Mayor of Roseau calls for ‘collaboration’ to reduce stench in the capital

Mayor of Roseau, Cecil Joseph, is blaming restaurant owners and urination in public as two major contributing factors to the stench in the capital city.

“The general public should put some of the blame on the restaurant owners for the smell of Roseau,” the mayor said during a press conference on Thursday.

According to him, the Physical Planning Division should make frequent visits to these establishments and ensure that they have proper means of getting rid of waste.

“These restaurants let off all their waste products from their water into the gutter and expect the City Council to come and clean it every day. Roseau is a very big city and it is not feasible, it is not possible,” he argued.

He also added that despite various meetings with Physical Planning this has not been given much attention and the Roseau City Council has yet to receive a satisfactory response from restauranteurs.

Another major contributor to the annoying stench which pervades certain parts of the city, according to the mayor, is urination by members of the public in the city streets.

“A lot of people claim that there isn’t any public convenience and that is not true. Just in the market area has about a dozen public conveniences, on River Bank there is another set manned by city council, on Bay front and on Bath Road has which are manned by the city council.  The business houses themselves have public conveniences and I am sure by requesting the usage of the public convenience they will give you the authority to use it,” the mayor pointed out.

Joseph also blamed ‘the poor construction’ of the Dame Eugenia Charles Boulevard as another contributing factor which he says causes flooding in Roseau after heavy rains.

“The building of the culverts on the Bay Front is higher than that of the gutters, constant water getting into the bay front blast onto a wall and will not escape until there is heavy rain hence resulting in the flooding of Roseau,” he stated.

He pointed out that a lot of money is spent hosing down and cleaning the streets of the capital especially after major events such as Creole in the Park, World Creole Music Festival and Carnival but added that the city council needs the collaboration of the public and other sectors to get rid of the smell.

Great George Street, Kennedy Avenue, Kings Lane, the end of Hillsborough Street and Cork Street were some of the streets in Roseau that the mayor highlighted as some of the stench-plagued areas of the city.

He warned that the city council will refrain from cleaning Roseau if proper arrangements are not made between the organisers of major activities and the council.

“If we are not partners, if we are not stakeholders and if people cannot respect the fact that we are the custodians of the city, I can say that the city council will have to abstain from cleaning those areas where those activities are being held. It is high time that people recognise what we are doing as a city,” he said.

    Roseau is a very big city and it is not feasible, it is not possible,” he argued.A What???? Where on earth is Roseau a big City and tell me why with such big infrastructure, a city as big as Roseau cannot afford to having its sewage pipes buried underground.

    This would however alleviate the stench and infestation that can eventually lead to a plague.

    Come on Mr Mayor!, do the right thing now and stop blaming everyone but your self. This is an easy fix not rocket science.

    Roseau is a dump. It all begins with personal pride also. I understand it is the mayor’s responsibility to keep the town clean but it is also every citizens responsibility to take pride in your surroundings.. take a few extra steps to put garbage in bins.. don’t just dump it where you eat.

    Around the Garage Restaurant area – stinks. A little while ago the small road between Sutton Place Hotel and Courts there was an open drain that smelt and looked like a hundred rats had died in there and the lady who has her stall there was still there on her stall in that stench!!!!!!!!! I nearly passed out just passing there!!!!

    Simple. Pass ordinance requiring each public establishments to have a restroom with access to …. you guessed it…the Public, meaning their patrons.

    I love Skeritt but the gov’t needs to find another $27 mil to cover the main drains in the busiest part of the city, complete with curbs….A no-brainer. Then easily fix the drainage outlet problem Cecil so rightly pinpoints; like him or not.

    every 2 to 3 days the streets should be hosed…Dominica has enough water,as there are no stand pipes the place is really smelling, persons do clean infront of their homes, they try their best, but the gutters are filthy, just give more jobs to persons to clean up..

    Maybe the mayor should consider placing small bins around the city! If someone has something to throw away, there is no where to get rid of it. Obviously if there is a bin decision then there should also be the bin collector. Then you can issue littering tickets. That should help pay for some of the costs. Maybe then the city might be cleaner and smell fresher. Not to mention it will create a few jobs. I don’t even know what the mayor does anyway.

    A lot of the men pea around the town like they own it. You never see those bus drivers and cops look left then look right, remove their ting and pea in the gutter? Some shake the last drop, some don’t. Some women do too. Then you have the dogs and the cats. The dogs aim for the walls and parked vehicles. And the cats just an where.
    It is a viscous cycle.
    I have not seen you do that since you are mayor.

    The council needs to simply purchase 2 or 3 fire hoses and twice a week their employess hose down the city from about 1 am.

    Drains should not be open like that, there is always rubbish on the streets of Roseau, dog roaming and leaving their mess..Pls clean up the city, start charging people for littering, the store and shop keepers, the restaurants. PLs keep Roseau and the whole island clean

    ITS RATHER UNFORTUNATE THAT THE CITY F rOSEAU HAS DETERIORTATED UNDER YOUR WATCH AND THAT OF THE COUNCIL.

    There is a saying that WHO WITHOUGH AUTHORITY CANNOT ACT. I THINK YOU AND THE COUNCIL need to contract a legal officer or get someone from the Attorney general chambers / Office to guide you on the LAWS as they pertain to the city.

    Many a times you have made pronouncements and embark on activities and am unsure whether its within the ambit of the council to do so, no matter how well intentioned they might be. Some believe that there is an air of arrogance in the way things are done and confrontational approach will not help any one. There is always room for compromise and wise people must learn to listen. We are not all genius and lie so many of us , you seem to have some “academic limitations” and this is well known.

    I AM IMPRESSED WITH YOUR SPIRIT AND FIERCE DETERMINATION AND AM FURTHER CONVINCED THAT YOU MEAN WELL AND YOU ARE GENUINE PREPARED TO MAKE A DIFFERENCE IN THE LIFE OF ALL THE ROSEAUITES.

    So my advise to you is to seek legal advice and embark on some seminar with your staff and council or work shop so that you all will get a thorough sense as to what are your legal responsibilities…where does your legal authority lie, do and donts etc ! This is important because you will know under what legal basis you will act. This could save the council litigation fees because people are more aware of their rights in thses times and aggressive actions no mater how moral must have the legal teeth to bite on. Its all the law mr mayor !

    I know you are a firm supporter of the DLP and a former candiate. Your name is even being callled as an heir apparent ( one of 7 ) to ambrose. The 27 million dollars !!! dont you think that some of this money would have gone a long way to improve the image of roseau ? The roads / side walks pavement /public convenience / rubbish trucks / proper gear for sanitary workers / better salary /restoration of the french quarters / housing improvements/ beautification/ shopping malls/ tourist centres/ car parks / traffic signs/ renaming of streets after key roseau nationals and dominican heroes ( sporting and otherwise ), mayors scholarship scheme etc etc etc etc.

    What about some asssistance to Council from a FORENSIC AUDITOR and someone speciliszing in accounting especially in terms of municipal taxes collection strategies to see what strategies can be employed to help council collect taxes amd also consider what changes can be made legally to fast tract the process and give council greater autonomy and also greater resources from central government etc.

    Remember respect for the holder of the office and the office itself is inseparable.

    Where is the money that was said to be given for the upgrade of the Roseau drains, side walks etc? Tell me did the money go back? Look at the drains as soon as u enter Roseau after the loblack bridge on the left side. No government can’t do everything but even that can be fixed. And now I hope everyone see that crazy t have stopped having this donkey noise which he use to play every time mentioned about the head of state on his radio station. That is no longer done as he got what he wanted, I wonder if everyone should do the same, all of these none sense should be looked after because a lot of folks watching and listening but scared to speak.

When faced with the decision on how to allocate the money – clean up the capital of the country aka commerical centre of country aka white collar job catchment area of country aka welcoming centre of the cruise ship passengers or to misallocate the money and spend it on a useless symbol of “niggeritis” what did our leadership choose? Useless symbol of “niggeritis.”

      So now we will have a pretty beeldeeng and still have a nasty stinking city with no pavements, no proper roads, no parking and no bus depot.

    People I have visited your island over the independent season, some of the party was good but as noted above a lot is to be done with cleaning the island. I have never before seen the place looking like that. The people on the island have become carefree and most of them have no shame at all especially the young ladies, yet they say if you dnt like it go back where you come out. You walk off the
    tourist ship and a few yards away there is gabbage next to this electronic shop on opposite side of street near this utility pole not nice at all. The people walk and move around dropping everything they use anywhere, my god you all can do better than that. Ladies take note. Educate your kids about gabbage . The country needs a serious cleanliness campaign including the peoples mind. This nonsense which comes out their mouth “if you dnt like it go back where you come out” needs to be stopped. Before this country was one of the cleanest place on earth not any more, it is just totally disorganization, it seems like there is no parenting, mothers take a step now give the so call parties a break and take care of the people for tomorrow.

    The mayor IS right about this stench, Roseau STINKS!! This week I noted the stench coming from a particular area opening directly into the back entrance of a restaurant. Playing the blame game won’t help. All concerned need to come together to help solve the problem. The negative impact on tourism will affect the country on a whole.

    The Roseau Monologues, an episodic comedy starring Mayor Joseph has opened this weekend to panned reviews. Ladies and Gentlemen, the Mayor has smelled his city and it’s a “stench”. Not sure what figure of speech the His Worship was using but all things considered, one never knows. Just a short time ago time ago he prated about his city being one of the cleanest in the Caribbean. Magway Sar! His Worship mentioned restaurants and urination as the culprits but is he aware that Cats leave behind awful odors as well?. Yep, Mr. Mayor, I agree: Something stinks in the Capital City!

    o my, just had a look round your BIG TOWN LOL.
    Seen a paro ? reliveing himself in the gutter on the bay front, most impressive I must say. Not something the average tourist or vistor gets to see to often. The smell in some of the streets are akin to India. (not been back there either )
    Come on people this is the 21st century and you still have no idea what and how to use a toilet.
    Unlikely i will ever come back to this island. Far to primitive.

    Mr. Joseph, you make me laugh. Roseau is a very big city? You can walk from one end to the other easily in less than fifteen minutes! You have been to London and New York so you know what a big city is really like. Does Roseau not have a central sewer system? Just make sure that all residential properties and all business properties (not only restaurants) are connected and close down anyone, who is discharging waste openly into the streets. Are you the mayor or Pontius Pilate?

      Malatete. You cannot discharge everything into a sewer system. Restaurant have to be equiped with GREASE TRAPS. T to get rid of excessive grease in the system. To add to that the extra grease can be use as an alternate fuel.Like it or not the Mayor is right. Hate the message not the messenger.Someone has to address the lack of interest by the Health Department and Planning division or any other responsible entity in this matter.

        River Street, by all means install grease traps. In the U.K. they are compulsory for restaurants but under LOCAL AUTHOITY regulations. However, a grase trap is only an intermediate station on a waste line that should always be connected to the general sewer i.e. dont let your waste discharge into the street, even after it has passed through the grease trap!

      Agree 100%. Also, what’s up with the stray dogs, they seem to be slowly returning to the streets of Roseau and adding to the problem. All dogs must have collars with their owners names and addresses and if found wondering in Roseau or anywhere else, the owners must be fined. Dogs without collars should be rounded up and notices posted in the papers, or outside Council offices, saying they are being held (dog pound??)- if noone comes forward after a specified time the dogs should be either re-homed or humanely destroyed. I dont have anything against animals but having them mess all over the place is a serious health risk. Remember small children walk nearer to the ground than adults so they are affected first – a little too close for comfort!

    Let us not ignore the fact that the entire country is in decadence since this Labor party. The Government is not the reason why vagrants urinate in the public but if the administration is serious they would implement restraining measures.
    I visited Dominica and what I saw next to a certain Restaurant on the bayfront made me ashamed of being Dominican at the moment. I could not believe that in this day and age that we as a people could tolerate or even allow such wanton disregard for the environment , public health and tourist impression.
    The mayor of Roseau must show leadership and claim responsibility for the problem. DNO please correct me if I am wrong but this is not the first time the mayor has made those stupid excuses .

    Arrangements can be made with the Fire Service to hose down the streets and drains as part of their training twice a week;purchase a dust sweeper and bring back City Inspectors.I remember up to the late 60s they did a good job on inspecting premises and their surroundings.We must be mindful of the deadly disease which can be spread if Rodents have a feast day

    Having more police men patrol the streets at night may not prevent people from urinating, they can’t be in every little corner at the same time also they are humans and may need to ease themselves at some point, where are they going to do it. What we need is proper public convenience, growing up we had them,this is an age when everything is possible. Consideration may have to be given to dissolve the city council and privatise the operations.”we may need several New sheriffs in town”.For the restaurants owners we know putting in grease traps is an expensive venture, this this may cause more problems in our already burdened city however large enough containers( design for that purpose) can be installed on the premises, and on a weekly basis it can be pumped out and disposed of or recycled . Let us broaden our vision , dig deep and think. The human resources are available , forget party politics lets get all the stakeholders on board.

    Mayor, Roseau has a big rat problem. big. i live in Roseau and the whole town is infested with rata. secondly, i hardly see the road (well in my area) being hosed. i am not saying that is not true. i just hardly see. Thirdly, the Roseau City Council was storing their garbage at the back of the barracoon building in the corner and that had a big stinch. Roseau people are paying their land tax and should be treated better than tha. it is not Roseau people only that is dirtying the city, the people from the outskirts must lean how to use garbage disposals too. I see the mayor dress down his staff with uniform. Mayor use our money to get rid of the rats instead.

    Is the mayor correct or is he wrong?

    Personally, I have smelled the urine on numerous occasions and see men peeing all over the place. Give them a ticket when they do that. Is not parking tickets alone that should be given.

    As for the restaurants – we know that is true too.

    Then we have the case of the drains – mayor, you have to step up on this one. These huge uncovered drains are a major cause of stench and discomfort as well, to pedestrians.

    And finally, the situations with the poorly designed drainage system at Bayfront. Mr Mayor, get some engineers to fix that. It will never fix itself.

    So, let’s not pass the buck around. All of use can do what we can to fix the problem.

      Seeing men peeing all over the place is call indecent exposures in the city of over three million where i am residing, Imagining me peeing anywhere on the street and a child or any one sees me, man they would charge me for exposing my private part, even so I would be listed as a sex offender/molester, these men peeing, exposing their private parts all over the place in DA, par or not when caught should be charge

      Roseau stinking real bad, I just return home from Dominica, and I have to say it is a disgrace walking in Roseau seeing all the nastiness in the drain, on he side of the streets etc

      The city/mayor, counsellors and residents are responsible for the cleanliness of Roseau, for sure the drains need to be covered, as a matter of fact, the drains need a do over, the drains should be over six feet deep so that when it rains the water will not overflow and flood the streets of Roseau, to be honest Roseau need a major do over period

    I tired with all this suggestions ( no disrespect ). The problem is with the people. The people must first deal with the inefficient leaders in society. The people must change their party first mentality. It is sad to see the situation in Dominica.
    Isn’t that the kind of question the returnees should be allowed to ask?
    Those returnees who sat down and swallowed the lies and did not demand a question and answer session are just as guilty as those planes and ferries to the polls voters in the 2009 election. Like crazy T said ” come vote on election day and eat bakes on Diadpora day and leave us in misery”

    1. Too many paros.

Roseau always had that stench…. its the council duty to pay people to clean the city… Cecil wants money from the people to who hold these activities. Say it cecil…. Cecil put proper drainage, people can hardly walk in Roseau. One always have to keep their head down to walk or else you end up knocking your foot or in a gutter… fix the sidewalks so the handicapped and mothers with babies can enjoy a walk around the city….do your job mr major…your reign does never come to an end?

    How about setting designated areas in roseau with potable restrooms “pot o gold” for public use. Not just 1 or 2 for festival time but for everyday use. Have a contractor clean them out every day or twice a day, whatever suits your budget. Or build more public restrooms in and around roseau….. not just at the market or at bayfront.

      Good idea with the portable restrooms

    Also, every restaurant should have a restroom. I am tired of going to places to get food and they do not have those facilities. If they are not prepared to serve fully then do not give them a license to operate.

      I too agree, most establishmentsin Roseau does not accomodate patrons to the city, leaving them to relieve themselves anywhere.

    Yes, Roseau do smell and its been a while. Sometimes I am afraid to even eat around the place. It stinks. SO whoever, or whatever, needs to clean it up. ANd all that dog poo poo is not a pleasant thing either. After all, its the capital city and we are asking tourist and visitors to come to our island, yet this is what they get.

    Roseau is not a very big city.. perhaps we have little resources for the purposes of keeping the city clean.. we should consider moving all vagrants to grotto, police should patrol more even in the evenings to.. and charge ppl who pee in the public..
    … As for the restaurant.. Envrionmental health dpt should ensure that these ppl dispose of their waste properly…

      most of the police time is engaged in drug enforcement so they too can get their share of whatever is confiscated. So many laws and you hardly hear of someone charged for something besides drugs, wounding, breaking and entering.

    Mr.Mayor,first of all this is not a personnel attack on you.The restaurant owners in the city are very nasty.Drains needs to be resurfaced for proper flow.All the restaurants should have proper restrooms for patrons and should have grease traps in all restaurants.Born in Dominica but been out for the past30 years and in my observation when i visit the island thats what i observe.Also their should be a different waste management company that does the clean up of the capital.The business owners of Roseau are a bunch of nast hungry monger people,that do not take pride in their establishment.Do not ever eat in the capital when i visit.Thats who you should start attacking to fix the problem.Roseau is one of the most beautiful towns in the caribbean but the business owners take no pride in it.

    Sir, with all due respect, the problem came about-when you allow DAWASCO to remove the stand pipes. If there is no rain, then you need to hose down the street every day, or put back the stand pipes. Our 4 fathers knew what they were doing when they put those pipes there. We remove them and thus the problem.

    Blame everybody and everything else but himself and institution that he leads. Cecil your party has been in power for 14 years and as an upfront member of the party you should have taken the lead to promote legislation to counteract the problem in Roseau or even Dominica on a whole.
    Roseau is a big city? Are you kidding me? How many restaurants in Roseau? 6-10.
    The attitude of party before our country continue to manifest itself in every negative way.Until we are honest with our assessments and willing to speak honestly on all issues Dominica will continue to go down the the canals of disgrace. Cecil knew that the carnival cruise was disgusted with the situation in Roseau and yet he came and stated that Roseau was one of the cleanest cities in the Caribbean. As the mayor of Roseau Cecil should have demanded a immediate response from central government. If the Dame Blvd was wrongly graded then you and the central government should have been working on an inexpensive pump and detention system to reedy the situation. The higher elevation of the drainage system on the waterfront was and is the right thing to do. At the time of construction the future plan was to rebuild the sewer system in Roseau but then our politicians are too proud to pick up plans from previous administration.
    Cecil if the law enforcement was issuing citations to restaurants and pedestrians for loitering , public urination, improper garbage disposal then your agency would e spending less money hosing down Roseau.
    It is time to stop the arrogance look into the mirror and Lead. The lack of leadership and dishonesty has polluted our country and so what we have is a bunch of leaders focused on covering up past corruption and inefficiencies and the more they do is the more everything stinks

    Oh my… Let us forget common sence and civic responsibilty.
    Roseau has been citied by most of our visitors as the dirtiest city that they visited in the Caribbean.

    What can I say, we cannot even purchase proper trashcans with wheels. Now let’s not clean the streets.

    When there is no Civic Responsiblity, no proper enforcement of Building Codes and lack of proper Leadership, what do you expect ?

    What to see better results, then I could suggest you create a monthly ‘Best Street Award.’

    Pride does have an impact when you consider your community, your business and our City.

    It is disheartening to learn that our Capital is untidy and has a stench.Clearly it is the responsibility of the Town Council and Central Government to ensure that measures are in place to keep it clean.The Government should allocate a sum of money annually to Town Council to assist it in meeting its expenditure for operation and to monitor its spending.We promote Eco-Tourism and boast about our environment caused by business places and urinating or disposing wasteand should be ashame to come out publicly with this blind excuse given by the Mayor.Soon our Tourism will go to almost zero if drastic measures are not taken.There is Legislation to deal with the untidiness .
