Linton calls for immediate cessation of diplomatic passport distribution

Leader of the Opposition, Lennox Linton, has called for the immediate cessation of the distribution of Dominica diplomatic passports, saying that there is evidence they are being sold.

Speaking at a press conference on Friday he said the “indiscriminate distribution” of such passports is the biggest threat to the island’s Citizenship by Investment Program (CBI).

“I stand here today to say to Dominica, it is time to wake up,” he said. “And it is time for us to demand immediate cessation of distribution of all diplomatic passports in Dominica pending a full independent inquiry as to what has gone on in the last 17 years under this Labour Party administration…”

According to Linton, investigations by CBS 60 Minutes have found that “the sale of diplomatic passports, though it is not part of the citizenship by investment program, it goes on under the table particularly in Dominica which has had a most impressive corp of dodgy diplomats.”

He claimed that 227 diplomatic passports have been issued between October 14, 2010, and January 11, 2016.

“The question we have, the question that remains unanswered who has these passports?” he said.

He said as a responsible opposition, on October 19, 2016, a question was posed in parliament to the minister responsible for the matter but it was ignored.

“And after it was ignored, you hear talk around the country like the opposition not standing up for Dominica because it doesn’t know what’s going on, they not doing anything, what are they doing,” he said.

He noted that similar questions were asked in 2006 and 2012 and answers were received but when asked in 2016, the government’s response that it does not reveal sensitive information was ‘curious.’

“The answer this time around was curious: ‘ The government has never, as a rule, publicized sensitive details of appointments outside of corresponding countries to which persons are engaged.’ “I stop here,” he stated. “Question. What sensitive details did we ask for? We only requested the names of the holder of the passports and if such passport has been revoked or canceled, the date of such revocation or cancellation. What sensitive details are you talking about?”

Linton said the response of the government shows that something is amiss.

“And I will tell you what is amiss people of Dominica,” Linton noted. “This for me is evidence that diplomatic passports are being sold because what the information would have disclosed is that people who have found themselves in trouble with the law but had our diplomatic passports still continue to hold on to them. They should be revoked, they should withdraw them. If you found out that they are involved in international banditry, money laundering or terrorism or so, but they still have the passport. Why do they have them? Because they paid for them and the people who received the money are not willing to refund it. So if, what you have paid me, you are not willing to refund, then you have no authority to ask me what I have taken from you in exchange. And that is what the answer to the passport question is all about, they are hiding information in order to prevent the public from knowing the truth…”

At a press conference last earlier this week, Prime Minister, Roosevelt Skerrit said diplomatic passports are not sold under any circumstances.

    I have a Citizenship by Investment passport. I underwent a rigorous application process which included full disclosure of my finances (I had to prove I was fully compliant with all tax laws, had no delinquent debts, and were fully solvent/gainfully employed); a full government/police background check; medical exams; professional references; and a personal interview by Dominican government officials . I hoped that the fee would be used to benefit the people and economy of Dominica and am deeply saddened to hear otherwise. It is also disturbing to think that disreputable individuals may have allegedly been granted passport privileges. No one should be granted a passport without undergoing the extensive background check that I did. Dominicans have a right to assurances that only people of good character are issued passports, as well as a right to know how much revenue is generated by CBI and how it is being spent. CBI can be a win-win program with more transparency. God bless you.

    Don’t listen to Linton. He is a bitter, negative ….who is jealous of Dr. Skerrit’s achievements for our country.

    Here is the deal regarding diplomatic passports –

    1) they are great passports to have, so applicants have to put up top dollar to get them. So we are looking at anything from $750,000 to $2,000, 000 for one. Just ONE passport;

    2) on top of that, the holder will have to put good investment deals Dominica’s way, just to hold on to the passport. Most just introduce their friends into the CBI program. Some have introduced hundreds;

    3) if the diplomatic passport holder gets into trouble, the diplomatic part of the passport is always revoked. This way, Dominica gets the money and is always seen to be doing the right thing.

    THERE ARE NO CRIMINALS HIDING FROM THE LAW BY USING OUR PASSPORTS, NONE WHATSOEVER, SO LINTON STOP THIS BAD MOUTHING CAMPAIGN.

  3. Why should the issuance of a diplomatic passport to “our so called diplomats” be considered, or even be classified as something sensitive? Shouldn’t the people of Dominica know precisely who are our diplomats, and to which country they are assigned?

    One of the purpose a diplomat serve is to negotiate the release of people from their country in custody, or jail in a foreign country, assuming there is proof the arrested, or captured is innocent of a crime. We know that one of the definition of diplomacy is the profession, activity, or skill of managing international relations, typically by country’s representatives abroad.

    A diplomat should be trained in the art of dealing with people in a sensitive, and effective way. It is one thing for politicians to play with the English language, and make something when heard; one should be amazed. “Sensitive” simply means, quick to detect, or respond to slight changes, signals or influence okay!

    “The CBI in its current form will be suspended immediately by an incoming UWP administration”. That should be the policy position of the UWP.

    The Dominican electorate is a simple, unsophisticated one in these matters. They see things in black or white. So it becomes difficult for us to understand that the passport selling programme is so bad yet UWP would continue to sell passorts when they get in power. Your opposition to the CBI will never be understood by Dominicans unless you take a radically opposed position and stop the sale of passorts entirely. I don’t know why this is so difficult for the UWP to understand!!!

    Dr. Skerrit must be nominated for our highest honour, the DAH. That is because of his very hard work to bring our country into the worldwide stage of premier passports is unparalleled in our young history as a country.

    CBI now brings in more than $20 mllion a month ($240 million each year) which is well-spent on rebuilding our roads, schools, hospitals, renewable energy and tourism infrastructures. In addition, this money goes towards the payment of our public service employees and diplomats/ special envoys abroad. It’s not that much folks, when you consider that cabinet salaries and staff amount to around $6 million per month.

    Dominicans have had it too easy and fail to realise the blessings that are being endowed upon them by one of the most brilliant political leaders in the Caribbean, Dr. Roosevelt Skerrit of whom we should be proud.

    I agree 100% that the distribution of our Country’s Diplomatic Passports need to stop immediately, however, I know for a fact that under the current administration it will not happen. I know that it will take the PEOPLE to bring their concerns and grievances to the feet of this “One Man Government” in order to bring about any kind of change in this Island Nation.

I had to ask cause I don’t recall CBS saying that they are carrying out an investigation into sale of Diplomatic Passsports in Dominica?? I see you are the one that dicclosing for CBS now. Sir if CBS have an investigations let CBS release their findings NOT YOU? Now hoe CBS or you know the number of Diplomatic Passports issued for that lengthy period and cannot gibve us ONE name of a crook, suspected terrorist, murderer or child molester who hold one of our passports?     Isn’t that the same program the UWP was approached about but they offered it to St. Kitts instead of sharing it with Dominica. I guess they cared so little for Dominica because they lost the election they took it and literally gave it to St. Kitts. I mean we heard the then Prime Minister told us about it.

    And now I guess without their help, Dominica CBI is doing well, so now once again they want to deny Dominica the benefit. Maybe if they had told the government and not selfishly, say if I cannot be in charge I am not letting them into the secret.

    They did not want Dominica to have it and now they want to do everything in their power to wreck it for Dominica.

    The leadership of the country could have avoided all this Fiasco if they had just accepted the challenge by the people to debate current issues. The call for debates have been deliberately avoided at the expense of the people’s right to know. Rapheal is right there has been poor public relations and discussion on so many of the important issues affecting Dominica. He has done to improve that. The private sector, the churches, the bar associations the hotel and tourism association etc seat on the side lines while Lennox and others called for more open debates on the issues. I guess they were comfortable with the status quo. One debate took place at the DSC where Ambassador Aron was humiliated by Josh Francis since then there has been no other organised public debate on any of the issues. Now that shit has hit the fan all of them are running for toilet paper to wipe their faces and to cast blame on others. Their silence has been deafening until now. Stay strong bro Linton.

    Lenpro and others: Why does the opposition, the parliament and the People have to depend on a CBS investigator to tell us who are the holders of Diplomatic Passports? Our minister of Foreign Affairs, Francine Baron, with the help of her PS and other staffers should be the ones responsible to answer such a question. When the leader of the Government will allow his ministers to freely answer questions asked in the House of Assembly, only then will we see a semblance of a return to true democracy. Otherwise hell break loose. The Government – one man will continue to run things and the majority will continue to suffer.

    I see no reason why Mr. Linton’ s question went unanswered. How could a member of the ruling party refuse to give a member of the opposition an answer to a question on the grounds of ” sensitive material”?
    I don’t support to UWP, but our people have the right to know the number of foreigners who carry our diplomatic passports. We the people also need to know the number of regular passports that were sold and a list of the countries whose citizens carry our passports. Please tell us. It’s called TRANSPARENCY.
    I am so tired of all these allegations of corruption surrounding this present administration. Mr. Blackmoore, I love you but I am having serious doubts about supporting this Government next time around.
    It’s still early in the year and we have the opportunity to turn a new leaf and start conducting state business honestly and above reproach.

    Being in possession of a Diplomatic Passport is an honorable right; and no one who does not have the best interest of the country at heart, should hold the distinguish honor of carrying this passport. Diplomatic passports should not be one the primary source of revenue to the country, whereby tarnishing the reputation of the program.

    Have the useless waste of tax money go investigate what is truly going on… thats how this type of thing is done.

    so for all those people who support C.B.I, all you honestly think it is a perfect program? I’ve never seen a government that so doesn’t like to make changes. You know in most democratic countries…there is a little something called a vote. Both parties present their arguments to the Dominican people, and then vote on whether to keep it or get rid of it.     Who are these 227 people who received diplomatic passports? Is there another CBS 60 minute program to come dealing with the issue of diplomatic passports? If Linton knows that 227 diplomatic passports were issued why is he not releasing the names or were these passports issued to nameless people. To accuse the govt of lack of transparency in this matter and then show a complete lack of transparency in not advising Dominicans as to the names of people with diplomatic passports is mind boggling. Has CBS become our new massa? Did CBS run a program when our banana industry was under attack? Did it run a program to find the missing DASS money. Why all this sudden interest in Dominica?

    • Winston, if something is illegally done; do you anticipate finding accurate records as you believe exists?

      Look, the same thing took place in St. Kitts, so much so; that the government of St. Kitts had to recall more than five hundred of them which were issued to people who’s name was not even written in them, some were not dated. If you have a computer, you can always go into CBS 60 minuets archive and review the entire program.

      It is a mess, and more serious than most Dominicans might have imagined. Our people are in the dark, there are lots of professional criminals out there with not just the ordinary traveling passport, but indeed Dominica Diplomatic passports!

    Get lost Linton. Get a job and stop making trouble for Dominica. Our passport sales is our Nr. 1 export which brings in $15 million dollars a month into our country. We need that money, so stop trying to terrorise this situation.

    If you want a cut of the action, what you should be pushing for is for a law to ensure that only resident Dominican passport holders can sell our passports. For each passport they sell, they get 50% of the government fee.

    If you do that, everyone will be happy and no one will have any grounds to complain.

    Diplomatic passports in all countries are the gift of the government in power. It they choose to sell them, that is for them to decide. My friend, shut up, suck some salt (like Hillary, you are one hell of a bad loser) and take it like a man.

        Passport sales for Dominica in 2016 amounted to $2.5 billion dollars. This money has been re-invested in our schools, healthcare, fighting ebola, zika and dengue, preparing for climate change/ global warming and the threat of ISIS and financing infrastructure projects.

        Let’s be thankful we have Mr. Skerrit on our side doing such great things for our country.

Then let CBS give you the list of people who has these passports. Lennox is full of it. This guy cant even keep his own investigation confidential. This just tell you he is foaming at the mouth and continue to make comments without facts. Lennox has continuously again and again shows that he is not ready to be Prime Minister.

      Since 2011 Skerrit issued a law suit against Dr. Thomson Fontaine for the same thing but mr. Skerrit still has to appear in court on that charge and face his accuser. First Skerrit try to frighten Dr. Fontaine and demanded he pay him $250,000 otherwise he would take him to court, Well Dr. fontaine refuse and challenged Skerrit to go ahead with his suit. Today we are still waiting for that suit to be heard in court. was Skerrit bluffing and running away from his own challenge now? what are we to think brother?

    Hon. Linton, this is a very good suggestion. As Leader of the Opposition you represent all of Dominica and therefore your principle role is to see that this corrupt, devious Labour government are not corrupt, nor behave in a very devious and irresponsible manner.
    Dominicans must stand firm with you as our representative in parliament that there is open transparency, accountability and that these funds are well put into meaningful development programmes that the increasing rate of poverty in Dominica is addressed. My fear is that this inept Skerrit and his corrupt Government have no idea how its done.

      Lennox absolutely does not represent all of Dominica as the leader of opposition. If that was so then he would be the Prime Minister and that is not going to happen at all. UWP may win an election but it is no the upcoming one, nor the one after because majority of Dominicans DO NOT want Lennox as their Prime Minister.
