica, think again! By all means expose wrong-doing which incidentally did not start in 2000 but some of us can see the bigger picture because this is where we live and will have to live for some time to come if God spares our lives.

      Our offspring will or may have to live here too. So this strategy of trying to tarnish Dominica at every opportunity in order to bring down a few people does not and will not sit right.

      Forgive me, but I am unable to see the intelligence in this approach from people who claim superior intelligence, except for the selfish reason that some of them do not live here, their children, most likely are citizens of the countries where they live. They have that option which some of us don’t have and do not necessarily wish to have, because some of us do have exposure to those optional places of abode and they are certainly no bed of roses either.

      That’s why it is difficult for me and perhaps many others to see the positive objective of this strategy which seems to have become the norm for this particular group of people.

      In case you people have not thought about it, your strategies are beginning to paint a frightening and destructive picture of the future which may cause the actions of the people you are trying to destroy to pale in comparison to yours.

      Please take a pause to think! Not all Dominicans are “dummy in cans” one of the favourite diatribes against people who cannot see things your hate-filled way!

      Have a blessed weekend all Dominicans in this blessed country of ours which I will love till death!

      Intelligent Dominicans, please do not allow Tony Astaphan to dampen our determination to achieve fair play and freedom of speech, and ultimately a better Dominica.
