Gov’t to provide financial support to charitable institutions

Prime Minister Roosevelt Skerrit has revealed that his government is committed to providing financial support to a number of charitable organizations which provide care to the elderly, disabled and less fortunate in Dominica.

The institutions include: Parents Advocating for the inclusion of Children with Disabilities, the Dominica Infirmary, House of Hope, Grotto, Mahaut Senior Citizens Home, Operation Youth Quake, Northern District Home for the Aged, CHANCES and Workshop for the Blind.

Skerrit, together with Minister for Social Services, Family and Gender Affairs, Catherine Daniel, held a meeting with those involved in running these institutions on Thursday.

He said the government requested a meeting with these institutions/organizations because his government is aware of the challenges in running them.

“The idea was to hear from them how things are, what are the challenges they are experiencing and how they believe that the government can assist in addressing those challenges,” he said. “I am very pleased with the discussion; I think it has given all of us a better appreciation of the challenges, not only one institution, but each of us knowing of the different institutions and the challenges.”

He said that the government is committed to assisting in three major areas.

“One, to provide training for all of the employees of those institutions and the state will underwrite costs of the training, with a view to provides certification to those trainees,” he stated. “I have asked the Ministry of Social Services to collaborate with the college (Dominica State College) to produce a module that will provide care and training to those persons.”

The second is the provision of direct financial support to address some of the challenges with the facilities themselves.

For example, Skerrit explained that the Dominica Infirmary has a major water problem, “leakage of the pipes and so forth and they need to replace doors and frames and tile the bathrooms.”

He mentioned further that The Grotto Home for the Homeless needs about $200,000 to finish the facility at Bellevue Rawle.

“The third thing is the recurrent costs, because I know of the challenges that they have sometimes,” he stated. “While the government provides a subvention, sometimes in many instances the subvention is not sufficient and they have to be soliciting support from the private sector.”

However, Skerrit noted that such support is not consistent.

“There are challenges and the government’s intention is to seek to minimize on those challenges that they are having,” he said. “We will not be able to eliminate it all about because the state cannot do everything but certainly we will try our best to fill the gap and to address the challenges which they are experiencing.”

The Prime Minister stated further that his hope is to make sure that support is made available to these institutions within one week following the meeting.

He also said the facilities must be insured because there are people residing in those facilities 24 hours, 7 days a week.

“A brilliant idea came forward by one of the institutions saying why don’t we get together and approach an insurance company and go as a group so we can get some group discounts, so they will do so and we will support them with the funds required to have those buildings insured,” Skerrit said.

        Mr. Scrooge, if you are educated and broad-minded, you should know that all governments give to others especially at this time of year. Provision is made from paid taxes for that purpose. They should look upon it as part of their contribution. Why begrudge this help to those in need and in Dominica unless you are mean-spirited? This does not only occur in Dominica but throughout especially the democratic world.

    I don’t understand how this government are doing business if there’s money in the bank for companies,why the government refusing to invest in tourism to bring more visitors to our shores the city is in such a bad shape when tourists is in port they could barely walk aside the street because no proper drainage and sidewalk,I witnessed a few passengers on wheelchairs had to go back to the ship because they couldn’t roll there wheelchairs to the shopping areas even passengers with their babies in strollers, Is shameful the government have no ideas how to invest. It really sad

      The tourism factor has to be looked at in detail. Europeans and Americans save up to spend a couple weeks lazing in the sun, on a beach for a tan. We dont provide this so few have reason to stay here when this is available all around us. Until we can this wont happen.
      If there was feasibility study into coastline and beach development maybe we would know whether (or not) we could develop our coastine to attract that type of customer. Such a study could provide more logic to developing strategies to make the most of our environment to encourage longer staying visitors than the mainly day tripper variety we currently get. This alongside the lack of infrastructure are the main reasons Dominica lacks a tourist economy
      A key difference to Dominica’s topography in comparison to other islands are its beaches – or our lack of coastline development to support and maintain them. I remember tons of sand being exported abroad while the places that were great beaches in my youth are now bare.

    The rebuilding of Roseau Cathedral must be in the priority of Dr. Skerrit as after all, it is a ‘charitable’ cause.

    However, before forking out our money for this ‘worthy’ cause, he should dwell on this.

    According to Pope Francis, the Roman Catholic Church has around 8200 pedo priests actively doing their stuff.
    He says 1 in 50 priests are child abusers (see Daily Mail report: http://www.dailymail.co.uk/news/article-2690575/Pope-Francis-admits-two-cent-Roman-Catholic-priests-paedophiles-interview-Italian-newspaper.html ).

    According to US Catholic (http://www.uscatholic.org/blog/2011/02/how-many-priests-does-church-have) there are around 410,000 priest in the Roman Catholic Church. So lets do the math, 410,000 divided by 50 gives 8200 child-hungry priests in our midst.

    What is Pope Francis doing about that? A lot – he talks and talks and talks and talks and condemns and just pays off those child victims that complain.

    • Rubbish Francis, Skerrit has already given five hundred thousand dollars to his boy bishop. That was wrong in the first place, since that came out of Dominica’s treasury. All Dominicans are not Roman Catholic; those who are not may not want their taxes to be give to Rome.

    From where I’m sitting I say it is a charitable thing to assist hose most in need and not able to fend for themselves.
    However, mr. Skerrit should ensure that his government agencies are funded adequately and allowed to function properly so there would be no need for him to play Father Christmas or Saviour. That is what I object to. There is no need for aggrandizement or personally cult, typical of dictators and despots. Real charity comes from one’ own pocket and is done quietly, without fanfare.
    I wish everyone internal peace, especially this Christmas.

    Sometimes I get the impesion, this term is going to be Skeritt’s last term as Prime Minister. He behaves like Robin Hood. He gives free education, free housing, free medical care, free gas for the elderly, increase in monthly benefits for the elderly, red clinic, free toilets etc. Maybe his legacy is for Dominicans to forget how badly he managed the economy, the alleged multi corruption, his dictatorial behavior and remember him for being the most benevolent Prime Minister to have ruled Dominica. Instead of all that freeness, the million of dollars spent in these endeavours should have been invested with an international company and build a major canning factory where farmers, fisher folks, families of the same elderlies would be employed, instead what we have, a one time financial asistance and millions of dollars in free infrastructure. I have no problems with the assistance given to the elderly, just use the millions in the form of a long term basis.

    Great! It seems like there is a housing problem in the Soufriere constituency, a man was given a box for a house and it was noted that many others wanted the house. It broke my heart! Please help these people! Parl Rep please address the cries of the people of the Soufriere Constituency. It is disheartening to see that people are given places to live with no amenities in 2016. To make it worse, the media has the nerve to come out to cover this charade. Shame! Please help these people!

    There are roads, bridges, business closings, farmers languishing for markets to sell their crops, the total economic infrastructure is crumbling and what does this government do? He give gifts to everyone in order to solidify his reelection prospects. Folks, it is all political. This one man government is only concerned about his political future and not about Dominica. I am really concerned about the citizens of this country of ours because instead of having less institutions like these, there are going to have a lot more.
    More, because there are less people with gainful employment who will be able to provide for themselves, years down the road.
    More, because there are not enough young people employed to contribute into the social security fund.
    More, because government handouts like these cannot be sustainable for long.
    Good idea but bad policy.
    Dominica is in big trouble because of political expediency.

      You are so right. This is a blind loyalty approach and I Refer Skerrit to Dr. Severin`s Lecture on Autocracy. It is worth a re read Skerrit. This is buying loyalty and a game leading to nowhere. This fanfare is a distraction to buy loyalty for a man who knows nothing of development. NGO`s thrive under Mamo, UWP and were independent in sourcing funds, now to days NGO`s appear lazy and aligned to a corrupt government and an inept leader. Not good. Skerrit has run out of ideas on how to buy support and compassion from people. Its all about him giving as Dominica stays in poverty.       People have pride and would much prefer to be able to fend for themselves.However Skerritt has created an environment of hopelessness and dependency.In such a situation it’s like a bottomless pit,because Skerritt is stripping the cupboard bare.He has been mentored by Chavez whose vision created the failed state that is Venezuela.For a minute there the people were happy receiving state handouts,but since this can’t be sustained in an oil rich country tell me how is Dominica going to face the future with declining revenue and increasing dependency by the populace.

    Skerrit, stop this nonsense about charitable stuff,people want JOBS. They want to spend their own money. They don’t want you to provide for them,do that for your wife and children. People want to work for their own stuff.

  26. Roosevelt, there is nothing wrong with helping the poor, the left out, the have not, and the less fortunate; nevertheless the way you are handling that venture, is unprecedented.

    I think the appropriate way to do that is to set up a welfare system, and make it a deduction mandatory from the a pay as you earn into the social security system, and allow the sick the poor the less fortunate you believe you are helping apply for welfare, issue them a monthly amount, which they could themselves use to eat, and take care of their other necessities.

    Some of those people in question may be demented (unable to help themselves). In that case they should be placed in an organized convalescent home, with trained care givers, in addition to having visitations from doctors, recreation actives must also be provided. Those who are not mentally ill might be able to live with relatives; using their welfare check to take care of themselves.

    Dumping money into an institution does not assure that…

    I realize these things have nothing to do with me as a citizen and resident of Canada. However. I follow Dominica on DNO as it develops and admire certain things I see unfolding.

    P.M. Skerrit’s vision to assist charitable organizations is certainly commendable. I noted the ones he mentioned are the smaller organizations. They are doing good works but would likely not be high on the list of big corporations when it comes to their charitable giving. They need that additional “shot in the arm”. I pray that the P.M. will follow through with his good intentions. Our Canadian government should take an example and do likewise :!:

    Dominica will I become one huge charity with this charity government. The best way to fix this is to get the economy productive. We Gov runner Charity: red clinic, free healthcare for elderly and Young now government pouring money into non governmental organizations. People please don’t think I don’t care but the cost comes from somewhere and we adding to an unsustainable system of government. If the country doing well and people working with disposable income they can invest in churches and community. A man who is hell bent on keeping the status quo by not telling you the truth and exacerbating the situation is not your friend and does not really care. Deceptive and manipulative.
