Communication between the parliaments of Dominica and the People’s Republic of China is expected to improve through a donation of computer equipment and stationery items by a visiting Chinese delegation.
A symbolic presentation of a laptop computer was made to Speaker of the house Alix Boyd Knights during an official visit to Dominica’s Parliament on Tuesday by the Chinese team led by Chen Changzhi, Vice Chairman of the Standing Committee of China’s National People’s Congress.
“The National People’s Congress of China values its relationship with the House of Assembly of Dominica and we stand ready to work with Dominica to strengthen the links and communication between us,” Chen said pointing out that Parliament to Parliament exchange is an important part of overall relations between Dominica and China.
He said the exchange will promote understanding of both peoples and the growth of friendly relations. He is hopeful that the computer equipment will serve to further strengthen communication links between both countries.
“As a token of friendship of the National People’s Congress towards the House of Assembly in Dominica I will help you with a supply of office stationery to improve the working conditions of your house of assembly,” Chen added.
Boyd Knights accepted the gifts and said they will be put to good use.
The 25-member Chinese delegation is on a three-nation “good will” tour which includes Dominica, Grenada and the United States.

And what is Dominica learning about the Parliament of China? This is a joke. Pretty soon they will stipulate that only Chinese is spoke in parliament. And if they want to be generous why not donate 100′s of laptops to schools? We’ve never had that level of utter disrespect from the Taiwanese. Wake up Dominicans.

Now, one may think I am being anti-Chinese (which I am not) or politically partisan (which I am sometimes) but come on- just last month the Chinese made a donation of hundreds of computers to Guyana and now they are donating a single laptop to the Speaker of our parliament worth $400.00 USD as a token of friendship of the National People’s Congress towards the House of Assembly in Dominica? Well at least this better than two bottles of Bois Bande rum and they will help supply office stationery to improve the working conditions of our house of assembly. Yes, Ma Knight will find a way to put that to good use to the extent that it can help to make the life of the opposition in her house uncomfortable.
All I wish to say is that since we signed the USD 117 million MOU in March 2004, China has not provided funding for any major productive, employment creating, sustainable development project. China does not want to teach us to fish or provide us with the tools to be a proud and independent people. They are content to having us worship them in praise and gratitude all the time for their gifts.
If China really wants to help us, they need to provide more concessionary loans or grant funding in developing our agricultural and manufacturing and agro-processing sectors.
If China is really interested in increasing communication between the parliaments of Dominica and the People’s Republic of China and promoting understanding of both peoples then China needs to open up the internet in China and allow its young people to surf the internet without government interference so that the young Chinese could read how disgusted people around the world are becoming of the conduct of the Chinese government worldwide.
It China really and truly values its relationship with the House of Assembly and people of Dominica, it should persuade the PM to release the contents of the secretive MOU and stand ready to work with Dominica to strengthen our democracy and economy. Well, please allow me to dream of- China helping to build our democracy and breaking the code of secrecy!
But seriously, China can do more to help promote better understanding of both peoples and the growth of friendly relations by providing funds for start up of small businesses in Dominica by donating $1 million to the NDFD-just as it provides Chinese in Dominica concessionary funding to establish business around the world to boost Chinese exports of goods, services, people and culture.

Most likely if it has spyware or any malware, We wouldn’t have any professional coder in dominica to find it. They will just monitor the country stock market and the retards will think is all fun and games.
There is no doubt that the Chinese have made serious contributions to the development (especially infrastructure) of Dominica; and for that Dominicans should be forever grateful.
However I am very suspicious of that latest contribution there. Who is to say that these computers are not bugged and the Chinese will be spying on everything that is input them? Some of the state’s top secret legislative transactions that will be input into these computers. It is in the Chinese’ interest to know what is going on legislatively in Dominica since many of their citizens live and work here.
Mark my words, these are some set-up computers. Replace the hard drives and don’t use them anywhere aroung the legislative interest of the country.

this is a party to party relationship and nothing to do with Parliament. Skerrit is demonstrating that the labour party has subscribed to the policies and practices of a one party state as evidenced by his statement at the Labour Party Convention in St Joseph where he said that all statutory board appointees, and all other party members owed the labour party as it was because of the party that they are who they are and have reached where they have and they must recognise that is where they get their milk and their cheese. So loyalty to the party is paramount and unless you show that loyalty you should not expect to be rewarded… the lesson is that if you do not belong to the party you should not expect to be appointed to any boards or reap other rewards.

No you’re not the only one. I think the sentiment of Dominicans is one of appreciation to the Chinese but also one of concern that we are kept in the dark about so many things. I travel a lot and see the involvement of the Chinese gov’t in other countries; this disturbs me.

Did the speaker of the house have the laptop checked by her IT people – are we being monitored? We need more transparency with our dealings with China. Keep in mind the Chinese are not builders – they pillage. How else will they feed their population of 2 billion people? WAKE UP DOMINICANS!!!

I hasten to add though, that it is about time that we take our link with the Chinese to another level. We must continue the infrastructural growth of the island and we must continue to train Dominicans. However, China as a powerful “developing country” can help us grow in another “soft” (as opposed to hardware) area. Why don’t we create a joint China – Dominican Development Institute in Dominica where we study and promulgate alternative development strategies for Dominican and the rest of the developing world, at least those in this hemisphere? This institute would have immense benefits for the island…
1. A ready source of employment for the intelligentsia,
2. Another source of training and education for our students (both Dominicans and wider Caribbean)
3. A locally-based source of data on development issues,
4. A locally-based world-class research center for work in domains such as rural development, alternative models to the neo-liberal project, etc,
5. the evolution of the Dominica brand as a destination for academics and scholars,
6. An increased inflow of foreign exchange through visiting scholars and/or conference participants, etc.
The “hard” gifts are important, but we can also pursue the “soft” ones simultaneously, as we have been doing with the university training. We must, we should, embrace our relationship with the Chinese in a more strategic and less immediate/short-temp perspective.

Now, as for the Kairi and DBS comment, no media institutions has a monopoly on truth and lies an facts. This is why i will not even touch this topic with regards to them. However, it must be said that only ONE radio station in Dominica allows callers to essentially denigrate and pilfer unsubstantiated claims with immunity, especially when these claims are made against the DLP administration or party. Come on, we are not going to split hairs on this, are we? This is a well-established fact. A simple survey of the news teams and talk shows on the three main radio stations on island will suffice.

While we have participatory democracy in Dominica its interesting to read thet China is willing to work with the House of assembly in Dominica. My question is what is the level of interest is it to derail our democracy? or to assist the speaker to muzzle the official opposition?
