UPDATE: Keys to Registry Department disappear; investigations launched

Investigations have begun into the apparent disappearance of the keys to the main entrance of the Registry Department in Roseau.

Staff members attached to the department spent the better part of the day outside the office on Thursday since they could not access the building.

The door also serves as the entrance to the High Court of Justice.

Dominica News Online (DNO) was reliably informed that since no one could locate the keys, staff member were eventually sent home.

It appears, as of Thursday afternoon, no one knows where the keys are located.

When contacted Registrar, Ossie Walsh, told DNO that he was at the police headquarters since the matter is now being investigated.

and Walsh said he discovered on Thursday morning, they were not picked up by the “usual person.”

“Basically when I came to work this morning (Thursday), it was sometime after 8:00, my other members of staff were outside and I was informed that the keys for the Registry could not be found,” he explained. “I initially went to the police station, made some inquiries and I discovered that the keys were not picked up this morning by the usual person. Normally, she would be there to clean up before staff members come in. So when she went to the station this morning she did not find the keys there.”

According to Walsh the keys were returned to the police on Wednesday evening after 8:00.

“As to what happened between after 8:00 pm (on Wednesday) and quarter to 6 when the cleaner went to pick up the keys (on Thursday morning), is a matter in which the police have to comment further on,” he said.

Walsh stated further that the day is “still young” and the working day is quickly coming to a close so, “the police and myself will decide on the next course of action before the end of the day as to how we should proceed.”

Walsh said the registry department cannot remain closed for too long since it is one of the busiest government departments.

“The court certainly can’t be closed. The registry department is one of the busiest departments of government. That’s where all court processes take place, so you can’t have that department closed for too long,” he explained.

According to a government website, the function of the Registry Department include:

Entering and filing of data received from hospitals and District Registrars
Processing of State Lands
Issuing of births, deaths, marriage and non-marriage certificates
Registration of Records e.g. deeds, agreements
Registration of Probates
Registration and delivery of Certificates of Title
Registration of Churches
Completion of Criminal and Civil cases
Registering of persons as citizens of Commonwealth of Dominica (this only applies to those born after November 3, 1978).

    Just more bobol upon bobol. Things just seem to disappear without explanation. It must be some “Jumbie” inside Police Headquarters.
    Keys disappear, evidence disappear, car tires are flattened without explanation.
    People’s parcels also disappear in customs too.
    Sticky fingers all over de place in DA.
    Somebody probably wanted to register their land without paying state taxes. :-P

      Some employees really cannot be trusted. These are the ones who also give Dominica a bad name and disgrace its name.
      What occurred to the jewelry which was stolen at the Customs? I have not heard a thing about it since it was posted on DNO.

    Investigations ongoing into the matter? But next morning staff of the Treasury at work? Has anybody investigating ever thought of cordoning off the Treasury area, have staff off the compound until all necessary, important files, pertaining to criminal cases, and others, are thoroughly checked to find if anything is missing/stolen?

    How could staff be allowed to work, handling files, documents in the morning, and investigations into whether files have been tampered with or stolen or destroyed, have not been carried out?

    Since when keys like that of important institutions like the Treasury are stolen? to do what?

    But remember in the “Bubbles” case, an unlicensed fire-arm was taken from him and placed in the Portsmouth police Station, as evidence. Yes, it was about the visiting of the villas and unlicensed gun pointed at the visitors. Remember, a police Officer stationed there, stole the gun, the evidence and gave it back to “Bubbles?” Absolutely nothing has happened to this day to that Officer. a serious offence was committed.

    Investigations of whom, by whom?

    Treasury building keys gone. Only conclusion, keys were stolen to be able to enter the building clandestinely. Someone knows. The keys could not have put on wings and fly out of the Police HQ.

    In that Treasury building are documents of criminal and other cases among others. Some culprit(s) may have ulterior motives. But as always, nothing, expect nothing.

    Many examples of such callous, criminal behaviours stare us in the face in Dominica. We still await the outcome of several investigations. Await in vain. If anything, wait for Judicial Review. Case close.

    So can anyone pick up the keys at the police station? If the person that accustom of picking up the keys did not show up at a specific time the keys should not be given to any one without questioning. That’s a laps on the police part .

    Start investigating inside the station first then change the locks to the Registry. Check for any missing Documents or files. Cause this is too fishy to be taken lightly.

    This situation is crying out for action at the highest level. The police force needs cleaning up. To chronicle a few of the “KNOWN” very suspicious acts of the police. Any other person would have been hauled to the charge office, special branch or CID office and subjected to a minimum of 72 hiurs of interrogation;
    1. The flattening of tyres of the official car of the PM (during Pierro’s time). That happened at the heavily guarded police headquarters.
    2. The destruction by fire of a crucial piece of evidence at the coast guard base.
    3. Police officer charged with having in his possession an unlicensed firearm.
    4. Police officer implicated in a case of shoplifting.
    5. Man found dead in police cells after he was arrested for the possession of illegal firearms.
    5. Police Officers (albeit off-duty) providing security service to known drug dealers, who are the subject of intensive investigation. All this happening at a time when the home of one of their colleague was firebombed. That officer was instrumental in investigating the money laundering activities of known drug dealers.
    6. Forty plus thousand dollars disappeared from a police station. The explanation that was given by the person-in-charge is that it was thrown out mistakenly with the garbage
    These are just a few of the instances where our police officers have failed the public, big time.

    As is customary with our society, the callers to a particular radio station, not surprisingly has placed the ball at the feet of the Prime Minister and his government. Well when did the rot started? When did the chaos and confusion begin to take root? Whilst the government of the day has a responsibility to deal with the matter and cannot pass it on, this sad state of affairs with our police has its genesis before Roosevelt Skerrit became Prime mInister. It is his responsibility now and he simply CANNOT pass it on.

    The smooth functioning of the police service took a nasty body blow when in 1997 or thereabout, the top eschelon of the police service was decapitated and replaced by party hacks. The professional officers were force to go on leave, others were force to go on early pre-retirement leave and a massive overhaul of the system took place on the altar of partisan expediency. What we have today in the police started many moons ago and is really a manifestation of the actions of blue.

    No wonder it is a widely held view that the a significant number of the police population are sympathetic to the UWP. On the UWP radio, the view was expressed that about 80% of the police are good police officers and an insignificant few are rogues and vagabonds. That sentiment is coming from a talk-show host who is very sympathetic to the UWP. My interpretation is that the few who are engaged in these undesirable acts are non-UWP sympathetic. The obvious conclusion is that the criminal elements in the police are “dead red”. What a state of affairs. Who will guard the guards. When some people express concern for the safety of the Hon. Prime Minister, they are chided for overreacting. But consider this. THE PM is the biggest impediment in the way of the UWP gaining power. The UWP has promised the police that immediately upon being elected in office they will give them a 7% salary increase up from the 0, 0 and 1% the present government is offering. Am I wild in my thoughts to conclude that with everything that is going on with the police, the PM’s life could be at stake? Let the guessing games begin or continue?

      When Eddo inherited the reigns of power the police force was undergoing a transformation into the corruption zone. Mamo, as much as I love her fell asleep at the wheel as it relates to the force because of all the dread crisis and related crucial time with pocosion and others. Hence, she left the affairs of police work to the command keeping in mind that “desperate times called for desperate measures”. Hey, they too got carried away.

      Eddo did well with the inquiry and cleaned the place…partially I must admit because more could have been done. The police force was at its best under UWP. As son as DLP took over the rouges started misbehaving and the selection process was overtaken by politicians. FYI, the Chief has lost control on the selection process. I am no fan of Carbon and the CDPF (Carbon Daniel Police Force) now because of all the ongoing BS but he has no control of the process because its the politicians that are in charge. He should ask them to STEP OUT and take control and quit talking like he is a barman. I can speak because I know…read my lips :twisted:

      Now, I am awaiting a very thorough, detailed, and honest investigation into the force ager the UWP wins the election. Let the chips fall where they may because we need to move the force back to being the Commonwealth Of Dominica Police Force and NOT the Carbon Daniel Police Force.

    this made sure that no one could enter the building, before
    the evidence of whatever was going got taken care off. This

    go back to the poem the young lady wrote, “who is guarding the guards”. there is something fishy about that key and where is went to, afterall, the key don’t have legs, or does it? That cannot be an ordinary mistake, or can it? I am asking these questions because we WILL NEVER get the answer about what really happened to the key, even when/if it’s found. Whatever it is, we need the authorities to clearify it, but will they?
    See, it’s a loose loose situation here, Dominicans (we) put (ourselves) themselves in a situation where they (we) cannot get the truth from the leaders and those who are suppose to be protecting us, so right now, we are taking what we get. Someone should give us some answers about the KEY, where it is/was and who had it/ mispalced it?

The public image that people cannot get into work because of missing keys…really…If the keys were lost after being delivered to the secured location then we start from the person receiving the keys to the person in charge of the location to answer this question. If no answers is found then start letting people go and put new security measures in place.

We have less than 80,000 people in Dominica to have all these corruption and crimes. If you don’t take care of the problem as soon as possible we definitely will have unrest and lawlessness.

    This is further proof that under this current regime we CANNOT even trust the police for our safety and information. How could keys be delivered to the police headquarters just disappear like that? How does that even happen? I mean did they follow someone’s order? If so, whose order did they follow and why was such order given? As far as I am concerned it is a very corrupt government that I just cannot give them the benefit of the doubt on no given subject. This one is very serious Dominicans need to know the truth and persons involved need to be dealt with according to the laws of Dominica, though I know our laws and constitution have been breached, corrupted and damaged.

    This is ridiculous. You mean there are no duplicate keys? To send employees home for an entire day is laughable. Get a locksmith and put on a new lock with new keys while the investigation is under way.

    I am baffled that keys to the Registry Department disappeared at the Police Station. This is grounds for suspicion that someone at that Station pilfered them and knew something about their disappearance. They did not take feet and walk away by themselves. Know too, that this was a planned theft and who knows for how long it was being planned. Surely, it did not occur, unplanned, overnight.
    The person or people who received the keys and who placed them in the spot where they are usually placed should know something about them.
    Keys as these, just as guns should be placed in a secured, enclosed, locked safe and only one or two people at the Police Station should have access to them. In fact, there should always be two people; one will give account for the other.
    I hope the keys were not merely hung on a key rack as ordinary keys. If so, this was sheer negligence.
    At all times, day and night a place as the Registry should be under Police surveillance.
    From the moment they realized that the keys were missing, the locks should have been changed immediately. It should not have taken one day to debate about their disappearance and conduct an investigation while staff was unable to access the building.
    Whoever received the keys on Wednesday night should be held accountable. This is in addition to anyone or those who worked in that area and later in the evening until morning.
    Who else could it be? Surely it would not be someone on the outside who came in and stole the keys. I doubt that. This theft appears to be the work of an inside job and who knows, in collaboration with a non-police officer, on the outside and vice versa.
    You guys are under suspicion and in hot water. This is not sitting well with Dominicans. You better have a proper explanation why the keys disappeared from your premises and bad enough yet if they were under lock and key and where were they stored.
    On another note, do not tell us that you placed the keys haphazardly on a key rack. If you did, those responsible for being in charge of those keys should be fired. Yes! I state fired! They lack authority and responsibility.
    PM, resident Dominicans and those abroad who have read and heard of the disappearance of the Registry keys call it a theft; no less which is exactly what it is, not merely disappearance. They are shocked that this could have occurred at a trusted Police Station. They are awaiting the result of this investigation and your action and decision. May the investigation not take forever for it is a serious matter which should be completed in less than no time. It does not require months of investigation. May you act accordingly.

    Don’t tell me that there is only one set of keys to that place because I don’t really buy it. Also if those keys were so important, they would have been locked up. Anyone knows that the Police station is not safe and the keys should be signed in and out daily if they are that important. Now you have to change the locks.. Someone has the old back up keys and they should be given a new set.. Or else the terms Dumbonican really does apply.

    I can recall that H H V Whitchurch one Saturday morning had a similar situation. It did not take much time for the necessary action to take effect. The firemen were called, the lock was cut and it was business as usual . It took indefinite time for such an action to have been taken, I wonder why? may be there are people who know otherwise.This gives room for speculation. I am of the opinion that such caliber of people working in the government service could not use emergency measures, shame shame.

      The keys go missing yes there are people who are at the center of the issue as you so rightly stated however lets apply logic 101. If say someone picked up the keys after the cleaning crew or individual he she them are accountable. The police on duty is the key here as you pointed out.
      Find him/ her/ it. There in lies the answer.
      Ok, extraploting the scenario: If say the cleaner(s) are cleared then?? next step. what should it be? In need of FedEx , More investigation everyone in the department and the entire desk cops on roster./charge office.
      Someone will spill the beans. and you might be surprise where it leads to.
      With all the Registry related theft and corruption forgery etc this may run marathons of corruption. There are a lot of criminals wearing police uniform, civil servants, politicians foreigners and they should be held accountable for the disappearance . We would be surprise at the depth of this apparently simple issue. There are number of people whose political and social ,economic fututres maybe tied to this issue . It is obvious someone, some people may be go out of their way to have certain docs disappear.
      The bith certificates which are suspect in the last discovery is key all these new residents who have tampered with the virginity of DA’s in more ways than one as we we formerly a relatively pure society they are taking advantage of our ignorance and friendliness taking everything to the next level. So fed-up needing FEDEX what say you? This thing is deeper than we think or may ever know.

      I would still want those same keys and would want to know what happened to them and how they got their legs.

      Do we know how many keys we are talking about and how many door locks need to be changed? You and I have our records there.

      The keys should be found even if locks have to be changed and I agree all locks that had keys on the bunch if there were more than one should be changed.

      Someone have to know what happened to the keys or should know what happened to the keys.

      The old keys should be found and we need to find out all the people who came in and out the area where the keys were when they disappeared.

      So let the investigation go on.

      You are correct. Also, in this technological age, an automatic small gadget (for want of a better word at this time) should be used to open the door. It is pressed against the main lock on the outside which activates the door which is then opened. The door should be able to automatically close after employees enter. I have one attached to my other keys. Actually, it should be kept separate on a key chain. No need for a key for the entrance. A responsible person as manager/supervisor, someone in authority should have custody of it. No need to keep it at the Police Station.

      There should be 24/7 cctv on all entrances. The President’s Palace has it, why not the Court building and Registry. What is in there is more valuable than what is in the palace after all. This is 2014

    I don’t think that the probkem should just be resolved by bringing a lock smith or getting the duplicate. This is way bigger than just a lost key. What if a crime was committed inside the office then the people had to be kept out until an investigation is completed.

    When corruption is allowed to sweep across the length and breadth of Dominica, whenjudicial Review is the order of the day to stall serious criminal acts committed, when those in high office are exempt from justice, expect anything in Dominica. IPO cannot question the PM. The case 42 charges of fraud, Mano filed against a Lawyer, Judicial Review. Ask questions about illegal acts, kick-backs, secret passport sales, millions owed to Venezuela, Felix Chen’s millions of $$$$$$$, politicians acquiring massive wealthm no answer by Govt.

    The forgery of birth certificates at the Treasury, what happen? Case thrown out.

    Investigation should be easy in the case of those missing keys. But again, corruption thrives so much in my country, expect nothing to happen Investigations will be stalled again.

    Records that would implicate those who have committed criminal, illegal acts must disappear. Desperation? Afraid of the consequences of engaging in corruption, while in Public office?

    Judicial Review will be granted if at all any one is found to be the culprit who stole the keys or caused the keys to disappear.

    Corruption is eating at the heart of our beloved Nature Isle.

      I wrote many a time that DA is done. I am in agreement times have changed but not the type of change since 1995 and just went old mass 2004-present. To call what’s going on corruption is being nice to them.
      We are classified as Third world but I think we are like 46th world here in DA.
      Everytime I make this comment in the past DNO never print/post it. The truth is a bitter pill to swallow but we have to. We are done as the as the Dominique we knew.
      Have you noticed all the old folks are making their exit? They have lived their 3 scores & 10 and do not wish to stay around for the free pampers yes we care BS. Sensible and hard working Dominicans are making their departure in droves. To Tortola ,St.Marteen, G/loupe .Martinique, Antigua, St.Kitts, etc not to mention the US & Canada England & france.
      Soon it will be a land governed by pirates with too much booty goats pigs manicou and a few of course the Neo Cons & the opposition potos and their team.

      I have more confidence in Dominica than that. If they migrate, it will be nothing new and surprising. This has been going on for ages. Consider in those days how many D/cans migrated to the US, even before I was born and after down through the years.
      Some migrated to Great Britain and to all those Caribbean islands; some to French colonies as also Cayenne and other to US tropical countries.
      It depends on the reason why they would leave Dominica. They run away to other countries, will they experience happiness, peace and safety including obtaining employment? Do you think those countries and their governments are goody-two shoes?
      As it is stated in the Imitation of Christ book, “Run here and there you will find no peace.” As long as there are human beings, consider this.
      You call the government corrupt and pass judgment, no doubt on hearsay. You ensure that you do not deceive anyone and tell lies for you will be judged two-fold. There are all sorts of corruptions and among people – some of them. Who is perfect?

      It is not a joke. It is a serious matter. Keys for important government offices with confidential records disappeared and at the Police Station at that. This is cause for concern. Who is/are the culprit(s)?

    People can say what they want but they cannot deny the fact that the DLP is working. They working so much that even when we are all asleep they are locked inside of registry working. Maybe they worked on processing State lands, Issuing of births, deaths, and marriage certificates, Registration and delivery of Certificates of Title, Completion of Criminal and Civil cases, Registering of persons as citizens of Commonwealth of Dominica . Is work they working but their work is never clean

      Did you hear/read that two men recently gained entrance to the US White House. One of them went into a room where President Obama was previously. The man had a weapon. Fortunately he was not there. The man was arrested.
      Security could be slack and cause breeches Today I heard that the Chief of Security resigned or was asked to resign. These countries do not hesitate to fire those who are careless.
      There were other infractions whereby a criminal was in the same elevator with President Obama. He tried to take pictures. The man had a gun. He was apprehended. This was a serious matter and breech being so close to President Obama.
      The PM will have to take steps about this key disappearance. If these keys could disappear, what next and who next?

    Get the point ….. dat CDPF again!!!! According to Walsh the keys were returned to the police on Wednesday evening after 8:00. “As to what happened between after 8:00 pm (on Wednesday) and quarter to 6 when the cleaner went to pick up the keys (on Thursday morning), is a matter in which the police have to comment further on,” he said.

      I am reading the story thinking the same thing. This is too funny. So no one thought of just cutting the darn lock and putting new one. Is it that complicated? Guess folks were too happy to get a day off and apparently keeping the court and treasury open was not that important. Where is the backup keys at HQ? We really lack foresight in this place.       The keys disappeared. You never know if they entered the Registry during the night and what they did in there and what they took. The staff should not enter alone. Someone or two from the Fire Department should accompany them in case of some hanky panky, if you know what I mean.

      Even then, the Police and someone from the Fire Department should escort them in but first go ahead of them to search the building. They should even wear protective clothing. You never know what set-up, as a trap and other destructive material, were placed in the building.
