Indian High Commissioner commends Dominica for ICT development

Newly appointed Indian High Commissioner to Dominica Bishwadip Dey has commended the efforts of the Dominican Government in establishing the Center of Excellence in Information and Communication Technology (ICT) at the Dominica State College.

He visited the center on Thursday and said he is “very satisfied that not only has it been built infrastructure-wise very well, but it has also been kept very well.”

Dey highlighted a few key factors to ensuring continued success and up keeping of the Center including how “beneficial the center is to the students.”

“The success of the center is on the students. The quality of students, their products, how much beneficial the center is to the students, that is what would decide the reputation of the center, and the quality of the center,” he said.

He also stated that the Indian people are committed to sharing knowledge in their fields with the people of Dominica.

“ICT (Information and Communication Technology) is one of the sectors where India has made much progress and we do feel that in India, one of the major initiatives is digitization and we have seen and experienced that ICT plays a great role in an efficient government, which the government of Dominica is trying to do,” Dey stated.

The Indian Government, he said, shows willingness to lend a helping hand towards the technological advancements of the Dominican economy saying that “any other ICT related things which are possible from our end, we are more than happy to cooperate.”

Minister for Information and Technology, Kelvar Darroux told the Commissioner that the Ministry’s staff has been challenged to “take responsibility of the center, once our friends from India have left.”

“We will need a director to manage the center, we will also be needing instructors, and as soon as the Indians leave, we will take full responsibility,” Darroux remarked.

The Indian Government has contributed hardware and software materials amounting to $3-million for the establishment of the center.

    This is Very great news for Dominica. ICT and Broadband Technology is at the foundation of any modern economy of the 21st century – the Information Age. It is a Driving force to economic growth and development. I am please that we are finally moving ahead.

    I am especially pleased because from the time the idea was conceptualized in the lobby of a hotel in Santiago de Chile in 2007 by myself and Mr. Anurag Sinha, the then Second Secretary to the Indian High Commission in Trinidad (on assignment to the Grenadian Government) we have come a long way – with too many hiccups I might add. Please to see the final result.

    The Indians had suggested then that if we had implemented the Centre of Excellence well they could consider assisting with the ICT Park. The ICT Park Design was since 2004. I spoke of that ad nauseam. It is an opportune time to revisit the designs which was completed by architectural firm CEP INC and funded by the AID Bank. The ICT component was done by a UK firm.

      The electrical component was done by a Trinidadian firm. The land was allocated at Picard, AID Bank and Invest Dominica (then NDC), Telecoms Ministry, Education, Tourism Ministry was involved in discussing the concept. Ian Williams and Mr. Warrington of the Aid Bank, including Dr. J Bernad Yankee were instrumental in financing the designs and cost estimates. At technical level there were many champions but I am not sure how it was perceived otherwise because it did not find a champion at Executive/Legislative level. The concept went so far as to envisage anchor clients as CISCO and DeVry long before DeVry and State College had any bilateral discussions but too few people were willing to listen. It envisaged clustering of companies that would symbiotically support each other and light electronic manufacturing.

      IT CAN STILL BE DONE. I BELIEVE THAT HON. DARROUX COULD BE A CHAMPION. What a legacy that would be for him and his abled Team. GUYS I TRUST YOU. IT CAN STILL BE DONE

    Bishwadip you will soon find out that Dominicans requires more than the garbage you are diving into. Whereas education and information are both essential, that is not all to life!

    In Dominica we have a population of less than fifty thousand people, of which more than 70% of the people are unemployed; they have no jobs! If you wish to dabble, perhaps you could recommend the development if some industry in the country which could provide employment for the unemployed.

    We do not want to hear that crap you are talking; talk that nonsense in private with Kelver and Skerrit! Hungry bell have no taste for political garbage!

Why are you always critical about everything pertaining to Dominica, the government and nationals that you read about on this Website? It is not that bad as you and your mentality perceive it to be with your consistent negativity.
      For God’s sake! This is 2017, a new year! Can you not do better and at least offer encouragement? You are such a sad sack.
      Do not tell us that you are continuing your same charade of criticisms. What a poor conversationalist you are.
      Learn to give compliments where they are due.

      • A fool is always excited over nothing; and does not hesitate to give complements. I on the other hand live in reality; you can talk technology till you drop, but unless this technology is going to bring massive employment to the more than 70% unemployed people of Dominica, it will simply boil down political rhetoric.

        Look at the politics in it. Kelvar, or whatever his name, is meeting an Indian commissioner, it appears for the first time, that guy is dressed in a stupid red shirt, as if he just wake from a night of drunken sleep; its all for a show; there is nothing to benefit from that!

        People are supposed to use technology to developed industries, creating employment, not talking garbage about communication, you can communicate forever talk is cheap, jobs are not created by simply talking; let’s see some action!

      • Facts, if you are talking to me. By now you should know that I do not envy anybody because of their scholastics: You do not know me; you do not know anything about my academic background; and accomplishments; so how can you compare my education to that of anyone else?

        All of us cannot be involve in the same profession, so I do not know if you are comparing me to the Indian, or Kelvar; All I know is in my short life of living I earned four scientific academic degrees. In the field of Electronics, and Electrical engineering, and if you believe that is easily accomplish in such disciplines try it and when you succeed let the kid know!

      • Guy I would never, set up any business in Dominica; for the obvious reason! There is a curse on you all, which causes jealously, and hate. Your mentality is this if someone have a business, and they made enough money to build them a decent place to live, you get irritated, and do everything you can to put that person out of business.

        Why would I want come to Dominica to set up business, when you have a president in the person of Charles Savarin who encouraged the red devils supporters to boycott a certain a business which has been in Dominica for more than fifty years, putting the company out of business!

        Why should I come to Dominica and go into business, when I saw my Friend Ron Abraham came to Dominica, and set up Marpin Television, and you all did not rest until they stole Marpin from out under him. Ron even gave most people who worked with him free Shares in his company, but when the time came for them to support him, they turned on him like wolves and support the thieves…

        Ultimately they got police to walk Ron out of his business, into the streets. I spoke with someone about the treatment, this person told me emphatically, he deserves to loose the Station, because he thief the money and build big house; which is a lie; because to the day they kick Ron out of his business, he was far from finish paying the bank the money he borrowed to build his house.

        And that’s the mentality of the Dominican; I would have to an idiot to invest money in a country as corrupt, and backward as the country of my birth.         As far back as 1976/77 I could be the one to set up a Capable Television Station in Dominica, Ron and I spoke about that in England; I hesitated, Ron returned and did what he advised me do; what did he get in return? He got robbed of his blood sweet, and hard work! You can invest, Skerrit is giving away free passport money to his friends to build hotels, maybe if you know how low to bow, and kiss up; he might give you some free money to start business.

      Where are you getting your facts bro? I would love to see a source. I know last census our population was over 70,000 unless you’re talking about the adult population. But even then 70% unemployment?? There’s no way that is even possible.

      And second you’re talking about developing industry. Well here it is. The tech industry has very high ROI since it is a skill and information based industry. This means that we don’t need expensive infrastructure or equipment just people with the required skills and knowledge and relatively low cost equipment of which both are being provided here practically free of charge. How anyone can see this as a negative or dismiss it as irrelevant is beyond me

      • You want a true census, and reality statistics, all you have to do is count and add up the number of votes cast in every constituency in the last election; in which less than five hundred people voted in most constituency.

        So if you contend that there are more than seventy thousand people in Dominica, and we had less than forty thousand people voting in the last election, then something is wrong, unless more than half the population are children, who have not mature to voting age as of yet!

        Even at that you are contending that there are more children born than the parent to give them birth!

        Now if you said there are more than a hundred thousand Dominicans alive, that would include me, because there are plenty of us living in the Diaspora, but to claim seventy (70) thousand people living in Dominica does not seem accurate, that’s a myth, since that claimed was made more than forty years ago. Quote me on that!
