Gov’t investing in creative industry – Paul

Paul addressed the function on Tuesday

Minister of Commerce, Enterprise and Small Business Development Roselyn Paul has said the government of Dominica continues to invest in the creative industry in Dominica.

She spoke on Tuesday at the start of a two-day Caribbean Performing Arts Conference currently being hosted in Dominica at the Fort Young Hotel. It is being organized by the Caribbean Performing Arts Federation (C-PAF).
“The Government of Dominica therefore continues to invest in the creative industry in training and capacity building, in provision of financial resources and ensuring a legislative and policy framework for such development,” she stated.

She said Dominica already has in existence intellectual property rights legislation which helps regulate the sector.

Paul stated that the government has invested $40,000 for training at the Dominica State College in 2015 with the association of musical professionals.

“And more recently we have placed one million dollars at the AID Bank at concessionary rates, we have this facility targeting the music industry in particular at 2 percent interest rate and with as much as six months grace period,” said Paul.

She added that the Ministry of Commerce, Enterprise and Small Business Development, through partnership with key agencies, support and enable enhancement for the creative and cultural industry.

“We provide technical, material and financial support for the development of the sector,” Paul noted.

Meantime, Programs and Operations Director of CPAF Inc Sandra James said a regional approach is needed to take advantage of the opportunities being presented by the creative arts industry.

“To be able to take advantage of the opportunities that are available it is important to have a region-wide coordinated platform to foster dialogue assist with proper development policies and initiatives that will lead to the creative industries sector providing valuable and viable economic needs to our territory,” said James.

James noted that CPF is concerned over the development of the creative industry.

“Conference organizers CPAF is concerned for the development of the creative and cultural industry as an integral part of the sub-regions export product,” James stated.

She said this conference is one of the initiatives developed in recognition of the need to bridge the gap from talented hobbies to creative commercial performer.

This inaugural conference is being held under the theme “Imagination + Belief + Creativity + Innovation = Creative Entrepreneurship”.

The conference will seek to engage participants on the business, management and legal aspects of the music industry in recognition of the need to bridge that gap from talented hobbyist to creative commercial performer.

    It’s my damn-business too, we like to talk about corruption and point fingers at the party in power , the head of the government cannot be corrupted because the British left a system in place where Dr Roosevelt skerritt cannot sign a check on his own . Corruption is a form of dishonest or unethical conduct by a person entrusted with money . For you people with no facts , the process by which something typical ly- , a word or expression , is changed from its original use or meaning to one that is regarded as erroneous or debased . If this government is corrupt , the next one will be corrupted too. If the country is corrupt , we’ll ever body is either stupid , lazy, or beggars who understands nothing about how a democratic system functions . And I don’t think the majority of Dominicans are stupid . Their is a frenzy group of people who are just talking and opening their big mouth with no answers to solving nothing . Can some one tell me under this government there is no progress .

    I must commend the government for the work they have undertaken for the creative industries. A lot more people can use their talent to get their art and products/services out there. Hopefully with the new funds injected into AID Bank for music and productions, more of our young people will take advantage of low interest rates and the reasonable loans available.

    The country we all love is young , most of us have very little experience in managing big enterprises. So we all are learning. Miss Paul is trying her best to deliver what she thinks is good for her people. We have a lot of critical thinkers and smart people in the diaspora dominica needs your help. Socrates quote, the only true wisdom is knowing you know nothing. I know that I am intelligent because I know that I know nothing. There is only one good knowledge, and one evil it’s called ignorance. I cannot teach any body any thing, I can only make them think. Let’s all together help each other think and learn to do a better job in our society. I am sure if you call miss Paul and give her some good advice she would appreciate it.

    Again Dr Roosevelt Skerritt is sharing the wealth around , it’s called the very successful CBI program . That’s just my opinion before any body receives a loan to go into business they must attend business clases at the dominica state college . You have to offer a variety of ways for people to take courses so they can find the option on what works best for their schedule. They can do it on line, on campus , in the evening, at a schedule time on weekends. The courses offered should be , Accounting, communication , organizational behavior, economics, enterprise management, finance, management, marketing. We want to have very little failures, we want to train Dominicans like the 8 billionaires they have in Jamaica. Training is essential for job creation, and wealth creation, if you are lazy it cannot be done. Don’t take the money and go to st marteen shoping with your girlfriend.

      Some are capable of doing that as if it is free money to do as they please. The money should only be given to them based on condition that they take the course and complete it. Otherwise it should be mandatory that they reimburse the funds.
      In fact, the money should be withheld and/or placed in the bank until they complete the course.

    Officials use the catch-word “creative arts industries” without understanding the very essence of the arts or creativity.

    Creativity, by its very nature, is something different to what has gone before. In the arts it very often courts controversy. It cannot be neatly categorised or organised. Legislative and policy framework are unlikely bedfellows for the artist. Furthermore, the burden of a bank loan, no matter how low the interest rate or how long the grace period, is guaranteed to strangle creativity at birth.

    What an artist needs is mastery of his craft and a public willing to patronise. But patronage need not be limited to the monetary. The best support that the public can give an artist is a genuine love, interest and understanding of his work.

    Creative industries is not music alone. What about other sectors? Craft ,Art, Dance, Theatre etc. Arawak House of Culture is a mess the old mill is filled with termites and rot , lack of motivation , no staff, no visit at all by Government ministers. Blackmore alone that using there for his meetings and sewo and still he don’t even give a cent for cleaning afterwards nothing not happening there. Culture missing someone like Laureen Bannis since there is no representation at cabinet level .
